1月25日(ri)~26日(ri),國(guo)(guo)家電(dian)網(wang)(wang)公司2010年(nian)營(ying)銷工(gong)作(zuo)會議在(zai)京(jing)召(zhao)開。國(guo)(guo)家電(dian)網(wang)(wang)公司副總經理、黨組成員(yuan)陳進行(xing)在(zai)講話中(zhong)表示,按照國(guo)(guo)家電(dian)網(wang)(wang)全面(mian)推進“三(san)集五(wu)大(da)”工(gong)作(zuo)的要求,將進一(yi)步加(jia)強營(ying)銷集約化管理,積極推進“一(yi)深化、三(san)集中(zhong)、四統一(yi)”,努力構建(jian)“大(da)營(ying)銷”體系(xi)。
“一深化(hua)(hua)(hua)、三(san)(san)集(ji)(ji)中(zhong)(zhong)(zhong)、四統(tong)(tong)一”,即深化(hua)(hua)(hua)營(ying)(ying)(ying)(ying)(ying)(ying)銷(xiao)(xiao)(xiao)“一部三(san)(san)中(zhong)(zhong)(zhong)心(xin)”建(jian)(jian)設,集(ji)(ji)中(zhong)(zhong)(zhong)計量檢定(ding)配送、集(ji)(ji)中(zhong)(zhong)(zhong)95598呼叫服(fu)務(wu)(wu)、集(ji)(ji)中(zhong)(zhong)(zhong)營(ying)(ying)(ying)(ying)(ying)(ying)銷(xiao)(xiao)(xiao)在線稽查(cha)(cha)監控(kong),統(tong)(tong)一業(ye)(ye)(ye)(ye)務(wu)(wu)模式、統(tong)(tong)一業(ye)(ye)(ye)(ye)務(wu)(wu)流程、統(tong)(tong)一標(biao)準化(hua)(hua)(hua)體(ti)系、統(tong)(tong)一自動化(hua)(hua)(hua)系統(tong)(tong)。陳進(jin)行(xing)說,要深化(hua)(hua)(hua)營(ying)(ying)(ying)(ying)(ying)(ying)銷(xiao)(xiao)(xiao)集(ji)(ji)約化(hua)(hua)(hua)管(guan)理(li)及(ji)標(biao)準化(hua)(hua)(hua)建(jian)(jian)設,鞏固營(ying)(ying)(ying)(ying)(ying)(ying)銷(xiao)(xiao)(xiao)“一部三(san)(san)中(zhong)(zhong)(zhong)心(xin)”建(jian)(jian)設成果,推進(jin)計量檢定(ding)業(ye)(ye)(ye)(ye)務(wu)(wu)和(he)95598呼叫業(ye)(ye)(ye)(ye)務(wu)(wu)向(xiang)省級集(ji)(ji)中(zhong)(zhong)(zhong),強化(hua)(hua)(hua)營(ying)(ying)(ying)(ying)(ying)(ying)銷(xiao)(xiao)(xiao)集(ji)(ji)中(zhong)(zhong)(zhong)稽查(cha)(cha)監控(kong),積極研究構(gou)建(jian)(jian)“大營(ying)(ying)(ying)(ying)(ying)(ying)銷(xiao)(xiao)(xiao)”體(ti)系,實現營(ying)(ying)(ying)(ying)(ying)(ying)銷(xiao)(xiao)(xiao)管(guan)理(li)集(ji)(ji)約化(hua)(hua)(hua)、組織(zhi)扁(bian)平化(hua)(hua)(hua)、服(fu)務(wu)(wu)便捷化(hua)(hua)(hua)、資源最優化(hua)(hua)(hua)、信息共享化(hua)(hua)(hua),進(jin)一步(bu)提(ti)高營(ying)(ying)(ying)(ying)(ying)(ying)銷(xiao)(xiao)(xiao)業(ye)(ye)(ye)(ye)務(wu)(wu)的(de)(de)管(guan)控(kong)力、營(ying)(ying)(ying)(ying)(ying)(ying)銷(xiao)(xiao)(xiao)工作(zuo)的(de)(de)執行(xing)力、客戶服(fu)務(wu)(wu)的(de)(de)監督力,提(ti)升國家電(dian)網經營(ying)(ying)(ying)(ying)(ying)(ying)管(guan)理(li)績(ji)效(xiao)和(he)客戶服(fu)務(wu)(wu)水平。
