近(jin)日,隧道股(gu)份上(shang)海(hai)能(neng)源(yuan)(yuan)建(jian)設(she)集團(以下簡(jian)稱“上(shang)海(hai)能(neng)建(jian)”)正式(shi)啟(qi)動上(shang)海(hai)《五(wu)(wu)個新(xin)(xin)城燃氣專項規劃》編(bian)制工(gong)作。受上(shang)海(hai)市(shi)住建(jian)委委托,上(shang)海(hai)能(neng)建(jian)將(jiang)(jiang)匯同(tong)各區(qu)政府部門、能(neng)源(yuan)(yuan)企業,共同(tong)為(wei)五(wu)(wu)個新(xin)(xin)城提供高(gao)端咨詢規劃。上(shang)海(hai)能(neng)建(jian)將(jiang)(jiang)以綠色(se)生(sheng)態為(wei)理念,深化低碳(tan)發展模式(shi),為(wei)上(shang)海(hai)“五(wu)(wu)個新(xin)(xin)城”規劃從城區(qu)系統(tong)建(jian)設(she)、能(neng)源(yuan)(yuan)結構(gou)優化到資源(yuan)(yuan)循(xun)環利用的碳(tan)中和新(xin)(xin)路(lu)徑。
分布(bu)式(shi)供能(neng)(neng),為新城建設“家門口(kou)”的能(neng)(neng)源站。上海(hai)能(neng)(neng)建將進(jin)一步推廣(guang)新城天然(ran)氣分布(bu)式(shi)供能(neng)(neng)模式(shi)。相較傳(chuan)(chuan)統發(fa)電(dian)站單一供能(neng)(neng)方式(shi),在分布(bu)式(shi)系(xi)統下(xia)用(yong)(yong)戶(hu)可根據使用(yong)(yong)量調節發(fa)電(dian)量,傳(chuan)(chuan)輸(shu)損(sun)耗小,電(dian)能(neng)(neng)過剩時可以傳(chuan)(chuan)輸(shu)給其他地(di)區;不足時可由其他城市補充,功能(neng)(neng)效率大大增加(jia),將極大減少碳(tan)排放量。
安全(quan)(quan)與智(zhi)慧(hui)(hui)(hui),打(da)造(zao)更(geng)智(zhi)慧(hui)(hui)(hui)、更(geng)具韌性的(de)(de)新(xin)(xin)城(cheng)(cheng)(cheng)(cheng)。在安全(quan)(quan)與風險方面,上海能建(jian)將構(gou)建(jian)安全(quan)(quan)韌性能源(yuan)(yuan)(yuan)新(xin)(xin)模(mo)式,夯實綜(zong)合(he)防災能力;同時,完善新(xin)(xin)城(cheng)(cheng)(cheng)(cheng)安全(quan)(quan)風險管理(li)體系(xi)、筑牢基礎(chu)設施(shi)底線,保(bao)障城(cheng)(cheng)(cheng)(cheng)市(shi)安全(quan)(quan)運行,提(ti)升城(cheng)(cheng)(cheng)(cheng)市(shi)韌性。在智(zhi)慧(hui)(hui)(hui)化能源(yuan)(yuan)(yuan)系(xi)統建(jian)設方面,將打(da)造(zao)包含智(zhi)慧(hui)(hui)(hui)能源(yuan)(yuan)(yuan)小鎮、智(zhi)慧(hui)(hui)(hui)社區、工業園區在內的(de)(de)“區域綜(zong)合(he)能源(yuan)(yuan)(yuan)系(xi)統”,提(ti)升能源(yuan)(yuan)(yuan)服務質量,推動能源(yuan)(yuan)(yuan)基礎(chu)設施(shi)和環境的(de)(de)協(xie)調(diao)發展;并建(jian)設數字化“智(zhi)慧(hui)(hui)(hui)新(xin)(xin)城(cheng)(cheng)(cheng)(cheng)”,拓展智(zhi)慧(hui)(hui)(hui)應用場(chang)景,構(gou)建(jian)城(cheng)(cheng)(cheng)(cheng)市(shi)信息模(mo)型平(ping)(ping)臺(tai);依(yi)托“一(yi)網統管”平(ping)(ping)臺(tai),深(shen)化大數據運用,支(zhi)撐新(xin)(xin)城(cheng)(cheng)(cheng)(cheng)的(de)(de)治(zhi)理(li)精細化智(zhi)能化。
可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan),打造可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)的應用港(gang)灣。目(mu)前,隨著(zhu)可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)技術(shu)(shu)水平(ping)的快(kuai)速提高(gao),光伏、風電的成本下降,可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發展已經進入大范圍增量替代和(he)區(qu)域性存量替代的發展階段(duan),可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)技術(shu)(shu)和(he)商業化(hua)模式(shi)創新(xin)也趨(qu)于多(duo)樣化(hua)。在(zai)本次專項(xiang)規劃中(zhong),上海(hai)能(neng)(neng)(neng)建將(jiang)大力推進可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)與現有能(neng)(neng)(neng)源(yuan)(yuan)利用形(xing)式(shi)的高(gao)效(xiao)融合利用。未(wei)來,諸(zhu)如多(duo)能(neng)(neng)(neng)互補系統等在(zai)內(nei)的一批(pi)智能(neng)(neng)(neng)化(hua)系統或將(jiang)更多(duo)地落地五(wu)個新(xin)城,最大化(hua)能(neng)(neng)(neng)源(yuan)(yuan)使用效(xiao)能(neng)(neng)(neng)。
