2013年,中國電信甘肅公司將按照“抓緊抓緊再抓緊、抓實抓實再抓實”的要求,完善以機制創新工作辦公室牽頭、各部門重點落實的常態化督導檢查工作機制,持續加大對各單位機制體制創新落實情況的督導檢查,防止舊有機制體制反彈,保持制度的連續性、穩定性,維護制度的嚴肅性、權威性,推動各方面工作更好地開展。
2013年,甘肅電信將(jiang)緊(jin)盯市(shi)(shi)場份額(e)提升(sheng)和價(jia)值提升(sheng)兩大目(mu)標,對(dui)機(ji)(ji)制(zhi)(zhi)體制(zhi)(zhi)創新的部分(fen)(fen)(fen)內容進(jin)行微調和整并,使機(ji)(ji)制(zhi)(zhi)體制(zhi)(zhi)創新制(zhi)(zhi)度(du)辦法(fa)更有(you)效(xiao)地(di)支(zhi)撐企業發展(zhan)。其中(zhong),將(jiang)全(quan)面考(kao)核評估高崗下沉兩年后(hou)的工(gong)作(zuo)(zuo)(zuo)情(qing)況(kuang),根據(ju)工(gong)作(zuo)(zuo)(zuo)業績和工(gong)作(zuo)(zuo)(zuo)需要(yao)對(dui)下沉高管(guan)進(jin)行調換;優(you)化高崗下沉方(fang)式(shi),取消督導,下沉高崗人員(yuan)(yuan)全(quan)部兼任(ren)具體責(ze)任(ren)。在省(sheng)公(gong)(gong)司(si)推廣平涼模式(shi),即市(shi)(shi)州(zhou)分(fen)(fen)(fen)公(gong)(gong)司(si)本(ben)部各(ge)部門(men)只留1位負責(ze)人,各(ge)部門(men)再次抽調人員(yuan)(yuan)充實前端(duan),達(da)到(dao)市(shi)(shi)州(zhou)分(fen)(fen)(fen)公(gong)(gong)司(si)本(ben)部“瘦(shou)身(shen)”計(ji)劃;抽出(chu)人員(yuan)(yuan)保持1年不(bu)變,崗位工(gong)資不(bu)降,績效(xiao)工(gong)資與營(ying)(ying)銷(xiao)(xiao)(xiao)業績掛(gua)鉤。通(tong)過以(yi)(yi)上舉措,省(sheng)公(gong)(gong)司(si)管(guan)控人員(yuan)(yuan)與生(sheng)(sheng)產人員(yuan)(yuan)比(bi)例要(yao)達(da)到(dao)1∶9;生(sheng)(sheng)產人員(yuan)(yuan)中(zhong)前后(hou)端(duan)比(bi)例要(yao)達(da)到(dao)7∶3。在此基礎(chu)上,所有(you)人員(yuan)(yuan)都要(yao)參加聚(ju)類(lei)(lei)客戶、校(xiao)園營(ying)(ying)銷(xiao)(xiao)(xiao)活動(dong)。堅持開(kai)展(zhan)基層(ceng)(ceng)營(ying)(ying)銷(xiao)(xiao)(xiao)鍛煉(lian),2013年基層(ceng)(ceng)營(ying)(ying)銷(xiao)(xiao)(xiao)鍛煉(lian)以(yi)(yi)參加聚(ju)類(lei)(lei)市(shi)(shi)場攻(gong)堅為主,分(fen)(fen)(fen)兩種方(fang)式(shi)進(jin)行:在蘭州(zhou)專職參加為期4個月的聚(ju)類(lei)(lei)市(shi)(shi)場營(ying)(ying)銷(xiao)(xiao)(xiao);到(dao)蘭州(zhou)外(wai)縣分(fen)(fen)(fen)公(gong)(gong)司(si)參加3個月的營(ying)(ying)銷(xiao)(xiao)(xiao)鍛煉(lian),切實推進(jin)省(sheng)公(gong)(gong)司(si)本(ben)部及直(zhi)屬單位人員(yuan)(yuan)由管(guan)理(li)型(xing)向管(guan)理(li)操作(zuo)(zuo)(zuo)型(xing)轉變。同時,省(sheng)公(gong)(gong)司(si)還將(jiang)執行機(ji)(ji)制(zhi)(zhi)創新抓(zhua)落實通(tong)報(bao)制(zhi)(zhi)度(du),省(sheng)公(gong)(gong)司(si)將(jiang)對(dui)高崗下沉、基層(ceng)(ceng)營(ying)(ying)銷(xiao)(xiao)(xiao)鍛煉(lian)等機(ji)(ji)制(zhi)(zhi)創新落實進(jin)展(zhan)情(qing)況(kuang)每月進(jin)行分(fen)(fen)(fen)析和通(tong)報(bao)。
