近日,寧夏國資委黨委出臺《關于自治(zhi)區屬(shu)國有企(qi)業市場化選聘權(quan)屬(shu)企(qi)業高級管理人員的指導意(yi)見》(以下簡(jian)稱(cheng)《意(yi)見》)。
《意(yi)見(jian)》主(zhu)要包括適(shi)(shi)用(yong)(yong)(yong)范(fan)(fan)(fan)圍(wei)、基本(ben)原則、任職(zhi)條件、選(xuan)(xuan)聘(pin)(pin)(pin)方(fang)式(shi)、工作(zuo)(zuo)機(ji)構及(ji)職(zhi)責(ze)、公開招聘(pin)(pin)(pin)工作(zuo)(zuo)程(cheng)序(xu)(xu)、人(ren)(ren)(ren)員(yuan)管(guan)(guan)(guan)理(li)(li)、組(zu)織保障八個(ge)部分內(nei)容,主(zhu)要有(you)以(yi)下(xia)幾個(ge)特(te)點:一是(shi)明(ming)(ming)(ming)確適(shi)(shi)用(yong)(yong)(yong)范(fan)(fan)(fan)圍(wei)和(he)(he)選(xuan)(xuan)聘(pin)(pin)(pin)對象(xiang)。《意(yi)見(jian)》適(shi)(shi)用(yong)(yong)(yong)于(yu)寧夏國資委(wei)監管(guan)(guan)(guan)資產的(de)(de)(de)自治(zhi)區屬國有(you)企(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)權屬企(qi)(qi)(qi)業(ye)(ye),并分企(qi)(qi)(qi)業(ye)(ye)類別作(zuo)(zuo)了(le)不(bu)同規(gui)(gui)定(ding)。選(xuan)(xuan)聘(pin)(pin)(pin)對象(xiang)包括總經(jing)理(li)(li)、副總經(jing)理(li)(li)、財務總監(總會(hui)計師)等(deng)高(gao)級管(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)。二是(shi)明(ming)(ming)(ming)確實(shi)施主(zhu)體。《意(yi)見(jian)》規(gui)(gui)定(ding)市(shi)場(chang)(chang)化(hua)選(xuan)(xuan)聘(pin)(pin)(pin)高(gao)級管(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)一般由企(qi)(qi)(qi)業(ye)(ye)董事(shi)會(hui)負(fu)(fu)責(ze);實(shi)行(xing)(xing)總經(jing)理(li)(li)負(fu)(fu)責(ze)制(zhi)(zhi)的(de)(de)(de)企(qi)(qi)(qi)業(ye)(ye)由其出資企(qi)(qi)(qi)業(ye)(ye)負(fu)(fu)責(ze)。三是(shi)堅(jian)持黨(dang)管(guan)(guan)(guan)干部原則。《意(yi)見(jian)》明(ming)(ming)(ming)確在(zai)市(shi)場(chang)(chang)化(hua)選(xuan)(xuan)聘(pin)(pin)(pin)過程(cheng)中,企(qi)(qi)(qi)業(ye)(ye)黨(dang)組(zu)織及(ji)其上(shang)級黨(dang)委(wei)在(zai)確定(ding)標準、規(gui)(gui)范(fan)(fan)(fan)程(cheng)序(xu)(xu)、參與(yu)(yu)考(kao)察、推薦(jian)人(ren)(ren)(ren)選(xuan)(xuan)等(deng)方(fang)面(mian)發揮領導把關(guan)作(zuo)(zuo)用(yong)(yong)(yong)。四是(shi)明(ming)(ming)(ming)確市(shi)場(chang)(chang)化(hua)選(xuan)(xuan)聘(pin)(pin)(pin)方(fang)式(shi)。