12月11日,國家電(dian)網(wang)(wang)公司重大科技(ji)示范工程(cheng)、江(jiang)(jiang)蘇(su)南京(jing)220千(qian)伏(fu)西環網(wang)(wang)UPFC(Unified Power Flow Controller 統一潮流(liu)控制(zhi)器(qi))工程(cheng)順(shun)利投運(yun)。這是(shi)我國首(shou)個(ge)自主知識(shi)產權的(de)UPFC工程(cheng),也是(shi)國際上(shang)(shang)首(shou)個(ge)使用模塊(kuai)化多電(dian)平換(huan)流(liu)(MMC)技(ji)術(shu)的(de)UPFC工程(cheng),標志著全球(qiu)能(neng)源互聯網(wang)(wang)最(zui)(zui)先進的(de)柔性(xing)交流(liu)輸(shu)電(dian)技(ji)術(shu)在江(jiang)(jiang)蘇(su)率先落(luo)地,我國在柔性(xing)交流(liu)輸(shu)電(dian)技(ji)術(shu)上(shang)(shang)走(zou)在了世界最(zui)(zui)前列。
南(nan)京UPFC工(gong)程(cheng)于2015年4月獲(huo)得核(he)準,6月全面開工(gong)。工(gong)程(cheng)投資2.2億(yi)元,占地(di)約(yue)18畝。工(gong)程(cheng)核(he)心設(she)備是3個直(zhi)流(liu)側(ce)并聯(lian)的(de)電(dian)壓源換流(liu)器(VSC),直(zhi)流(liu)側(ce)額定(ding)電(dian)壓±18千(qian)(qian)伏(fu),額定(ding)電(dian)流(liu)1.1千(qian)(qian)安(an),容量為(wei)2×6萬(wan)千(qian)(qian)伏(fu)安(an)(串聯(lian)側(ce))+6萬(wan)千(qian)(qian)伏(fu)安(an)(并聯(lian)側(ce))。工(gong)程(cheng)業主(zhu)單(dan)(dan)位為(wei)國網江蘇省電(dian)力(li)公(gong)司,成套設(she)備供應商為(wei)南(nan)京南(nan)瑞(rui)繼保電(dian)氣有限公(gong)司,設(she)計單(dan)(dan)位為(wei)中(zhong)能建江蘇省電(dian)力(li)設(she)計院。
11日9時28分,隨著UPFC裝置并入(ru)南京(jing)電網,南京(jing)220千伏曉莊至鐵北雙線輸送功率實(shi)現(xian)精準控制,實(shi)現(xian)預設調(diao)控目標(biao)12萬千瓦(wa)。國(guo)(guo)家電網公司(si)總經理(li)助(zhu)理(li)張麗英宣布(bu)南京(jing)西環網UPFC工(gong)程投運成功。該工(gong)程充(chong)分展(zhan)示了(le)國(guo)(guo)家電網公司(si)的科技創新能力,標(biao)志著公司(si)智(zhi)能電網高(gao)端裝備研制水平(ping)邁上了(le)新臺階,實(shi)現(xian)了(le)“中(zhong)國(guo)(guo)制造”和“中(zhong)國(guo)(guo)引領”。
UPFC作為(wei)柔性(xing)交(jiao)流輸電(dian)(dian)技術的(de)(de)集大成者,代表著未來電(dian)(dian)力(li)電(dian)(dian)子技術的(de)(de)發展方向。一(yi)直以來,世界各國(guo)廣泛(fan)關(guan)注,進(jin)行了重點研究。UPFC針對(dui)常(chang)規(gui)電(dian)(dian)網(wang)建(jian)設、改(gai)造(zao)和運(yun)行中(zhong)難以解決的(de)(de)潮(chao)流控制(zhi)(zhi)、供(gong)(gong)電(dian)(dian)能力(li)提(ti)升等難題(ti),通(tong)過大功率(lv)電(dian)(dian)力(li)電(dian)(dian)子技術的(de)(de)應(ying)用,使電(dian)(dian)網(wang)潮(chao)流由自然分布轉變(bian)(bian)為(wei)智(zhi)能化靈活控制(zhi)(zhi),在(zai)保持現有(you)網(wang)架結(jie)構(gou)(gou)不(bu)變(bian)(bian)、不(bu)新建(jian)輸電(dian)(dian)通(tong)道(dao)的(de)(de)前提(ti)下,有(you)效解決這些問題(ti)。UPFC適用于經濟發達地區城市電(dian)(dian)網(wang)供(gong)(gong)電(dian)(dian)能力(li)的(de)(de)提(ti)升,以及現有(you)電(dian)(dian)網(wang)的(de)(de)挖潛增效,是(shi)構(gou)(gou)建(jian)智(zhi)能電(dian)(dian)網(wang)的(de)(de)重要技術手段,具(ju)有(you)廣泛(fan)的(de)(de)應(ying)用價值(zhi)。
