5月15日(ri)下午,無錫(xi)國資委(wei)召開企業(ye)經(jing)(jing)營業(ye)績考(kao)核(he)工(gong)作座(zuo)談會(hui),傳(chuan)達市委(wei)書(shu)記黃莉新(xin)同志近期在有關(guan)情(qing)(qing)況(kuang)匯報上所作的(de)“國企要圍繞提升效益、深(shen)化(hua)改革、完善考(kao)核(he)”批示,通報今年企業(ye)負責(ze)人經(jing)(jing)營業(ye)績考(kao)核(he)目標審議下達情(qing)(qing)況(kuang),交(jiao)流企業(ye)內(nei)部(bu)考(kao)核(he)和(he)薪酬(chou)(chou)管理(li)制度(du)建(jian)設情(qing)(qing)況(kuang),對推進(jin)分(fen)類考(kao)核(he)和(he)完善薪酬(chou)(chou)激勵機(ji)制等深(shen)化(hua)改革思路進(jin)行了(le)研討(tao)。各企業(ye)分(fen)管領導和(he)財務部(bu)門負責(ze)人參(can)加會(hui)議。
無錫(xi)國(guo)資(zi)(zi)(zi)委黨(dang)(dang)委書記、主任(ren)(ren)黃蓉華對企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)經(jing)(jing)(jing)營(ying)業(ye)(ye)(ye)(ye)(ye)績(ji)(ji)考(kao)(kao)(kao)(kao)核(he)(he)工(gong)作(zuo)高度(du)重(zhong)視,在(zai)(zai)充分肯定近(jin)幾年考(kao)(kao)(kao)(kao)核(he)(he)工(gong)作(zuo)取得(de)成績(ji)(ji)和感(gan)謝各企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)配合(he)支(zhi)持的(de)(de)同(tong)(tong)(tong)(tong)(tong)時(shi),就當前工(gong)作(zuo)及(ji)今后的(de)(de)改革思路作(zuo)了專(zhuan)題(ti)發(fa)言,并提出三點要(yao)(yao)求。一是(shi)(shi)(shi)要(yao)(yao)進一步提高依法(fa)(fa)監管(guan)、依法(fa)(fa)考(kao)(kao)(kao)(kao)核(he)(he)的(de)(de)思想(xiang)認(ren)識。經(jing)(jing)(jing)營(ying)業(ye)(ye)(ye)(ye)(ye)績(ji)(ji)考(kao)(kao)(kao)(kao)核(he)(he)是(shi)(shi)(shi)《企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)國(guo)有資(zi)(zi)(zi)產法(fa)(fa)》賦予國(guo)資(zi)(zi)(zi)監管(guan)部(bu)門的(de)(de)法(fa)(fa)定職(zhi)責,是(shi)(shi)(shi)國(guo)資(zi)(zi)(zi)監管(guan)的(de)(de)重(zhong)要(yao)(yao)方法(fa)(fa)和手段。無錫(xi)國(guo)資(zi)(zi)(zi)委作(zuo)為(wei)(wei)(wei)代表政府履行出資(zi)(zi)(zi)人職(zhi)責、行使出資(zi)(zi)(zi)人權利的(de)(de)機構(gou),必然(ran)會(hui)將企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)資(zi)(zi)(zi)本(ben)回報、資(zi)(zi)(zi)產保值增(zeng)值等(deng)體(ti)現(xian)股東價值的(de)(de)指(zhi)標(biao)作(zuo)為(wei)(wei)(wei)考(kao)(kao)(kao)(kao)核(he)(he)重(zhong)點,國(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)根本(ben)屬性(xing)(xing)是(shi)(shi)(shi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye),在(zai)(zai)完(wan)成政府交辦任(ren)(ren)務(wu)(wu)(wu)(wu)的(de)(de)同(tong)(tong)(tong)(tong)(tong)時(shi),更主要(yao)(yao)的(de)(de)是(shi)(shi)(shi)要(yao)(yao)實現(xian)運行質(zhi)量(liang)(liang)和經(jing)(jing)(jing)濟(ji)效(xiao)(xiao)益的(de)(de)提升,落實目(mu)標(biao)管(guan)理責任(ren)(ren)。二是(shi)(shi)(shi)考(kao)(kao)(kao)(kao)核(he)(he)要(yao)(yao)體(ti)現(xian)出資(zi)(zi)(zi)人監管(guan)意圖和全面性(xing)(xing)、科(ke)學(xue)性(xing)(xing)。通過對利潤總額、凈(jing)資(zi)(zi)(zi)產收益率、經(jing)(jing)(jing)濟(ji)增(zeng)加值等(deng)指(zhi)標(biao)進行考(kao)(kao)(kao)(kao)核(he)(he),兼顧(gu)(gu)黨(dang)(dang)風廉政、安全生產、管(guan)理責任(ren)(ren)等(deng),可(ke)以(yi)(yi)客(ke)觀反映企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)經(jing)(jing)(jing)營(ying)狀況和可(ke)持續發(fa)展(zhan)能(neng)(neng)(neng)力,因此,考(kao)(kao)(kao)(kao)核(he)(he)目(mu)標(biao)不(bu)僅(jin)要(yao)(yao)和歷史業(ye)(ye)(ye)(ye)(ye)績(ji)(ji)比(bi),還要(yao)(yao)和周邊城市以(yi)(yi)及(ji)全國(guo)同(tong)(tong)(tong)(tong)(tong)行業(ye)(ye)(ye)(ye)(ye)先進企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)比(bi),在(zai)(zai)力爭(zheng)上(shang)游的(de)(de)同(tong)(tong)(tong)(tong)(tong)時(shi)必須(xu)保證不(bu)低于(yu)全國(guo)平均發(fa)展(zhan)水平。