“作(zuo)為一線高(gao)技能(neng)產業(ye)(ye)工(gong)(gong)人代(dai)表(biao),我希望國(guo)(guo)家加強(qiang)高(gao)技能(neng)人才隊(dui)伍建(jian)設,充分發(fa)揮高(gao)技能(neng)人才在推動(dong)高(gao)質量(liang)發(fa)展中(zhong)(zhong)的作(zuo)用。”全國(guo)(guo)人大代(dai)表(biao)、中(zhong)(zhong)國(guo)(guo)兵器(qi)工(gong)(gong)業(ye)(ye)集(ji)團(tuan)北方凌(ling)(ling)云(yun)工(gong)(gong)業(ye)(ye)集(ji)團(tuan)有限公司凌(ling)(ling)云(yun)股份中(zhong)(zhong)央研究院項目(mu)工(gong)(gong)程部(bu)試制班(ban)工(gong)(gong)段長武春虎建(jian)議,建(jian)立健全工(gong)(gong)業(ye)(ye)企(qi)業(ye)(ye)高(gao)技能(neng)人才能(neng)力提(ti)升、激勵保障、校企(qi)合作(zuo)等支持(chi)政策,為一線產業(ye)(ye)工(gong)(gong)人鋪(pu)就成才之(zhi)路,推動(dong)一線產業(ye)(ye)工(gong)(gong)人由“工(gong)(gong)”變“匠(jiang)”。
武(wu)春虎代表(biao)建議,提高一(yi)線產(chan)(chan)業(ye)(ye)工人(ren)(ren)待遇(yu)水平。對標技(ji)術(shu)職稱,提高技(ji)能(neng)職稱含金量、配套(tao)薪酬和福利(li)政策(ce),提升一(yi)線產(chan)(chan)業(ye)(ye)工人(ren)(ren)的自我認(ren)可(ke)和社(she)會(hui)認(ren)可(ke)度。同時,提高小(xiao)工種(zhong)(zhong)技(ji)能(neng)認(ren)定等(deng)級,暢通一(yi)線產(chan)(chan)業(ye)(ye)工人(ren)(ren)職業(ye)(ye)發(fa)展通道。例如輥壓(ya)成型專業(ye)(ye)在汽車產(chan)(chan)業(ye)(ye)鏈中屬于(yu)重要(yao)工種(zhong)(zhong),然而技(ji)能(neng)等(deng)級認(ren)定最(zui)高級別為技(ji)師,后續無相(xiang)應(ying)職業(ye)(ye)發(fa)展通道支撐(cheng),不利(li)于(yu)技(ji)能(neng)人(ren)(ren)員的發(fa)展,期待國家提高這些工種(zhong)(zhong)技(ji)能(neng)認(ren)定等(deng)級。
在人才(cai)培養和技能(neng)提(ti)升方(fang)面,武春(chun)虎代表建(jian)議(yi),推動產教融合(he),加(jia)(jia)強企(qi)業(ye)與(yu)職業(ye)院(yuan)校(xiao)聯動,引進先(xian)進教育(yu)模式,推動高(gao)技能(neng)人才(cai)與(yu)技能(neng)院(yuan)校(xiao)教師交流學(xue)習,發(fa)揮高(gao)技能(neng)人才(cai)示范引領作(zuo)用,提(ti)升技能(neng)院(yuan)校(xiao)辦(ban)學(xue)質量,培育(yu)先(xian)進制(zhi)造業(ye)緊缺人才(cai),為企(qi)業(ye)數字(zi)化(hua)轉型、產業(ye)升級(ji)貢(gong)獻力量。發(fa)揮企(qi)業(ye)科(ke)技創新主(zhu)體(ti)地位,加(jia)(jia)強企(qi)業(ye)主(zhu)導(dao)的(de)產學(xue)研深度融合(he),鼓(gu)勵校(xiao)企(qi)合(he)作(zuo)攻克(ke)“卡脖(bo)子”技術。
