按照“重(zhong)要線(xian)(xian)路在上(shang)面(mian)”的原則,國(guo)家(jia)電(dian)(dian)(dian)網(wang)江(jiang)蘇省電(dian)(dian)(dian)力公(gong)司將(jiang)連(lian)云港核電(dian)(dian)(dian)送出線(xian)(xian)路,由從其他線(xian)(xian)路下部(bu)穿(chuan)越改(gai)為(wei)從其上(shang)部(bu)跨越。近日,江(jiang)蘇公(gong)司透露(lu),年初(chu)冰災(zai)后(hou),江(jiang)蘇公(gong)司進一步加(jia)強電(dian)(dian)(dian)網(wang)科學規劃,以完(wan)善堅(jian)強電(dian)(dian)(dian)網(wang)為(wei)目標,全面(mian)推進六大工(gong)程建設(she)。
目(mu)前,江(jiang)(jiang)蘇電(dian)(dian)網(wang)(wang)(wang)(wang)內發電(dian)(dian)裝機(全(quan)口(kou)徑(jing))共5600萬千瓦,預計今年(nian)全(quan)省統調用電(dian)(dian)最高負(fu)荷為(wei)5100萬千瓦、全(quan)社(she)會(hui)用電(dian)(dian)量3310億千瓦時。為(wei)了滿足江(jiang)(jiang)蘇經濟(ji)發展(zhan)對電(dian)(dian)力的需求,國家電(dian)(dian)網(wang)(wang)(wang)(wang)公司統籌安(an)排,加快電(dian)(dian)網(wang)(wang)(wang)(wang)建設步伐,加大跨省資(zi)源優(you)化配(pei)置力度。目(mu)前,江(jiang)(jiang)蘇電(dian)(dian)網(wang)(wang)(wang)(wang)跨省市500千伏(fu)聯絡線有8條(tiao),江(jiang)(jiang)蘇電(dian)(dian)網(wang)(wang)(wang)(wang)安(an)全(quan)穩定(ding)與(yu)浙(zhe)江(jiang)(jiang)、安(an)徽、上海等周邊省市電(dian)(dian)網(wang)(wang)(wang)(wang)息(xi)息(xi)相關。
冰災(zai)過(guo)后,江(jiang)蘇公司(si)更加注重事前防范和(he)增強抵御能力,全面推(tui)進電網科學(xue)規劃(hua)工(gong)程(cheng)(cheng)、電源(yuan)合理接入系統(tong)工(gong)程(cheng)(cheng)、電網建(jian)設(she)加強工(gong)程(cheng)(cheng)、電網生命線工(gong)程(cheng)(cheng)、黑(hei)啟動(dong)工(gong)程(cheng)(cheng)、控制技術進步工(gong)程(cheng)(cheng)等(deng)六大(da)工(gong)程(cheng)(cheng)建(jian)設(she)。
電(dian)(dian)網(wang)科(ke)學規劃(hua)工程(cheng),是按照“1個500千(qian)(qian)(qian)伏(fu)(fu)(fu)主網(wang)、20個左(zuo)右(you)220千(qian)(qian)(qian)伏(fu)(fu)(fu)分區(qu)電(dian)(dian)網(wang)、100個左(zuo)右(you)110千(qian)(qian)(qian)伏(fu)(fu)(fu)互供電(dian)(dian)網(wang)”結構(gou)進行電(dian)(dian)網(wang)規劃(hua)、設(she)計(ji)和建設(she)。該(gai)工程(cheng)將使(shi)江蘇電(dian)(dian)網(wang)實現(xian)500千(qian)(qian)(qian)伏(fu)(fu)(fu)主力(li)線路縱橫架(jia)構(gou)、220千(qian)(qian)(qian)伏(fu)(fu)(fu)及以下線路環(huan)網(wang)互濟,最(zui)終實現(xian)500千(qian)(qian)(qian)伏(fu)(fu)(fu)覆蓋全省、220千(qian)(qian)(qian)伏(fu)(fu)(fu)分區(qu)互濟、110千(qian)(qian)(qian)伏(fu)(fu)(fu)靈(ling)活備供和上(shang)級故障、下級支援(yuan),避(bi)免出(chu)現(xian)局部(bu)“孤(gu)島”電(dian)(dian)網(wang)。
