寧夏國有企業工資決定機制改革

近日,寧夏(xia)自治區人(ren)民政府出臺《關于改革國有企業工(gong)(gong)資(zi)(zi)(zi)決定機制的(de)實施意見》,《意見》在完(wan)善工(gong)(gong)資(zi)(zi)(zi)與效(xiao)(xiao)(xiao)益聯(lian)動(dong)機制上,按(an)照“效(xiao)(xiao)(xiao)益增(zeng)(zeng)工(gong)(gong)資(zi)(zi)(zi)增(zeng)(zeng)、效(xiao)(xiao)(xiao)益降工(gong)(gong)資(zi)(zi)(zi)降”的(de)同向聯(lian)動(dong)原則,建(jian)立完(wan)善工(gong)(gong)資(zi)(zi)(zi)與效(xiao)(xiao)(xiao)益聯(lian)動(dong)機制。為強化國有資(zi)(zi)(zi)產保值(zhi)(zhi)增(zeng)(zeng)值(zhi)(zhi)的(de)指標約(yue)束力,結(jie)合企業年(nian)度(du)(du)(du)經濟效(xiao)(xiao)(xiao)益實際(ji)情況,合理(li)確定企業年(nian)度(du)(du)(du)工(gong)(gong)資(zi)(zi)(zi)總額增(zeng)(zeng)長(chang)或下(xia)降幅度(du)(du)(du)。

對未實(shi)現國有(you)資(zi)產(chan)(chan)保(bao)值增(zeng)值的(de)企業,明確了工資(zi)總(zong)額不(bu)得增(zeng)長或者適度下降的(de)要求(qiu),即國有(you)資(zi)產(chan)(chan)保(bao)值增(zeng)值幅(fu)(fu)度下降大于(yu)(yu)等于(yu)(yu)5%且(qie)小于(yu)(yu)10%的(de),當年工資(zi)總(zong)額降幅(fu)(fu)不(bu)低于(yu)(yu)5%;國有(you)資(zi)產(chan)(chan)保(bao)值增(zeng)值幅(fu)(fu)度下降大于(yu)(yu)等于(yu)(yu)10%的(de),當年工資(zi)總(zong)額降幅(fu)(fu)不(bu)低于(yu)(yu)10%。

對(dui)實現國(guo)有(you)資(zi)(zi)本保值增值但(dan)經濟效(xiao)益下降(jiang)的(de)企業(ye),除受政策調整(zheng)(zheng)等(deng)非經營(ying)(ying)性因素影響外,當(dang)年工(gong)(gong)資(zi)(zi)總額(e)調整(zheng)(zheng)也規定了具(ju)體的(de)標準(zhun):一是(shi)(shi)當(dang)年勞動生(sheng)產(chan)率(lv)未(wei)下降(jiang)或上(shang)年人工(gong)(gong)成本投入產(chan)出率(lv)明顯(xian)優(you)于行業(ye)平(ping)均(jun)水平(ping)或者上(shang)年企業(ye)職(zhi)工(gong)(gong)平(ping)均(jun)工(gong)(gong)資(zi)(zi)未(wei)達到(dao)同期全國(guo)城鎮單位就業(ye)人員平(ping)均(jun)工(gong)(gong)資(zi)(zi)80%的(de)營(ying)(ying)利類企業(ye),當(dang)年工(gong)(gong)資(zi)(zi)總額(e)降(jiang)幅在不超(chao)過(guo)同期經濟效(xiao)益降(jiang)幅的(de)60%范圍內(nei)確定;二是(shi)(shi)按時足額(e)上(shang)交(jiao)國(guo)有(you)資(zi)(zi)本經營(ying)(ying)收(shou)益的(de)企業(ye)以及其他未(wei)發生(sheng)虧(kui)損的(de)企業(ye),工(gong)(gong)資(zi)(zi)總額(e)原則上(shang)相應下降(jiang)。

對實現國有資(zi)本保值(zhi)增值(zhi)且經濟(ji)效益增長的(de)企業,當(dang)年工資(zi)總額增長幅(fu)度可在不超過經濟(ji)效益增長幅(fu)度的(de)80%范圍內(nei)確定。

自治區政府將(jiang)健(jian)全國(guo)(guo)有企(qi)業(ye)工(gong)(gong)資(zi)內外收(shou)(shou)入監督(du)檢查(cha)制度。各級人力(li)資(zi)源社會保障部(bu)門將(jiang)會同(tong)財政、國(guo)(guo)資(zi)監管等(deng)部(bu)門,定期對國(guo)(guo)有企(qi)業(ye)執行(xing)國(guo)(guo)家工(gong)(gong)資(zi)收(shou)(shou)入分配(pei)政策情況開展監督(du)檢查(cha),及(ji)時查(cha)處違規(gui)發(fa)(fa)放(fang)工(gong)(gong)資(zi)、濫發(fa)(fa)工(gong)(gong)資(zi)外收(shou)(shou)入等(deng)行(xing)為。對企(qi)業(ye)存在超(chao)提、超(chao)發(fa)(fa)工(gong)(gong)資(zi)總額及(ji)其他違規(gui)行(xing)為的,扣回違規(gui)發(fa)(fa)放(fang)的工(gong)(gong)資(zi)總額,并視違規(gui)情形對企(qi)業(ye)負(fu)責人和(he)相關責任(ren)人依(yi)照有關規(gui)定給予經濟(ji)處罰和(he)紀律(lv)處分;構成(cheng)犯罪的,依(yi)法追究刑事(shi)責任(ren)。
