川煤集團深化三項制度改革取得階段性成效

四川(chuan)省煤(mei)(mei)炭產業(ye)集團(tuan)有限責任(ren)公司(si)(以(yi)(yi)下簡稱(cheng)“川(chuan)煤(mei)(mei)集團(tuan)”)自(zi)啟動(dong)司(si)法(fa)重(zhong)整以(yi)(yi)來,結合國(guo)企改革(ge)三(san)年行(xing)動(dong)方(fang)案,緊鑼密鼓推(tui)進內部改革(ge)“1+8”系列方(fang)案,三(san)項(xiang)制度(du)改革(ge)得到全面深化,各項(xiang)工作取得明顯成效,為(wei)川(chuan)煤(mei)(mei)迎來向陽(yang)而生的新機遇、開啟高(gao)質量發展的新征程奠定了堅實(shi)基礎。

全力以赴 改革不斷推向深入

改(gai)(gai)革(ge)是(shi)(shi)企業的(de)永恒主(zhu)題,深(shen)(shen)(shen)(shen)化(hua)三(san)(san)項(xiang)制度改(gai)(gai)革(ge)勢在必(bi)行。一是(shi)(shi)統(tong)一思想認識(shi)。面對企業深(shen)(shen)(shen)(shen)陷債務(wu)危機(ji)泥潭的(de)困境,川(chuan)煤集團廣泛(fan)開展“形(xing)勢怎(zen)(zen)么(me)看(kan)、問(wen)題怎(zen)(zen)么(me)辦、工(gong)作(zuo)(zuo)怎(zen)(zen)么(me)干(gan)”形(xing)勢任務(wu)大討論,統(tong)一思想、凝聚共識(shi)、鼓舞士氣,提高(gao)了(le)全(quan)體(ti)干(gan)部(bu)職(zhi)工(gong)對深(shen)(shen)(shen)(shen)化(hua)三(san)(san)項(xiang)制度改(gai)(gai)革(ge)必(bi)要(yao)(yao)性(xing)、重要(yao)(yao)性(xing)和(he)(he)緊迫性(xing)的(de)認識(shi)。二是(shi)(shi)加強組(zu)(zu)織(zhi)領導。川(chuan)煤集團黨(dang)委多次召開專題會(hui)議(yi),研究改(gai)(gai)革(ge)戰略方(fang)向,部(bu)署(shu)改(gai)(gai)革(ge)工(gong)作(zuo)(zuo)任務(wu),并成立(li)了(le)以主(zhu)要(yao)(yao)領導為(wei)組(zu)(zu)長(chang)、班(ban)子(zi)(zi)其(qi)他成員(yuan)(yuan)為(wei)副組(zu)(zu)長(chang)、相(xiang)關部(bu)門為(wei)成員(yuan)(yuan)的(de)深(shen)(shen)(shen)(shen)化(hua)三(san)(san)項(xiang)制度改(gai)(gai)革(ge)領導小組(zu)(zu),并落實(shi)(shi)了(le)相(xiang)關工(gong)作(zuo)(zuo)機(ji)構和(he)(he)工(gong)作(zuo)(zuo)職(zhi)責。各子(zi)(zi)公司也相(xiang)應(ying)成立(li)了(le)以黨(dang)政主(zhu)要(yao)(yao)領導為(wei)組(zu)(zu)長(chang)的(de)深(shen)(shen)(shen)(shen)化(hua)三(san)(san)項(xiang)制度改(gai)(gai)革(ge)領導小組(zu)(zu),負責三(san)(san)項(xiang)制度改(gai)(gai)革(ge)的(de)統(tong)籌安排和(he)(he)具(ju)體(ti)實(shi)(shi)施(shi),全(quan)力保證各項(xiang)工(gong)作(zuo)(zuo)順利推進。三(san)(san)是(shi)(shi)精心部(bu)署(shu)實(shi)(shi)施(shi)。按照“統(tong)籌規(gui)劃、有序推進、突出重點、穩步實(shi)(shi)施(shi)”的(de)工(gong)作(zuo)(zuo)思路,深(shen)(shen)(shen)(shen)入研究,把脈(mo)問(wen)診,及(ji)時確(que)定了(le)深(shen)(shen)(shen)(shen)化(hua)三(san)(san)項(xiang)制度改(gai)(gai)革(ge)的(de)指導思想和(he)(he)目標任務(wu)、完(wan)成時限、驗收(shou)標準等,研究出臺(tai)了(le)《深(shen)(shen)(shen)(shen)化(hua)內部(bu)改(gai)(gai)革(ge)組(zu)(zu)織(zhi)機(ji)構設置方(fang)案(an)》《深(shen)(shen)(shen)(shen)化(hua)內部(bu)改(gai)(gai)革(ge)員(yuan)(yuan)工(gong)分(fen)流(liu)安置指導意見》《深(shen)(shen)(shen)(shen)化(hua)內部(bu)改(gai)(gai)革(ge)維護社會(hui)穩定工(gong)作(zuo)(zuo)方(fang)案(an)》等一系(xi)列方(fang)案(an),為(wei)深(shen)(shen)(shen)(shen)化(hua)三(san)(san)項(xiang)制度改(gai)(gai)革(ge)穩妥(tuo)推進、取得成效提供了(le)強有力的(de)支持(chi)。

