2016年11月11日,國(guo)家(jia)(jia)清(qing)潔能源重大工(gong)(gong)(gong)程(cheng)、我國(guo)第(di)一個采用設計施工(gong)(gong)(gong)總承(cheng)包模式進(jin)行建(jian)設的(de)百萬千(qian)瓦級大型水(shui)電站項目(mu),位于(yu)涼山(shan)州木里縣境內(nei)的(de)雅礱江(jiang)楊房溝(gou)水(shui)電站成功實(shi)現大江(jiang)截流,標志著國(guo)家(jia)(jia)開發投資(zi)公司投資(zi)建(jian)設的(de)該水(shui)電站全面進(jin)入主體(ti)工(gong)(gong)(gong)程(cheng)施工(gong)(gong)(gong)階(jie)段。

楊(yang)房(fang)溝水(shui)(shui)電(dian)(dian)(dian)站(zhan)為雅礱江干流(liu)中游“一庫(ku)七級”開發(fa)(fa)的(de)(de)第(di)(di)六(liu)級水(shui)(shui)電(dian)(dian)(dian)站(zhan),是(shi)雅礱江流(liu)域水(shui)(shui)電(dian)(dian)(dian)開發(fa)(fa)“四(si)階段”戰略第(di)(di)三階段繼兩河(he)口水(shui)(shui)電(dian)(dian)(dian)站(zhan)之后的(de)(de)又一關鍵工(gong)程。電(dian)(dian)(dian)站(zhan)裝機容量150萬千(qian)瓦(wa),多年(nian)平均發(fa)(fa)電(dian)(dian)(dian)量68.6 億(yi)千(qian)瓦(wa)時。工(gong)程樞紐主要(yao)由最大壩(ba)高(gao)155米的(de)(de)混凝土雙曲(qu)拱(gong)壩(ba)、泄洪(hong)消能(neng)建(jian)筑物和(he)引水(shui)(shui)發(fa)(fa)電(dian)(dian)(dian)系統等組成(cheng),電(dian)(dian)(dian)站(zhan)總投資(zi)達200億(yi)元,楊(yang)房(fang)溝水(shui)(shui)電(dian)(dian)(dian)站(zhan)計劃2021年(nian)投產發(fa)(fa)電(dian)(dian)(dian),2024年(nian)工(gong)程竣工(gong)。
自上(shang)世紀末至今,我(wo)國大(da)型水電(dian)站(zhan)建設(she)(she)主要采取傳(chuan)統的單價合(he)同(tong)模(mo)式管理,其特點(dian)是將電(dian)站(zhan)按部位、功能分割為(wei)若干合(he)同(tong)單元,按建設(she)(she)程序逐步招標建設(she)(she)。在當前經濟結構轉(zhuan)型升級和(he)國家新一(yi)輪電(dian)力體制改革的大(da)背景下,針(zhen)對雅(ya)(ya)礱江中(zhong)上(shang)游水電(dian)站(zhan)開(kai)發環(huan)境(jing)復(fu)雜、建設(she)(she)成(cheng)本(ben)(ben)相對較高(gao)的特點(dian),為(wei)了(le)控(kong)制建設(she)(she)成(cheng)本(ben)(ben)、提(ti)升管理效(xiao)率,同(tong)時也為(wei)我(wo)國水電(dian)行業保持(chi)健康可持(chi)續(xu)發展開(kai)拓出一(yi)條新路,雅(ya)(ya)礱江水電(dian)在楊房溝(gou)(gou)水電(dian)站(zhan)選擇了(le)設(she)(she)計(ji)施工(gong)總(zong)承包(bao)的建設(she)(she)管理模(mo)式。從楊房溝(gou)(gou)水電(dian)站(zhan)一(yi)年多的探索來看,總(zong)承包(bao)方(fang)積極主動掌控(kong)施工(gong)進度、成(cheng)本(ben)(ben)與(yu)風險控(kong)制力更強、安全(quan)質量管理更嚴格、施工(gong)信息化管理水平更高(gao),達到了(le)“降成(cheng)本(ben)(ben)、補短板、提(ti)品質、增效(xiao)益”的目的。楊房溝(gou)(gou)水電(dian)站(zhan)設(she)(she)計(ji)施工(gong)總(zong)承包(bao)模(mo)式的實踐,開(kai)辟(pi)了(le)國內百萬千瓦級大(da)型水電(dian)站(zhan)采用(yong)設(she)(she)計(ji)施工(gong)總(zong)承包(bao)進行建設(she)(she)的先河,被(bei)行業內譽為(wei)“第二(er)次魯(lu)布革沖擊(ji)”。
