2014年,襄陽(yang)國資委(wei)認真貫(guan)徹落實黨的(de)十八大(da)和(he)十八屆三中全會精神(shen),圍繞深化國資國企改革(ge),對襄陽(yang)市(shi)委(wei)市(shi)政府交辦的(de)各項(xiang)重點工作(zuo)實行(xing)目標管理,確保承(cheng)擔的(de)各項(xiang)重點工作(zuo)快速推進。
制定重點(dian)(dian)工(gong)(gong)作(zuo)(zuo)(zuo)路(lu)線圖(tu),實(shi)行“掛(gua)圖(tu)作(zuo)(zuo)(zuo)戰”。按(an)照“工(gong)(gong)作(zuo)(zuo)(zuo)目(mu)(mu)標(biao)化、項目(mu)(mu)路(lu)徑(jing)化”的要(yao)求,襄(xiang)(xiang)陽(yang)(yang)國(guo)資委(wei)對承(cheng)擔的全市(shi)重點(dian)(dian)工(gong)(gong)作(zuo)(zuo)(zuo)、納入市(shi)委(wei)市(shi)政府考核(he)的職(zhi)能目(mu)(mu)標(biao)任務(wu)和年度工(gong)(gong)作(zuo)(zuo)(zuo)要(yao)點(dian)(dian)中明確的重點(dian)(dian)工(gong)(gong)作(zuo)(zuo)(zuo),進行層層分解,逐(zhu)項編(bian)制目(mu)(mu)標(biao)落實(shi)路(lu)徑(jing)圖(tu),細化目(mu)(mu)標(biao)任務(wu),明確時間節(jie)點(dian)(dian)、項目(mu)(mu)支撐、責任領導、承(cheng)辦科室和具體措施,匯編(bian)形成了(le)《襄(xiang)(xiang)陽(yang)(yang)國(guo)資委(wei)2014年重點(dian)(dian)工(gong)(gong)作(zuo)(zuo)(zuo)路(lu)線圖(tu)》,實(shi)行“掛(gua)圖(tu)作(zuo)(zuo)(zuo)戰”,確保快(kuai)速推進。
建(jian)立重(zhong)(zhong)點(dian)(dian)工(gong)作(zuo)(zuo)(zuo)(zuo)推進機(ji)制(zhi),定(ding)期檢查(cha)督辦(ban)。襄陽國資委(wei)領導班(ban)子成員對主抓的重(zhong)(zhong)點(dian)(dian)工(gong)作(zuo)(zuo)(zuo)(zuo)堅持(chi)做(zuo)到“年度有(you)目標,每(mei)(mei)(mei)(mei)(mei)月(yue)有(you)計(ji)劃,每(mei)(mei)(mei)(mei)(mei)周(zhou)有(you)安排(pai)”,每(mei)(mei)(mei)(mei)(mei)周(zhou)、每(mei)(mei)(mei)(mei)(mei)月(yue)結(jie)束時對照檢查(cha),確(que)(que)保重(zhong)(zhong)點(dian)(dian)工(gong)作(zuo)(zuo)(zuo)(zuo)不掉(diao)進度。責(ze)(ze)任(ren)科室和機(ji)關干(gan)部(bu)認真落實(shi)“每(mei)(mei)(mei)(mei)(mei)日記實(shi),每(mei)(mei)(mei)(mei)(mei)周(zhou)綜(zong)述(shu),每(mei)(mei)(mei)(mei)(mei)月(yue)通報”工(gong)作(zuo)(zuo)(zuo)(zuo)記實(shi)制(zhi)度,確(que)(que)保承(cheng)辦(ban)的重(zhong)(zhong)點(dian)(dian)工(gong)作(zuo)(zuo)(zuo)(zuo)有(you)計(ji)劃、有(you)步驟(zou)的深(shen)入推進。委(wei)機(ji)關堅持(chi)實(shi)行每(mei)(mei)(mei)(mei)(mei)月(yue)工(gong)作(zuo)(zuo)(zuo)(zuo)例會制(zhi)度,對上月(yue)工(gong)作(zuo)(zuo)(zuo)(zuo)落實(shi)情況進行小結(jie),肯定(ding)成績、查(cha)找不足、分析原因(yin);對下月(yue)工(gong)作(zuo)(zuo)(zuo)(zuo)進行安排(pai),明確(que)(que)要求(qiu)、落實(shi)責(ze)(ze)任(ren)、強(qiang)化措施。
加強重點(dian)(dian)工(gong)作(zuo)考核(he)(he)評(ping)(ping)價(jia)(jia),確保(bao)按期(qi)完成(cheng)。為(wei)了確保(bao)各項重點(dian)(dian)工(gong)作(zuo)順利推進、按期(qi)完成(cheng),襄陽國資(zi)委(wei)建(jian)立(li)(li)了落實(shi)重點(dian)(dian)工(gong)作(zuo)考核(he)(he)評(ping)(ping)價(jia)(jia)制度,把重點(dian)(dian)工(gong)作(zuo)落實(shi)情況與公務員(yuan)年度考核(he)(he)、評(ping)(ping)先表彰、干部(bu)選拔任用掛(gua)鉤。對(dui)(dui)每名機關干部(bu)承擔的重點(dian)(dian)工(gong)作(zuo)任務,實(shi)行目標(biao)管理,納(na)入百分(fen)制考核(he)(he),年底(di)由(you)考核(he)(he)委(wei)員(yuan)會對(dui)(dui)照(zhao)考核(he)(he)標(biao)準,認真考核(he)(he)評(ping)(ping)價(jia)(jia),嚴(yan)格獎(jiang)懲兌現。對(dui)(dui)招商引資(zi)、央企對(dui)(dui)接(jie)合作(zuo)等重中(zhong)之重的工(gong)作(zuo),還專門建(jian)立(li)(li)激勵機制,對(dui)(dui)超額(e)完成(cheng)任務的給予重獎(jiang)。
近年來,襄陽(yang)國(guo)資委通過實行(xing)重點工作目標管(guan)理,有(you)效促進了(le)各項重點工作的快速推(tui)進和落實,多(duo)次受到湖北國(guo)資委和襄陽(yang)市委、市政(zheng)府的綜合(he)表彰及專項表彰。
