當地時(shi)間(jian)2016年1月(yue)20日下(xia)午(wu)，羅(luo)(luo)馬(ma)尼(ni)(ni)亞(ya)(ya)能源部長Victor Vlad Grigorescu代表羅(luo)(luo)馬(ma)尼(ni)(ni)亞(ya)(ya)政(zheng)府向中(zhong)(zhong)國廣(guang)核(he)(he)(he)(he)集團(tuan)（以(yi)下(xia)簡(jian)稱中(zhong)(zhong)廣(guang)核(he)(he)(he)(he)）所屬的中(zhong)(zhong)廣(guang)核(he)(he)(he)(he)羅(luo)(luo)馬(ma)尼(ni)(ni)亞(ya)(ya)核(he)(he)(he)(he)電(dian)(dian)公司（以(yi)下(xia)簡(jian)稱中(zhong)(zhong)廣(guang)核(he)(he)(he)(he)羅(luo)(luo)核(he)(he)(he)(he)公司）遞交了由羅(luo)(luo)馬(ma)尼(ni)(ni)亞(ya)(ya)總理Dacian Julien Ciolos簽署(shu)的切爾納沃(wo)德3、4號機組(zu)項(xiang)(xiang)目(mu)（以(yi)下(xia)簡(jian)稱羅(luo)(luo)核(he)(he)(he)(he)項(xiang)(xiang)目(mu)）的專項(xiang)(xiang)政(zheng)府支持(chi)(chi)函（Letter of Support）。該支持(chi)(chi)函以(yi)羅(luo)(luo)核(he)(he)(he)(he)項(xiang)(xiang)目(mu)全(quan)壽期框(kuang)架協議為基礎，明確(que)了羅(luo)(luo)馬(ma)尼(ni)(ni)亞(ya)(ya)政(zheng)府在電(dian)(dian)力(li)市場改(gai)革、電(dian)(dian)價機制、電(dian)(dian)力(li)銷售(shou)、國家擔保、財政(zheng)優惠、保持(chi)(chi)政(zheng)策連續性等方面對項(xiang)(xiang)目(mu)的支持(chi)(chi)與承(cheng)諾。
羅馬尼(ni)亞切爾納(na)沃德核電站位于(yu)多瑙河(he)畔的康斯坦察縣(xian)，于(yu)上世紀80年代一次規劃5臺(tai)機組，采(cai)用加拿大(da)CANDU6技術。其中(zhong)1、2號(hao)機組已分別于(yu)1996及2007年投產； 3、4號(hao)機組單臺(tai)機組裝機容量不低于(yu)72萬(wan)千瓦，項(xiang)目總(zong)投資約72億(yi)歐(ou)元。
2013年11月(yue)25日，在中(zhong)(zhong)(zhong)國(guo)(guo)國(guo)(guo)家(jia)能源(yuan)局(ju)與羅(luo)(luo)(luo)馬(ma)(ma)尼(ni)亞(ya)(ya)(ya)經濟部能源(yuan)署簽訂(ding)《合作諒(liang)解(jie)(jie)備忘錄》的同時，中(zhong)(zhong)(zhong)廣(guang)(guang)核(he)(he)(he)(he)(he)和(he)羅(luo)(luo)(luo)馬(ma)(ma)尼(ni)亞(ya)(ya)(ya)國(guo)(guo)家(jia)核(he)(he)(he)(he)(he)電(dian)公(gong)司(si)簽訂(ding)了(le)《關于合作開發羅(luo)(luo)(luo)核(he)(he)(he)(he)(he)項(xiang)(xiang)目(mu)(mu)的意向書》。2014年5月(yue)30日，中(zhong)(zhong)(zhong)廣(guang)(guang)核(he)(he)(he)(he)(he)與羅(luo)(luo)(luo)馬(ma)(ma)尼(ni)亞(ya)(ya)(ya)財政(zheng)(zheng)部、經濟部能源(yuan)署、羅(luo)(luo)(luo)馬(ma)(ma)尼(ni)亞(ya)(ya)(ya)國(guo)(guo)家(jia)核(he)(he)(he)(he)(he)電(dian)公(gong)司(si)簽訂(ding)了(le)《項(xiang)(xiang)目(mu)(mu)主(zhu)要風險防范機制原則》，約定了(le)羅(luo)(luo)(luo)核(he)(he)(he)(he)(he)項(xiang)(xiang)目(mu)(mu)的電(dian)量銷售、電(dian)價保障、融資擔保和(he)提供(gong)財政(zheng)(zheng)優(you)惠(hui)政(zheng)(zheng)策等基(ji)本原則和(he)意向。