2月27日,中國(guo)石油人力(li)資源管理(li)系(xi)(xi)統揭牌啟用,標志著(zhu)中國(guo)石油人力(li)資源管理(li)系(xi)(xi)統全面上線應(ying)用。
2006年(nian)3月,人(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)管(guan)(guan)理(li)系(xi)(xi)統(tong)(tong)建(jian)設(she)(she)工作啟動,歷(li)經(jing)試點、推廣準(zhun)備和(he)推廣實施三個階段,2008年(nian)12月125個企(qi)事業單位的系(xi)(xi)統(tong)(tong)分四批正式上線運行。這套管(guan)(guan)理(li)系(xi)(xi)統(tong)(tong)將中國(guo)石油(you)全(quan)部合(he)同(tong)化(hua)及市場化(hua)員(yuan)工納入系(xi)(xi)統(tong)(tong)管(guan)(guan)理(li),成(cheng)為全(quan)球(qiu)最大的企(qi)業人(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)管(guan)(guan)理(li)系(xi)(xi)統(tong)(tong)。系(xi)(xi)統(tong)(tong)涉(she)及組織(zhi)管(guan)(guan)理(li)、人(ren)事管(guan)(guan)理(li)、薪酬管(guan)(guan)理(li)等人(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)管(guan)(guan)理(li)相關的所有業務。建(jian)設(she)(she)人(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)管(guan)(guan)理(li)系(xi)(xi)統(tong)(tong),是構建(jian)與綜合(he)性國(guo)際能(neng)源(yuan)(yuan)公(gong)司相適(shi)應的人(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)管(guan)(guan)理(li)體系(xi)(xi)的重(zhong)要(yao)(yao)組成(cheng)部分,是全(quan)面提升人(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)開發能(neng)力(li)(li)(li)和(he)管(guan)(guan)理(li)水平的重(zhong)要(yao)(yao)手段。
人(ren)(ren)(ren)力(li)資(zi)(zi)(zi)源(yuan)管(guan)(guan)(guan)理(li)系(xi)統(tong)自批復上線以來,應用(yong)效(xiao)(xiao)果初步顯現。一(yi)(yi)是(shi)統(tong)一(yi)(yi)管(guan)(guan)(guan)理(li)平(ping)臺(tai)(tai),解(jie)決了長期困擾人(ren)(ren)(ren)事管(guan)(guan)(guan)理(li)工作(zuo)的(de)低水平(ping)重復建設(she)和(he)信息孤島問題,實現了數(shu)據(ju)共享(xiang)。二是(shi)規范人(ren)(ren)(ren)事業務(wu)(wu),提(ti)(ti)高(gao)了工作(zuo)效(xiao)(xiao)率和(he)信息的(de)準確性(xing)、時效(xiao)(xiao)性(xing)。三是(shi)增強管(guan)(guan)(guan)控能力(li),系(xi)統(tong)摸清家(jia)底,提(ti)(ti)高(gao)了透明(ming)度。同時,為(wei)盤活人(ren)(ren)(ren)力(li)資(zi)(zi)(zi)源(yuan)存量、控制總量、優化結構(gou)提(ti)(ti)供了依據(ju)。四是(shi)提(ti)(ti)升分(fen)(fen)析能力(li),使用(yong)數(shu)據(ju)展示平(ping)臺(tai)(tai),可及時掌握各類人(ren)(ren)(ren)力(li)資(zi)(zi)(zi)源(yuan)統(tong)計(ji)分(fen)(fen)析數(shu)據(ju),進(jin)一(yi)(yi)步提(ti)(ti)升了人(ren)(ren)(ren)力(li)資(zi)(zi)(zi)源(yuan)決策的(de)有效(xiao)(xiao)性(xing)和(he)可靠性(xing)。五是(shi)促進(jin)各級人(ren)(ren)(ren)事管(guan)(guan)(guan)理(li)人(ren)(ren)(ren)員不斷(duan)思考和(he)學習,加快了管(guan)(guan)(guan)理(li)觀(guan)念(nian)的(de)轉變。六是(shi)促進(jin)隊伍建設(she),上萬名業務(wu)(wu)人(ren)(ren)(ren)員參加系(xi)統(tong)建設(she)和(he)各類系(xi)統(tong)培訓(xun),人(ren)(ren)(ren)事隊伍的(de)綜合素質(zhi)進(jin)一(yi)(yi)步提(ti)(ti)升。
系統(tong)建成(cheng)以來,通過系統(tong)核(he)算(suan)工(gong)資(zi)的員(yuan)工(gong)比(bi)例連續(xu)3個月超過80%,2008年人事制(zhi)度快報(bao)已經通過系統(tong)生成(cheng)匯總完畢。