動真碰硬 改革取得階段成效

破寒(han)冰、涉(she)深(shen)(shen)水,敢啃“硬骨(gu)頭”,深(shen)(shen)化(hua)(hua)三項制(zhi)度改(gai)(gai)革(ge)打開(kai)全新局面。一(yi)(yi)是(shi)(shi)扎實(shi)推進減員提效(xiao)。結合礦井去(qu)(qu)產(chan)能(neng),持(chi)(chi)續深(shen)(shen)化(hua)(hua)勞動用(yong)工(gong)(gong)(gong)(gong)制(zhi)度改(gai)(gai)革(ge),穩定(ding)有(you)序做好(hao)職工(gong)(gong)(gong)(gong)的分(fen)(fen)流安置工(gong)(gong)(gong)(gong)作(zuo)(zuo)。截至2020年底,川煤集(ji)團用(yong)工(gong)(gong)(gong)(gong)總(zong)數減為3.9萬人,5年凈減1.9萬人,總(zong)部及各子公司機關(guan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)人員降至改(gai)(gai)革(ge)前的61.3%,扭轉了(le)(le)“一(yi)(yi)線(xian)缺、二(er)(er)(er)線(xian)緊(jin)、三線(xian)臃”的現象,進一(yi)(yi)步優(you)化(hua)(hua)了(le)(le)人力(li)資源(yuan)配(pei)置。二(er)(er)(er)是(shi)(shi)致(zhi)力(li)優(you)化(hua)(hua)分(fen)(fen)配(pei)結構(gou)(gou)。按照(zhao)“保一(yi)(yi)線(xian)、控二(er)(er)(er)線(xian)、限三線(xian),控人數、控總(zong)額(e)”的原則,堅(jian)持(chi)(chi)工(gong)(gong)(gong)(gong)資分(fen)(fen)配(pei)與(yu)工(gong)(gong)(gong)(gong)效(xiao)掛鉤,突出效(xiao)益優(you)先”的總(zong)體(ti)思路(lu),分(fen)(fen)配(pei)向一(yi)(yi)線(xian)傾斜(xie),向苦、臟(zang)、累(lei)、險(xian)崗(gang)位傾斜(xie)。加(jia)強全員績(ji)效(xiao)考評機制(zhi)建設,研究制(zhi)定(ding)了(le)(le)《工(gong)(gong)(gong)(gong)資總(zong)額(e)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)》《工(gong)(gong)(gong)(gong)資分(fen)(fen)配(pei)指導意見》《單項獎管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)辦法(fa)》,著手修訂《經營業(ye)績(ji)考核辦法(fa)》《企業(ye)負責人薪酬管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)辦法(fa)》等,體(ti)現崗(gang)位價值、貢獻和(he)業(ye)績(ji)導向的薪酬體(ti)系已具(ju)雛(chu)形(xing)。三是(shi)(shi)實(shi)施全員競聘上崗(gang)。按照(zhao)“全體(ti)起立、公開(kai)競聘、人崗(gang)相適、擇(ze)優(you)坐下、末位淘汰”的指導思想,精心組(zu)(zu)織實(shi)施了(le)(le)川煤集(ji)團和(he)華榮能(neng)源(yuan)、物產(chan)公司機關(guan)全體(ti)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)人員競聘上崗(gang)工(gong)(gong)(gong)(gong)作(zuo)(zuo),共拿出近(jin)180個管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)崗(gang)位進行公開(kai)競聘。新組(zu)(zu)建的華榮能(neng)源(yuan)、物產(chan)公司機關(guan),相較原五個煤炭子公司機關(guan)64個部門、600余(yu)名管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)人員,機構(gou)(gou)減少了(le)(le)75%,機關(guan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)人員減少近(jin)80%,體(ti)現了(le)(le)機構(gou)(gou)去(qu)(qu)臃和(he)精干高效(xiao)的改(gai)(gai)革(ge)追求和(he)工(gong)(gong)(gong)(gong)作(zuo)(zuo)目(mu)標(biao)。

