日前,南京(jing)國資委組織召開了(le)(le)首次市屬集(ji)(ji)團總(zong)(zong)會計(ji)師(shi)(shi)(shi)工作座談會。會議邀請了(le)(le)江蘇中煙工業有限責任公司(si)總(zong)(zong)會計(ji)師(shi)(shi)(shi)王軒(xuan)庭作了(le)(le)“如何當(dang)好(hao)國有企業總(zong)(zong)會計(ji)師(shi)(shi)(shi)”的專題講座,并對近期出臺的《南京(jing)市市屬集(ji)(ji)團總(zong)(zong)會計(ji)師(shi)(shi)(shi)崗位職責管理暫行辦法》(以下簡稱(cheng)《辦法》)進(jin)行了(le)(le)解讀;各市屬集(ji)(ji)團總(zong)(zong)會計(ji)師(shi)(shi)(shi)分別通報了(le)(le)所在集(ji)(ji)團2014年(nian)一季度生產經(jing)營和財務狀(zhuang)況,交流了(le)(le)任職以來工作經(jing)驗和心得體會。
會(hui)(hui)(hui)(hui)上,南京(jing)國(guo)資(zi)委副主(zhu)(zhu)任黃茹原充分肯定(ding)了各(ge)集(ji)團總(zong)(zong)(zong)會(hui)(hui)(hui)(hui)計(ji)(ji)(ji)(ji)師(shi)過去一(yi)年(nian)的(de)(de)(de)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)成績。她要(yao)求(qiu)在(zai)下一(yi)步(bu)的(de)(de)(de)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)中(zhong),要(yao)認(ren)真(zhen)落(luo)實好《辦法》和(he)(he)(he)相關規(gui)定(ding),充分發揮總(zong)(zong)(zong)會(hui)(hui)(hui)(hui)計(ji)(ji)(ji)(ji)師(shi)在(zai)加(jia)(jia)強(qiang)(qiang)集(ji)團財(cai)(cai)務(wu)會(hui)(hui)(hui)(hui)計(ji)(ji)(ji)(ji)專業化、精細化、科(ke)學化管(guan)(guan)(guan)理(li)和(he)(he)(he)提(ti)升(sheng)集(ji)團財(cai)(cai)務(wu)管(guan)(guan)(guan)控(kong)水平等方面(mian)(mian)的(de)(de)(de)積極(ji)作(zuo)(zuo)(zuo)(zuo)用。一(yi)要(yao)準確定(ding)位,明(ming)確服務(wu)對(dui)象。總(zong)(zong)(zong)會(hui)(hui)(hui)(hui)計(ji)(ji)(ji)(ji)師(shi)要(yao)把(ba)(ba)握(wo)好角色定(ding)位,跳出“以會(hui)(hui)(hui)(hui)計(ji)(ji)(ji)(ji)核算(suan)(suan)、財(cai)(cai)務(wu)收支管(guan)(guan)(guan)理(li)為主(zhu)(zhu)”的(de)(de)(de)傳統(tong)(tong)管(guan)(guan)(guan)理(li)職能(neng)“圈子”,明(ming)確總(zong)(zong)(zong)會(hui)(hui)(hui)(hui)計(ji)(ji)(ji)(ji)師(shi)“股東利益代(dai)表”和(he)(he)(he)“企業財(cai)(cai)務(wu)最(zui)(zui)高管(guan)(guan)(guan)理(li)者”雙重責任,履(lv)行(xing)好職責,有(you)效(xiao)行(xing)使參與權(quan)(quan)(quan)、監督權(quan)(quan)(quan)、建(jian)(jian)(jian)議(yi)權(quan)(quan)(quan)和(he)(he)(he)重大財(cai)(cai)務(wu)事項以及大額資(zi)金(jin)支出聯(lian)簽(qian)權(quan)(quan)(quan),促(cu)進(jin)企業財(cai)(cai)務(wu)管(guan)(guan)(guan)理(li)正規(gui)化和(he)(he)(he)企業價(jia)值最(zui)(zui)大化。二(er)要(yao)把(ba)(ba)握(wo)重點,明(ming)確總(zong)(zong)(zong)體工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)要(yao)求(qiu)。要(yao)圍繞(rao)南京(jing)市第二(er)輪(lun)深化國(guo)有(you)資(zi)產管(guan)(guan)(guan)理(li)改革的(de)(de)(de)要(yao)求(qiu),健全(quan)(quan)與完善集(ji)團財(cai)(cai)務(wu)管(guan)(guan)(guan)理(li)制度,統(tong)(tong)籌建(jian)(jian)(jian)立(li)覆蓋集(ji)團戰略(lve)、經營、財(cai)(cai)務(wu)、資(zi)本、薪酬等各(ge)個管(guan)(guan)(guan)理(li)層(ceng)面(mian)(mian)的(de)(de)(de)全(quan)(quan)面(mian)(mian)預(yu)算(suan)(suan)管(guan)(guan)(guan)理(li)體系,加(jia)(jia)強(qiang)(qiang)集(ji)團資(zi)金(jin)集(ji)中(zhong)管(guan)(guan)(guan)理(li),建(jian)(jian)(jian)設與全(quan)(quan)面(mian)(mian)預(yu)算(suan)(suan)對(dui)接(jie)的(de)(de)(de)信息化系統(tong)(tong);進(jin)一(yi)步(bu)做好財(cai)(cai)會(hui)(hui)(hui)(hui)人員的(de)(de)(de)培養和(he)(he)(he)集(ji)團對(dui)子企業財(cai)(cai)務(wu)負責人委派、考核等方面(mian)(mian)的(de)(de)(de)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo),提(ti)升(sheng)集(ji)團財(cai)(cai)務(wu)管(guan)(guan)(guan)控(kong)能(neng)力(li)。三要(yao)探索有(you)效(xiao)模式,進(jin)一(yi)步(bu)加(jia)(jia)強(qiang)(qiang)總(zong)(zong)(zong)會(hui)(hui)(hui)(hui)計(ji)(ji)(ji)(ji)師(shi)管(guan)(guan)(guan)理(li)。建(jian)(jian)(jian)立(li)健全(quan)(quan)總(zong)(zong)(zong)會(hui)(hui)(hui)(hui)計(ji)(ji)(ji)(ji)師(shi)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)經驗交流、工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)研(yan)討和(he)(he)(he)定(ding)期(qi)述職、工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)報(bao)告等制度;建(jian)(jian)(jian)立(li)總(zong)(zong)(zong)會(hui)(hui)(hui)(hui)計(ji)(ji)(ji)(ji)師(shi)之間的(de)(de)(de)橫向比較(jiao)評(ping)價(jia)、對(dui)標排序等制度,加(jia)(jia)強(qiang)(qiang)總(zong)(zong)(zong)會(hui)(hui)(hui)(hui)計(ji)(ji)(ji)(ji)師(shi)的(de)(de)(de)年(nian)度與任期(qi)履(lv)職考評(ping),最(zui)(zui)大限(xian)度地促(cu)進(jin)總(zong)(zong)(zong)會(hui)(hui)(hui)(hui)計(ji)(ji)(ji)(ji)師(shi)能(neng)力(li)素(su)質(zhi)的(de)(de)(de)全(quan)(quan)面(mian)(mian)提(ti)升(sheng)。