由于(yu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)在(zai)(zai)規(gui)模、行業(ye)(ye)(ye)(ye)(ye)、盈利能(neng)(neng)(neng)力上(shang)存(cun)在(zai)(zai)客(ke)觀差異,經(jing)(jing)(jing)營(ying)業(ye)(ye)(ye)(ye)(ye)績(ji)(ji)不(bu)能(neng)(neng)(neng)簡單(dan)地用(yong)同(tong)(tong)(tong)(tong)(tong)一標(biao)尺(chi)來衡(heng)量(liang)(liang),但每一企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)用(yong)不(bu)同(tong)(tong)(tong)(tong)(tong)的(de)(de)標(biao)尺(chi)來衡(heng)量(liang)(liang)同(tong)(tong)(tong)(tong)(tong)樣不(bu)公(gong)平,必須(xu)創(chuang)新(xin)考(kao)(kao)(kao)(kao)核(he)(he)理念,加強精細化(hua)、個性(xing)(xing)化(hua)考(kao)(kao)(kao)(kao)核(he)(he)。三是(shi)(shi)(shi)根據企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)功能(neng)(neng)(neng)定位,積極(ji)探索(suo)分類(lei)和差異化(hua)考(kao)(kao)(kao)(kao)核(he)(he)。對競爭(zheng)類(lei)、功能(neng)(neng)(neng)類(lei)、公(gong)共(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)類(lei)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)考(kao)(kao)(kao)(kao)核(he)(he)重(zhong)點各有側重(zhong),競爭(zheng)類(lei)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)必須(xu)以(yi)(yi)市場化(hua)為(wei)(wei)(wei)導向(xiang),實現(xian)經(jing)(jing)(jing)濟(ji)效(xiao)(xiao)益的(de)(de)最大(da)化(hua);功能(neng)(neng)(neng)類(lei)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)以(yi)(yi)完(wan)成特定任(ren)(ren)務(wu)(wu)(wu)(wu)和滿足(zu)特定功能(neng)(neng)(neng)為(wei)(wei)(wei)目(mu)標(biao),兼顧(gu)(gu)經(jing)(jing)(jing)濟(ji)與社(she)會(hui)效(xiao)(xiao)益;公(gong)共(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)類(lei)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)要(yao)(yao)圍繞社(she)會(hui)經(jing)(jing)(jing)濟(ji)發(fa)展(zhan),突出服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)質(zhi)量(liang)(liang)和保障服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)功能(neng)(neng)(neng)。同(tong)(tong)(tong)(tong)(tong)時(shi),建立以(yi)(yi)市場為(wei)(wei)(wei)導向(xiang)、以(yi)(yi)同(tong)(tong)(tong)(tong)(tong)行業(ye)(ye)(ye)(ye)(ye)同(tong)(tong)(tong)(tong)(tong)規(gui)模為(wei)(wei)(wei)對標(biao)、以(yi)(yi)經(jing)(jing)(jing)營(ying)績(ji)(ji)效(xiao)(xiao)為(wei)(wei)(wei)核(he)(he)心、合(he)理體(ti)現(xian)行業(ye)(ye)(ye)(ye)(ye)差異、切合(he)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)實際的(de)(de)薪(xin)酬(chou)分配體(ti)系,完(wan)善多種方式并存(cun)的(de)(de)薪(xin)酬(chou)激勵制度(du)。
會議(yi)部(bu)署了(le)2014年(nian)度(du)經營業(ye)績(ji)考(kao)(kao)(kao)核(he)(he)與薪酬管理(li)工(gong)(gong)作(zuo)要點,按(an)照建立(li)企(qi)(qi)業(ye)現代制(zhi)度(du)和法人治理(li)結(jie)構(gou)要求,企(qi)(qi)業(ye)要進一步(bu)完善內部(bu)考(kao)(kao)(kao)核(he)(he)工(gong)(gong)作(zuo)體系(xi)以(yi)及(ji)董事會考(kao)(kao)(kao)核(he)(he)經理(li)層和子企(qi)(qi)業(ye)制(zhi)度(du),推進全員業(ye)績(ji)考(kao)(kao)(kao)核(he)(he)。密切(qie)關注當(dang)前經濟運(yun)行(xing)情況,保持年(nian)度(du)與任(ren)期考(kao)(kao)(kao)核(he)(he)目標的銜接。按(an)時完成業(ye)績(ji)審計、總結(jie)分析(xi)、意見反(fan)饋(kui)以(yi)及(ji)內部(bu)薪酬分配方案制(zhi)訂等(deng)規定事項,提高各環節工(gong)(gong)作(zuo)效率(lv)。會議(yi)還布置了(le)使用(yong)“國資監管信息(xi)系(xi)統”報(bao)送定期財務報(bao)表和運(yun)行(xing)分析(xi)等(deng)事宜。