根據不(bu)同職(zhi)位的(de)(de)(de)要求,按照市(shi)場(chang)(chang)化(hua)原則,由企(qi)(qi)(qi)業(ye)(ye)科(ke)學合(he)理(li)(li)選(xuan)(xuan)擇公開招聘(pin)(pin)(pin)、競(jing)爭上(shang)崗、業(ye)(ye)內(nei)競(jing)聘(pin)(pin)(pin)、定(ding)向邀請、委(wei)托推薦(jian)等(deng)競(jing)爭性選(xuan)(xuan)拔方(fang)式(shi)進行(xing)(xing)市(shi)場(chang)(chang)化(hua)選(xuan)(xuan)聘(pin)(pin)(pin)。五(wu)是(shi)實(shi)行(xing)(xing)契約化(hua)管(guan)(guan)(guan)理(li)(li)。《意(yi)見(jian)》明(ming)(ming)(ming)確市(shi)場(chang)(chang)化(hua)選(xuan)(xuan)聘(pin)(pin)(pin)的(de)(de)(de)企(qi)(qi)(qi)業(ye)(ye)高(gao)級管(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)實(shi)行(xing)(xing)聘(pin)(pin)(pin)任制(zhi)(zhi)、任期制(zhi)(zhi)和(he)(he)契約化(hua)管(guan)(guan)(guan)理(li)(li),企(qi)(qi)(qi)業(ye)(ye)與(yu)(yu)被聘(pin)(pin)(pin)用(yong)(yong)(yong)人(ren)(ren)(ren)員(yuan)簽訂《聘(pin)(pin)(pin)用(yong)(yong)(yong)合(he)同》和(he)(he)《勞(lao)動合(he)同》。六是(shi)建(jian)立(li)考(kao)核(he)(he)(he)評(ping)價(jia)和(he)(he)約束機(ji)制(zhi)(zhi)。企(qi)(qi)(qi)業(ye)(ye)董事(shi)會(hui)制(zhi)(zhi)定(ding)考(kao)核(he)(he)(he)評(ping)價(jia)辦法(fa),建(jian)立(li)科(ke)學有(you)效(xiao)且(qie)適(shi)(shi)合(he)本(ben)企(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)考(kao)核(he)(he)(he)評(ping)價(jia)指標體系,對選(xuan)(xuan)聘(pin)(pin)(pin)高(gao)級管(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)進行(xing)(xing)全面(mian)、客觀、公正的(de)(de)(de)年(nian)度(du)及(ji)任期考(kao)核(he)(he)(he)評(ping)價(jia)。考(kao)核(he)(he)(he)評(ping)價(jia)結果(guo)與(yu)(yu)其薪酬(chou)、激(ji)勵(li)計劃(hua)、是(shi)否(fou)續(xu)聘(pin)(pin)(pin)等(deng)切身利(li)益(yi)直接掛(gua)鉤,對考(kao)核(he)(he)(he)評(ping)價(jia)結果(guo)未達到(dao)目標要求的(de)(de)(de),根據《聘(pin)(pin)(pin)用(yong)(yong)(yong)合(he)同》予以(yi)辦理(li)(li)。探索建(jian)立(li)長(chang)效(xiao)激(ji)勵(li)機(ji)制(zhi)(zhi),引導選(xuan)(xuan)聘(pin)(pin)(pin)的(de)(de)(de)高(gao)級管(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)關(guan)注企(qi)(qi)(qi)業(ye)(ye)長(chang)遠(yuan)發展。要求企(qi)(qi)(qi)業(ye)(ye)建(jian)立(li)法(fa)律、制(zhi)(zhi)度(du)和(he)(he)組(zu)織三個(ge)方(fang)面(mian)的(de)(de)(de)約束機(ji)制(zhi)(zhi),在(zai)法(fa)律的(de)(de)(de)框架內(nei)嚴格按照制(zhi)(zhi)度(du)行(xing)(xing)權履(lv)職(zhi),促使高(gao)級管(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)自覺約束職(zhi)業(ye)(ye)行(xing)(xing)為。