以人為本 改革得到廣泛認可

堅持(chi)以礦(kuang)工(gong)(gong)(gong)為中(zhong)心,是貫徹三項制度改(gai)革始(shi)終的(de)指導思想。一是改(gai)革方(fang)案讓(rang)干(gan)部(bu)(bu)(bu)職(zhi)(zhi)工(gong)(gong)(gong)知曉。通過(guo)召開動員(yuan)會、職(zhi)(zhi)代(dai)會、班組會等,在(zai)廣泛調研和聽取干(gan)部(bu)(bu)(bu)職(zhi)(zhi)工(gong)(gong)(gong)意見(jian)基礎上,制定(ding)了保障干(gan)部(bu)(bu)(bu)職(zhi)(zhi)工(gong)(gong)(gong)權益(yi)的(de)各項改(gai)革方(fang)案,最(zui)大(da)限度保障了干(gan)部(bu)(bu)(bu)職(zhi)(zhi)工(gong)(gong)(gong)的(de)知情權。二(er)是改(gai)革過(guo)程讓(rang)干(gan)部(bu)(bu)(bu)職(zhi)(zhi)工(gong)(gong)(gong)參(can)與(yu)。各級黨政(zheng)(zheng)工(gong)(gong)(gong)青婦(fu)各負其責,加(jia)強宣傳(chuan)引(yin)導和細化配套政(zheng)(zheng)策及(ji)保障措施,讓(rang)廣大(da)干(gan)部(bu)(bu)(bu)職(zhi)(zhi)工(gong)(gong)(gong)積(ji)極參(can)與(yu)到改(gai)革中(zhong)來(lai),促進改(gai)革平穩(wen)有序推進。在(zai)川煤集(ji)團部(bu)(bu)(bu)門(men)正(zheng)職(zhi)(zhi)面(mian)試中(zhong),有14名(ming)職(zhi)(zhi)工(gong)(gong)(gong)代(dai)表作為面(mian)試組成(cheng)員(yuan)參(can)加(jia)面(mian)試評分(fen),充分(fen)體現(xian)民(min)主意識和群眾公(gong)認。三是保持(chi)了干(gan)部(bu)(bu)(bu)職(zhi)(zhi)工(gong)(gong)(gong)隊伍穩(wen)定(ding)。這(zhe)次改(gai)革是川煤集(ji)團成(cheng)立以來(lai)規(gui)模最(zui)大(da)、難(nan)度最(zui)高、涉及(ji)人數最(zui)多(duo)的(de)一次改(gai)革,但卻(que)是創(chuang)口最(zui)小(xiao)(xiao)、震動最(zui)小(xiao)(xiao)、穩(wen)定(ding)有序、成(cheng)效(xiao)明顯的(de)改(gai)革。通過(guo)多(duo)措并舉清理和規(gui)范勞動用(yong)工(gong)(gong)(gong),較好(hao)穩(wen)定(ding)了一線職(zhi)(zhi)工(gong)(gong)(gong)隊伍。通過(guo)推行(xing)離崗待退、全(quan)員(yuan)競聘上崗,有序減(jian)員(yuan)分(fen)流(liu),僅原五個煤炭子公(gong)司機關就(jiu)涉及(ji)600余名(ming)管(guan)理人員(yuan),競聘上崗約60%,分(fen)流(liu)安置約40%,沒(mei)有出現(xian)一例上訪和影響(xiang)安全(quan)生產秩序的(de)不穩(wen)定(ding)事件(jian)。

