近日,國電(dian)(dian)電(dian)(dian)力(li)本部創新(xin)平(ping)臺建(jian)設(she)方案正式(shi)下發,這標(biao)志著國電(dian)(dian)電(dian)(dian)力(li)公司級(ji)創新(xin)平(ping)臺搭(da)建(jian)完畢。
國(guo)電(dian)(dian)(dian)電(dian)(dian)(dian)力(li)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)平臺(tai)建設始于2016年年初。該(gai)平臺(tai)分管(guan)理創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)與技(ji)術創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)兩大板塊、本部與基層企業兩級平臺(tai)。在(zai)已搭建的本部創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)平臺(tai)中,管(guan)理創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)平臺(tai)下設綜合管(guan)理創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)、法律事務管(guan)理創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)等23個分平臺(tai),科(ke)技(ji)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)平臺(tai)下設火電(dian)(dian)(dian)技(ji)術創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)、水(shui)電(dian)(dian)(dian)技(ji)術創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)、新(xin)(xin)能源技(ji)術創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)等7個分平臺(tai),30個分平臺(tai)覆蓋了國(guo)電(dian)(dian)(dian)電(dian)(dian)(dian)力(li)全部業務范圍。

創(chuang)(chuang)新(xin)平臺(tai)是(shi)國電(dian)(dian)電(dian)(dian)力全面開展 “雙(shuang)創(chuang)(chuang)”工(gong)(gong)作的(de)重要(yao)載體(ti)。與過去不同(tong),此次平臺(tai)搭建(jian)不搞“大合(he)唱(chang)”,該公司要(yao)求(qiu)每(mei)個職(zhi)能部門(men)、每(mei)個基層企業(ye)(ye)都要(yao)建(jian)立創(chuang)(chuang)新(xin)分平臺(tai),各自“獨唱(chang)”,形成“大眾(zhong)創(chuang)(chuang)業(ye)(ye)、萬眾(zhong)創(chuang)(chuang)新(xin)”的(de)濃厚(hou)氛圍。各職(zhi)能部門(men)要(yao)根據業(ye)(ye)務分工(gong)(gong),加強相關(guan)業(ye)(ye)務領域(yu)的(de)管理和(he)技術創(chuang)(chuang)新(xin),以(yi)創(chuang)(chuang)新(xin)提(ti)升工(gong)(gong)作績效(xiao);各基層企業(ye)(ye)要(yao)加快建(jian)立創(chuang)(chuang)新(xin)工(gong)(gong)作體(ti)系(xi),緊抓影響生產經營的(de)關(guan)鍵環節和(he)主要(yao)問(wen)題,促(cu)進管理和(he)效(xiao)益雙(shuang)提(ti)升。
按照既全面(mian)推(tui)進、又要樹立典型(xing)的(de)思路,國(guo)電電力一(yi)邊推(tui)動創新(xin)(xin)平(ping)臺建(jian)設,一(yi)邊系統(tong)(tong)總結、梳理(li)(li)、分析企業提質(zhi)增(zeng)效(xiao)的(de)新(xin)(xin)想法、新(xin)(xin)思路、新(xin)(xin)舉措。據不完全統(tong)(tong)計,目(mu)前公司級創新(xin)(xin)平(ping)臺已推(tui)出總結梳理(li)(li)的(de)創新(xin)(xin)工作、經驗130余條(tiao),正在持續推(tui)進的(de)創新(xin)(xin)工作100余件。特別是(shi)生產運(yun)營、集中管(guan)控、三項(xiang)制度改(gai)革、全面(mian)風(feng)險管(guan)控體系、資(zi)(zi)本運(yun)作方式(shi)等方面(mian),一(yi)些(xie)典型(xing)成(cheng)效(xiao)已經顯(xian)現。如寧夏(xia)新(xin)(xin)能源(yuan)資(zi)(zi)產證(zheng)券化試點項(xiang)目(mu)的(de)成(cheng)功發(fa)行,開創了國(guo)內風(feng)電電費(fei)收費(fei)權資(zi)(zi)產證(zheng)券化融資(zi)(zi)模(mo)式(shi)先河。
目前,國電電力(li)公司級平臺(tai)搭建(jian)完畢,基層企業(ye)級創(chuang)新平臺(tai)正(zheng)在(zai)加快建(jian)設(she)中。通過創(chuang)新平臺(tai),國電電力(li)越(yue)來越(yue)多的企業(ye)管理、體制(zhi)(zhi)機制(zhi)(zhi)和商(shang)業(ye)模式創(chuang)新舉措正(zheng)在(zai)推進實施(shi),創(chuang)新文化氣氛日益(yi)濃厚。
