3月1日,國家電網公司電網建設標準暨科技減災新聞發布會在京召開。發布會介紹了為提高電網抵御特大冰雪災害能力、電網應急抗災水平,國家電網公司制定實施電網建設標準和利用科技手段減輕災害對電網影響的展開情況。國家發改委、國資委、中電聯領導出席了會議。
今年1月中(zhong)旬以來(lai),我國(guo)南方(fang)部分地(di)區遭受(shou)了(le)歷史罕見的持續低溫雨(yu)雪冰(bing)凍(dong)災(zai)害(hai)(hai),交通阻塞(sai),電(dian)力供應(ying)(ying)中(zhong)斷,工農(nong)業生產和人(ren)民群眾生活受(shou)到(dao)嚴重(zhong)影響。由于輸(shu)電(dian)線路覆(fu)冰(bing)厚(hou)度大(da)大(da)超過國(guo)家規定的設(she)計標準,導致受(shou)災(zai)地(di)區電(dian)網設(she)施(shi)損毀嚴重(zhong),電(dian)網安全(quan)和電(dian)力供應(ying)(ying)受(shou)到(dao)嚴峻考(kao)驗。國(guo)家電(dian)網公司(si)在舉全(quan)公司(si)之力進行(xing)抗冰(bing)搶(qiang)險,組織災(zai)后重(zhong)建的同時(shi),就如(ru)何(he)提(ti)高電(dian)網抵御特大(da)自(zi)然災(zai)害(hai)(hai)能力的問題(ti)進行(xing)了(le)深入的反(fan)思(si)和思(si)考(kao),就如(ru)何(he)突出科技手段,有效(xiao)降低災(zai)害(hai)(hai)影響,如(ru)何(he)調整(zheng)電(dian)網建設(she)標準工作展開深入研究。
國(guo)(guo)家(jia)(jia)電(dian)(dian)網(wang)(wang)(wang)公(gong)司在災(zai)情(qing)發(fa)生的(de)(de)第一(yi)時間便高度重(zhong)視對(dui)電(dian)(dian)網(wang)(wang)(wang)受(shou)災(zai)情(qing)況的(de)(de)搜集和研究(jiu)。公(gong)司先后(hou)(hou)派出多路專家(jia)(jia)技(ji)(ji)術(shu)隊伍前往各電(dian)(dian)力設(she)(she)備受(shou)災(zai)現場,搜集一(yi)手資料。組織技(ji)(ji)術(shu)專題會議,研究(jiu)利用科技(ji)(ji)除冰(bing)融冰(bing)的(de)(de)手段。同時,為(wei)保證嚴重(zhong)自然(ran)災(zai)害條件下(xia)主網(wang)(wang)(wang)安全穩(wen)定(ding)運(yun)行和對(dui)重(zhong)要用戶的(de)(de)持續供電(dian)(dian),國(guo)(guo)家(jia)(jia)電(dian)(dian)網(wang)(wang)(wang)公(gong)司研究(jiu)制定(ding)了《電(dian)(dian)網(wang)(wang)(wang)差異(yi)化(hua)規(gui)劃設(she)(she)計指(zhi)導意見(jian)》,制定(ding)了系列電(dian)(dian)網(wang)(wang)(wang)建(jian)(jian)設(she)(she)的(de)(de)企業標(biao)準用于指(zhi)導災(zai)后(hou)(hou)電(dian)(dian)網(wang)(wang)(wang)建(jian)(jian)設(she)(she)和后(hou)(hou)期(qi)改造。在此基礎(chu)上,國(guo)(guo)家(jia)(jia)電(dian)(dian)網(wang)(wang)(wang)公(gong)司將全面與國(guo)(guo)家(jia)(jia)相(xiang)關的(de)(de)標(biao)準制定(ding)部門(men)通力配合,不斷完善(shan)國(guo)(guo)家(jia)(jia)的(de)(de)相(xiang)應工業標(biao)準。在新的(de)(de)國(guo)(guo)家(jia)(jia)標(biao)準正(zheng)式(shi)出臺后(hou)(hou),將嚴格按國(guo)(guo)家(jia)(jia)標(biao)準開展電(dian)(dian)網(wang)(wang)(wang)的(de)(de)規(gui)劃和建(jian)(jian)設(she)(she)。
國家(jia)電(dian)(dian)(dian)網(wang)(wang)公司(si)(si)將利用(yong)科(ke)(ke)(ke)技(ji)手(shou)段、開(kai)展科(ke)(ke)(ke)技(ji)創(chuang)新提高電(dian)(dian)(dian)網(wang)(wang)抵御冰(bing)(bing)(bing)雪(xue)災(zai)(zai)(zai)害作(zuo)為(wei)重中之重。公司(si)(si)及時啟動(dong)電(dian)(dian)(dian)網(wang)(wang)防(fang)冰(bing)(bing)(bing)減災(zai)(zai)(zai)科(ke)(ke)(ke)技(ji)攻(gong)(gong)關(guan)工作(zuo),編制(zhi)完成(cheng)(cheng)《電(dian)(dian)(dian)網(wang)(wang)防(fang)冰(bing)(bing)(bing)減災(zai)(zai)(zai)關(guan)鍵技(ji)術研究計劃》,從電(dian)(dian)(dian)網(wang)(wang)防(fang)冰(bing)(bing)(bing)抗災(zai)(zai)(zai)、冰(bing)(bing)(bing)災(zai)(zai)(zai)預(yu)警監測、覆冰(bing)(bing)(bing)應急處置(zhi)到災(zai)(zai)(zai)后(hou)恢復建設4個方面,研究提出了(le)8類共40項防(fang)冰(bing)(bing)(bing)減災(zai)(zai)(zai)科(ke)(ke)(ke)技(ji)項目,基本(ben)覆蓋(gai)了(le)電(dian)(dian)(dian)網(wang)(wang)規劃建設、生產維護、調度(du)運(yun)行、供電(dian)(dian)(dian)服務和應急處置(zhi)各個環節。