在當前疫(yi)情影響經濟(ji)發(fa)展,特(te)別是(shi)對進出口貿(mao)易和國(guo)際(ji)供應鏈帶來(lai)較大沖(chong)擊的(de)時期,從國(guo)家發(fa)改委(wei)傳來(lai)的(de)訊息,國(guo)家發(fa)展改革委(wei)將下達中央預算內投資(zi)2億元,支(zhi)持鄭州等5家城(cheng)市作為中歐班列樞紐節點城(cheng)市,開(kai)展中歐班列集(ji)結(jie)中心示范工程建設。
中(zhong)歐(ou)班列(lie)(lie)是(shi)共(gong)建 “一帶一路”的旗艦項目和明星品牌,是(shi)亞歐(ou)各(ge)國(guo)(guo)深(shen)化(hua)務實合(he)(he)作的重要載(zai)體(ti)。2020年,新冠(guan)肺炎疫情(qing)襲(xi)來, 航空和海運(yun)幾(ji)乎(hu)停(ting)滯,全(quan)球供應鏈(lian)體(ti)系幾(ji)乎(hu)中(zhong)斷,但中(zhong)歐(ou)班列(lie)(lie)由(you)于人員流動(dong)(dong)性小、運(yun)輸效率高等多方面優勢,受疫情(qing)影響(xiang)較小, 中(zhong)歐(ou)班列(lie)(lie)維持著全(quan)球產業鏈(lian)上下游(you)之間的連(lian)接,成為(wei)疫情(qing)期間支撐國(guo)(guo)際(ji)經(jing)貿合(he)(he)作的國(guo)(guo)家戰略安(an)全(quan)通道(dao)。為(wei)推動(dong)(dong)中(zhong)歐(ou)班列(lie)(lie)高質量(liang)發展(zhan),國(guo)(guo)家發展(zhan)改革委在2020年中(zhong)央(yang)預算內投資中(zhong)安(an)排專項資金,支持區位條(tiao)件優越(yue)、設施(shi)基(ji)礎良好(hao)、運(yun)營規范兼具規模、有發展(zhan)潛力的中(zhong)歐(ou)班列(lie)(lie)樞(shu)(shu)紐(niu)(niu)節(jie)點(dian)城市(shi)開(kai)展(zhan)中(zhong)歐(ou)班列(lie)(lie)集結中(zhong)心示范工程建設,促進中(zhong)歐(ou)班列(lie)(lie)開(kai)行由(you) “點(dian)對點(dian)”向 “樞(shu)(shu)紐(niu)(niu)對樞(shu)(shu)紐(niu)(niu)”轉變(bian),加快形成 “干(gan)支結合(he)(he)、樞(shu)(shu)紐(niu)(niu)集散”的高效集疏運(yun)體(ti)系。
鄭歐(ou)(ou)班列成(cheng)為獲批國家五個中歐(ou)(ou)班列集結(jie)中心 (鄭州、烏魯木(mu)齊、重慶、成(cheng)都、西安)中東部(bu)唯(wei)一(yi)中歐(ou)(ou)班列集結(jie)中心,將對(dui)推動(dong)(dong)河(he)南內陸開(kai)放(fang)高地建設,助(zhu)推河(he)南在新一(yi)輪開(kai)放(fang)中搶占制高點(dian)發揮(hui)有力的支撐(cheng)作用(yong)(yong)。一(yi)是(shi)(shi)鄭歐(ou)(ou)班列實(shi)現高質量開(kai)行(xing),帶動(dong)(dong)區(qu)域物流(liu)(liu)降本增效(xiao),實(shi)現區(qu)域經濟高質量發展;二是(shi)(shi)拉動(dong)(dong)產業(ye)集聚(ju),促進國際(ji)(ji)供應鏈重構發揮(hui)重要作用(yong)(yong),助(zhu)力打造亞歐(ou)(ou)產業(ye)新高 地;三是(shi)(shi)深化國際(ji)(ji)物流(liu)(liu)體系建設,推動(dong)(dong) “一(yi)帶一(yi)路(lu)”國際(ji)(ji)合作, 提高產能(neng)利(li)用(yong)(yong)效(xiao)率;四是(shi)(shi)推動(dong)(dong)區(qu)域產業(ye)優化升級,外(wai)貿提質增效(xiao),提升內陸城(cheng)市開(kai)放(fang)水平。
