3月1日,國家電網公司電網建設標準暨科技減災新聞發布會在京召開。發布會介紹了為提高電網抵御特大冰雪災害能力、電網應急抗災水平,國家電網公司制定實施電網建設標準和利用科技手段減輕災害對電網影響的展開情況。國家發改委、國資委、中電聯領導出席了會議。
今年1月中旬(xun)以來,我(wo)國南方(fang)部(bu)分地區(qu)遭受(shou)(shou)了歷史(shi)罕(han)見的(de)持續低溫雨雪冰凍災害,交通(tong)阻塞(sai),電(dian)(dian)(dian)力(li)供(gong)應中斷,工農業生(sheng)產和(he)人民群眾生(sheng)活受(shou)(shou)到嚴(yan)重(zhong)影響。由于輸電(dian)(dian)(dian)線路覆冰厚度大大超過國家規定的(de)設(she)計標準,導致(zhi)受(shou)(shou)災地區(qu)電(dian)(dian)(dian)網(wang)(wang)設(she)施(shi)損毀嚴(yan)重(zhong),電(dian)(dian)(dian)網(wang)(wang)安全(quan)和(he)電(dian)(dian)(dian)力(li)供(gong)應受(shou)(shou)到嚴(yan)峻考(kao)驗(yan)。國家電(dian)(dian)(dian)網(wang)(wang)公司(si)在舉全(quan)公司(si)之力(li)進行抗冰搶(qiang)險,組織(zhi)災后重(zhong)建的(de)同時,就如何(he)(he)提高電(dian)(dian)(dian)網(wang)(wang)抵御(yu)特大自然災害能力(li)的(de)問題進行了深入(ru)的(de)反思和(he)思考(kao),就如何(he)(he)突(tu)出科技手段,有效降(jiang)低災害影響,如何(he)(he)調整電(dian)(dian)(dian)網(wang)(wang)建設(she)標準工作展(zhan)開深入(ru)研究。
國(guo)(guo)(guo)家(jia)(jia)(jia)電(dian)(dian)(dian)網公(gong)司(si)(si)(si)(si)在(zai)災情(qing)發生的(de)(de)第(di)一時間便高度重(zhong)視對(dui)電(dian)(dian)(dian)網受(shou)災情(qing)況(kuang)的(de)(de)搜集和研(yan)究。公(gong)司(si)(si)(si)(si)先(xian)后派出(chu)多路專家(jia)(jia)(jia)技(ji)術隊伍前(qian)往各電(dian)(dian)(dian)力設(she)備(bei)受(shou)災現場,搜集一手(shou)資料。組(zu)織技(ji)術專題會(hui)議(yi),研(yan)究利(li)用(yong)(yong)科技(ji)除冰(bing)融冰(bing)的(de)(de)手(shou)段。同時,為保證嚴重(zhong)自然災害條件下主網安(an)全穩(wen)定運行和對(dui)重(zhong)要(yao)用(yong)(yong)戶的(de)(de)持續供電(dian)(dian)(dian),國(guo)(guo)(guo)家(jia)(jia)(jia)電(dian)(dian)(dian)網公(gong)司(si)(si)(si)(si)研(yan)究制定了《電(dian)(dian)(dian)網差異化規劃(hua)設(she)計指(zhi)導(dao)意(yi)見》,制定了系(xi)列電(dian)(dian)(dian)網建(jian)設(she)的(de)(de)企業標準(zhun)用(yong)(yong)于指(zhi)導(dao)災后電(dian)(dian)(dian)網建(jian)設(she)和后期(qi)改造(zao)。在(zai)此基(ji)礎(chu)上,國(guo)(guo)(guo)家(jia)(jia)(jia)電(dian)(dian)(dian)網公(gong)司(si)(si)(si)(si)將全面與國(guo)(guo)(guo)家(jia)(jia)(jia)相關的(de)(de)標準(zhun)制定部門通力配合,不斷完善國(guo)(guo)(guo)家(jia)(jia)(jia)的(de)(de)相應工業標準(zhun)。在(zai)新的(de)(de)國(guo)(guo)(guo)家(jia)(jia)(jia)標準(zhun)正式出(chu)臺后,將嚴格按國(guo)(guo)(guo)家(jia)(jia)(jia)標準(zhun)開展電(dian)(dian)(dian)網的(de)(de)規劃(hua)和建(jian)設(she)。
國家(jia)電(dian)網(wang)公司將利用(yong)科(ke)(ke)技(ji)手段、開展科(ke)(ke)技(ji)創新提高(gao)電(dian)網(wang)抵御冰(bing)雪災害作(zuo)為(wei)重中之重。公司及時(shi)啟動電(dian)網(wang)防(fang)冰(bing)減(jian)災科(ke)(ke)技(ji)攻關工作(zuo),編制(zhi)(zhi)完成《電(dian)網(wang)防(fang)冰(bing)減(jian)災關鍵技(ji)術(shu)研究計劃》,從電(dian)網(wang)防(fang)冰(bing)抗災、冰(bing)災預(yu)警(jing)監測、覆冰(bing)應急處置(zhi)到(dao)(dao)災后(hou)恢復(fu)建設4個(ge)方面,研究提出了8類共40項防(fang)冰(bing)減(jian)災科(ke)(ke)技(ji)項目,基本覆蓋了電(dian)網(wang)規(gui)劃建設、生產(chan)維護(hu)、調度運行、供電(dian)服務和(he)應急處置(zhi)各個(ge)環節(jie)。國家(jia)電(dian)網(wang)公司為(wei)科(ke)(ke)技(ji)減(jian)災工作(zuo)建立了組(zu)織領導機構(gou),做到(dao)(dao)統(tong)籌協(xie)調、合(he)力攻關。在組(zu)織協(xie)調機制(zhi)(zhi)逐(zhu)步健全(quan)的同時(shi),國家(jia)電(dian)網(wang)公司防(fang)冰(bing)減(jian)災科(ke)(ke)技(ji)攻關預(yu)期會取得大容(rong)量、高(gao)效(xiao)率(lv)、自動化(hua)電(dian)氣融冰(bing)裝置(zhi)和(he)靈活實(shi)用(yong)的機械除冰(bing)裝置(zhi)等8項科(ke)(ke)技(ji)成果。