國家(jia)電(dian)(dian)(dian)網(wang)(wang)公司(si)(si)為(wei)科(ke)(ke)(ke)技(ji)減災(zai)(zai)(zai)工作(zuo)建立了(le)組(zu)織領導(dao)機(ji)(ji)構,做到統籌協(xie)調、合力攻(gong)(gong)關(guan)。在(zai)組(zu)織協(xie)調機(ji)(ji)制(zhi)逐步健全的(de)同時,國家(jia)電(dian)(dian)(dian)網(wang)(wang)公司(si)(si)防(fang)冰(bing)(bing)(bing)減災(zai)(zai)(zai)科(ke)(ke)(ke)技(ji)攻(gong)(gong)關(guan)預(yu)期會取(qu)得大容量(liang)、高效率(lv)、自動(dong)化電(dian)(dian)(dian)氣融冰(bing)(bing)(bing)裝置(zhi)和靈活實(shi)用(yong)的(de)機(ji)(ji)械除冰(bing)(bing)(bing)裝置(zhi)等8項科(ke)(ke)(ke)技(ji)成(cheng)(cheng)果。
以科(ke)(ke)學發展(zhan)(zhan)觀為指導(dao),提(ti)(ti)(ti)(ti)(ti)高(gao)電(dian)(dian)(dian)(dian)網(wang)(wang)建設(she)(she)(she)(she)標(biao)(biao)準(zhun)成(cheng)為了(le)國(guo)(guo)(guo)家電(dian)(dian)(dian)(dian)網(wang)(wang)公(gong)司(si)提(ti)(ti)(ti)(ti)(ti)高(gao)電(dian)(dian)(dian)(dian)網(wang)(wang)抗災能(neng)力和(he)可靠(kao)供(gong)電(dian)(dian)(dian)(dian)能(neng)力的(de)重(zhong)要(yao)(yao)手(shou)段。針對(dui)電(dian)(dian)(dian)(dian)網(wang)(wang)恢復之后(hou)如何進(jin)一步加強改造以及(ji)目前正在(zai)進(jin)行(xing)的(de)電(dian)(dian)(dian)(dian)網(wang)(wang)新建項(xiang)目如何建設(she)(she)(she)(she)問題,國(guo)(guo)(guo)家電(dian)(dian)(dian)(dian)網(wang)(wang)公(gong)司(si)多次召開會議研(yan)究部署電(dian)(dian)(dian)(dian)網(wang)(wang)設(she)(she)(she)(she)計標(biao)(biao)準(zhun)修訂(ding)工作。公(gong)司(si)組(zu)織中(zhong)國(guo)(guo)(guo)電(dian)(dian)(dian)(dian)力工程顧問集(ji)團公(gong)司(si)及(ji)六大設(she)(she)(she)(she)計院(yuan)、中(zhong)國(guo)(guo)(guo)電(dian)(dian)(dian)(dian)科(ke)(ke)院(yuan)等(deng)權威設(she)(she)(she)(she)計科(ke)(ke)研(yan)單位(wei)和(he)下屬公(gong)司(si),對(dui)冰災情況(kuang)及(ji)其成(cheng)因進(jin)行(xing)深入調研(yan)和(he)分析(xi)。本著35~330千伏(fu)電(dian)(dian)(dian)(dian)網(wang)(wang)設(she)(she)(she)(she)防(fang)標(biao)(biao)準(zhun)由15年(nian)一遇(yu)提(ti)(ti)(ti)(ti)(ti)高(gao)到30年(nian)一遇(yu),500千伏(fu)電(dian)(dian)(dian)(dian)網(wang)(wang)設(she)(she)(she)(she)防(fang)標(biao)(biao)準(zhun)由30年(nian)一遇(yu)提(ti)(ti)(ti)(ti)(ti)高(gao)到50年(nian)一遇(yu),750千伏(fu)電(dian)(dian)(dian)(dian)網(wang)(wang)設(she)(she)(she)(she)防(fang)標(biao)(biao)準(zhun)50年(nian)一遇(yu),正在(zai)建設(she)(she)(she)(she)特高(gao)壓工程災防(fang)標(biao)(biao)準(zhun)100年(nian)一遇(yu)的(de)要(yao)(yao)求,對(dui)現(xian)有線路(lu)(lu)設(she)(she)(she)(she)計規(gui)(gui)程規(gui)(gui)范和(he)技術(shu)規(gui)(gui)定進(jin)行(xing)認真(zhen)梳理,對(dui)需要(yao)(yao)提(ti)(ti)(ti)(ti)(ti)高(gao)標(biao)(biao)準(zhun)、修訂(ding)完善的(de)具體條款(kuan),開展(zhan)(zhan)深入的(de)對(dui)比(bi)分析(xi)與測算,修訂(ding)形成(cheng)國(guo)(guo)(guo)家電(dian)(dian)(dian)(dian)網(wang)(wang)公(gong)司(si)《110~750kV架空(kong)輸電(dian)(dian)(dian)(dian)線路(lu)(lu)設(she)(she)(she)(she)計技術(shu)規(gui)(gui)定》等(deng)5項(xiang)電(dian)(dian)(dian)(dian)網(wang)(wang)設(she)(she)(she)(she)計企業標(biao)(biao)準(zhun)及(ji)《電(dian)(dian)(dian)(dian)網(wang)(wang)差(cha)異化規(gui)(gui)劃設(she)(she)(she)(she)計指導(dao)意見》。
