近日,我國正式發(fa)布(bu)《民(min)用運(yun)(yun)輸(shu)機(ji)場(chang)(chang)供(gong)(gong)(gong)油(you)(you)(you)工(gong)(gong)程(cheng)(cheng)(cheng)設(she)(she)計(ji)規(gui)(gui)范》(MH 5008-2017)和(he)《民(min)用運(yun)(yun)輸(shu)機(ji)場(chang)(chang)供(gong)(gong)(gong)油(you)(you)(you)工(gong)(gong)程(cheng)(cheng)(cheng)施工(gong)(gong)及驗(yan)收(shou)規(gui)(gui)范》(MH 5034-2017)兩部行(xing)(xing)業(ye)標(biao)準,旨在進一(yi)步(bu)規(gui)(gui)范運(yun)(yun)輸(shu)機(ji)場(chang)(chang)供(gong)(gong)(gong)油(you)(you)(you)工(gong)(gong)程(cheng)(cheng)(cheng)的規(gui)(gui)劃、設(she)(she)計(ji)、施工(gong)(gong)和(he)驗(yan)收(shou)行(xing)(xing)為(wei),提(ti)升供(gong)(gong)(gong)油(you)(you)(you)工(gong)(gong)程(cheng)(cheng)(cheng)的科技(ji)含量,強化(hua)航油(you)(you)(you)的供(gong)(gong)(gong)應保障能力。兩部規(gui)(gui)范均由中國航空(kong)油(you)(you)(you)料集團公(gong)司相(xiang)關單位編寫(xie),并與(yu)已頒(ban)布(bu)施行(xing)(xing)的《民(min)用小(xiao)型運(yun)(yun)輸(shu)機(ji)場(chang)(chang)供(gong)(gong)(gong)油(you)(you)(you)工(gong)(gong)程(cheng)(cheng)(cheng)設(she)(she)計(ji)規(gui)(gui)范》(MH 5029-2014)、《通用航空(kong)供(gong)(gong)(gong)油(you)(you)(you)工(gong)(gong)程(cheng)(cheng)(cheng)建(jian)(jian)設(she)(she)規(gui)(gui)范》(MH/T 5030-2014)共同組成(cheng)了(le)(le)完整的民(min)航供(gong)(gong)(gong)油(you)(you)(you)工(gong)(gong)程(cheng)(cheng)(cheng)建(jian)(jian)設(she)(she)規(gui)(gui)范體系(xi),標(biao)志著涵蓋運(yun)(yun)輸(shu)、通用航空(kong),包括(kuo)大(da)型、小(xiao)型運(yun)(yun)輸(shu)機(ji)場(chang)(chang),以(yi)及設(she)(she)計(ji)、施工(gong)(gong)、驗(yan)收(shou)全過(guo)程(cheng)(cheng)(cheng)的航油(you)(you)(you)工(gong)(gong)程(cheng)(cheng)(cheng)標(biao)準體系(xi)建(jian)(jian)設(she)(she)完成(cheng)。中國航油(you)(you)(you)為(wei)推(tui)進民(min)航工(gong)(gong)程(cheng)(cheng)(cheng)的技(ji)術進步(bu)發(fa)揮了(le)(le)重要作用。
