深(shen)化物資集約化管理(li),創新集中規模(mo)招(zhao)標(biao)(biao)采購(gou)工作,12月(yue)9日~12日,由國(guo)家電(dian)網(wang)(wang)公司(si)總部(bu)統一(yi)組織、山東電(dian)力集團公司(si)具(ju)體實施的集中規模(mo)招(zhao)標(biao)(biao)采購(gou)試點(dian)項(xiang)目(mu)2009年智能(neng)電(dian)能(neng)表(biao)招(zhao)標(biao)(biao)項(xiang)目(mu)順利完(wan)成(cheng)開標(biao)(biao)、評標(biao)(biao)任務。這標(biao)(biao)志著公司(si)“總部(bu)統一(yi)組織、網(wang)(wang)省公司(si)具(ju)體實施”的物資招(zhao)標(biao)(biao)采購(gou)新模(mo)式試點(dian)取得了成(cheng)功。
物(wu)資是企業核心資源(yuan)之一(yi),在當前加快(kuai)建(jian)設統(tong)(tong)(tong)(tong)一(yi)堅強智能電網(wang)的(de)(de)新(xin)形勢下,深化物(wu)資集約化管理,推(tui)行物(wu)資集中規(gui)模采(cai)購(gou)(gou),是國家(jia)電網(wang)公(gong)司推(tui)進“兩個轉(zhuan)變”的(de)(de)重要(yao)舉措。國家(jia)電網(wang)要(yao)求大力(li)推(tui)行“總部統(tong)(tong)(tong)(tong)一(yi)組織、網(wang)省公(gong)司具體實施”的(de)(de)物(wu)資招標(biao)(biao)采(cai)購(gou)(gou)新(xin)模式,進一(yi)步擴大一(yi)級采(cai)購(gou)(gou)范(fan)圍和比重,到2010年(nian)年(nian)底一(yi)級采(cai)購(gou)(gou)比例達到85%以上;同時突破以往分(fen)散的(de)(de)采(cai)購(gou)(gou)標(biao)(biao)準(zhun)(zhun)和流(liu)程(cheng),轉(zhuan)變為遵(zun)循集中采(cai)購(gou)(gou)“六統(tong)(tong)(tong)(tong)一(yi)”(統(tong)(tong)(tong)(tong)一(yi)規(gui)范(fan)標(biao)(biao)準(zhun)(zhun)、統(tong)(tong)(tong)(tong)一(yi)采(cai)購(gou)(gou)策略、統(tong)(tong)(tong)(tong)一(yi)工作流(liu)程(cheng)、統(tong)(tong)(tong)(tong)一(yi)采(cai)購(gou)(gou)平臺(tai)、統(tong)(tong)(tong)(tong)一(yi)供應商評估、統(tong)(tong)(tong)(tong)一(yi)評標(biao)(biao)專家(jia)管理)原則,建(jian)立公(gong)司系統(tong)(tong)(tong)(tong)一(yi)體化集中采(cai)購(gou)(gou)平臺(tai)。
此次招標是國(guo)(guo)家電(dian)(dian)(dian)網第(di)(di)四季度工作會議(yi)后,第(di)(di)一(yi)(yi)個(ge)由(you)國(guo)(guo)家電(dian)(dian)(dian)網公(gong)(gong)司(si)(si)(si)(si)總部統一(yi)(yi)組(zu)織(zhi)、網省(sheng)公(gong)(gong)司(si)(si)(si)(si)具體實施的(de)招標試點(dian)項目,也(ye)是國(guo)(guo)家電(dian)(dian)(dian)網公(gong)(gong)司(si)(si)(si)(si)按(an)(an)照新(xin)的(de)物(wu)資采購標準組(zu)織(zhi)的(de)第(di)(di)一(yi)(yi)個(ge)電(dian)(dian)(dian)能(neng)表(biao)(biao)集中規模招標項目。國(guo)(guo)家電(dian)(dian)(dian)網公(gong)(gong)司(si)(si)(si)(si)高度重視此次招標工作,精心組(zu)織(zhi),從智能(neng)電(dian)(dian)(dian)能(neng)表(biao)(biao)技術標準的(de)對外發(fa)布、到(dao)“盲表(biao)(biao)”的(de)統一(yi)(yi)送樣檢測,做了大(da)量準備工作,得到(dao)了廣(guang)大(da)供應商的(de)積(ji)極支持和參與。招標工作按(an)(an)照國(guo)(guo)家電(dian)(dian)(dian)網公(gong)(gong)司(si)(si)(si)(si)統一(yi)(yi)標準進行(xing),所有開標、評標均(jun)在(zai)公(gong)(gong)司(si)(si)(si)(si)SG186系統實行(xing)電(dian)(dian)(dian)子(zi)化操作。
實施集(ji)中(zhong)規(gui)模(mo)招標采(cai)購,有利于發揮規(gui)模(mo)優勢,更(geng)大限度降低采(cai)購成(cheng)本,提高電(dian)(dian)(dian)能表(biao)采(cai)購質(zhi)量、效率和效益。按照(zhao)計劃,國家電(dian)(dian)(dian)網將在總結本次(ci)電(dian)(dian)(dian)能表(biao)招標經驗的(de)基礎上(shang),著手開展(zhan)第(di)二批電(dian)(dian)(dian)能表(biao)招標,啟動(dong)第(di)二批電(dian)(dian)(dian)能表(biao)的(de)“盲表(biao)”送樣檢測工(gong)作。
