2010年(nian)春節(jie)期間,受較強冷(leng)空氣(qi)影響,四(si)川盆地氣(qi)溫明顯下(xia)降。四(si)川省電(dian)(dian)力公(gong)司(si)提前做(zuo)好各(ge)項保電(dian)(dian)預案和(he)應急措施,保證了地震災(zai)區群眾度(du)過(guo)一個(ge)溫暖(nuan)、明亮(liang)、祥和(he)的春節(jie),春節(jie)期間沒有出現(xian)拉閘限電(dian)(dian)。
2月(yue)13日至19日,四川電(dian)(dian)(dian)網日均供電(dian)(dian)(dian)量26128萬(wan)(wan)千(qian)瓦(wa)(wa)時,主(zhu)網用電(dian)(dian)(dian)量累計達182899萬(wan)(wan)千(qian)瓦(wa)(wa)時,同(tong)比增長(chang)5.02%;日最大(da)供電(dian)(dian)(dian)量27702萬(wan)(wan)千(qian)瓦(wa)(wa)時,同(tong)比增長(chang)6.26%,日最大(da)供電(dian)(dian)(dian)負荷1490萬(wan)(wan)千(qian)瓦(wa)(wa),同(tong)比增長(chang)7.35%;電(dian)(dian)(dian)網保持(chi)全(quan)接線、全(quan)保護方式運行。
四川公司為保證災區群眾亮亮堂堂過春(chun)節(jie),提前制定保電(dian)預案(an)和應急(ji)措施(shi);組(zu)織相關單位檢查涉及災區群眾生活用電(dian)尤其是(shi)安置點(dian)的(de)供電(dian)線路、變壓器,及時消除設備隱患,解決配網“卡脖(bo)子”問題,為居民做好技(ji)術指導,防止(zhi)發生電(dian)氣火災等次生事(shi)故。
春(chun)節(jie)前,綿陽電(dian)網用電(dian)負荷屢創新(xin)高。綿陽電(dian)業局(ju)(ju)合理安(an)排電(dian)網運(yun)(yun)行(xing)(xing)(xing)方式,提前建立(li)應急救(jiu)援體系、運(yun)(yun)行(xing)(xing)(xing)機制和保障系統,確(que)保電(dian)網安(an)全(quan)穩(wen)定運(yun)(yun)行(xing)(xing)(xing)。在極重災區北川縣(xian),2月(yue)(yue)6日前,81處共涉及5282戶(hu)16549人的(de)災后返鄉群眾集中(zhong)安(an)置點配電(dian)工(gong)程(cheng)全(quan)部(bu)完(wan)工(gong),當地村(cun)民亮亮堂(tang)(tang)堂(tang)(tang)地過了春(chun)節(jie)。自2009年10月(yue)(yue)接(jie)到施工(gong)任務后,綿陽電(dian)業局(ju)(ju)投資近4900萬元,組織(zhi)員工(gong)奮(fen)戰三個多月(yue)(yue),讓北川居民過了一個暖冬(dong)。
春節期(qi)間,廣元市(shi)持(chi)續出現陰雨天氣,北部高(gao)山地區出現6級(ji)以上(shang)大(da)風(feng)和小(xiao)到中(zhong)雪。廣元電業(ye)局(ju)針對冬季負荷預測情況及板房特點(dian)(dian)(dian),要求安(an)置點(dian)(dian)(dian)安(an)全(quan)用電工作實(shi)行屬地管理(li)一把手(shou)負責(ze)(ze)制,按照“誰(shui)主(zhu)管、誰(shui)負責(ze)(ze)”的原則落實(shi)責(ze)(ze)任人(ren);安(an)置點(dian)(dian)(dian)和市(shi)民(min)生活(huo)用電所(suo)涉線路一律不納入拉閘限電序位(wei)表,保證了全(quan)市(shi)145處安(an)置點(dian)(dian)(dian)1萬余戶居(ju)民(min)用電安(an)全(quan)、可靠。
德陽電業(ye)局(ju)針對板房(fang)用(yong)電安(an)全工(gong)作的特殊性(xing),專門(men)制定了安(an)置點安(an)全事(shi)故預案,增加了對板房(fang)用(yong)電檢查的頻(pin)次。據了解,春(chun)節期間,德陽電業(ye)局(ju)共安(an)排值班(ban)1500余(yu)人次,95598供(gong)電服(fu)務熱線提供(gong)信(xin)息查詢、故障報修(xiu)、業(ye)務咨詢等服(fu)務1726次。為了避(bi)免供(gong)電設備遭受外力破壞,德陽電業(ye)局(ju)輸電運檢中心7組(zu)工(gong)作人員在春(chun)節期間輪流進(jin)行線路(lu)特巡。