據(ju)了(le)解,為編寫系列規范,中國(guo)航空油料(liao)集團公(gong)司確定了(le)機坪(ping)管(guan)道流體力學及(ji)構型等10多(duo)項科研(yan)課題;翻譯(yi)了(le)《航空供油設(she)(she)施(shi)的設(she)(she)計、施(shi)工(gong)、運行、維護及(ji)測試》(EI 1540)等10多(duo)部國(guo)外(wai)標準文獻;組織(zhi)了(le)專(zhuan)項考察,借鑒國(guo)外(wai)科學、簡潔(jie)、實(shi)用的設(she)(she)計思路;優化了(le)油泵房、混凝土(tu)罐區地坪(ping)、管(guan)溝(gou)回填混凝土(tu)、小型機場(chang)的消(xiao)防設(she)(she)施(shi)等,引(yin)入“專(zhuan)業的事(shi)由專(zhuan)業人(ren)做(zuo)”“冷(leng)閉合”等理念;召開(kai)了(le)20余次專(zhuan)題討論會,并赴全國(guo)20多(duo)個機場(chang)進(jin)行實(shi)地調(diao)研(yan)。
兩(liang)部規(gui)(gui)(gui)范(fan)強調供油(you)(you)工(gong)(gong)(gong)程(cheng)建設(she)以生產運行、職(zhi)業健康為核心,以功能和效率為導向(xiang),以安(an)全適(shi)用(yong)、經濟(ji)合理、綠色發展為原(yuan)則,對運輸(shu)機場(chang)供油(you)(you)工(gong)(gong)(gong)程(cheng)的(de)規(gui)(gui)(gui)劃、設(she)計(ji)、施工(gong)(gong)(gong)和驗收(shou)作出(chu)了(le)詳細(xi)的(de)規(gui)(gui)(gui)定(ding)。其(qi)(qi)中,《民(min)用(yong)運輸(shu)機場(chang)供油(you)(you)工(gong)(gong)(gong)程(cheng)設(she)計(ji)規(gui)(gui)(gui)范(fan)》涵(han)蓋了(le)建設(she)目(mu)標(biao)年供油(you)(you)量超過5萬噸供油(you)(you)工(gong)(gong)(gong)程(cheng)的(de)選(xuan)址(zhi)與規(gui)(gui)(gui)劃、平面(mian)布置(zhi)、供油(you)(you)工(gong)(gong)(gong)藝及其(qi)(qi)相應設(she)備(bei)的(de)選(xuan)用(yong)、輸(shu)油(you)(you)管(guan)道(dao)(dao)、機坪管(guan)道(dao)(dao)、防(fang)腐(fu)、質量檢(jian)驗與計(ji)量檢(jian)定(ding)、供配電等17個方(fang)面(mian)的(de)內(nei)容(rong)。《民(min)用(yong)運輸(shu)機場(chang)供油(you)(you)工(gong)(gong)(gong)程(cheng)施工(gong)(gong)(gong)及驗收(shou)規(gui)(gui)(gui)范(fan)》涵(han)蓋了(le)儲罐(guan)、工(gong)(gong)(gong)藝設(she)備(bei)安(an)裝、管(guan)道(dao)(dao)、防(fang)腐(fu)、消防(fang)給排水及暖通等14個方(fang)面(mian)的(de)內(nei)容(rong)。
航(hang)油(you)是航(hang)空器萬里翱翔(xiang)的動力,航(hang)油(you)工程(cheng)是機場(chang)的主要(yao)(yao)配套(tao)設施(shi)之一,安全、高質(zhi)、快捷、高效是航(hang)油(you)供應的基(ji)(ji)本(ben)要(yao)(yao)求。近年來,《國(guo)務院關(guan)于促(cu)進(jin)民航(hang)業發展(zhan)的若干(gan)意見(jian)》和《國(guo)務院辦公廳關(guan)于印(yin)發促(cu)進(jin)民航(hang)業發展(zhan)重點工作(zuo)分工方案的通(tong)知》提(ti)出“推(tui)進(jin)技術進(jin)步和節能減排”“注重機場(chang)配套(tao)設施(shi)規劃(hua)與建設,配套(tao)完善旅客服務、航(hang)空貨運集(ji)散、油(you)料(liao)供應等基(ji)(ji)礎(chu)設施(shi)”“加強基(ji)(ji)礎(chu)設施(shi)建設,提(ti)高裝備水平和服務保(bao)障能力”。兩部標(biao)準由民航(hang)局(ju)機場(chang)司(si)負責(ze)管(guan)理和解釋。