國(guo)家電網(wang)公司是(shi)(shi)國(guo)內(nei)首家掌握UPFC關鍵技(ji)(ji)術的(de)企業,南京西環網(wang)工(gong)程是(shi)(shi)除(chu)美(mei)國(guo)、韓國(guo)外(wai),全(quan)球第(di)三個投入(ru)商業運(yun)營(ying)的(de)UPFC工(gong)程,并且比(bi)前(qian)兩(liang)個國(guo)家技(ji)(ji)術更(geng)先進(jin)。工(gong)程攻克了(le)UPFC系(xi)統仿真、交(jiao)流(liu)系(xi)統和換流(liu)器電氣設(she)計、設(she)備參數選型、保護控制策略等UPFC成(cheng)套設(she)計技(ji)(ji)術難(nan)題;突破了(le)多換流(liu)器靈活拓撲結(jie)構、高壓(ya)大容量串(chuan)聯變(bian)壓(ya)器、大電流(liu)晶(jing)閘管旁路(lu)開關(TBS)快速保護、雙(shuang)線有功無功解耦控制等核心技(ji)(ji)術;研制出包括控制保護系(xi)統、電壓(ya)源(yuan)型換流(liu)閥及閥控系(xi)統、晶(jing)閘管旁路(lu)開關、串(chuan)聯變(bian)壓(ya)器等核心設(she)備的(de)成(cheng)套裝置,具有完全(quan)自主知識產權,標志(zhi)著(zhu)我(wo)國(guo)已占領當今電力(li)電子技(ji)(ji)術應(ying)用的(de)制高點,從(cong)本質(zhi)上提升了(le)我(wo)國(guo)智(zhi)能(neng)電網(wang)相關技(ji)(ji)術、產品的(de)國(guo)際競爭力(li)。
正是(shi)基于UPFC在(zai)電網潮(chao)流智能靈(ling)活控制方面的(de)(de)優勢,國(guo)家電網公(gong)司決定在(zai)南京實(shi)施(shi)UPFC工(gong)(gong)(gong)程(cheng)(cheng),以解決城市(shi)供(gong)電走(zou)廊建(jian)設(she)十分困(kun)難而導致供(gong)電能力(li)(li)受限難題,積極(ji)服(fu)務南京西部(bu)核心(xin)負(fu)荷區發展。從項目開工(gong)(gong)(gong)到最終投運,工(gong)(gong)(gong)程(cheng)(cheng)歷時6個月,比類似(si)工(gong)(gong)(gong)程(cheng)(cheng)工(gong)(gong)(gong)期縮短50%以上。在(zai)建(jian)設(she)過程(cheng)(cheng)中,國(guo)網江(jiang)蘇電力(li)(li)在(zai)國(guo)家電網公(gong)司的(de)(de)統一領導下,充分發揮特高壓工(gong)(gong)(gong)程(cheng)(cheng)建(jian)設(she)經驗(yan),與(yu)眾多參(can)建(jian)單(dan)位一起,加(jia)強協同創新,克服(fu)工(gong)(gong)(gong)期緊、系統復(fu)雜、技(ji)術難度(du)大等困(kun)難,全(quan)力(li)(li)推進技(ji)術創新,實(shi)施(shi)全(quan)過程(cheng)(cheng)標(biao)準(zhun)化建(jian)設(she)管(guan)理,高標(biao)準(zhun)完成(cheng)了工(gong)(gong)(gong)程(cheng)(cheng)建(jian)設(she)任務。
南京西(xi)環網(wang)UPFC示(shi)范(fan)工(gong)程的(de)(de)(de)成(cheng)功投運,實(shi)現(xian)了南京城市(shi)西(xi)部核心(xin)區(qu)電(dian)(dian)(dian)力傳輸的(de)(de)(de)精準控制,提升該(gai)區(qu)域供(gong)電(dian)(dian)(dian)能(neng)力30%以上,為(wei)地區(qu)經(jing)濟社會發(fa)展提供(gong)了堅強的(de)(de)(de)電(dian)(dian)(dian)能(neng)保障。同時,該(gai)工(gong)程將顯著提高電(dian)(dian)(dian)網(wang)的(de)(de)(de)整體科技(ji)含量,推動我國電(dian)(dian)(dian)網(wang)從傳統電(dian)(dian)(dian)網(wang)向安全(quan)、高效、經(jing)濟、清潔、互動現(xian)代電(dian)(dian)(dian)網(wang)的(de)(de)(de)升級和跨越,為(wei)柔性交流輸電(dian)(dian)(dian)技(ji)術在(zai)我國的(de)(de)(de)大規模(mo)推廣起到很好的(de)(de)(de)示(shi)范(fan)作用(yong)。
