為(wei)深入貫徹落實科(ke)學(xue)發(fa)展(zhan)觀(guan),夯實企業基礎工(gong)作,轉變發(fa)展(zhan)方式,實現科(ke)學(xue)發(fa)展(zhan)上(shang)水平,中國石油決定從2010年(nian)開始,全面(mian)實施以質量(liang)計量(liang)和標準化管理(li)(li)、流程(cheng)管理(li)(li)、制度管理(li)(li)等為(wei)主(zhu)要內容的基礎管理(li)(li)建設工(gong)程(cheng)。
在中國石(shi)油3月(yue)10日召(zhao)開的基(ji)(ji)礎管(guan)(guan)(guan)(guan)理(li)建(jian)(jian)設(she)工(gong)程啟動視頻會議上(shang),中國石(shi)油集(ji)團(tuan)公(gong)司副總(zong)經理(li)、黨組(zu)(zu)成員、集(ji)團(tuan)公(gong)司基(ji)(ji)礎管(guan)(guan)(guan)(guan)理(li)建(jian)(jian)設(she)工(gong)程領導小組(zu)(zu)組(zu)(zu)長王(wang)宜林(lin)指出,要(yao)充分認(ren)識加強(qiang)基(ji)(ji)礎管(guan)(guan)(guan)(guan)理(li)的重要(yao)性和緊迫性,扎實(shi)有效(xiao)(xiao)實(shi)施基(ji)(ji)礎管(guan)(guan)(guan)(guan)理(li)建(jian)(jian)設(she)工(gong)程,以基(ji)(ji)礎管(guan)(guan)(guan)(guan)理(li)工(gong)作(zuo)(zuo)支(zhi)撐集(ji)團(tuan)公(gong)司持(chi)續快(kuai)速發展。用(yong)3到5年時間,實(shi)現質量提升成效(xiao)(xiao)明(ming)顯、計量檢測科學準(zhun)確、標準(zhun)體系先進接軌、業務流程規范優化、制度建(jian)(jian)設(she)完整有效(xiao)(xiao)的基(ji)(ji)礎管(guan)(guan)(guan)(guan)理(li)目標,促(cu)使(shi)基(ji)(ji)礎管(guan)(guan)(guan)(guan)理(li)工(gong)作(zuo)(zuo)整體邁上(shang)新臺階,管(guan)(guan)(guan)(guan)理(li)創效(xiao)(xiao)能力實(shi)質性增強(qiang),并(bing)形成基(ji)(ji)礎管(guan)(guan)(guan)(guan)理(li)工(gong)作(zuo)(zuo)科學發展的長效(xiao)(xiao)機制。
王宜林說,基礎管(guan)理(li)水平(ping)集中反映企業的(de)(de)管(guan)控能力,直接體現企業的(de)(de)價值(zhi)和形象。只有加強基礎管(guan)理(li),著力改(gai)進(jin)基礎管(guan)理(li)的(de)(de)薄弱環(huan)節,才(cai)能進(jin)一步(bu)做好戰略(lve)(lve)管(guan)理(li)、資源管(guan)理(li)、經營管(guan)理(li)等高層次企業管(guan)理(li)工(gong)(gong)作(zuo),才(cai)能以科學管(guan)理(li)上水平(ping)推(tui)進(jin)轉變發展(zhan)(zhan)(zhan)方(fang)式(shi),調整優(you)化結構(gou),實(shi)現中國(guo)石油全(quan)(quan)面協調可持(chi)續發展(zhan)(zhan)(zhan)能力的(de)(de)不斷(duan)增(zeng)強。集團(tuan)公(gong)司(si)(si)一貫重視基礎管(guan)理(li)工(gong)(gong)作(zuo)。全(quan)(quan)面實(shi)施基礎管(guan)理(li)建(jian)設工(gong)(gong)程,是(shi)中國(guo)石油黨組深入研究分析面臨的(de)(de)發展(zhan)(zhan)(zhan)環(huan)境,進(jin)一步(bu)明(ming)確發展(zhan)(zhan)(zhan)定位所作(zuo)出的(de)(de)重大(da)決策。要以科學發展(zhan)(zhan)(zhan)觀為統領,圍繞建(jian)設綜合(he)(he)性國(guo)際(ji)能源公(gong)司(si)(si)這個目(mu)標,結合(he)(he)資源、市(shi)場、國(guo)際(ji)化三大(da)戰略(lve)(lve)的(de)(de)實(shi)施,積極推(tui)進(jin)管(guan)理(li)創新,著力解決制約基礎管(guan)理(li)的(de)(de)體制機制問題,為不斷(duan)增(zeng)強中國(guo)石油科學發展(zhan)(zhan)(zhan)能力奠定堅實(shi)基礎。
