航天科工首次對二級單位黨建工作進行全面量化“體檢”

6月5日(ri)(ri),航(hang)天(tian)科(ke)工黨(dang)組印發2016年二級單位(wei)(wei)黨(dang)建工作(zuo)(zuo)考(kao)核評價結果通知,22家二級單位(wei)(wei)中6家優秀、14家良好、2家一般。這(zhe)標志著航(hang)天(tian)科(ke)工黨(dang)組全(quan)面落實黨(dang)建工作(zuo)(zuo)責(ze)任制,全(quan)級次、全(quan)方位(wei)(wei)、系統化、體系化、日(ri)(ri)常化地(di)加強黨(dang)建工作(zuo)(zuo)取得新成效,推動全(quan)面從嚴治黨(dang)向縱(zong)深發展。

細(xi)化考核(he)(he)制度,把軟指(zhi)標(biao)(biao)變(bian)為(wei)(wei)硬杠杠,建(jian)(jian)(jian)(jian)立完善黨建(jian)(jian)(jian)(jian)工(gong)(gong)作(zuo)“健康指(zhi)標(biao)(biao)體(ti)(ti)系”。為(wei)(wei)落實全(quan)面從(cong)嚴(yan)治(zhi)黨要(yao)求(qiu),航天科(ke)工(gong)(gong)黨組(zu)于(yu)2015年印發(fa)黨建(jian)(jian)(jian)(jian)工(gong)(gong)作(zuo)考核(he)(he)評(ping)(ping)價(jia)辦法,建(jian)(jian)(jian)(jian)立了全(quan)方位(wei)黨建(jian)(jian)(jian)(jian)考核(he)(he)指(zhi)標(biao)(biao)體(ti)(ti)系,涵蓋思(si)想建(jian)(jian)(jian)(jian)設(she)(she)(she)、組(zu)織建(jian)(jian)(jian)(jian)設(she)(she)(she)、作(zuo)風建(jian)(jian)(jian)(jian)設(she)(she)(she)、反腐倡廉建(jian)(jian)(jian)(jian)設(she)(she)(she)和制度建(jian)(jian)(jian)(jian)設(she)(she)(she)5大(da)部(bu)分(fen),涉及120個考核(he)(he)要(yao)點(dian)、143項(xiang)評(ping)(ping)分(fen)細(xi)則、6種(zhong)降級(ji)情形(xing),把“軟指(zhi)標(biao)(biao)”變(bian)成了“硬杠杠”。該辦法有(you)三(san)大(da)特點(dian):一是(shi)(shi)定(ding)(ding)(ding)量考核(he)(he)與(yu)定(ding)(ding)(ding)性(xing)考核(he)(he)相(xiang)結(jie)合(he)(he),以定(ding)(ding)(ding)量為(wei)(wei)主,定(ding)(ding)(ding)性(xing)為(wei)(wei)輔,通過定(ding)(ding)(ding)量考核(he)(he)考察基礎工(gong)(gong)作(zuo)、規定(ding)(ding)(ding)動作(zuo)是(shi)(shi)否到位(wei),通過群眾滿意度評(ping)(ping)價(jia)和組(zu)織認(ren)可度評(ping)(ping)價(jia)考察黨建(jian)(jian)(jian)(jian)工(gong)(gong)作(zuo)實際效果;二是(shi)(shi)將(jiang)全(quan)面從(cong)嚴(yan)治(zhi)黨要(yao)求(qiu)與(yu)企(qi)業(ye)(ye)實際相(xiang)結(jie)合(he)(he),針對不同(tong)類型企(qi)業(ye)(ye)設(she)(she)(she)置不同(tong)考核(he)(he)指(zhi)標(biao)(biao);三(san)是(shi)(shi)鼓勵(li)創新(xin)與(yu)鼓勵(li)進(jin)(jin)步相(xiang)結(jie)合(he)(he),設(she)(she)(she)置創新(xin)進(jin)(jin)步加(jia)分(fen)項(xiang),對黨建(jian)(jian)(jian)(jian)工(gong)(gong)作(zuo)進(jin)(jin)步顯著的實行獎勵(li)加(jia)分(fen)。在2015年黨建(jian)(jian)(jian)(jian)工(gong)(gong)作(zuo)考核(he)(he)評(ping)(ping)價(jia)試運行基礎上,黨組(zu)又研究制定(ding)(ding)(ding)操作(zuo)說明,對每個考核(he)(he)項(xiang)檢(jian)查什么、怎么檢(jian)查及加(jia)扣分(fen)標(biao)(biao)準進(jin)(jin)行再細(xi)化,進(jin)(jin)一步提升(sheng)辦法的科(ke)學性(xing)和可操作(zuo)性(xing),完善黨建(jian)(jian)(jian)(jian)工(gong)(gong)作(zuo)“健康指(zhi)標(biao)(biao)體(ti)(ti)系”。