2014年9月(yue)和(he)10月(yue)，羅(luo)(luo)(luo)馬(ma)(ma)尼(ni)亞(ya)(ya)(ya)政(zheng)(zheng)府部際核(he)(he)(he)(he)(he)電(dian)項(xiang)(xiang)目(mu)(mu)“談判委員會”先后宣(xuan)布中(zhong)(zhong)(zhong)廣(guang)(guang)核(he)(he)(he)(he)(he)為(wei)羅(luo)(luo)(luo)馬(ma)(ma)尼(ni)亞(ya)(ya)(ya)核(he)(he)(he)(he)(he)電(dian)項(xiang)(xiang)目(mu)(mu)“合格投(tou)(tou)資者(zhe)”和(he)“選定投(tou)(tou)資者(zhe)”。2015年11月(yue)9日，中(zhong)(zhong)(zhong)廣(guang)(guang)核(he)(he)(he)(he)(he)羅(luo)(luo)(luo)核(he)(he)(he)(he)(he)公(gong)司(si)與羅(luo)(luo)(luo)馬(ma)(ma)尼(ni)亞(ya)(ya)(ya)國(guo)(guo)家(jia)核(he)(he)(he)(he)(he)電(dian)公(gong)司(si)（SNN）正式簽訂(ding)《切爾納沃德核(he)(he)(he)(he)(he)電(dian)3 、 4 號機組(zu)項(xiang)(xiang)目(mu)(mu)開發、建(jian)設、運營(ying)及退(tui)役(yi)諒(liang)解(jie)(jie)備忘錄》（簡稱MoU），包含了(le)羅(luo)(luo)(luo)核(he)(he)(he)(he)(he)項(xiang)(xiang)目(mu)(mu)的投(tou)(tou)資、融資、建(jian)設、運營(ying)及退(tui)役(yi)的全(quan)壽(shou)期框架協議，標志著(zhu)中(zhong)(zhong)(zhong)廣(guang)(guang)核(he)(he)(he)(he)(he)的核(he)(he)(he)(he)(he)電(dian)技(ji)術服務（工程及運營(ying)管(guan)理）成(cheng)功進入歐(ou)盟及北約。
此(ci)次(ci)羅馬(ma)尼(ni)亞(ya)出具政府支(zhi)持函，進(jin)(jin)一(yi)步明確(que)了(le)羅馬(ma)尼(ni)亞(ya)政府在電(dian)(dian)力(li)市場改革、電(dian)(dian)價機制(zhi)、電(dian)(dian)力(li)銷售、國家(jia)擔保、財政優惠(hui)、保持政策連續性等方面對項目的(de)支(zhi)持與(yu)承諾，將進(jin)(jin)一(yi)步夯實雙方合(he)作的(de)基礎(chu)，為(wei)穩(wen)步推(tui)進(jin)(jin)羅核項目進(jin)(jin)程奠定(ding)基礎(chu)。
據中廣核(he)羅核(he)公司總經(jing)理張啟波(bo)介(jie)紹，目前，中羅雙方正(zheng)就項目合(he)資公司的(de)(de)股(gu)東協議展開談判(pan)，隨(sui)后(hou)將(jiang)據此(ci)成立中廣核(he)控股(gu)的(de)(de)項目合(he)資公司，作為項目后(hou)續(xu)開發(fa)、建(jian)設和運營的(de)(de)唯一平臺。
中廣核(he)是我國最大(da)(da)的(de)(de)核(he)電運營商和全球最大(da)(da)的(de)(de)核(he)電建(jian)造商。截至目前，在運核(he)電機(ji)組16臺，裝機(ji)容(rong)量(liang)1709萬千瓦(wa)位居全球第五；按核(he)準口(kou)徑，在建(jian)總裝機(ji)1465萬千瓦(wa)，占全球在建(jian)核(he)電市場的(de)(de)五分(fen)之一(yi)。