王宜林指出,做(zuo)好(hao)(hao)基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li)建(jian)(jian)設(she)(she)工(gong)(gong)(gong)(gong)(gong)程(cheng)實(shi)施工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),要(yao)(yao)著重(zhong)把握好(hao)(hao)以下幾點(dian):一是(shi)加(jia)強(qiang)領(ling)導,全員參與。基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)涉及方(fang)(fang)(fang)方(fang)(fang)(fang)面(mian)面(mian),要(yao)(yao)通過全員、全過程(cheng)、全方(fang)(fang)(fang)位(wei)實(shi)施基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li)建(jian)(jian)設(she)(she)工(gong)(gong)(gong)(gong)(gong)程(cheng),形成(cheng)一個人人主(zhu)動(dong)關(guan)心基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li),人人積極參與改(gai)進(jin)基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li),人人自覺遵(zun)守基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)要(yao)(yao)求,最終人人受益于基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li)提(ti)升(sheng)成(cheng)果的良好(hao)(hao)局面(mian)。二是(shi)統籌兼顧,整體(ti)發展(zhan)。要(yao)(yao)統籌好(hao)(hao)基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li)繼承與發展(zhan),基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li)與業務工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)和(he)專項(xiang)管(guan)(guan)理(li)(li)(li)(li),基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li)之間相互作(zuo)(zuo)用(yong)的關(guan)系。三(san)是(shi)細(xi)化(hua)方(fang)(fang)(fang)案,確保投入。各(ge)單(dan)位(wei)要(yao)(yao)結(jie)(jie)合生(sheng)產經營實(shi)際,認真梳理(li)(li)(li)(li),找準(zhun)關(guan)鍵因素和(he)重(zhong)點(dian)方(fang)(fang)(fang)向,制定本單(dan)位(wei)詳細(xi)的基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li)提(ti)升(sheng)方(fang)(fang)(fang)案,有計劃有步驟實(shi)施。四是(shi)推(tui)進(jin)創(chuang)(chuang)新,持續改(gai)進(jin)。一方(fang)(fang)(fang)面(mian),要(yao)(yao)積極更新管(guan)(guan)理(li)(li)(li)(li)觀念,創(chuang)(chuang)新管(guan)(guan)理(li)(li)(li)(li)方(fang)(fang)(fang)法(fa),另一方(fang)(fang)(fang)面(mian),要(yao)(yao)積極適應企(qi)業組織結(jie)(jie)構(gou)、管(guan)(guan)理(li)(li)(li)(li)體(ti)制、內(nei)外環境的變化(hua),及時(shi)改(gai)進(jin)基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li)的內(nei)容和(he)方(fang)(fang)(fang)式,確保基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li)適應企(qi)業發展(zhan)。五是(shi)明確責任,強(qiang)化(hua)考(kao)核。中國石(shi)油將建(jian)(jian)立基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)管(guan)(guan)理(li)(li)(li)(li)建(jian)(jian)設(she)(she)工(gong)(gong)(gong)(gong)(gong)程(cheng)推(tui)進(jin)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)機制,總結(jie)(jie)和(he)通報各(ge)單(dan)位(wei)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)進(jin)展(zhan)情(qing)況。各(ge)單(dan)位(wei)要(yao)(yao)更新發展(zhan)觀念,創(chuang)(chuang)新管(guan)(guan)理(li)(li)(li)(li)模式,扎(zha)實(shi)開(kai)展(zhan)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),務求實(shi)效,為中國石(shi)油建(jian)(jian)設(she)(she)綜合性國際能源(yuan)公司打牢發展(zhan)基(ji)(ji)(ji)(ji)礎(chu)(chu)(chu)(chu)。