堅(jian)持(chi)“客(ke)觀、準(zhun)(zhun)確(que)、公(gong)平、公(gong)正”,對(dui)照黨建(jian)工作(zuo)(zuo)“健(jian)康指標體(ti)系”進(jin)行(xing)現(xian)(xian)場“全面(mian)體(ti)檢(jian)”。2016年底,航天科工對(dui)開展黨建(jian)工作(zuo)(zuo)自評(ping)(ping)(ping)、考(kao)(kao)核(he)(he)(he)組(zu)(zu)評(ping)(ping)(ping)價、組(zu)(zu)織認可(ke)度(du)評(ping)(ping)(ping)價、群眾滿意(yi)度(du)民(min)主測評(ping)(ping)(ping)、綜合評(ping)(ping)(ping)定等作(zuo)(zuo)出部(bu)(bu)署(shu)。考(kao)(kao)核(he)(he)(he)領導(dao)小組(zu)(zu)辦(ban)公(gong)室對(dui)各單位(wei)(wei)自評(ping)(ping)(ping)情況進(jin)行(xing)匯總(zong)分析,對(dui)考(kao)(kao)核(he)(he)(he)工作(zuo)(zuo)中可(ke)能出現(xian)(xian)的(de)(de)問(wen)題作(zuo)(zuo)了預先研究,把問(wen)題想在前面(mian)、工作(zuo)(zuo)做在前面(mian)。在此基(ji)礎上(shang),成(cheng)立2個考(kao)(kao)核(he)(he)(he)組(zu)(zu)共23天深入22家(jia)二級(ji)單位(wei)(wei),并延伸到三級(ji)單位(wei)(wei)及(ji)黨支(zhi)部(bu)(bu)進(jin)行(xing)現(xian)(xian)場核(he)(he)(he)查,共抽查三級(ji)單位(wei)(wei)37家(jia)。考(kao)(kao)核(he)(he)(he)組(zu)(zu)始終(zhong)堅(jian)持(chi)“客(ke)觀、準(zhun)(zhun)確(que)、公(gong)平、公(gong)正”的(de)(de)原(yuan)則,“以辦(ban)法為標準(zhun)(zhun),以事(shi)實為依據”,嚴格對(dui)照考(kao)(kao)核(he)(he)(he)辦(ban)法和(he)操作(zuo)(zuo)說明,逐一(yi)檢(jian)查被考(kao)(kao)核(he)(he)(he)單位(wei)(wei)提供的(de)(de)證明材(cai)料(liao)。“一(yi)就(jiu)是(shi)一(yi)、二就(jiu)是(shi)二”,“有(you)就(jiu)是(shi)有(you)、沒(mei)有(you)就(jiu)是(shi)沒(mei)有(you)”,不(bu)搞變(bian)通(tong),不(bu)打折(zhe)扣,從(cong)(cong)嚴從(cong)(cong)實。通(tong)過三個層(ceng)次的(de)(de)協(xie)(xie)(xie)調(diao),避免(mian)“寬嚴不(bu)一(yi)”導(dao)致評(ping)(ping)(ping)分差異:一(yi)是(shi)橫向(xiang)尺度(du)的(de)(de)把握上(shang),考(kao)(kao)核(he)(he)(he)組(zu)(zu)內協(xie)(xie)(xie)調(diao)一(yi)致;二是(shi)縱向(xiang)標準(zhun)(zhun)的(de)(de)掌握上(shang),總(zong)部(bu)(bu)業務部(bu)(bu)門協(xie)(xie)(xie)調(diao)一(yi)致;三是(shi)在前兩個協(xie)(xie)(xie)調(diao)一(yi)致的(de)(de)基(ji)礎上(shang),考(kao)(kao)核(he)(he)(he)領導(dao)小組(zu)(zu)辦(ban)公(gong)室對(dui)考(kao)(kao)核(he)(he)(he)組(zu)(zu)遇(yu)到的(de)(de)問(wen)題及(ji)時研究解(jie)決,做好綜合協(xie)(xie)(xie)調(diao),確(que)保2個考(kao)(kao)核(he)(he)(he)組(zu)(zu)對(dui)22家(jia)單位(wei)(wei)考(kao)(kao)核(he)(he)(he)的(de)(de)尺度(du)標準(zhun)(zhun)協(xie)(xie)(xie)調(diao)一(yi)致。基(ji)層(ceng)單位(wei)(wei)普遍(bian)表示,這(zhe)種(zhong)全方位(wei)(wei)黨建(jian)考(kao)(kao)核(he)(he)(he)是(shi)一(yi)次“全面(mian)體(ti)檢(jian)”“全面(mian)對(dui)標”,效果(guo)明顯、作(zuo)(zuo)用突出。

兌(dui)現(xian)獎(jiang)懲結(jie)果(guo)(guo),壓實(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)責(ze)(ze)任,對照“全面(mian)體檢”結(jie)果(guo)(guo)進行針對性改進提升。航(hang)(hang)天(tian)(tian)科(ke)(ke)工(gong)(gong)(gong)通層(ceng)(ceng)層(ceng)(ceng)落(luo)實(shi)(shi)(shi)(shi)責(ze)(ze)任,確(que)保黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)(gong)(gong)作(zuo)考(kao)核(he)評(ping)(ping)價取得實(shi)(shi)(shi)(shi)效。