9月4日(ri),今年第(di)21號臺(tai)(tai)風(feng)“飛燕”強(qiang)(qiang)勢登(deng)陸(lu)(lu)日(ri)本,帶來強(qiang)(qiang)風(feng)和強(qiang)(qiang)降雨。此(ci)為(wei)(wei)本世(shi)紀登(deng)陸(lu)(lu)日(ri)本的(de)最強(qiang)(qiang)臺(tai)(tai)風(feng),也是首(shou)個被(bei)認定為(wei)(wei)“超強(qiang)(qiang)”級別(bie)的(de)臺(tai)(tai)風(feng)。大阪地(di)區(qu)出(chu)現(xian)最大風(feng)力(li)達(da)到47.4米/秒的(de)15級大風(feng),中(zhong)心(xin)氣壓達(da)950百帕(pa),此(ci)為(wei)(wei)57年來最強(qiang)(qiang)風(feng)力(li)。因受臺(tai)(tai)風(feng)影響,大阪關(guan)西機場與市(shi)內(nei)連接橋被(bei)撞后封閉(bi)(bi),海水倒(dao)灌入機場跑(pao)道,關(guan)西機場關(guan)閉(bi)(bi),全部航(hang)班取消。9月6日(ri)凌(ling)晨三(san)點,日(ri)本北海道地(di)區(qu)發(fa)生6.9級地(di)震,深度約(yue)40公里。地(di)震造成百余(yu)人傷亡(wang),多(duo)處(chu)建筑物(wu)損壞和山體滑(hua)坡,札(zha)(zha)幌等多(duo)數地(di)區(qu)大面積斷水斷電,札(zha)(zha)幌千歲機場候機樓多(duo)處(chu)墻(qiang)壁受損,機場緊急關(guan)閉(bi)(bi)。三(san)天內(nei)日(ri)本兩個旅游(you)城市(shi)連續發(fa)生自(zi)然(ran)災害,導致大量中(zhong)國(guo)旅客滯(zhi)留(liu)日(ri)本。
危急(ji)關(guan)頭(tou),作為(wei)中日(ri)(ri)航(hang)(hang)(hang)(hang)線最(zui)(zui)大(da)(da)(da)(da)承運人的(de)(de)東(dong)(dong)(dong)(dong)航(hang)(hang)(hang)(hang)心(xin)系旅(lv)(lv)客(ke)(ke)(ke)安危,迅(xun)速啟(qi)動(dong)應(ying)急(ji)預案。從9月(yue)(yue)(yue)3日(ri)(ri)開始(shi),東(dong)(dong)(dong)(dong)航(hang)(hang)(hang)(hang)嚴密監控天氣變化(hua),連續召(zhao)開多(duo)個應(ying)對會(hui),根(gen)據臺風走勢作出(chu)航(hang)(hang)(hang)(hang)班(ban)調整研判,提前做好旅(lv)(lv)客(ke)(ke)(ke)服務(wu)(wu)(wu)保(bao)障預案,東(dong)(dong)(dong)(dong)航(hang)(hang)(hang)(hang)官網、APP、M網站、微博等發(fa)(fa)布渠(qu)道緊隨(sui)航(hang)(hang)(hang)(hang)班(ban)調整決策,實(shi)現及時發(fa)(fa)布、滾(gun)動(dong)更(geng)新,第一時間將航(hang)(hang)(hang)(hang)班(ban)調整信息告知廣大(da)(da)(da)(da)旅(lv)(lv)客(ke)(ke)(ke)。東(dong)(dong)(dong)(dong)航(hang)(hang)(hang)(hang)駐日(ri)(ri)本的(de)(de)大(da)(da)(da)(da)阪營業(ye)部、名古屋營業(ye)部、札(zha)幌營業(ye)部等多(duo)個營業(ye)部緊急(ji)響(xiang)應(ying)、積極應(ying)對,克服種種困難,盡最(zui)(zui)大(da)(da)(da)(da)努(nu)力幫(bang)助滯(zhi)留(liu)旅(lv)(lv)客(ke)(ke)(ke)回國。9月(yue)(yue)(yue)5日(ri)(ri),在(zai)收到大(da)(da)(da)(da)阪關(guan)西機(ji)場(chang)最(zui)(zui)早(zao)會(hui)在(zai)9月(yue)(yue)(yue)12號重新開啟(qi)的(de)(de)消(xiao)息后,東(dong)(dong)(dong)(dong)航(hang)(hang)(hang)(hang)被迫(po)取消(xiao)9月(yue)(yue)(yue)12號之(zhi)前的(de)(de)所有(you)涉大(da)(da)(da)(da)阪的(de)(de)航(hang)(hang)(hang)(hang)班(ban)。隨(sui)后,東(dong)(dong)(dong)(dong)航(hang)(hang)(hang)(hang)在(zai)海(hai)內外官網、APP、微博、公眾號等六大(da)(da)(da)(da)渠(qu)道上發(fa)(fa)布“航(hang)(hang)(hang)(hang)線處置(zhi)(zhi)緊急(ji)通知”,為(wei)旅(lv)(lv)客(ke)(ke)(ke)提供退改(gai)票方(fang)案,東(dong)(dong)(dong)(dong)航(hang)(hang)(hang)(hang)和旅(lv)(lv)客(ke)(ke)(ke)一起(qi)共同(tong)應(ying)對突(tu)發(fa)(fa)災害(hai)(hai)帶來的(de)(de)困難。東(dong)(dong)(dong)(dong)航(hang)(hang)(hang)(hang)決定(ding),所有(you)受影(ying)響(xiang)、未使用航(hang)(hang)(hang)(hang)段按非承運人原因(yin)實(shi)行(xing)非自愿退改(gai)簽(qian)處置(zhi)(zhi),旅(lv)(lv)客(ke)(ke)(ke)可選擇改(gai)由乘坐東(dong)(dong)(dong)(dong)京、名古屋等地始(shi)發(fa)(fa)航(hang)(hang)(hang)(hang)班(ban)回國。