近(jin)日,經廣西自治區人民政府同意,廣西國(guo)資(zi)委印(yin)發了《關于加強(qiang)市(shi)(shi)縣(xian)國(guo)有資(zi)產(chan)監管(guan)工(gong)作(zuo)加快構建國(guo)有資(zi)產(chan)監管(guan)大(da)格局的(de)指導意見》,提出深化市(shi)(shi)縣(xian)國(guo)資(zi)國(guo)企改革的(de)思(si)路和加強(qiang)市(shi)(shi)縣(xian)國(guo)資(zi)監管(guan)工(gong)作(zuo)5項任務(wu)和9項措施,積極推(tui)動(dong)構建國(guo)資(zi)監管(guan)大(da)格局。
近年來,廣西市(shi)(shi)縣兩(liang)級國(guo)有(you)企(qi)業健(jian)康(kang)持續(xu)發展(zhan),目(mu)前(qian)國(guo)有(you)企(qi)業戶數占(zhan)全(quan)(quan)區89.6%,資(zi)(zi)(zi)產總額占(zhan)46.4%,所(suo)有(you)者權益占(zhan)50.4%。針對國(guo)資(zi)(zi)(zi)監管(guan)體(ti)制機(ji)制不夠完善、履行出資(zi)(zi)(zi)人(ren)職責不夠到(dao)位(wei)、工作(zuo)進展(zhan)不夠平衡等問題(ti),《指導意見》要求市(shi)(shi)縣兩(liang)級政府認(ren)真貫徹落實三(san)中全(quan)(quan)會關(guan)于(yu)深化(hua)國(guo)資(zi)(zi)(zi)國(guo)企(qi)改(gai)革的(de)精(jing)神,緊緊圍繞推動國(guo)資(zi)(zi)(zi)監管(guan)上水平、國(guo)企(qi)發展(zhan)上臺(tai)階的(de)“兩(liang)新目(mu)標”,盡快研究提出國(guo)資(zi)(zi)(zi)國(guo)企(qi)改(gai)革方案,健(jian)全(quan)(quan)完善國(guo)資(zi)(zi)(zi)監管(guan)組織體(ti)系,明(ming)確(que)國(guo)資(zi)(zi)(zi)監管(guan)責任(ren)主(zhu)體(ti),積(ji)極(ji)探索有(you)效(xiao)的(de)監管(guan)方式和途徑,健(jian)全(quan)(quan)完善監督有(you)力、管(guan)理科學、運作(zuo)高效(xiao)的(de)國(guo)資(zi)(zi)(zi)監管(guan)制度體(ti)系,加快形(xing)成全(quan)(quan)區規則統一、分類分層(ceng)、權責明(ming)確(que)、運轉高效(xiao)和規范透明(ming)的(de)國(guo)資(zi)(zi)(zi)監管(guan)工作(zuo)體(ti)系。
《指導意(yi)見》要求加強市縣(xian)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)機(ji)(ji)構(gou)(gou)(gou)(gou)(gou)建(jian)設,做到機(ji)(ji)構(gou)(gou)(gou)(gou)(gou)、人員、職能、責任“四到位”,國(guo)(guo)(guo)有資(zi)(zi)產(chan)數量較大、具備條(tiao)(tiao)件(jian)的縣(xian)應設立獨立的國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)機(ji)(ji)構(gou)(gou)(gou)(gou)(gou),暫不具備條(tiao)(tiao)件(jian)的縣(xian)應明確一(yi)個履行(xing)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)職責的部門或(huo)(huo)組建(jian)國(guo)(guo)(guo)有資(zi)(zi)產(chan)經(jing)營公司授(shou)(shou)權統一(yi)監(jian)(jian)(jian)(jian)管(guan);加快(kuai)(kuai)政企(qi)(qi)政資(zi)(zi)分開步伐,對目前仍由黨政機(ji)(ji)關管(guan)理的企(qi)(qi)業和經(jing)營性資(zi)(zi)產(chan)制定分離脫鉤方(fang)案和時間(jian)表,盡快(kuai)(kuai)納入國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)機(ji)(ji)構(gou)(gou)(gou)(gou)(gou)實行(xing)統一(yi)監(jian)(jian)(jian)(jian)管(guan),支持按照出(chu)資(zi)(zi)關系對地方(fang)金融、文化等(deng)領(ling)域經(jing)營性國(guo)(guo)(guo)有資(zi)(zi)產(chan)實行(xing)專業或(huo)(huo)授(shou)(shou)權監(jian)(jian)(jian)(jian)管(guan);實行(xing)下(xia)級國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)機(ji)(ji)構(gou)(gou)(gou)(gou)(gou)向上一(yi)級國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)機(ji)(ji)構(gou)(gou)(gou)(gou)(gou)重(zhong)大事項(xiang)報告(gao)制度,強化對下(xia)級國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)機(ji)(ji)構(gou)(gou)(gou)(gou)(gou)的指導監(jian)(jian)(jian)(jian)督;深化市縣(xian)國(guo)(guo)(guo)有企(qi)(qi)業改革,著重(zhong)在企(qi)(qi)業轉型升級、調整產(chan)業結構(gou)(gou)(gou)(gou)(gou)、資(zi)(zi)產(chan)資(zi)(zi)本化和加快(kuai)(kuai)自主創新(xin),以及發展(zhan)新(xin)型混合(he)所有制企(qi)(qi)業方(fang)面取得新(xin)的突破。
該項(xiang)政策(ce)文件的正式(shi)出臺,是廣(guang)西深入學習貫徹十八屆三中(zhong)全會精神(shen),不(bu)斷完善國資(zi)監管體(ti)制取得的又一進展。
