湖北襄陽市縣級國資監管工作的調查與思考

完善體制機制規范監管行為 提升縣級國資監管工作的能力和水平
——關于湖北省襄陽市縣級國資監管工作的調查與思考

  黨的十(shi)八屆(jie)三中全會《決(jue)定》明確提(ti)出,要(yao)堅持和完(wan)善(shan)(shan)基本(ben)經(jing)濟制度,完(wan)善(shan)(shan)國(guo)有資(zi)產管(guan)理體制,為下一(yi)步深化國(guo)資(zi)國(guo)企(qi)改(gai)革指(zhi)明了方(fang)向,提(ti)出了明確要(yao)求。襄陽國(guo)資(zi)委(wei)(wei)作為國(guo)務(wu)院國(guo)資(zi)委(wei)(wei)地方(fang)指(zhi)導監督工作聯(lian)系點之一(yi),積極探索,不斷開拓(tuo),系統、扎實(shi)推進縣級國(guo)資(zi)監管(guan)指(zhi)導監督工作,取得(de)了明顯成效。

  一、襄陽市(shi)縣級國資監(jian)管工作基本狀(zhuang)況及取得(de)的成效(xiao)

  近年來(lai),襄陽市(shi)(shi)(shi)更新監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)念(nian),強(qiang)化(hua)(hua)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)措(cuo)施,推進(jin)地(di)方國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)經濟(ji)又好又快(kuai)發(fa)展,各(ge)項工(gong)(gong)(gong)作取得了(le)(le)(le)新進(jin)展和(he)新成效。一(yi)是(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)(gou)建設不(bu)(bu)斷(duan)(duan)加強(qiang)。全市(shi)(shi)(shi)9個縣(市(shi)(shi)(shi))區(qu)和(he)高(gao)新區(qu)全部成立(li)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)(gou),明(ming)確了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)的(de)(de)責任主體(ti),市(shi)(shi)(shi)縣兩(liang)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)組織體(ti)系進(jin)一(yi)步(bu)完(wan)善,為(wei)強(qiang)化(hua)(hua)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)打下體(ti)制(zhi)(zhi)基(ji)礎。二是(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)職責進(jin)一(yi)步(bu)明(ming)確。各(ge)縣(市(shi)(shi)(shi))區(qu)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)部門按照(zhao)當地(di)黨(dang)委(wei)、政府(fu)統(tong)一(yi)部署(shu),探索建立(li)了(le)(le)(le)集行政事業(ye)單位(wei)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)和(he)企(qi)業(ye)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)于一(yi)體(ti)的(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)體(ti)制(zhi)(zhi),明(ming)確了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)(gou)專司國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)的(de)(de)職責和(he)權限。三是(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)制(zhi)(zhi)度(du)(du)(du)體(ti)系逐(zhu)步(bu)建立(li)。各(ge)縣(市(shi)(shi)(shi))區(qu)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)部門結合(he)本(ben)(ben)(ben)地(di)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)(gong)(gong)作實(shi)際,研究制(zhi)(zhi)定了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)產(chan)(chan)(chan)(chan)權登記(ji)、清(qing)產(chan)(chan)(chan)(chan)核資(zi)(zi)(zi)、資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)統(tong)計、資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)處置監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)、財(cai)務(wu)(wu)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)等(deng)基(ji)礎管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)制(zhi)(zhi)度(du)(du)(du),初步(bu)形(xing)成了(le)(le)(le)縣級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)制(zhi)(zhi)度(du)(du)(du)體(ti)系。