核心舉措:集中規模招標,逐步擴大(da)集中招標的規模與范圍。累計節約資金68.9億元。
2009年初,在國家電(dian)網公(gong)司,一(yi)(yi)份(fen)《關(guan)于開展“節(jie)(jie)(jie)(jie)約(yue)(yue)一(yi)(yi)分(fen)錢(qian)、節(jie)(jie)(jie)(jie)約(yue)(yue)一(yi)(yi)張(zhang)紙、節(jie)(jie)(jie)(jie)約(yue)(yue)一(yi)(yi)寸(cun)導線”活動的意(yi)見》,以一(yi)(yi)號文的形式制(zhi)定(ding)下發(fa)。“三節(jie)(jie)(jie)(jie)約(yue)(yue)”活動,有力推動了公(gong)司降本增效。其中,集中規模招(zhao)標是(shi)國家電(dian)網公(gong)司降低(di)發(fa)展成本,推進精益(yi)管理和標準(zhun)化建設的創新之舉。截至2009年7月份(fen),累計中標金額(e)達到842億(yi)元(yuan),節(jie)(jie)(jie)(jie)約(yue)(yue)68.9億(yi)元(yuan)。
自2005年開始,公(gong)司對輸(shu)(shu)變(bian)電(dian)(dian)工(gong)(gong)程主要(yao)設(she)備(bei)(bei)和(he)材料(liao)實(shi)施(shi)集中規模(mo)招標采(cai)購。國際金融危機發(fa)生后,國家(jia)電(dian)(dian)網公(gong)司按照循序(xu)漸進、分步(bu)實(shi)施(shi)、規范(fan)程序(xu)、不斷完(wan)善的(de)原則,逐步(bu)擴大(da)集中招標的(de)規模(mo)與(yu)范(fan)圍。目前,220千(qian)伏(fu)及(ji)以(yi)上輸(shu)(shu)變(bian)電(dian)(dian)工(gong)(gong)程主要(yao)設(she)備(bei)(bei)材料(liao)和(he)二次設(she)備(bei)(bei)、重要(yao)輸(shu)(shu)變(bian)電(dian)(dian)工(gong)(gong)程的(de)設(she)計、施(shi)工(gong)(gong)和(he)監(jian)理(li)由(you)公(gong)司總部集中招標,110千(qian)伏(fu)及(ji)以(yi)下輸(shu)(shu)變(bian)電(dian)(dian)工(gong)(gong)程設(she)備(bei)(bei)材料(liao)由(you)各網省(sheng)公(gong)司集中招標。在此基礎(chu)上,全面推(tui)廣(guang)辦公(gong)用品(pin)集中招標采(cai)購,擴大(da)二次設(she)備(bei)(bei)集中招標采(cai)購范(fan)圍,從(cong)場站端(變(bian)電(dian)(dian)站)擴大(da)到主站端(調度中心(xin)),降低采(cai)購成本。
為(wei)推動(dong)(dong)集中(zhong)(zhong)規模招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)順(shun)利實施,國(guo)家電網(wang)公(gong)(gong)(gong)司制定公(gong)(gong)(gong)司招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)活動(dong)(dong)管(guan)理(li)辦法,形成較為(wei)完善的招(zhao)(zhao)(zhao)投(tou)標(biao)(biao)(biao)(biao)管(guan)理(li)制度(du)體系;推行集中(zhong)(zhong)招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)電子化,保(bao)證招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)活動(dong)(dong)公(gong)(gong)(gong)開(kai)、公(gong)(gong)(gong)平、公(gong)(gong)(gong)正(zheng)。目(mu)前兩(liang)級(ji)招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)采購平臺已(yi)全面實現網(wang)上發標(biao)(biao)(biao)(biao)、投(tou)標(biao)(biao)(biao)(biao)、開(kai)標(biao)(biao)(biao)(biao);建立統(tong)一的監造(zao)管(guan)理(li)體系和物(wu)資(zi)管(guan)理(li)體系,累(lei)計派出48個(ge)駐廠監造(zao)組,對集中(zhong)(zhong)招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)的220千伏及以上電壓等級(ji)的主(zhu)要設(she)備實行集中(zhong)(zhong)監造(zao),確(que)保(bao)設(she)備質(zhi)量(liang)與交貨進(jin)度(du);健全招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)、監造(zao)、驗收等環節的問責制,加大招(zhao)(zhao)(zhao)投(tou)標(biao)(biao)(biao)(biao)工(gong)作督查力度(du),及時、完整地發布招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)計劃、招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)結果(guo)等信息,建立廠家接(jie)待日(ri)制度(du),主(zhu)動(dong)(dong)接(jie)受監督。
實踐(jian)證(zheng)明(ming),國(guo)家電(dian)(dian)網公司(si)積極推行集中規模招(zhao)標(biao),有效控(kong)制了(le)建(jian)材工程造價,節(jie)約了(le)規劃、設(she)計、融資、運營等各項(xiang)成本,降低了(le)各項(xiang)消(xiao)耗、可控(kong)管理費用和(he)非生產性支出。目前,降本增效已成為(wei)國(guo)家電(dian)(dian)網公司(si)員工的(de)一種習慣。