著眼長效 改革激發內生動力

為(wei)企業(ye)高質量發展打(da)下堅(jian)(jian)實基礎(chu),是深化(hua)三項制度改革的出(chu)發點和(he)落腳(jiao)點。一是機構(gou)設置得(de)到(dao)(dao)優(you)化(hua)。將(jiang)原五個子煤(mei)炭公(gong)(gong)司整(zheng)(zheng)合為(wei)華榮公(gong)(gong)司“總(zong)部(bu)(bu)(bu)(bu)(bu)(bu)機關+地區(qu)分部(bu)(bu)(bu)(bu)(bu)(bu)”的管(guan)理(li)(li)(li)機構(gou)體系,將(jiang)多達6級的產(chan)(chan)權管(guan)理(li)(li)(li)層級縮(suo)減(jian)(jian)為(wei)3級,將(jiang)3級生產(chan)(chan)管(guan)理(li)(li)(li)縮(suo)減(jian)(jian)為(wei)2級,將(jiang)4級銷售管(guan)理(li)(li)(li)縮(suo)減(jian)(jian)為(wei)1級,構(gou)建了(le)川煤(mei)集團(tuan)管(guan)資本(ben)做戰略、專業(ye)化(hua)公(gong)(gong)司管(guan)資產(chan)(chan)做經營、礦(kuang)廠管(guan)執行保安全控成本(ben)的格局。二(er)是干(gan)(gan)部(bu)(bu)(bu)(bu)(bu)(bu)隊伍(wu)得(de)到(dao)(dao)優(you)化(hua)。通(tong)(tong)過競聘(pin)上崗(gang),變(bian)“相(xiang)馬(ma)”為(wei)“賽馬(ma)”,打(da)破了(le)干(gan)(gan)部(bu)(bu)(bu)(bu)(bu)(bu)“內循環(huan)”和(he)“近親繁殖”現象,打(da)通(tong)(tong)了(le)機關與基層交流(liu)的通(tong)(tong)道,實現了(le)干(gan)(gan)部(bu)(bu)(bu)(bu)(bu)(bu)隊伍(wu)的合理(li)(li)(li)流(liu)動和(he)良性(xing)循環(huan)。做好(hao)加(jia)(jia)減(jian)(jian)法,改善干(gan)(gan)部(bu)(bu)(bu)(bu)(bu)(bu)隊伍(wu)結構(gou),17名中(zhong)(zhong)層領(ling)導(dao)人員轉任(ren)資深經理(li)(li)(li),一批“在(zai)市場上撲(pu)騰(teng)過的人”和(he)優(you)秀年輕干(gan)(gan)部(bu)(bu)(bu)(bu)(bu)(bu)得(de)到(dao)(dao)提拔重(zhong)用。川煤(mei)集團(tuan)總(zong)部(bu)(bu)(bu)(bu)(bu)(bu)中(zhong)(zhong)層干(gan)(gan)部(bu)(bu)(bu)(bu)(bu)(bu)中(zhong)(zhong),“60后”干(gan)(gan)部(bu)(bu)(bu)(bu)(bu)(bu)從72%下降到(dao)(dao)55%,“70后”從27%上升(sheng)到(dao)(dao)40%,“80后”上升(sheng)到(dao)(dao)5%,10名部(bu)(bu)(bu)(bu)(bu)(bu)長助理(li)(li)(li)中(zhong)(zhong)7人為(wei)“80后”,總(zong)部(bu)(bu)(bu)(bu)(bu)(bu)干(gan)(gan)部(bu)(bu)(bu)(bu)(bu)(bu)隊伍(wu)梯次配備初步形(xing)成。三是薪(xin)酬(chou)結構(gou)更(geng)加(jia)(jia)優(you)化(hua)。堅(jian)(jian)持(chi)工(gong)資預(yu)算管(guan)理(li)(li)(li)、總(zong)量水(shui)平(ping)調(diao)控,以崗(gang)定薪(xin)、崗(gang)變(bian)薪(xin)變(bian),規范和(he)調(diao)整(zheng)(zheng)工(gong)資分配結構(gou)。堅(jian)(jian)持(chi)工(gong)效聯(lian)動機制,根據效益效率增減(jian)(jian)相(xiang)應調(diao)整(zheng)(zheng)整(zheng)(zheng)體薪(xin)酬(chou)水(shui)平(ping),強化(hua)薪(xin)酬(chou)分配激勵功(gong)能,打(da)破了(le)“干(gan)(gan)部(bu)(bu)(bu)(bu)(bu)(bu)能上不(bu)能下、員工(gong)能進不(bu)能出(chu)、薪(xin)酬(chou)能增不(bu)能減(jian)(jian)”的怪圈,有效調(diao)動了(le)干(gan)(gan)部(bu)(bu)(bu)(bu)(bu)(bu)職工(gong)干(gan)(gan)事創業(ye)的積極性(xing)創造(zao)性(xing)。