四是(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)基(ji)礎管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)工(gong)(gong)(gong)作不(bu)(bu)斷(duan)(duan)規范。各(ge)縣(市(shi)(shi)(shi))區(qu)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)部門依法(fa)規范開展產(chan)(chan)(chan)(chan)權登記(ji)、統(tong)計評(ping)價、資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)處置、財(cai)務(wu)(wu)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)等(deng)基(ji)礎管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)工(gong)(gong)(gong)作,切實(shi)維護(hu)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)安(an)全,促進(jin)了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)保值增值。五是(shi)(shi)推進(jin)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)企(qi)業(ye)改(gai)(gai)革(ge)(ge)重組力(li)(li)度(du)(du)(du)不(bu)(bu)斷(duan)(duan)加大。棗(zao)陽市(shi)(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)局推進(jin)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)企(qi)業(ye)產(chan)(chan)(chan)(chan)權多元化(hua)(hua)改(gai)(gai)革(ge)(ge),充分利用企(qi)業(ye)存量資(zi)(zi)(zi)產(chan)(chan)(chan)(chan),吸引其他(ta)所(suo)有(you)制(zhi)(zhi)資(zi)(zi)(zi)本(ben)(ben)(ben)參與國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)企(qi)改(gai)(gai)革(ge)(ge),實(shi)現國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)本(ben)(ben)(ben)與其他(ta)所(suo)有(you)制(zhi)(zhi)資(zi)(zi)(zi)本(ben)(ben)(ben)的(de)(de)對接,放大了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)本(ben)(ben)(ben)功能。六是(shi)(shi)服務(wu)(wu)縣域經濟(ji)發(fa)展能力(li)(li)不(bu)(bu)斷(duan)(duan)提升。各(ge)縣(市(shi)(shi)(shi))區(qu)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)部門圍繞當地(di)黨(dang)委(wei)、政府(fu)中心工(gong)(gong)(gong)作,主動(dong)支持(chi)(chi)、服務(wu)(wu)縣域經濟(ji)發(fa)展,支持(chi)(chi)組建政府(fu)投融資(zi)(zi)(zi)平(ping)臺,引進(jin)中央企(qi)業(ye)投資(zi)(zi)(zi)興業(ye),為(wei)當地(di)經濟(ji)跨越(yue)發(fa)展集聚了(le)(le)(le)能量。七(qi)是(shi)(shi)指導(dao)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作機(ji)制(zhi)(zhi)逐(zhu)步(bu)形(xing)成。市(shi)(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)強(qiang)化(hua)(hua)“大國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)、一(yi)盤棋、一(yi)家(jia)人”理(li)(li)(li)念(nian),不(bu)(bu)斷(duan)(duan)改(gai)(gai)進(jin)指導(dao)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作方式,努力(li)(li)形(xing)成市(shi)(shi)(shi)縣兩(liang)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)(gong)(gong)作合(he)力(li)(li)。通過(guo)調(diao)研協(xie)調(diao)、強(qiang)化(hua)(hua)培訓、經驗交流等(deng)多種形(xing)式,推動(dong)完(wan)善縣級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)體(ti)制(zhi)(zhi)。各(ge)縣(市(shi)(shi)(shi))區(qu)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)部門向出資(zi)(zi)(zi)企(qi)業(ye)委(wei)派董(dong)事、監(jian)(jian)(jian)(jian)(jian)(jian)事,推動(dong)企(qi)業(ye)完(wan)善法(fa)人治(zhi)理(li)(li)(li)結構(gou)(gou)。

