2019年以來,廣西機(ji)(ji)場管(guan)理集團(以下簡(jian)稱:機(ji)(ji)場集團)緊扣黨中央、國(guo)務院以及(ji)自治區黨委、政府關于(yu)全面深(shen)(shen)化國(guo)有企業改革(ge)的(de)部(bu)署要求,充(chong)分發揮(hui)黨組織的(de)定向(xiang)把關作用,持續完(wan)善(shan)現(xian)(xian)代企業法人治理結構(gou)和機(ji)(ji)制,加(jia)快落實(shi)國(guo)有企業瘦身(shen)健體、提質增(zeng)(zeng)效工作,深(shen)(shen)入勞(lao)動、人事、分配領域(yu)的(de)改革(ge),全力(li)打(da)好深(shen)(shen)化改革(ge)攻堅戰,不斷增(zeng)(zeng)強發展活力(li),提升發展質量(liang)(liang)。截至(zhi)11月底,全集團實(shi)現(xian)(xian)安全平穩運行,完(wan)成(cheng)旅客(ke)吞吐量(liang)(liang)2688.3萬(wan)人次,同比增(zeng)(zeng)長5.2%;貨郵(you)吞吐量(liang)(liang)完(wan)成(cheng)15.2萬(wan)噸(dun),同比增(zeng)(zeng)長7.5%。預(yu)計實(shi)現(xian)(xian)營業收(shou)入20.7億元,同比增(zeng)(zeng)長9.7%,剔(ti)除客(ke)觀(guan)因素(su)影響后實(shi)現(xian)(xian)考核(he)利潤4.84億元,同比增(zeng)(zeng)長4.0%,完(wan)成(cheng)年度經營目標(biao)的(de)100%,較(jiao)好地實(shi)現(xian)(xian)了(le)國(guo)有資本保值(zhi)增(zeng)(zeng)值(zhi)。
“兩個堅持”定位公司治理改革方向

“三個更加”彰顯企業改革發展成效
今年以來,機(ji)場(chang)集(ji)團(tuan)(tuan)持續貫徹落實黨中央、國(guo)務(wu)院和(he)自治區(qu)黨委(wei)、政(zheng)府關于國(guo)有(you)(you)(you)(you)(you)企(qi)(qi)業(ye)(ye)瘦身健體、提質增效的(de)(de)(de)決策部署,進(jin)一步深化(hua)企(qi)(qi)業(ye)(ye)管(guan)理體制(zhi)(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi)(zhi)改革(ge)。一是企(qi)(qi)業(ye)(ye)職責定(ding)位更(geng)加清(qing)晰(xi)。加快推(tui)(tui)動(dong)企(qi)(qi)業(ye)(ye)所承擔(dan)的(de)(de)(de)政(zheng)府職能(neng)、社會(hui)職能(neng)全面剝離,全面完(wan)成(cheng)廣西(xi)(xi)民(min)用機(ji)場(chang)公(gong)(gong)安機(ji)構(gou)管(guan)理體制(zhi)(zhi)(zhi)(zhi)改革(ge)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)、職工(gong)(gong)家屬(shu)區(qu)“三供一業(ye)(ye)”分離移交,基(ji)本(ben)完(wan)成(cheng)退休人員社會(hui)化(hua)管(guan)理工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo),集(ji)團(tuan)(tuan)得以減輕負擔(dan)、輕裝上陣(zhen),全力(li)(li)聚焦航(hang)(hang)(hang)(hang)空(kong)主(zhu)業(ye)(ye),進(jin)一步激發(fa)(fa)企(qi)(qi)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)活力(li)(li)。二(er)是集(ji)團(tuan)(tuan)管(guan)控能(neng)力(li)(li)更(geng)加強勁。結合(he)集(ji)團(tuan)(tuan)戰略規(gui)劃和(he)經(jing)營(ying)(ying)發(fa)(fa)展(zhan)(zhan)需要(yao),優(you)化(hua)集(ji)團(tuan)(tuan)總部職能(neng)設(she)置,優(you)化(hua)廣西(xi)(xi)民(min)航(hang)(hang)(hang)(hang)產業(ye)(ye)發(fa)(fa)展(zhan)(zhan)有(you)(you)(you)(you)(you)限公(gong)(gong)司業(ye)(ye)務(wu)定(ding)位,成(cheng)立(li)廣西(xi)(xi)機(ji)場(chang)建(jian)(jian)設(she)工(gong)(gong)程有(you)(you)(you)(you)(you)限公(gong)(gong)司、玉(yu)林福綿機(ji)場(chang)有(you)(you)(you)(you)(you)限公(gong)(gong)司等子公(gong)(gong)司,統籌推(tui)(tui)進(jin)南寧、桂林、北(bei)海(hai)、柳州機(ji)場(chang)“分改子”工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo),在合(he)理優(you)化(hua)集(ji)團(tuan)(tuan)內部層級和(he)管(guan)理架構(gou),適應(ying)民(min)航(hang)(hang)(hang)(hang)行(xing)業(ye)(ye)主(zhu)管(guan)部門監管(guan)的(de)(de)(de)基(ji)礎上,構(gou)建(jian)(jian)業(ye)(ye)務(wu)有(you)(you)(you)(you)(you)進(jin)退、板塊專業(ye)(ye)化(hua)經(jing)營(ying)(ying)、管(guan)控精(jing)干高效的(de)(de)(de)發(fa)(fa)展(zhan)(zhan)格局(ju),提升企(qi)(qi)業(ye)(ye)適應(ying)市場(chang)競爭的(de)(de)(de)能(neng)力(li)(li)。