緊盯目標責任,確保任務兌現
堅持以市場需求(qiu)為導向,主動(dong)對接管(guan)內電(dian)廠(chang),動(dong)態(tai)掌握重(zhong)點用(yong)煤(mei)企業(ye)庫存及(ji)耗煤(mei)情(qing)況,優(you)先保(bao)障發電(dian)供熱(re)用(yong)煤(mei)需求(qiu),及(ji)時滿足重(zhong)點運(yun)(yun)(yun)(yun)輸(shu)和應急保(bao)供需求(qiu),確保(bao)發電(dian)供熱(re)企業(ye)正(zheng)常(chang)生(sheng)產(chan)。優(you)化(hua)(hua)煤(mei)炭運(yun)(yun)(yun)(yun)輸(shu)組織,統籌(chou)運(yun)(yun)(yun)(yun)用(yong)裝備,向重(zhong)點企業(ye)傾斜(xie),保(bao)障煤(mei)炭運(yun)(yun)(yun)(yun)輸(shu)。緊盯(ding)運(yun)(yun)(yun)(yun)輸(shu)生(sheng)產(chan)形勢變化(hua)(hua),統籌(chou)運(yun)(yun)(yun)(yun)輸(shu)生(sheng)產(chan)組織,及(ji)時調整運(yun)(yun)(yun)(yun)輸(shu)策略,強(qiang)化(hua)(hua)運(yun)(yun)(yun)(yun)力(li)保(bao)障,抓好裝卸銜接,縮短運(yun)(yun)(yun)(yun)輸(shu)時限,強(qiang)化(hua)(hua)煤(mei)炭裝卸車組織。密切與三(san)新、東烏鐵路(lu)合作,提高運(yun)(yun)(yun)(yun)輸(shu)服務質量,抓牢電(dian)廠(chang)外煤(mei)接卸增(zeng)量,緊盯(ding)寶豐集團蒙煤(mei)運(yun)(yun)(yun)(yun)輸(shu)組織,爭(zheng)取陜煤(mei)進寧常(chang)態(tai)運(yun)(yun)(yun)(yun)輸(shu),維持大(da)壩現有運(yun)(yun)(yun)(yun)輸(shu)能力(li),實(shi)現靈武陸港、港通物流集裝箱運(yun)(yun)(yun)(yun)輸(shu)新突破,運(yun)(yun)(yun)(yun)量同比增(zeng)加18%,并實(shi)現了單日運(yun)(yun)(yun)(yun)量19.6萬噸的新突破。
充分預設預判,確保安全有序
按照《自治(zhi)區屬國有企業(ye)安(an)(an)(an)(an)(an)(an)全生產專項整治(zhi)三年行(xing)(xing)動(dong)(dong)實(shi)施方(fang)案》,狠(hen)抓安(an)(an)(an)(an)(an)(an)全專項工作(zuo)(zuo)(zuo)落實(shi),針對安(an)(an)(an)(an)(an)(an)全檢查(cha)發現(xian)的(de)問(wen)(wen)題專門劃定(ding)時(shi)間(jian)表、路線圖,實(shi)行(xing)(xing)閉環(huan)管理(li)。結合車(che)站(zhan)運(yun)輸生產實(shi)際(ji),加(jia)強(qiang)凝凍(dong)、冰(bing)雪(xue)天(tian)氣的(de)現(xian)場作(zuo)(zuo)(zuo)業(ye)檢查(cha),開(kai)展勞(lao)(lao)動(dong)(dong)安(an)(an)(an)(an)(an)(an)全事故(gu)案例(li)學習,加(jia)強(qiang)工作(zuo)(zuo)(zuo)環(huan)境、作(zuo)(zuo)(zuo)業(ye)環(huan)境整治(zhi),及(ji)時(shi)清理(li)積(ji)冰(bing)積(ji)雪(xue)。