國網福建電力全額消納水力發電

8月(yue)6日(ri),在國網福(fu)(fu)建省電(dian)(dian)(dian)力有(you)限公司(si)調控中(zhong)心,水(shui)(shui)(shui)情(qing)調度人員根據氣(qi)象部(bu)門預(yu)報(bao)的(de)(de)第13號臺(tai)風“蘇迪(di)羅”降雨信(xin)息,利(li)用福(fu)(fu)建電(dian)(dian)(dian)網大型水(shui)(shui)(shui)庫(ku)短期徑(jing)流預(yu)報(bao)調度系統顯示的(de)(de)水(shui)(shui)(shui)庫(ku)短期徑(jing)流預(yu)報(bao)信(xin)息,安排閩江(jiang)流域的(de)(de)水(shui)(shui)(shui)口電(dian)(dian)(dian)站(zhan)等發電(dian)(dian)(dian)站(zhan)加大發電(dian)(dian)(dian)力度,降低(di)水(shui)(shui)(shui)庫(ku)庫(ku)容(rong)水(shui)(shui)(shui)位(wei),騰出(chu)庫(ku)容(rong),迎接(jie)即(ji)將(jiang)到來的(de)(de)洪(hong)水(shui)(shui)(shui),確保合理(li)利(li)用水(shui)(shui)(shui)資源(yuan),節水(shui)(shui)(shui)增發電(dian)(dian)(dian)。

福建省水(shui)電資源開(kai)發(fa)程度(du)高,水(shui)電站數量(liang)眾多,特別(bie)是閩江流域水(shui)電站群系(xi)(xi)統(tong),27座(zuo)水(shui)電站形成了以(yi)水(shui)口電站為中心(xin)、互為關聯的復雜(za)系(xi)(xi)統(tong),是我國目(mu)前水(shui)電調度(du)最為復雜(za)的省級電網水(shui)電系(xi)(xi)統(tong)之一。

根據福建水(shui)(shui)(shui)電(dian)資源(yuan)的特點(dian)和(he)規律,國網福建電(dian)力開發了福建電(dian)網大型水(shui)(shui)(shui)庫(ku)(ku)短(duan)期(qi)徑(jing)流(liu)預(yu)報(bao)調度(du)系統(tong)(tong),具備大型水(shui)(shui)(shui)庫(ku)(ku)短(duan)期(qi)徑(jing)流(liu)預(yu)報(bao)、大型水(shui)(shui)(shui)庫(ku)(ku)洪(hong)水(shui)(shui)(shui)調度(du)、水(shui)(shui)(shui)庫(ku)(ku)洪(hong)水(shui)(shui)(shui)退水(shui)(shui)(shui)過程預(yu)報(bao)、水(shui)(shui)(shui)庫(ku)(ku)動態汛(xun)限水(shui)(shui)(shui)位(wei)洪(hong)水(shui)(shui)(shui)調度(du)、天然(ran)來水(shui)(shui)(shui)還原計算及豐平(ping)枯(ku)評價功能。該公司利用該系統(tong)(tong)進行水(shui)(shui)(shui)庫(ku)(ku)群的跨流(liu)域優化(hua)調度(du),在大到暴雨到來之前(qian)預(yu)先適當騰庫(ku)(ku),在監(jian)視到明顯降雨之后(hou)加大發電(dian)出(chu)力,在監(jian)測到洪(hong)峰過后(hou)進行攔蓄洪(hong)尾(wei),最大限度(du)地優化(hua)利用水(shui)(shui)(shui)資源(yuan)。

今年(nian),福建電(dian)力(li)調(diao)度控制中心在調(diao)度受強降(jiang)雨(yu)影(ying)響形成(cheng)的水(shui)(shui)口(kou)電(dian)站(zhan)“20150723”雙峰(feng)(feng)型洪(hong)水(shui)(shui)中,主動協調(diao)省防(fang)汛部(bu)門,在不影(ying)響防(fang)汛安全的前提下,利用水(shui)(shui)庫(ku)短期徑流(liu)預報(bao)調(diao)度系統(tong),通過采(cai)取洪(hong)前騰(teng)庫(ku)迎峰(feng)(feng)、洪(hong)峰(feng)(feng)過后攔蓄洪(hong)尾的調(diao)度方式,并采(cai)取調(diao)停7臺(tai)火電(dian)機組(zu)、降(jiang)低3臺(tai)核電(dian)機組(zu)出力(li)、臨(lin)時增(zeng)加(jia)(jia)150萬千瓦電(dian)力(li)外送華東的電(dian)力(li)平衡(heng)措施,為水(shui)(shui)電(dian)盡量(liang)(liang)多發(fa)騰(teng)出了(le)(le)空間,確保了(le)(le)水(shui)(shui)口(kou)電(dian)站(zhan)水(shui)(shui)庫(ku)棄(qi)水(shui)(shui)滿發(fa)率達到100%,多發(fa)電(dian)量(liang)(liang)約5000萬千瓦時,增(zeng)加(jia)(jia)了(le)(le)水(shui)(shui)電(dian)庫(ku)存電(dian)量(liang)(liang)1.4億千瓦時,節水(shui)(shui)增(zeng)發(fa)電(dian)效益顯著。

“通過不斷(duan)創(chuang)新,改善水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)調(diao)度(du)(du)(du)方式,優化(hua)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)火(huo)(huo)聯合(he)(he)調(diao)度(du)(du)(du),我們用同樣的(de)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)資源(yuan)(yuan)創(chuang)造了(le)更大的(de)效(xiao)益,也達到了(le)節能減排的(de)效(xiao)果(guo)。”福(fu)(fu)建電(dian)(dian)力調(diao)度(du)(du)(du)控制中(zhong)心(xin)(xin)相關(guan)負責人表(biao)示,1~6月(yue),該中(zhong)心(xin)(xin)加強水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)發(fa)(fa)電(dian)(dian)調(diao)度(du)(du)(du)管理,密切(qie)跟(gen)蹤水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)庫來水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)和電(dian)(dian)網負荷變化(hua)情(qing)況,積(ji)極采取汛前(qian)、洪(hong)前(qian)發(fa)(fa)電(dian)(dian)騰(teng)庫及攔蓄(xu)洪(hong)尾,合(he)(he)理安排梯(ti)級水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)廠檢修,減少(shao)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)庫棄(qi)(qi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui);當可能出現棄(qi)(qi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)時,通過調(diao)停火(huo)(huo)電(dian)(dian)機組、降低火(huo)(huo)電(dian)(dian)出力、抽蓄(xu)電(dian)(dian)站調(diao)峰等措施,優先讓水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)等清潔能源(yuan)(yuan)多發(fa)(fa)電(dian)(dian),確保了(le)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)全(quan)額消(xiao)納,棄(qi)(qi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)損失(shi)電(dian)(dian)量(liang)為零。上半年,福(fu)(fu)建電(dian)(dian)網調(diao)度(du)(du)(du)口徑(jing)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)庫節水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)增發(fa)(fa)電(dian)(dian)量(liang)達8.42億千瓦時,水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)能利(li)用率提高9.94%。
