11月5日,《西北電網(wang)區域(酒(jiu)泉)調(diao)度測(ce)(ce)(ce)風(feng)(feng)(feng)網(wang)絡規劃》順利通過(guo)專家(jia)評審。該測(ce)(ce)(ce)風(feng)(feng)(feng)網(wang)絡系統是(shi)甘肅酒(jiu)泉千萬(wan)千瓦級(ji)風(feng)(feng)(feng)電基(ji)地風(feng)(feng)(feng)能(neng)監測(ce)(ce)(ce)系統的(de)重要(yao)組成部分,是(shi)國內(nei)首個針(zhen)對區域電網(wang)風(feng)(feng)(feng)電調(diao)度的(de)測(ce)(ce)(ce)風(feng)(feng)(feng)網(wang)絡系統,也(ye)是(shi)目前全(quan)國最大規模的(de)測(ce)(ce)(ce)風(feng)(feng)(feng)網(wang)絡系統,填(tian)補了(le)多項(xiang)國內(nei)外(wai)空(kong)白,具有(you)廣闊的(de)應(ying)用前景,對建設河西“風(feng)(feng)(feng)電走(zou)廊(lang)”、再造(zao)“陸(lu)上三峽”,實現(xian)西北風(feng)(feng)(feng)電大規模并網(wang)和科學調(diao)度有(you)著(zhu)十(shi)分重要(yao)的(de)現(xian)實意義。
風(feng)能監(jian)測(ce)系(xi)統(tong)(tong)主要(yao)包括天氣預報系(xi)統(tong)(tong)和測(ce)風(feng)網(wang)絡系(xi)統(tong)(tong)。目前(qian),全球(qiu)發(fa)達國(guo)家風(feng)能監(jian)測(ce)系(xi)統(tong)(tong)普(pu)遍規(gui)(gui)(gui)模較小,且(qie)分散性較大(da),國(guo)內規(gui)(gui)(gui)劃的風(feng)電基地也并(bing)未建立大(da)規(gui)(gui)(gui)模的風(feng)能監(jian)測(ce)系(xi)統(tong)(tong),針對電網(wang)調度的測(ce)風(feng)網(wang)絡系(xi)統(tong)(tong)更是從未涉(she)及,嚴重制約了風(feng)電的集中式大(da)規(gui)(gui)(gui)模開(kai)發(fa)利(li)用和并(bing)網(wang)運行。
甘(gan)肅酒(jiu)(jiu)泉(quan)地(di)區(qu)地(di)處(chu)“河西走廊(lang)”西端,風(feng)能資源豐富(fu),總儲量(liang)為1.5億千(qian)瓦,可開發(fa)量(liang)在4000萬(wan)(wan)千(qian)瓦以上,風(feng)能利用面積(ji)約1萬(wan)(wan)平方公里。2007 年國(guo)家發(fa)改委(wei)提(ti)出了“建設(she)大(da)(da)基地(di)、融(rong)入大(da)(da)電(dian)網”的大(da)(da)風(feng)電(dian)規劃構(gou)想,甘(gan)肅省委(wei)省政府提(ti)出了“建設(she)河西風(feng)電(dian)基地(di)、再造西部‘陸(lu)上三峽’”的宏偉目標。2008年6月,國(guo)家發(fa)改委(wei)正式批準 750 千(qian)伏金昌~酒(jiu)(jiu)泉(quan)~安西輸變電(dian)工(gong)程(cheng)和 11 項配套(tao) 330千(qian)伏輸變電(dian)工(gong)程(cheng)開展(zhan)前(qian)期(qi)工(gong)作。酒(jiu)(jiu)泉(quan)風(feng)電(dian)基地(di)及(ji)配套(tao) 750 千(qian)伏電(dian)網工(gong)程(cheng)建設(she)全面提(ti)速。
隨(sui)著酒(jiu)(jiu)(jiu)泉風電(dian)(dian)(dian)(dian)(dian)(dian)基地并(bing)網發電(dian)(dian)(dian)(dian)(dian)(dian)在即,針(zhen)對該風電(dian)(dian)(dian)(dian)(dian)(dian)基地的功(gong)率預(yu)測(ce)(ce)和(he)風能(neng)資(zi)源監(jian)測(ce)(ce)已(yi)迫在眉睫。西北(bei)電(dian)(dian)(dian)(dian)(dian)(dian)網公(gong)司(si)提出以甘(gan)(gan)肅(su)酒(jiu)(jiu)(jiu)泉風電(dian)(dian)(dian)(dian)(dian)(dian)基地為試點,以建立測(ce)(ce)風網絡為基礎,積累風能(neng)資(zi)源,逐步開展風電(dian)(dian)(dian)(dian)(dian)(dian)功(gong)率預(yu)測(ce)(ce)和(he)電(dian)(dian)(dian)(dian)(dian)(dian)網調度優化(hua)研究(jiu),涉(she)及甘(gan)(gan)肅(su)酒(jiu)(jiu)(jiu)泉風電(dian)(dian)(dian)(dian)(dian)(dian)基地達(da)19.12萬(wan)平方公(gong)里。
《西北電(dian)網(wang)區域(酒泉)調度測(ce)(ce)風(feng)網(wang)絡(luo)(luo)(luo)規(gui)(gui)劃》由西北電(dian)網(wang)公(gong)司風(feng)電(dian)研究中心和國(guo)家氣候(hou)中心共同(tong)完成,針(zhen)對酒泉千(qian)萬千(qian)瓦級(ji)風(feng)電(dian)基地,采用理(li)論分析、流體力學模型模擬和實(shi)地查勘的方式(shi),提(ti)出(chu)了(le)合理(li)的測(ce)(ce)風(feng)網(wang)絡(luo)(luo)(luo)布局方案,為將來(lai)在(zai)該地區大規(gui)(gui)模地開展風(feng)電(dian)功(gong)率預測(ce)(ce)奠定了(le)重(zhong)要(yao)基礎,同(tong)時(shi)也提(ti)出(chu)了(le)測(ce)(ce)風(feng)塔和測(ce)(ce)風(feng)設備技術要(yao)求、測(ce)(ce)風(feng)網(wang)絡(luo)(luo)(luo)監控(kong)和數據傳(chuan)輸存儲系(xi)統方案、測(ce)(ce)風(feng)網(wang)絡(luo)(luo)(luo)建(jian)設經費匡算等(deng)關鍵問題。