三是混合(he)所有(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)改革(ge)和(he)股權(quan)多元(yuan)化(hua)成(cheng)效更(geng)加明顯。在近年來與海(hai)航(hang)(hang)(hang)(hang)集(ji)團(tuan)(tuan)旗下金鹿(lu)公(gong)(gong)務(wu)航(hang)(hang)(hang)(hang)空(kong)合(he)作(zuo)(zuo)(zuo)(zuo)(zuo)取得的(de)(de)(de)經(jing)驗基(ji)礎上,聚焦發(fa)(fa)展(zhan)(zhan)質量變(bian)革(ge)、效率變(bian)革(ge)、動(dong)力(li)(li)變(bian)革(ge),緊緊抓(zhua)住混合(he)所有(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)和(he)股權(quan)多元(yuan)化(hua)改革(ge)這(zhe)個重點(dian),與具有(you)(you)(you)(you)(you)行(xing)業(ye)(ye)專業(ye)(ye)經(jing)驗的(de)(de)(de)央企(qi)(qi)、民(min)企(qi)(qi)成(cheng)立(li)合(he)資公(gong)(gong)司,參與南寧臨空(kong)經(jing)濟(ji)核心產業(ye)(ye)示范區(qu)開發(fa)(fa)建(jian)(jian)設(she)和(he)廣西(xi)(xi)通用航(hang)(hang)(hang)(hang)空(kong)產業(ye)(ye)拓展(zhan)(zhan);積極推(tui)(tui)動(dong)南寧機(ji)場(chang)航(hang)(hang)(hang)(hang)空(kong)配餐業(ye)(ye)務(wu)混合(he)所有(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)改革(ge)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo),不斷推(tui)(tui)動(dong)實現國(guo)有(you)(you)(you)(you)(you)資本(ben)與民(min)營(ying)(ying)資本(ben)取長補短、相(xiang)互促進(jin)、共同發(fa)(fa)展(zhan)(zhan)。
“三個深化”錨定三項制度改革目標
2019年,機(ji)(ji)場集(ji)團持(chi)續深化(hua)(hua)勞動(dong)(dong)(dong)、人(ren)(ren)(ren)(ren)事(shi)(shi)、分(fen)(fen)(fen)(fen)配(pei)三(san)項(xiang)(xiang)制(zhi)(zhi)度(du)改(gai)革(ge),充(chong)分(fen)(fen)(fen)(fen)調動(dong)(dong)(dong)廣大(da)(da)員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)投身(shen)廣西民航高質量發展的(de)(de)積(ji)極(ji)性(xing)。一(yi)(yi)是深化(hua)(hua)勞動(dong)(dong)(dong)用(yong)(yong)工(gong)(gong)(gong)(gong)改(gai)革(ge)。穩步推進用(yong)(yong)工(gong)(gong)(gong)(gong)方式改(gai)革(ge),通過勞務(wu)(wu)派遣(qian)工(gong)(gong)(gong)(gong)身(shen)份轉換和(he)(he)非核心(xin)業(ye)(ye)(ye)務(wu)(wu)外包(bao)兩個(ge)途徑(jing),降(jiang)低勞務(wu)(wu)派遣(qian)工(gong)(gong)(gong)(gong)比例。截至目前,順利完(wan)(wan)成(cheng)南寧機(ji)(ji)場貨郵(you)行(xing)裝卸(xie)保(bao)障業(ye)(ye)(ye)務(wu)(wu)外包(bao),減少勞務(wu)(wu)派遣(qian)141名,完(wan)(wan)成(cheng)733名勞務(wu)(wu)派遣(qian)員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)身(shen)份轉換,全集(ji)團勞務(wu)(wu)派遣(qian)員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)用(yong)(yong)工(gong)(gong)(gong)(gong)比例已降(jiang)至46.7%,較去年下降(jiang)約14.3%。