充分發揮了大范(fan)圍長(chang)距離(li)資(zi)(zi)源優(you)(you)化配(pei)置的(de)(de)作(zuo)用,有力促進了北方火(huo)電和(he)南方水電資(zi)(zi)源的(de)(de)合理利用,這是1000千伏特高壓交流試驗示范(fan)工程自1月6日(ri)正(zheng)式(shi)投(tou)入商(shang)業運行以(yi)來展現的(de)(de)聯網效益(yi)。截至6月30日(ri),該工程已累(lei)計(ji)輸(shu)送南水北火(huo)互(hu)濟電量43.2億千瓦時,使華北、華中電網形成(cheng)較為堅強的(de)(de)聯系,特高壓電網水火(huo)互(hu)濟資(zi)(zi)源配(pei)置優(you)(you)勢初步顯(xian)現。
半(ban)年來,特高壓(ya)(ya)交流試驗(yan)示范工程經受了2月份暴風雪和3~6月多次大風雷雨等惡(e)劣氣象條(tiao)件(jian)的考驗(yan),始終保持平穩運行。枯(ku)水期(qi)間(jian),特高壓(ya)(ya)電(dian)(dian)(dian)網以(yi)低(di)于(yu)湖北(bei)(bei)省新建火電(dian)(dian)(dian)機組平均上網電(dian)(dian)(dian)價0.04117元/千(qian)瓦時(shi)的價格,累計(ji)從(cong)山西省向(xiang)華中電(dian)(dian)(dian)網送(song)電(dian)(dian)(dian)33.14億千(qian)瓦時(shi),日最(zui)大電(dian)(dian)(dian)力199.48萬(wan)千(qian)瓦;南方(fang)汛期(qi),特高壓(ya)(ya)電(dian)(dian)(dian)網改從(cong)華中地區向(xiang)華北(bei)(bei)地區輸送(song)清潔水電(dian)(dian)(dian),截至(zhi)6月30日,累計(ji)輸送(song)電(dian)(dian)(dian)能10.06億千(qian)瓦時(shi),日最(zui)大電(dian)(dian)(dian)力183.00萬(wan)千(qian)瓦。
半(ban)年來(lai),特高(gao)壓電網在互為備用(yong)、錯峰調峰、水火互濟、減少棄水量、優化能源(yuan)資源(yuan)配(pei)置、提高(gao)電能經濟社會效(xiao)益、優化終端能源(yuan)消費結(jie)構等方面,取得了顯(xian)著社會效(xiao)益和經濟效(xiao)益。
來自山西(xi)(xi)省(sheng)電(dian)(dian)力公司的測算表明,特高(gao)壓(ya)輸(shu)電(dian)(dian)緩解(jie)了(le)(le)公路、鐵路輸(shu)煤(mei)壓(ya)力。按山西(xi)(xi)省(sheng)調電(dian)(dian)廠上半年平(ping)均供電(dian)(dian)煤(mei)耗(hao)355克/千(qian)瓦時折算,33.14億(yi)千(qian)瓦時的“北電(dian)(dian)南送”電(dian)(dian)量(liang)(liang),需就地轉(zhuan)化(hua)原煤(mei)176.47萬(wan)(wan)(wan)噸(dun),相當(dang)于減少(shao)輸(shu)送原煤(mei)車皮2.94萬(wan)(wan)(wan)個,且有效減輕了(le)(le)環境污染。受國際金融(rong)危(wei)機(ji)影響(xiang),山西(xi)(xi)省(sheng)1~5月(yue)份全社會(hui)用(yong)電(dian)(dian)量(liang)(liang)同(tong)比下(xia)降13.95%,但同(tong)期發電(dian)(dian)量(liang)(liang)同(tong)比僅(jin)下(xia)降5.63%,特高(gao)壓(ya)輸(shu)電(dian)(dian)促進了(le)(le)山西(xi)(xi)富余(yu)電(dian)(dian)量(liang)(liang)的消(xiao)納,有效提高(gao)了(le)(le)火電(dian)(dian)機(ji)組利用(yong)小時數。特高(gao)壓(ya)“南電(dian)(dian)北送”的10.06億(yi)千(qian)瓦時電(dian)(dian)量(liang)(liang),相當(dang)于節(jie)約標(biao)準(zhun)煤(mei)35.72萬(wan)(wan)(wan)噸(dun),減排二(er)氧化(hua)碳20萬(wan)(wan)(wan)噸(dun),相當(dang)于煤(mei)炭脫(tuo)硫后減排二(er)氧化(hua)硫286噸(dun),整個汛期預計(ji)可節(jie)約標(biao)準(zhun)煤(mei)近百(bai)萬(wan)(wan)(wan)噸(dun),同(tong)時使華(hua)中富余(yu)清潔水電(dian)(dian)在更大范圍內(nei)得(de)到及時高(gao)效的配置。
特高(gao)壓(ya)電(dian)(dian)網(wang)能取(qu)得巨(ju)大的聯網(wang)效(xiao)益,原因(yin)在于我國(guo)地(di)域遼闊(kuo),不同(tong)地(di)區負(fu)荷(he)特性(xing)、電(dian)(dian)源結構差異(yi)較大。國(guo)家電(dian)(dian)網(wang)北京經濟技術研(yan)究院專(zhuan)家說,到2020年,隨著(zhu)特高(gao)壓(ya)電(dian)(dian)網(wang)不斷(duan)發展(zhan),可(ke)以(yi)有效(xiao)減(jian)少備用容量,從(cong)而至少減(jian)少裝(zhuang)機容量2000萬千瓦(wa),節約電(dian)(dian)源建(jian)設投(tou)資約800億元;由于地(di)區煤(mei)價差異(yi),全國(guo)聯網(wang)方式與(yu)區域電(dian)(dian)網(wang)單(dan)獨運行相(xiang)比,燃煤(mei)成本也可(ke)大大降低(di)。
目前,特高(gao)(gao)壓工(gong)程正(zheng)為(wei)滿足今夏華(hua)北、華(hua)中(zhong)(zhong)地區用電(dian)需求(qiu)作出貢獻(xian)。6月,電(dian)網(wang)全面進(jin)入夏季大負荷時期,華(hua)北、華(hua)中(zhong)(zhong)電(dian)網(wang)及其轄內(nei)9個省級(ji)電(dian)網(wang)最大負荷均創(chuang)新高(gao)(gao)。國家電(dian)網(wang)公司將(jiang)密切跟蹤電(dian)力需求(qiu)趨勢變化,提高(gao)(gao)負荷預測(ce)的科(ke)學(xue)性(xing)和準(zhun)確性(xing),不斷(duan)優化電(dian)網(wang)運行方式,充分發揮特高(gao)(gao)壓工(gong)程在跨(kua)區電(dian)力交易中(zhong)(zhong)的重要作用。