分(fen)析研判勞(lao)(lao)動(dong)(dong)安(an)(an)(an)(an)(an)(an)全關鍵(jian)崗(gang)位(wei)、時(shi)段和(he)(he)作(zuo)(zuo)(zuo)業(ye)環(huan)節,加(jia)強(qiang)現(xian)場檢查(cha)特(te)別是夜(ye)間(jian)及(ji)不良天(tian)氣條(tiao)件下的(de)巡查(cha)力度,督(du)促作(zuo)(zuo)(zuo)業(ye)人(ren)員(yuan)嚴格執行(xing)(xing)作(zuo)(zuo)(zuo)業(ye)標(biao)準(zhun),強(qiang)化(hua)安(an)(an)(an)(an)(an)(an)全防(fang)護(hu)和(he)(he)作(zuo)(zuo)(zuo)業(ye)現(xian)場人(ren)員(yuan)人(ren)身(shen)安(an)(an)(an)(an)(an)(an)全。與(yu)此(ci)同時(shi),充分(fen)預想冬(dong)季(ji)裝卸(xie)車(che)組(zu)織困難,研討議定(ding)冬(dong)季(ji)煤炭(tan)運(yun)輸防(fang)凍(dong)、防(fang)漏卸(xie)安(an)(an)(an)(an)(an)(an)全管控(kong)方(fang)法和(he)(he)注(zhu)意事項,建立(li)冬(dong)季(ji)裝卸(xie)車(che)應(ying)急預案,各車(che)站(zhan)、車(che)間(jian)(所)通過召開(kai)站(zhan)區設備(bei)管理(li)及(ji)協作(zuo)(zuo)(zuo)單位(wei)防(fang)寒(han)專題會議,聯合開(kai)展應(ying)急處置培(pei)訓,共同解決冬(dong)季(ji)防(fang)寒(han)工作(zuo)(zuo)(zuo)問(wen)(wen)題,扎(zha)緊(jin)冬(dong)季(ji)勞(lao)(lao)動(dong)(dong)安(an)(an)(an)(an)(an)(an)全“籬笆”。
持續轉變作風,確保隊伍穩定
西部(bu)創(chuang)業主(zhu)動(dong)轉變作(zuo)風,積極整改(gai)問題,通過實(shi)施寧東鐵路(lu)機構改(gai)革(ge),成立“六部(bu)四(si)段”,進一步細化(hua)生產(chan)管(guan)理(li)(li)(li)職(zhi)(zhi)(zhi)能(neng)(neng),優化(hua)生產(chan)部(bu)門設(she)置,提(ti)升(sheng)工(gong)(gong)(gong)作(zuo)管(guan)理(li)(li)(li)效能(neng)(neng)。主(zhu)要領導帶頭深(shen)入一線,傾(qing)聽職(zhi)(zhi)(zhi)工(gong)(gong)(gong)心聲,關心職(zhi)(zhi)(zhi)工(gong)(gong)(gong)身心健康,切實(shi)滿(man)足職(zhi)(zhi)(zhi)工(gong)(gong)(gong)合理(li)(li)(li)訴(su)求。各職(zhi)(zhi)(zhi)能(neng)(neng)部(bu)門主(zhu)動(dong)服務生產(chan)一線職(zhi)(zhi)(zhi)工(gong)(gong)(gong),加大站(zhan)區和公(gong)寓環境衛生整頓,重點(dian)保(bao)障冬季供暖等相關工(gong)(gong)(gong)作(zuo),努(nu)力(li)為一線職(zhi)(zhi)(zhi)工(gong)(gong)(gong)解(jie)決操心事、煩心事、揪心事。各子(zi)分(fen)公(gong)司緊跟集(ji)團公(gong)司改(gai)革(ge)發展(zhan)步伐(fa),做好(hao)分(fen)流(liu)人員安置工(gong)(gong)(gong)作(zuo),分(fen)層分(fen)級開展(zhan)談(tan)心談(tan)話(hua),疏導職(zhi)(zhi)(zhi)工(gong)(gong)(gong)群眾思想(xiang)“疙瘩(da)”。強化(hua)崗位職(zhi)(zhi)(zhi)責落實(shi),按(an)照多勞(lao)多得、按(an)勞(lao)分(fen)配的原則(ze)(ze),確(que)定(ding)(ding)年終績效工(gong)(gong)(gong)資分(fen)配原則(ze)(ze),樹立正確(que)導向,營造良好(hao)氛圍,維護職(zhi)(zhi)(zhi)工(gong)(gong)(gong)隊伍思想(xiang)穩定(ding)(ding)。
