據(ju)了(le)解,目前由財(cai)政(zheng)部門直(zhi)接監(jian)(jian)(jian)管(guan)或委托監(jian)(jian)(jian)管(guan)國有(you)實(shi)(shi)體企(qi)(qi)業出資(zi)(zi)的(de)金融子企(qi)(qi)業情況的(de)有(you)北京、河北、廣西等10個省(sheng)(自(zi)治區、直(zhi)轄市)。在監(jian)(jian)(jian)管(guan)實(shi)(shi)踐中,財(cai)政(zheng)部門對不(bu)(bu)具有(you)股權關(guan)系的(de)金融企(qi)(qi)業履行出資(zi)(zi)人職責、進(jin)行直(zhi)接監(jian)(jian)(jian)管(guan)或委托監(jian)(jian)(jian)管(guan),不(bu)(bu)利(li)于企(qi)(qi)業的(de)正常(chang)運營效率:一(yi)是(shi)多頭重復監(jian)(jian)(jian)管(guan)。二是(shi)難以規范治理。三(san)是(shi)不(bu)(bu)利(li)于上市公(gong)司監(jian)(jian)(jian)管(guan)。
根據這一現(xian)狀,全國人(ren)大代表(biao)、廣西(xi)國資(zi)(zi)委(wei)黨(dang)委(wei)書記(ji)、主任李(li)杰云建議尊重國有實體企業法人(ren)財產權,落實以(yi)出(chu)資(zi)(zi)關(guan)系為基礎的國有資(zi)(zi)產監管(guan)職責。
重(zhong)點(dian)應做(zuo)好如下工作:
一是(shi)充分尊重國有(you)實體(ti)(ti)企(qi)(qi)業法(fa)人財產(chan)權(quan)(quan)。地方國資(zi)系統(tong)所屬金融企(qi)(qi)業股權(quan)(quan),屬于國有(you)實體(ti)(ti)企(qi)(qi)業法(fa)人財產(chan)權(quan)(quan),應由國有(you)實體(ti)(ti)企(qi)(qi)業以產(chan)權(quan)(quan)為基(ji)礎、以資(zi)本(ben)為紐帶,全面完整(zheng)行使參與重大決策、選擇管(guan)理者、享有(you)資(zi)產(chan)收益等(deng)出資(zi)人權(quan)(quan)利。
二是(shi)落(luo)實(shi)以出資關系(xi)為基礎的國(guo)(guo)有(you)資產監(jian)(jian)管(guan)(guan)職(zhi)責(ze)(ze)。出資人(ren)職(zhi)責(ze)(ze)和監(jian)(jian)管(guan)(guan)職(zhi)責(ze)(ze)是(shi)緊密聯系(xi)、互為依存的一個整體(ti),“誰出資、誰監(jian)(jian)管(guan)(guan)、誰主責(ze)(ze)”是(shi)更加科學有(you)效的國(guo)(guo)有(you)資產監(jian)(jian)管(guan)(guan)模式。由(you)國(guo)(guo)資監(jian)(jian)管(guan)(guan)機構依據出資關系(xi)對國(guo)(guo)有(you)實(shi)體(ti)企(qi)(qi)業(ye)出資的金(jin)融企(qi)(qi)業(ye)履行國(guo)(guo)有(you)資產監(jian)(jian)管(guan)(guan)職(zhi)責(ze)(ze),有(you)利于(yu)實(shi)施規范(fan)統一的監(jian)(jian)管(guan)(guan)制度,促(cu)進金(jin)融企(qi)(qi)業(ye)更好服務(wu)實(shi)體(ti)經(jing)濟。