電源合理接入(ru)(ru)系統工程主要是科學規劃電源分(fen)布。目前,接入(ru)(ru)江蘇(su)500千(qian)伏、220千(qian)伏和110千(qian)伏及以下電網(wang)的(de)裝機容量分(fen)別占(zhan)全(quan)省裝機總量的(de)30%、51%和19%。未來,負荷密集地區(qu)的(de)部分(fen)60萬千(qian)瓦(wa)機組(zu)也將接入(ru)(ru)220千(qian)伏系統,以減(jian)少500千(qian)伏建設(she)投入(ru)(ru),并有效(xiao)避免一(yi)級電網(wang)失電影響全(quan)局的(de)情況(kuang)。
電網建設(she)加(jia)強(qiang)工(gong)程是堅(jian)持沿(yan)路(lu)(lu)、沿(yan)河、沿(yan)海的(de)電網發展思(si)路(lu)(lu),逐(zhu)步將(jiang)現存的(de)少量山(shan)區電力線(xian)(xian)路(lu)(lu)移至路(lu)(lu)邊,結合(he)江(jiang)(jiang)蘇(su)河流、公路(lu)(lu)、鐵路(lu)(lu)和輸電線(xian)(xian)路(lu)(lu)密布交叉(cha)的(de)特點(dian)(dian),提高“三跨”(跨河、跨路(lu)(lu)、跨線(xian)(xian))段(duan)線(xian)(xian)路(lu)(lu)設(she)計標準。目前(qian),江(jiang)(jiang)蘇(su)公司已排查500千伏、220千伏不符合(he)新(xin)(xin)設(she)計標準跨越段(duan)共計895處。該(gai)工(gong)程還包括(kuo)塔(ta)(ta)型優化課(ke)題研究(jiu),重點(dian)(dian)研究(jiu)鐵塔(ta)(ta)結構、桿件布置、材(cai)料選擇、節點(dian)(dian)構造等設(she)計,從細節上把住電網建設(she)和維護的(de)安全(quan)關口。據悉,江(jiang)(jiang)蘇(su)公司已順利通過(guo)了新(xin)(xin)塔(ta)(ta)型覆冰破壞試(shi)驗,新(xin)(xin)塔(ta)(ta)型強(qiang)度(du)明顯增強(qiang),鐵塔(ta)(ta)導地線(xian)(xian)容許覆冰厚度(du)提高了20%~30%。
電(dian)(dian)網(wang)生命線(xian)(xian)工(gong)程即在極端情(qing)(qing)況下(xia)保證電(dian)(dian)網(wang)有(you)(you)20%左右的(de)供電(dian)(dian)能(neng)力,可以維持社會基本運轉需要和電(dian)(dian)網(wang)恢復運行所需電(dian)(dian)源,防止電(dian)(dian)網(wang)極端情(qing)(qing)況下(xia)的(de)全線(xian)(xian)垮塌(ta)。黑(hei)啟(qi)動(dong)(dong)(dong)(dong)工(gong)程即在外來電(dian)(dian)力供應中斷、省內機(ji)組(zu)和電(dian)(dian)網(wang)全停(ting)的(de)情(qing)(qing)況下(xia),緊(jin)急(ji)啟(qi)動(dong)(dong)(dong)(dong)預先準備的(de)發電(dian)(dian)機(ji)組(zu),帶動(dong)(dong)(dong)(dong)附近機(ji)組(zu)發電(dian)(dian),逐步(bu)啟(qi)動(dong)(dong)(dong)(dong)電(dian)(dian)網(wang)。目(mu)前,蘇南和蘇中電(dian)(dian)網(wang)已有(you)(you)備用燃機(ji)或抽水蓄能(neng)黑(hei)啟(qi)動(dong)(dong)(dong)(dong)電(dian)(dian)源,蘇北黑(hei)啟(qi)動(dong)(dong)(dong)(dong)電(dian)(dian)源建設方案正在組(zu)織實施。控制技術進步(bu)工(gong)程強調電(dian)(dian)網(wang)調度控制手(shou)段從人工(gong)到計算機(ji)智能(neng)控制的(de)轉變。
