中國電科院一科技項目通過驗收

11月16日,由(you)中國電力科學研究院牽頭承(cheng)擔的(de)“應(ying)(ying)對大停電的(de)全過程(cheng)防控(kong)及應(ying)(ying)急恢(hui)復策略(lve)研究”項(xiang)目順(shun)利(li)通過國家電網公司科技部驗收(shou)。項(xiang)目成果可(ke)有效提(ti)升電網的(de)應(ying)(ying)急防控(kong)和(he)快速(su)恢(hui)復能力,具有實際可(ke)操作性和(he)良好(hao)的(de)推廣應(ying)(ying)用(yong)價值。

我(wo)國電網(wang)未來交(jiao)直流混聯、多FACTS接入、大(da)規模(mo)新能源并(bing)網(wang)的復(fu)雜場(chang)景(jing),亟待開展大(da)停電發生機理、大(da)停電緊(jin)急防控、停電后電網(wang)恢復(fu)過程(cheng)中的設備安(an)全(quan)和系統(tong)安(an)全(quan)穩定(ding)等方面的深入研究(jiu)。

項(xiang)目通過(guo)(guo)(guo)(guo)對(dui)(dui)大(da)(da)停(ting)電(dian)(dian)(dian)(dian)(dian)事故(gu)的(de)(de)機理分析、應急(ji)控(kong)(kong)制(zhi)、恢復(fu)控(kong)(kong)制(zhi)全(quan)(quan)(quan)過(guo)(guo)(guo)(guo)程(cheng)(cheng)研究(jiu),提(ti)出了耦合(he)支路介數(shu)和(he)全(quan)(quan)(quan)過(guo)(guo)(guo)(guo)程(cheng)(cheng)動態(tai)仿(fang)真(zhen)相結合(he)的(de)(de)大(da)(da)停(ting)電(dian)(dian)(dian)(dian)(dian)故(gu)障集(ji)構(gou)建(jian)技術,實現(xian)了大(da)(da)停(ting)電(dian)(dian)(dian)(dian)(dian)長時間動態(tai)過(guo)(guo)(guo)(guo)程(cheng)(cheng)仿(fang)真(zhen)模(mo)擬;針對(dui)(dui)傳(chuan)統的(de)(de)電(dian)(dian)(dian)(dian)(dian)力系(xi)統狀(zhuang)態(tai)劃分指(zhi)(zhi)標主要為定(ding)性判斷、缺乏定(ding)量指(zhi)(zhi)導的(de)(de)難(nan)(nan)題(ti),提(ti)出一(yi)種基于熵值門檻的(de)(de)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)從(cong)正(zheng)常狀(zhuang)態(tai)至(zhi)警戒狀(zhuang)態(tai)的(de)(de)過(guo)(guo)(guo)(guo)渡評價(jia)指(zhi)(zhi)標;針對(dui)(dui)現(xian)有電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)安全(quan)(quan)(quan)評估和(he)預警系(xi)統在電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)實際運行和(he)故(gu)障應對(dui)(dui)時存在的(de)(de)數(shu)據處理和(he)時滯難(nan)(nan)題(ti),創新了電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)在線(xian)保護和(he)監(jian)(jian)控(kong)(kong)的(de)(de)三(san)道防線(xian)配(pei)置(zhi)及功能設置(zhi),構(gou)建(jian)了新一(yi)代電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)安全(quan)(quan)(quan)監(jian)(jian)控(kong)(kong)系(xi)統方(fang)(fang)案和(he)控(kong)(kong)制(zhi)結構(gou),提(ti)出了適(shi)應聯網(wang)(wang)(wang)/孤網(wang)(wang)(wang)條(tiao)件下的(de)(de)低頻減(jian)載/高頻切機及低壓(ya)減(jian)載措(cuo)施的(de)(de)配(pei)置(zhi)原則(ze)和(he)方(fang)(fang)案、超/特高壓(ya)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)恢復(fu)過(guo)(guo)(guo)(guo)程(cheng)(cheng)中啟動路徑的(de)(de)優化(hua)選(xuan)擇(ze)方(fang)(fang)法(fa)、電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)重構(gou)恢復(fu)過(guo)(guo)(guo)(guo)程(cheng)(cheng)中面臨的(de)(de)頻率(lv)穩(wen)定(ding)和(he)電(dian)(dian)(dian)(dian)(dian)壓(ya)穩(wen)定(ding)的(de)(de)風險點、基于兩(liang)級補救(jiu)策略的(de)(de)電(dian)(dian)(dian)(dian)(dian)力系(xi)統安全(quan)(quan)(quan)穩(wen)定(ding)緊(jin)急(ji)控(kong)(kong)制(zhi)方(fang)(fang)法(fa)等應對(dui)(dui)大(da)(da)停(ting)電(dian)(dian)(dian)(dian)(dian)的(de)(de)全(quan)(quan)(quan)過(guo)(guo)(guo)(guo)程(cheng)(cheng)防控(kong)(kong)及應急(ji)恢復(fu)策略。

項目研究成果(guo)全面豐富了(le)應對大停(ting)電的電力系統三道防(fang)線策略體系,為(wei)有力阻斷大停(ting)電事故發生提供了(le)堅強(qiang)的技術(shu)支撐。