2009年(nian)(nian),國家電網(wang)營(ying)(ying)銷(xiao)(xiao)工(gong)(gong)作(zuo)經受(shou)了巨大挑戰和嚴峻考(kao)驗,營(ying)(ying)銷(xiao)(xiao)戰線干部員(yuan)工(gong)(gong)積(ji)極(ji)應對,不斷開(kai)拓進取(qu),全(quan)面(mian)完成了全(quan)年(nian)(nian)工(gong)(gong)作(zuo)任(ren)務(wu)(wu),為(wei)公司發展作(zuo)出了積(ji)極(ji)貢獻。2010年(nian)(nian),國家電網(wang)營(ying)(ying)銷(xiao)(xiao)系(xi)(xi)統將以(yi)抓好市(shi)場開(kai)拓和電費回(hui)收為(wei)根(gen)本,確(que)保國家電網(wang)經營(ying)(ying)效(xiao)益;以(yi)推進“大營(ying)(ying)銷(xiao)(xiao)”體系(xi)(xi)建設和用電信(xin)息采集系(xi)(xi)統建設為(wei)重點(dian),進一(yi)步深化(hua)(hua)營(ying)(ying)銷(xiao)(xiao)發展方式轉變(bian);以(yi)實施“塑(su)文化(hua)(hua)、強隊伍、鑄(zhu)品質(zhi)”供電服(fu)務(wu)(wu)提(ti)升工(gong)(gong)程(cheng)為(wei)抓手,持續提(ti)升優質(zhi)服(fu)務(wu)(wu)水平,積(ji)極(ji)進取(qu),開(kai)拓創新,防范(fan)風險(xian),確(que)保完成全(quan)年(nian)(nian)各(ge)項(xiang)目標任(ren)務(wu)(wu)。
會議確定了2010年(nian)營(ying)(ying)銷工作(zuo)的主要目(mu)標:全年(nian)售電(dian)(dian)(dian)(dian)量24800億(yi)千瓦時;市場占(zhan)有率(lv)達(da)到(dao)90.5%;當(dang)年(nian)電(dian)(dian)(dian)(dian)費(fei)回收(shou)率(lv)99.9%以上,陳(chen)欠電(dian)(dian)(dian)(dian)費(fei)下降30%以上,應收(shou)電(dian)(dian)(dian)(dian)費(fei)余(yu)額占(zhan)月均應收(shou)電(dian)(dian)(dian)(dian)費(fei)的比(bi)重控(kong)制在4.5%以內(nei);供電(dian)(dian)(dian)(dian)服務承諾兌現(xian)率(lv)達(da)到(dao)99.99%,不發(fa)生造成重大(da)社會影響的供電(dian)(dian)(dian)(dian)服務事件;用(yong)電(dian)(dian)(dian)(dian)信息采集(ji)系(xi)統建(jian)設覆(fu)蓋率(lv)達(da)到(dao)15%,推廣應用(yong)智能(neng)電(dian)(dian)(dian)(dian)能(neng)表(biao)3300萬只;建(jian)成75個電(dian)(dian)(dian)(dian)動汽車充(chong)電(dian)(dian)(dian)(dian)站(zhan)和(he)6209個充(chong)電(dian)(dian)(dian)(dian)樁;試(shi)點建(jian)設省級(ji)計量中心、省級(ji)95598供電(dian)(dian)(dian)(dian)服務中心、三級(ji)營(ying)(ying)銷在線稽(ji)查監控(kong)體系(xi)。
據了解,2010年(nian),國(guo)家電網公司營(ying)銷系統將(jiang)重點做好以下八個方(fang)面的工作(zuo)(zuo):突(tu)出(chu)市(shi)場(chang)導向,大力開拓售電市(shi)場(chang);突(tu)出(chu)風險(xian)防(fang)范,切(qie)實抓好費價管(guan)(guan)理;夯實基礎管(guan)(guan)理,不斷(duan)優化(hua)發展環境;突(tu)出(chu)服(fu)務宗(zong)旨,進(jin)一步提升優質服(fu)務水平;突(tu)出(chu)專業管(guan)(guan)理,提高計(ji)量工作(zuo)(zuo)規范化(hua)、法制化(hua)水平;突(tu)出(chu)技術(shu)創新,推進(jin)智能用電服(fu)務體(ti)系建(jian)(jian)設;轉變發展方(fang)式,試點推進(jin)“大營(ying)銷”體(ti)系建(jian)(jian)設;突(tu)出(chu)前瞻性和可行性,制定《“十二五”營(ying)銷發展規劃》。