回顧總結 改革獲得有益啟示

回顧總(zong)結深(shen)(shen)化(hua)(hua)(hua)(hua)(hua)(hua)三項制(zhi)度改(gai)(gai)革(ge)(ge)(ge)中的(de)(de)(de)有(you)(you)效(xiao)(xiao)做法(fa)和主要(yao)(yao)收(shou)獲,川(chuan)(chuan)(chuan)煤(mei)集團(tuan)得(de)(de)到三點啟發(fa)(fa)。一是(shi)堅持(chi)黨(dang)對國(guo)有(you)(you)企業的(de)(de)(de)領導,這是(shi)貫徹(che)深(shen)(shen)化(hua)(hua)(hua)(hua)(hua)(hua)改(gai)(gai)革(ge)(ge)(ge)始(shi)(shi)終(zhong)的(de)(de)(de)重(zhong)大政治(zhi)(zhi)原則(ze)。川(chuan)(chuan)(chuan)煤(mei)的(de)(de)(de)司法(fa)重(zhong)整和深(shen)(shen)化(hua)(hua)(hua)(hua)(hua)(hua)內部改(gai)(gai)革(ge)(ge)(ge)工作(zuo),始(shi)(shi)終(zhong)堅持(chi)黨(dang)的(de)(de)(de)領導加強黨(dang)的(de)(de)(de)建設,始(shi)(shi)終(zhong)按照(zhao)黨(dang)中央(yang)深(shen)(shen)化(hua)(hua)(hua)(hua)(hua)(hua)國(guo)資國(guo)企改(gai)(gai)革(ge)(ge)(ge)相關(guan)部署推(tui)進(jin)(jin),積(ji)極貫徹(che)新(xin)發(fa)(fa)展理(li)念、融(rong)入新(xin)發(fa)(fa)展階段、構(gou)建新(xin)發(fa)(fa)展格局,各項改(gai)(gai)革(ge)(ge)(ge)工作(zuo)得(de)(de)以順利推(tui)進(jin)(jin)并取得(de)(de)明顯成效(xiao)(xiao)。二是(shi)必須在復雜形勢中勇于(yu)破局,這是(shi)深(shen)(shen)化(hua)(hua)(hua)(hua)(hua)(hua)改(gai)(gai)革(ge)(ge)(ge)順利推(tui)進(jin)(jin)的(de)(de)(de)基本要(yao)(yao)求。發(fa)(fa)展從來都是(shi)在應對挑(tiao)戰中前進(jin)(jin)的(de)(de)(de),只要(yao)(yao)敢(gan)于(yu)打破畏難僵化(hua)(hua)(hua)(hua)(hua)(hua)心態,迎難而(er)上(shang),圍繞打造“激勵(li)到位、治(zhi)(zhi)理(li)完善(shan)、運營專業、管理(li)高(gao)效(xiao)(xiao)”的(de)(de)(de)新(xin)川(chuan)(chuan)(chuan)煤(mei),以堅決的(de)(de)(de)行動銳(rui)意(yi)改(gai)(gai)革(ge)(ge)(ge),就(jiu)(jiu)一定(ding)能(neng)(neng)(neng)夠攻堅克難、突(tu)圍突(tu)破、化(hua)(hua)(hua)(hua)(hua)(hua)危(wei)為機(ji)(ji)、鳳凰(huang)涅槃(pan),川(chuan)(chuan)(chuan)煤(mei)的(de)(de)(de)改(gai)(gai)革(ge)(ge)(ge)發(fa)(fa)展就(jiu)(jiu)一定(ding)能(neng)(neng)(neng)夠乘勢而(er)上(shang)、穩定(ding)前行。三是(shi)必須統籌(chou)好改(gai)(gai)革(ge)(ge)(ge)和發(fa)(fa)展、穩定(ding)的(de)(de)(de)關(guan)系(xi),這是(shi)深(shen)(shen)化(hua)(hua)(hua)(hua)(hua)(hua)改(gai)(gai)革(ge)(ge)(ge)取得(de)(de)實效(xiao)(xiao)的(de)(de)(de)根(gen)本保證。改(gai)(gai)革(ge)(ge)(ge)是(shi)動力(li),發(fa)(fa)展是(shi)目的(de)(de)(de),穩定(ding)是(shi)前提。要(yao)(yao)堅持(chi)以人(ren)為本,在確保穩定(ding)的(de)(de)(de)前提下推(tui)進(jin)(jin)改(gai)(gai)革(ge)(ge)(ge),通過深(shen)(shen)化(hua)(hua)(hua)(hua)(hua)(hua)改(gai)(gai)革(ge)(ge)(ge)根(gen)除體(ti)制(zhi)機(ji)(ji)制(zhi)弊端,推(tui)動質(zhi)量(liang)變(bian)革(ge)(ge)(ge)、效(xiao)(xiao)率(lv)變(bian)革(ge)(ge)(ge)和動力(li)變(bian)革(ge)(ge)(ge),從根(gen)本上(shang)解(jie)決用人(ren)多效(xiao)(xiao)率(lv)低、競爭能(neng)(neng)(neng)力(li)較弱、發(fa)(fa)展后勁不足等一系(xi)列問題,就(jiu)(jiu)一定(ding)能(neng)(neng)(neng)夠實現川(chuan)(chuan)(chuan)煤(mei)高(gao)質(zhi)量(liang)可持(chi)續發(fa)(fa)展,從而(er)以改(gai)(gai)革(ge)(ge)(ge)發(fa)(fa)展新(xin)成效(xiao)(xiao)向(xiang)政府、向(xiang)股東(dong)、向(xiang)職工、向(xiang)社會交出一份滿意(yi)答卷。