為(wei)確保(bao)退改(gai)簽(qian)政(zheng)策有(you)效實(shi)施,東(dong)(dong)(dong)(dong)航(hang)(hang)(hang)(hang)駐日(ri)(ri)本營業(ye)部還(huan)于5日(ri)(ri)晚上舉(ju)辦情況說明(ming)會(hui),面(mian)向(xiang)代理人說明(ming)目前機(ji)場(chang)、航(hang)(hang)(hang)(hang)班(ban)、旅(lv)(lv)客(ke)(ke)(ke)退改(gai)簽(qian)的(de)(de)最(zui)(zui)新消(xiao)息,讓(rang)旅(lv)(lv)客(ke)(ke)(ke)能夠及時獲(huo)得(de)退改(gai)簽(qian)服務(wu)(wu)(wu)。災害(hai)(hai)面(mian)前,東(dong)(dong)(dong)(dong)航(hang)(hang)(hang)(hang)駐日(ri)(ri)本一線員工(gong)急(ji)旅(lv)(lv)客(ke)(ke)(ke)之(zhi)所急(ji),堅持真(zhen)情服務(wu)(wu)(wu),加(jia)班(ban)加(jia)點,全力奮戰在(zai)服務(wu)(wu)(wu)旅(lv)(lv)客(ke)(ke)(ke)最(zui)(zui)前線。
連日(ri)來,東(dong)航在日(ri)營業部(bu)(bu)源(yuan)源(yuan)不斷地將各(ge)個(ge)機場(chang)(chang)(chang)的最新情(qing)況發回上海總部(bu)(bu),東(dong)航特別成立大(da)阪、札幌(huang)機場(chang)(chang)(chang)關閉應對(dui)工作組,綜合天氣、機場(chang)(chang)(chang)重新開放時間等各(ge)個(ge)因素動態調(diao)整(zheng)決(jue)策,每(mei)日(ri)更新運(yun)行動態。由于大(da)阪機場(chang)(chang)(chang)航班(ban)(ban)停運(yun),大(da)部(bu)(bu)分(fen)旅客(ke)就(jiu)近改(gai)至名古屋中部(bu)(bu)機場(chang)(chang)(chang)。9月6日(ri),東(dong)航迅速研(yan)究制定臨時加班(ban)(ban)航班(ban)(ban)計(ji)劃和機型(xing)放大(da)計(ji)劃。東(dong)航把原來執行任(ren)務(wu)的A320小(xiao)機型(xing)換(huan)成A330大(da)機型(xing),平均每(mei)個(ge)航班(ban)(ban)能夠多拉130人(ren)左(zuo)右,通過(guo)這種方式,以最快的速度運(yun)送滯留旅客(ke)回國。

根據(ju)東航9月(yue)7日(ri)(ri)的(de)運(yun)(yun)行(xing)決策(ce),9月(yue)11日(ri)(ri)(含)以前的(de)大(da)阪航班(ban)(ban)(ban)都已取消,9月(yue)7日(ri)(ri)至11日(ri)(ri),增加13班(ban)(ban)(ban)上(shang)海、北京等地往(wang)返名古屋(wu)的(de)加班(ban)(ban)(ban)航班(ban)(ban)(ban);國內(nei)飛(fei)往(wang)名古屋(wu)、岡(gang)山的(de)正班(ban)(ban)(ban)航班(ban)(ban)(ban)共計36個航班(ban)(ban)(ban)臨時換(huan)大(da)機(ji)型(xing)執(zhi)行(xing)。另外,9月(yue)8日(ri)(ri)開(kai)始札幌(huang)機(ji)場重新開(kai)放,東航正班(ban)(ban)(ban)航班(ban)(ban)(ban)MU279/280(浦(pu)(pu)東-札幌(huang)-浦(pu)(pu)東)臨時更換(huan)為A330大(da)機(ji)型(xing)來(lai)執(zhi)行(xing),當天還有一半補班(ban)(ban)(ban)航班(ban)(ban)(ban)MU279D/280D從浦(pu)(pu)東飛(fei)往(wang)札幌(huang)接運(yun)(yun)旅客。
根據最新消(xiao)息(xi),9月(yue)7日(ri)當天(tian),因此次臺(tai)風和地(di)震影(ying)響,東航(hang)(hang)頭3班(ban)(ban)赴日(ri)的臨時加班(ban)(ban)航(hang)(hang)班(ban)(ban)已經順利(li)執行(xing)完畢。三(san)個(ge)航(hang)(hang)班(ban)(ban)幾(ji)乎是“空機”飛往日(ri)本的,回程MU7078(名古(gu)屋-浦(pu)(pu)東)航(hang)(hang)班(ban)(ban)搭(da)載127名滯(zhi)留旅客于當天(tian)15:16分抵(di)達(da)浦(pu)(pu)東,第二架MU7080(名古(gu)屋-浦(pu)(pu)東)航(hang)(hang)班(ban)(ban)搭(da)載89名旅客于16:05安(an)全抵(di)達(da)。第三(san)架執行(xing)MU7088航(hang)(hang)班(ban)(ban)于18:10分抵(di)達(da)北京(jing)首都(dou)機場。
9月8日(ri)的(de)札(zha)幌機(ji)場國(guo)際候(hou)機(ji)樓(lou)里已(yi)是人山人海,東(dong)航(hang)浦東(dong)飛(fei)(fei)往札(zha)幌的(de)MU279航(hang)班已(yi)于上(shang)午8時46分起飛(fei)(fei)。
