截(jie)至3月(yue)28日(ri),在中(zhong)國石(shi)(shi)油工(gong)(gong)(gong)(gong)程建設(she)公司環環相(xiang)扣的管控下,中(zhong)國石(shi)(shi)油集團首(shou)個工(gong)(gong)(gong)(gong)廠化EPC(設(she)計、采(cai)購、施工(gong)(gong)(gong)(gong))項目——寧夏石(shi)(shi)化年500萬噸煉(lian)油改擴建工(gong)(gong)(gong)(gong)程已開工(gong)(gong)(gong)(gong)66個單元(yuan),工(gong)(gong)(gong)(gong)程總(zong)進度達51%以上(shang),參建員工(gong)(gong)(gong)(gong)超過7000人。按計劃,公用工(gong)(gong)(gong)(gong)程6月(yue)30日(ri)中(zhong)交(jiao),總(zong)體工(gong)(gong)(gong)(gong)程8月(yue)30日(ri)中(zhong)交(jiao),年底竣工(gong)(gong)(gong)(gong)投(tou)產。
這(zhe)一工(gong)程的發包方是寧夏石化(hua)公(gong)司(si)(si),總承包方是工(gong)程建設(she)公(gong)司(si)(si),參(can)與EPC工(gong)程建設(she)的有8個設(she)計單位、12個施工(gong)單位和5個無損檢(jian)測單位。項目首次(ci)采用工(gong)廠化(hua)EPC總承包建設(she)模式,是集團公(gong)司(si)(si)推行工(gong)程建設(she)主(zhu)導模式以來第一個嘗試項目。
在項目(mu)(mu)執(zhi)行(xing)風險大、管控難度大和時間(jian)緊(jin)迫的(de)情況下(xia),工程建(jian)(jian)設(she)公司寧(ning)夏石化煉油項目(mu)(mu)部面對設(she)計(ji)、采(cai)購和施工遇到(dao)的(de)瓶頸,以(yi)“設(she)計(ji)先導,采(cai)購保障,施工重點(dian)”為EPC管控思路,以(yi)矩陣式組織結構建(jian)(jian)立“系(xi)(xi)統化管理(li)(li)、分項目(mu)(mu)運(yun)作(zuo)”管理(li)(li)體(ti)系(xi)(xi),清(qing)晰工作(zuo)職責和管理(li)(li)權(quan)限,形成一環緊(jin)扣(kou)一環的(de)項目(mu)(mu)管理(li)(li)系(xi)(xi)統。
為(wei)(wei)把這項工程建設成為(wei)(wei)“示范、優質、陽光”工程,這個(ge)項目(mu)部緊緊抓住催(cui)化、重整、聚(ju)丙烯和(he)系統工程四條主線,以現(xian)場施工為(wei)(wei)主導,設計和(he)采辦為(wei)(wei)保障,按照時間連續和(he)空間占滿的原則,強化計劃管(guan)控,分級歸口管(guan)理,將目(mu)標(biao)任務(wu)逐(zhu)級細(xi)化分解,落實到(dao)每個(ge)執行人,從(cong)明確(que)目(mu)標(biao)、制(zhi)定措施、落實承諾、節點期限和(he)完(wan)成情況等各道流(liu)程逐(zhu)一(yi)問責,逐(zhu)項考(kao)評,進(jin)一(yi)步提升EPC項目(mu)管(guan)控水平。
目(mu)前,一建(jian)轄區38支隊伍1500多人充分展示鐵軍善打大仗(zhang)、惡仗(zhang)的(de)頑強作風,高密度交(jiao)叉作業。與(yu)此同(tong)時,大慶建(jian)設、吉林化建(jian)和(he)七建(jian)等12個施工(gong)(gong)單位盯(ding)緊節點(dian)目(mu)標,在確保安全(quan)和(he)質量的(de)前提下加快(kuai)施工(gong)(gong)節奏(zou),向(xiang)工(gong)(gong)程(cheng)中(zhong)交(jiao)目(mu)標和(he)今年(nian)(nian)年(nian)(nian)底竣工(gong)(gong)投(tou)產(chan)目(mu)標挺進。