二(er)是深化(hua)(hua)人(ren)(ren)(ren)(ren)事(shi)(shi)制(zhi)(zhi)度(du)改(gai)革(ge)。嚴格落實黨管(guan)(guan)干部、黨管(guan)(guan)人(ren)(ren)(ren)(ren)才(cai)原則,修訂(ding)領(ling)(ling)導(dao)(dao)人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)管(guan)(guan)理(li)(li)權限(xian)規(gui)定、領(ling)(ling)導(dao)(dao)人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)選(xuan)拔(ba)任(ren)用(yong)(yong)工(gong)(gong)(gong)(gong)作管(guan)(guan)理(li)(li)規(gui)定、企(qi)業(ye)(ye)(ye)等級及領(ling)(ling)導(dao)(dao)人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)管(guan)(guan)理(li)(li)層(ceng)級設(she)(she)置規(gui)定,制(zhi)(zhi)定集(ji)團公司所屬(shu)分(fen)(fen)(fen)(fen)子(zi)公司2019-2023年領(ling)(ling)導(dao)(dao)班(ban)子(zi)建設(she)(she)規(gui)劃,不斷完(wan)(wan)善適應中國特色現代(dai)國有企(qi)業(ye)(ye)(ye)制(zhi)(zhi)度(du)要(yao)求(qiu)的(de)(de)領(ling)(ling)導(dao)(dao)人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)選(xuan)拔(ba)、任(ren)用(yong)(yong)、管(guan)(guan)理(li)(li)機(ji)(ji)制(zhi)(zhi);制(zhi)(zhi)定或完(wan)(wan)善人(ren)(ren)(ren)(ren)才(cai)分(fen)(fen)(fen)(fen)類辦(ban)法、人(ren)(ren)(ren)(ren)才(cai)發展資(zi)金投入(ru)管(guan)(guan)理(li)(li)辦(ban)法、職(zhi)員(yuan)(yuan)(yuan)任(ren)職(zhi)資(zi)格條(tiao)件,以及職(zhi)員(yuan)(yuan)(yuan)招聘、晉升(sheng)、考(kao)核規(gui)定,并在(zai)現有的(de)(de)工(gong)(gong)(gong)(gong)程技(ji)(ji)術(shu)和(he)(he)技(ji)(ji)能(neng)(neng)操作人(ren)(ren)(ren)(ren)才(cai)技(ji)(ji)術(shu)通道(dao)的(de)(de)基(ji)礎上,搭(da)建完(wan)(wan)成(cheng)信息(弱(ruo)電)項(xiang)(xiang)目管(guan)(guan)理(li)(li)人(ren)(ren)(ren)(ren)才(cai)技(ji)(ji)術(shu)通道(dao),充(chong)分(fen)(fen)(fen)(fen)調動(dong)(dong)(dong)廣大(da)(da)員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)作積(ji)極(ji)性(xing)。三(san)是深化(hua)(hua)分(fen)(fen)(fen)(fen)配(pei)制(zhi)(zhi)度(du)改(gai)革(ge)。在(zai)確(que)保(bao)企(qi)業(ye)(ye)(ye)健(jian)康發展的(de)(de)前提下,進一(yi)(yi)步完(wan)(wan)善企(qi)業(ye)(ye)(ye)年金方案(an),更好地保(bao)障職(zhi)工(gong)(gong)(gong)(gong)退休后的(de)(de)生(sheng)活待遇;出(chu)臺特殊崗(gang)(gang)位(wei)(wei)津貼管(guan)(guan)理(li)(li)規(gui)定,提高航務(wu)(wu)管(guan)(guan)制(zhi)(zhi)、機(ji)(ji)務(wu)(wu)、氣(qi)象、通導(dao)(dao)、醫師、建設(she)(she)工(gong)(gong)(gong)(gong)程等專業(ye)(ye)(ye)技(ji)(ji)術(shu)崗(gang)(gang)位(wei)(wei)的(de)(de)薪酬水平,發揮分(fen)(fen)(fen)(fen)配(pei)制(zhi)(zhi)度(du)的(de)(de)激勵作用(yong)(yong),進一(yi)(yi)步提升(sheng)機(ji)(ji)場運行(xing)重點(dian)保(bao)障崗(gang)(gang)位(wei)(wei)人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)專業(ye)(ye)(ye)技(ji)(ji)術(shu)能(neng)(neng)力,解決企(qi)業(ye)(ye)(ye)關鍵崗(gang)(gang)位(wei)(wei)人(ren)(ren)(ren)(ren)才(cai)與企(qi)業(ye)(ye)(ye)發展需要(yao)不匹(pi)配(pei)的(de)(de)問題。