以科學發展觀為(wei)指導,提高(gao)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)建(jian)(jian)(jian)設(she)標(biao)(biao)準(zhun)(zhun)成為(wei)了國家電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)公(gong)司(si)(si)提高(gao)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)抗(kang)災能力和可靠供(gong)電(dian)(dian)(dian)(dian)(dian)能力的(de)(de)重(zhong)要手(shou)段。針對(dui)(dui)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)恢復之后如(ru)何(he)進一步加強改造(zao)以及目(mu)前正(zheng)在進行的(de)(de)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)新建(jian)(jian)(jian)項目(mu)如(ru)何(he)建(jian)(jian)(jian)設(she)問題(ti),國家電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)公(gong)司(si)(si)多(duo)次召開會議研(yan)究部署(shu)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)設(she)計(ji)(ji)(ji)標(biao)(biao)準(zhun)(zhun)修(xiu)訂工(gong)(gong)作(zuo)。公(gong)司(si)(si)組織中國電(dian)(dian)(dian)(dian)(dian)力工(gong)(gong)程顧問集(ji)團公(gong)司(si)(si)及六大設(she)計(ji)(ji)(ji)院(yuan)、中國電(dian)(dian)(dian)(dian)(dian)科院(yuan)等(deng)權威設(she)計(ji)(ji)(ji)科研(yan)單位和下屬公(gong)司(si)(si),對(dui)(dui)冰(bing)災情況及其成因(yin)進行深入調研(yan)和分析。本著35~330千伏電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)設(she)防標(biao)(biao)準(zhun)(zhun)由(you)(you)15年(nian)(nian)一遇(yu)提高(gao)到30年(nian)(nian)一遇(yu),500千伏電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)設(she)防標(biao)(biao)準(zhun)(zhun)由(you)(you)30年(nian)(nian)一遇(yu)提高(gao)到50年(nian)(nian)一遇(yu),750千伏電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)設(she)防標(biao)(biao)準(zhun)(zhun)50年(nian)(nian)一遇(yu),正(zheng)在建(jian)(jian)(jian)設(she)特高(gao)壓工(gong)(gong)程災防標(biao)(biao)準(zhun)(zhun)100年(nian)(nian)一遇(yu)的(de)(de)要求,對(dui)(dui)現有線路(lu)設(she)計(ji)(ji)(ji)規(gui)(gui)(gui)程規(gui)(gui)(gui)范和技術規(gui)(gui)(gui)定進行認真梳理,對(dui)(dui)需要提高(gao)標(biao)(biao)準(zhun)(zhun)、修(xiu)訂完善(shan)的(de)(de)具體條款,開展深入的(de)(de)對(dui)(dui)比分析與測算,修(xiu)訂形成國家電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)公(gong)司(si)(si)《110~750kV架空輸電(dian)(dian)(dian)(dian)(dian)線路(lu)設(she)計(ji)(ji)(ji)技術規(gui)(gui)(gui)定》等(deng)5項電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)設(she)計(ji)(ji)(ji)企(qi)業標(biao)(biao)準(zhun)(zhun)及《電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)差異化規(gui)(gui)(gui)劃(hua)設(she)計(ji)(ji)(ji)指導意見》。