一(yi)(yi)(yi)(yi)是評(ping)(ping)價結(jie)果(guo)(guo)與(yu)二(er)級單(dan)位(wei)(wei)(wei)班(ban)(ban)子(zi)(zi)成員年(nian)(nian)薪掛(gua)鉤,按(an)照辦法規定(ding),獎(jiang)懲浮動區間最(zui)大可達到-20%~+10%。2016年(nian)(nian)考(kao)核(he)結(jie)果(guo)(guo)獎(jiang)勵6家單(dan)位(wei)(wei)(wei)班(ban)(ban)子(zi)(zi)成員,最(zui)高獎(jiang)勵10%;2家單(dan)位(wei)(wei)(wei)班(ban)(ban)子(zi)(zi)成員扣減(jian)年(nian)(nian)薪,最(zui)高扣減(jian)10%。獎(jiang)懲力度(du)前所未有(you),“硬(ying)杠杠”充分體現(xian)。二(er)是黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)(gong)(gong)作(zuo)考(kao)核(he)結(jie)果(guo)(guo)納入各(ge)(ge)單(dan)位(wei)(wei)(wei)領(ling)導班(ban)(ban)子(zi)(zi)綜合(he)考(kao)核(he)評(ping)(ping)價,占30%權重(zhong),作(zuo)為(wei)領(ling)導班(ban)(ban)子(zi)(zi)調整(zheng)和領(ling)導人員選拔任用、教育培養、監督(du)(du)管理和激勵保障(zhang)的(de)重(zhong)要依據,考(kao)核(he)結(jie)果(guo)(guo)為(wei)“良(liang)好(hao)”以上的(de)單(dan)位(wei)(wei)(wei)黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)(zu)織(zhi)及(ji)其(qi)黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)(zu)織(zhi)、黨(dang)(dang)(dang)(dang)(dang)務工(gong)(gong)(gong)作(zuo)機構負責(ze)(ze)人方(fang)可推薦(jian)參評(ping)(ping)“一(yi)(yi)(yi)(yi)先兩優(you)”等綜合(he)類表彰。三(san)是壓實(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)委書(shu)記黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)(gong)(gong)作(zuo)第一(yi)(yi)(yi)(yi)責(ze)(ze)任人責(ze)(ze)任,評(ping)(ping)價結(jie)果(guo)(guo)與(yu)各(ge)(ge)單(dan)位(wei)(wei)(wei)黨(dang)(dang)(dang)(dang)(dang)委書(shu)記年(nian)(nian)度(du)述職評(ping)(ping)議考(kao)核(he)結(jie)果(guo)(guo)掛(gua)鉤,綜合(he)評(ping)(ping)價意見為(wei)“好(hao)”的(de)單(dan)位(wei)(wei)(wei)黨(dang)(dang)(dang)(dang)(dang)委書(shu)記年(nian)(nian)度(du)考(kao)核(he)才能確(que)定(ding)為(wei)優(you)秀。四是航(hang)(hang)天(tian)(tian)科(ke)(ke)工(gong)(gong)(gong)二(er)級單(dan)位(wei)(wei)(wei)全部實(shi)(shi)(shi)(shi)施黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)(gong)(gong)作(zuo)考(kao)核(he)評(ping)(ping)價,實(shi)(shi)(shi)(shi)現(xian)黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)壓力層(ceng)(ceng)層(ceng)(ceng)傳遞,黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)責(ze)(ze)任層(ceng)(ceng)層(ceng)(ceng)落(luo)實(shi)(shi)(shi)(shi)。五(wu)是考(kao)核(he)領(ling)導小組(zu)(zu)(zu)辦公室將“一(yi)(yi)(yi)(yi)對一(yi)(yi)(yi)(yi)”反饋各(ge)(ge)單(dan)位(wei)(wei)(wei)黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)(gong)(gong)作(zuo)中(zhong)存在的(de)問(wen)題(ti),并(bing)跟蹤(zong)督(du)(du)促落(luo)實(shi)(shi)(shi)(shi),將問(wen)題(ti)整(zheng)改情況納入航(hang)(hang)天(tian)(tian)科(ke)(ke)工(gong)(gong)(gong)黨(dang)(dang)(dang)(dang)(dang)委書(shu)記季度(du)例會(hui)點評(ping)(ping),督(du)(du)促整(zheng)改提升。
