“新型(xing)(xing)能(neng)源(yuan)體系(xi)(xi)的(de)重(zhong)要(yao)特(te)征是清潔低碳,大力(li)(li)發(fa)展(zhan)包括新能(neng)源(yuan)在(zai)內(nei)的(de)清潔能(neng)源(yuan),成為新型(xing)(xing)能(neng)源(yuan)體系(xi)(xi)建設重(zhong)要(yao)方向。”全(quan)國政協委員、中國大唐集團有限公司黨組書記、董(dong)事長(chang)鄒(zou)磊表示,推進“風光(guang)水火儲(chu)”多能(neng)互補綜合能(neng)源(yuan)供給(gei)體系(xi)(xi)建設,是建設新型(xing)(xing)能(neng)源(yuan)體系(xi)(xi)的(de)必(bi)然選擇,也(ye)是實現電(dian)(dian)力(li)(li)系(xi)(xi)統(tong)高質(zhi)量(liang)發(fa)展(zhan)的(de)客觀(guan)需(xu)要(yao)。目前存在(zai)著配套政策落實不到位(wei),部分項目市場競爭力(li)(li)不足,相關技(ji)術細則及標(biao)準不健全(quan),與輸電(dian)(dian)通道(dao)建設不匹配,電(dian)(dian)力(li)(li)系(xi)(xi)統(tong)之外的(de)其他(ta)能(neng)源(yuan)品種靈活調節能(neng)力(li)(li)亟待挖掘等多重(zhong)掣肘。
推進“風光(guang)水火儲(chu)(chu)”多(duo)能(neng)(neng)(neng)(neng)(neng)互補體系(xi)建設,鄒(zou)磊建議,一是加(jia)(jia)(jia)大政策(ce)(ce)扶持(chi)力(li)(li)度,確保已出臺政策(ce)(ce)有效落(luo)實。推動(dong)地(di)方(fang)制(zhi)定(ding)配(pei)套政策(ce)(ce),優(you)先使用可再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發展總量指標,優(you)先參與(yu)(yu)(yu)跨(kua)(kua)省區電(dian)(dian)(dian)力(li)(li)輸送(song)消納,優(you)化(hua)配(pei)置(zhi)儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)設施,不斷提升項(xiang)目(mu)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)競(jing)爭力(li)(li)。二是完(wan)(wan)善(shan)可再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)跨(kua)(kua)區跨(kua)(kua)省消納市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)機(ji)制(zhi)。加(jia)(jia)(jia)快(kuai)(kuai)構建全國(guo)統一、區域(yu)(yu)協(xie)(xie)調的(de)(de)電(dian)(dian)(dian)力(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)體系(xi),健(jian)全完(wan)(wan)善(shan)綠電(dian)(dian)(dian)交(jiao)(jiao)易(yi)機(ji)制(zhi)和(he)跨(kua)(kua)區域(yu)(yu)交(jiao)(jiao)易(yi)規(gui)則,促(cu)進可再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)跨(kua)(kua)區跨(kua)(kua)省消納。三是完(wan)(wan)善(shan)技(ji)術(shu)標準,規(gui)范(fan)管理體系(xi)。加(jia)(jia)(jia)快(kuai)(kuai)制(zhi)定(ding)多(duo)能(neng)(neng)(neng)(neng)(neng)互補項(xiang)目(mu)配(pei)置(zhi)新型(xing)儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)技(ji)術(shu)導則、儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)站強(qiang)制(zhi)性(xing)要求和(he)技(ji)術(shu)標準,規(gui)范(fan)多(duo)能(neng)(neng)(neng)(neng)(neng)互補項(xiang)目(mu)建設。四(si)是加(jia)(jia)(jia)強(qiang)電(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)電(dian)(dian)(dian)網規(gui)劃協(xie)(xie)同,加(jia)(jia)(jia)強(qiang)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)消納協(xie)(xie)同。強(qiang)化(hua)外(wai)送(song)基(ji)地(di)規(gui)劃與(yu)(yu)(yu)跨(kua)(kua)區跨(kua)(kua)省送(song)電(dian)(dian)(dian)規(gui)劃的(de)(de)銜(xian)接與(yu)(yu)(yu)協(xie)(xie)調,建立多(duo)方(fang)協(xie)(xie)同的(de)(de)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)(neng)跨(kua)(kua)區跨(kua)(kua)省消納協(xie)(xie)商平臺,推動(dong)多(duo)能(neng)(neng)(neng)(neng)(neng)互補項(xiang)目(mu)建設與(yu)(yu)(yu)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)消納。五(wu)是加(jia)(jia)(jia)快(kuai)(kuai)探(tan)索(suo)電(dian)(dian)(dian)力(li)(li)系(xi)統之外(wai)其(qi)他能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)品種發揮(hui)調節(jie)能(neng)(neng)(neng)(neng)(neng)力(li)(li)的(de)(de)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)。加(jia)(jia)(jia)強(qiang)電(dian)(dian)(dian)力(li)(li)、工(gong)業、建筑、熱(re)力(li)(li)等領域(yu)(yu)基(ji)礎設施的(de)(de)協(xie)(xie)同,強(qiang)化(hua)電(dian)(dian)(dian)力(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)與(yu)(yu)(yu)天然氣市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)、熱(re)力(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)、碳(tan)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)的(de)(de)銜(xian)接,推動(dong)多(duo)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)一體化(hua)發展。