鄭(zheng)(zheng)歐(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)自(zi)2013年(nian)開(kai)行(xing)(xing)以來,截至2020年(nian)06月30日,班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)總(zong)開(kai)行(xing)(xing)班(ban)(ban)(ban)(ban)(ban)(ban)次3199班(ban)(ban)(ban)(ban)(ban)(ban),2020年(nian)上(shang)半年(nian)班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)開(kai)行(xing)(xing)439班(ban)(ban)(ban)(ban)(ban)(ban),全(quan)年(nian)計劃完成(cheng)1100班(ban)(ban)(ban)(ban)(ban)(ban)。鄭(zheng)(zheng)歐(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)開(kai)行(xing)(xing)頻(pin)次從最初的(de)每周(zhou)1班(ban)(ban)(ban)(ban)(ban)(ban)到目前(qian)(qian)每周(zhou)去程14班(ban)(ban)(ban)(ban)(ban)(ban)回程10班(ban)(ban)(ban)(ban)(ban)(ban) (包括歐(ou)(ou)洲線路(lu)、東(dong)盟線路(lu)、中(zhong)亞線路(lu)、鄭(zheng)(zheng)俄線路(lu)),跑出 “加(jia)速(su)度”,在全(quan)國(guo)(guo)63個中(zhong)歐(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)開(kai)行(xing)(xing)城市中(zhong), 穩居中(zhong)歐(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie) “第一方(fang)陣”,市場化運營程度和班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)開(kai)行(xing)(xing)質量等(deng)作為最重要(yao)的(de)班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)評價(jia)指標,鄭(zheng)(zheng)歐(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)位居全(quan)國(guo)(guo)中(zhong)歐(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)前(qian)(qian)列(lie)(lie)(lie)。形(xing)成(cheng)了覆蓋歐(ou)(ou)洲、俄羅斯(si)、中(zhong)亞、東(dong)盟和亞太 (日韓等(deng))的(de)物(wu)流(liu)(liu)(liu)網絡,概括為 “六口(kou)岸、七站點(dian)”,構筑了國(guo)(guo)際(ji)多式(shi)聯運物(wu)流(liu)(liu)(liu)網絡樞(shu)紐(niu)。依托(tuo)鄭(zheng)(zheng)歐(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)國(guo)(guo)際(ji)通(tong)道(dao),創新聯動(dong)(dong)機制,發(fa)揮疊加(jia)效應(ying),推(tui)動(dong)(dong)以鄭(zheng)(zheng)歐(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)為載體,特色產業(ye)、國(guo)(guo)際(ji)貿易(yi)、現代物(wu)流(liu)(liu)(liu)等(deng) 協同(tong)集(ji)聚(ju)發(fa)展,沿海港(gang)(gang)口(kou)功能前(qian)(qian)置(zhi)內(nei)移,推(tui)動(dong)(dong)鄭(zheng)(zheng)州國(guo)(guo)際(ji)陸(lu)港(gang)(gang)成(cheng)為鄭(zheng)(zheng)歐(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)開(kai)展國(guo)(guo)際(ji)多式(shi)聯運、國(guo)(guo)際(ji)貿易(yi)、跨(kua)境電(dian)商和國(guo)(guo)際(ji)冷(leng)鏈業(ye)務的(de)核心平臺,為加(jia)快推(tui)進“四路(lu)協同(tong)”發(fa)展發(fa)揮“引擎”作用。