  二、正(zheng)確(que)認識縣級國有(you)資產管理(li)體制和指導監督工作中(zhong)的薄弱環(huan)節

  襄陽市(shi)縣級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)工(gong)作(zuo)和(he)(he)指(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)作(zuo)盡(jin)管(guan)(guan)取得突出(chu)(chu)成績,但仍存(cun)在一(yi)些薄弱環節:一(yi)是(shi)(shi)縣級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)機(ji)構(gou)建設有(you)(you)(you)(you)(you)待(dai)進(jin)(jin)一(yi)步(bu)(bu)加強。目前襄陽市(shi)所轄9個縣(市(shi))區(qu)和(he)(he)高新(xin)區(qu)雖然(ran)都已(yi)設立國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)機(ji)構(gou),但沒(mei)(mei)有(you)(you)(you)(you)(you)一(yi)家為完(wan)(wan)全獨立設置的(de)“政(zheng)府直屬特設機(ji)構(gou)”,有(you)(you)(you)(you)(you)的(de)與財政(zheng)部(bu)門(men)合(he)(he)署辦公,有(you)(you)(you)(you)(you)的(de)還是(shi)(shi)副科級(ji)(ji)單位(wei),有(you)(you)(you)(you)(you)的(de)掛的(de)還是(shi)(shi)“國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)管(guan)(guan)理(li)中心”的(de)牌(pai)子,有(you)(you)(you)(you)(you)的(de)沒(mei)(mei)有(you)(you)(you)(you)(you)內設機(ji)構(gou),有(you)(you)(you)(you)(you)的(de)編制(zhi)和(he)(he)人(ren)員(yuan)沒(mei)(mei)有(you)(you)(you)(you)(you)落實到位(wei),國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)人(ren)才隊伍建設有(you)(you)(you)(you)(you)待(dai)進(jin)(jin)一(yi)步(bu)(bu)加強。二是(shi)(shi)出(chu)(chu)資(zi)(zi)(zi)(zi)企(qi)(qi)(qi)業(ye)(ye)有(you)(you)(you)(you)(you)待(dai)進(jin)(jin)一(yi)步(bu)(bu)明確。大(da)(da)部(bu)分縣(市(shi))區(qu)經營(ying)性(xing)(xing)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)尚未納(na)入(ru)統一(yi)監(jian)管(guan)(guan)范圍,特別是(shi)(shi)投融(rong)資(zi)(zi)(zi)(zi)平(ping)臺類企(qi)(qi)(qi)業(ye)(ye)和(he)(he)公益(yi)性(xing)(xing)企(qi)(qi)(qi)業(ye)(ye)仍然(ran)沿襲原(yuan)有(you)(you)(you)(you)(you)管(guan)(guan)理(li)體(ti)(ti)制(zhi),由行(xing)業(ye)(ye)主管(guan)(guan)部(bu)門(men)監(jian)管(guan)(guan)。部(bu)分縣(市(shi))區(qu)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)機(ji)構(gou)還沒(mei)(mei)有(you)(you)(you)(you)(you)監(jian)管(guan)(guan)對象。三是(shi)(shi)出(chu)(chu)資(zi)(zi)(zi)(zi)人(ren)職責有(you)(you)(you)(you)(you)待(dai)進(jin)(jin)一(yi)步(bu)(bu)落實。大(da)(da)部(bu)分縣(市(shi))區(qu)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)機(ji)構(gou)出(chu)(chu)資(zi)(zi)(zi)(zi)人(ren)職責履行(xing)不(bu)完(wan)(wan)整,僅限于(yu)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)統計、產(chan)(chan)(chan)權轉讓等(deng)基礎管(guan)(guan)理(li),出(chu)(chu)資(zi)(zi)(zi)(zi)人(ren)最關(guan)鍵的(de)“依(yi)法享(xiang)有(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)收(shou)益(yi)、參(can)與重大(da)(da)決(jue)策和(he)(he)選(xuan)擇管(guan)(guan)理(li)者”的(de)權利沒(mei)(mei)有(you)(you)(you)(you)(you)完(wan)(wan)全落實到位(wei)。四是(shi)(shi)經營(ying)性(xing)(xing)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)管(guan)(guan)方(fang)式有(you)(you)(you)(you)(you)待(dai)進(jin)(jin)一(yi)步(bu)(bu)改進(jin)(jin)。目前,各地國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)部(bu)門(men)在行(xing)政(zheng)事業(ye)(ye)單位(wei)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)管(guan)(guan)方(fang)面(mian)已(yi)形成一(yi)整套的(de)制(zhi)度和(he)(he)辦法,但經營(ying)性(xing)(xing)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)管(guan)(guan)制(zhi)度體(ti)(ti)系還不(bu)完(wan)(wan)善(shan),監(jian)管(guan)(guan)的(de)針(zhen)對性(xing)(xing)、有(you)(you)(you)(you)(you)效性(xing)(xing)還需加強,在財務監(jian)督(du)、業(ye)(ye)績考核、完(wan)(wan)善(shan)企(qi)(qi)(qi)業(ye)(ye)法人(ren)治理(li)結構(gou)、有(you)(you)(you)(you)(you)效盤活國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)等(deng)方(fang)面(mian)還需進(jin)(jin)一(yi)步(bu)(bu)探索(suo)。五是(shi)(shi)指(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)作(zuo)機(ji)制(zhi)有(you)(you)(you)(you)(you)待(dai)進(jin)(jin)一(yi)步(bu)(bu)完(wan)(wan)善(shan)。由于(yu)在市(shi)級(ji)(ji)這一(yi)層(ceng)面(mian)對口管(guan)(guan)理(li)體(ti)(ti)制(zhi)不(bu)一(yi)致、溝通渠(qu)道不(bu)順暢等(deng)方(fang)面(mian)原(yuan)因,存(cun)在著(zhu)協調乏力、對接不(bu)緊的(de)狀況(kuang),指(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)作(zuo)局限于(yu)面(mian)上的(de)綜合(he)(he)性(xing)(xing)指(zhi)(zhi)導(dao)(dao)。

  三(san)、進一步明確加強縣級(ji)國(guo)資監管(guan)工作的思路和措施

  下一步襄陽市(shi)縣級國(guo)資監管(guan)工作(zuo)和指導監督工作(zuo)的(de)重點任務是:

  (一)努(nu)力營(ying)造(zao)推(tui)進國(guo)(guo)(guo)資(zi)(zi)監(jian)管工(gong)作的(de)(de)環(huan)境(jing)和(he)(he)(he)(he)氛圍。積極爭取當(dang)地黨委(wei)、政(zheng)府的(de)(de)關心和(he)(he)(he)(he)支持(chi),爭取有(you)關部門(men)的(de)(de)理解和(he)(he)(he)(he)配(pei)合,按照政(zheng)企(qi)(qi)分(fen)開、政(zheng)資(zi)(zi)分(fen)開、所有(you)權與經營(ying)權分(fen)離的(de)(de)原則,依(yi)法履(lv)行職責,創造(zao)性(xing)地開展(zhan)工(gong)作,靠工(gong)作贏得(de)信任,靠業(ye)績(ji)獲(huo)得(de)認可,靠發展(zhan)開拓空間。大力宣(xuan)傳國(guo)(guo)(guo)資(zi)(zi)、國(guo)(guo)(guo)企(qi)(qi)改(gai)革(ge)的(de)(de)形(xing)勢與任務(wu),宣(xuan)傳國(guo)(guo)(guo)資(zi)(zi)、國(guo)(guo)(guo)企(qi)(qi)改(gai)革(ge)的(de)(de)政(zheng)策和(he)(he)(he)(he)法規,宣(xuan)傳國(guo)(guo)(guo)資(zi)(zi)、國(guo)(guo)(guo)企(qi)(qi)改(gai)革(ge)的(de)(de)前景和(he)(he)(he)(he)希(xi)望,努(nu)力營(ying)造(zao)有(you)利于強化國(guo)(guo)(guo)有(you)資(zi)(zi)產監(jian)管、推(tui)進國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)改(gai)革(ge)發展(zhan)的(de)(de)氛圍和(he)(he)(he)(he)環(huan)境(jing)。

  (二)繼續完善縣(xian)級(ji)國(guo)資(zi)監管機(ji)構(gou)設(she)置(zhi)和職責定位(wei)。抓緊完善縣(xian)級(ji)國(guo)資(zi)監管體制,因地制宜推進縣(xian)級(ji)國(guo)資(zi)監管機(ji)構(gou)建(jian)設(she)。對于經營性國(guo)有資(zi)產(chan)規模較大、國(guo)有企業數量較多的縣(xian)(市)區,可獨立(li)或相對獨立(li)設(she)置(zhi)國(guo)資(zi)監管機(ji)構(gou),依法履行(xing)出(chu)資(zi)人(ren)職責。對經營性國(guo)有資(zi)產(chan)規模較小(xiao)、國(guo)有企業不(bu)多的縣(xian)(市)區,可保持合署辦公的模式,但要強化內(nei)部機(ji)構(gou)設(she)置(zhi),明確專門(men)的機(ji)構(gou)和人(ren)員開(kai)展經營性國(guo)有資(zi)產(chan)監督管理工作。

  (三)推進企(qi)業(ye)(ye)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)、行政事業(ye)(ye)單(dan)位(wei)經(jing)(jing)(jing)營(ying)性(xing)(xing)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)集中統一(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)。從(cong)各縣(市)區實際(ji)情況(kuang)看,國(guo)(guo)(guo)有(you)(you)企(qi)業(ye)(ye)數(shu)量(liang)不(bu)多,經(jing)(jing)(jing)營(ying)性(xing)(xing)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)總量(liang)不(bu)大,更加(jia)適宜于集中統一(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)。各地(di)國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構應爭取當地(di)政府支持,將行業(ye)(ye)管(guan)(guan)(guan)理部門監(jian)(jian)(jian)管(guan)(guan)(guan)的(de)(de)企(qi)業(ye)(ye)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)、非(fei)經(jing)(jing)(jing)營(ying)性(xing)(xing)轉為經(jing)(jing)(jing)營(ying)性(xing)(xing)的(de)(de)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan),以(yi)及事業(ye)(ye)單(dan)位(wei)改制(zhi)為企(qi)業(ye)(ye)的(de)(de)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan),授權國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構統一(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)。對行政事業(ye)(ye)單(dan)位(wei)存在的(de)(de)部分經(jing)(jing)(jing)營(ying)性(xing)(xing)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan),如(ru)房屋出租等,也應納(na)入到集中統一(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)范(fan)圍,不(bu)斷拓(tuo)展縣(市)區國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)領域(yu),逐步實現經(jing)(jing)(jing)營(ying)性(xing)(xing)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)的(de)(de)全覆蓋。

  (四)健(jian)全國(guo)(guo)有資(zi)(zi)產(chan)監(jian)管(guan)(guan)制(zhi)度體(ti)(ti)系(xi)。各縣(市)區國(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)機構應加強對國(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)政策法規(gui)體(ti)(ti)系(xi)的研究(jiu)(jiu),盡快(kuai)制(zhi)定(ding)(ding)和(he)健(jian)全本地(di)國(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)制(zhi)度體(ti)(ti)系(xi)。結(jie)(jie)合本地(di)國(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)工(gong)作實際,研究(jiu)(jiu)制(zhi)定(ding)(ding)國(guo)(guo)有產(chan)權登記(ji)、清產(chan)核(he)資(zi)(zi)、資(zi)(zi)產(chan)統計、資(zi)(zi)產(chan)評估監(jian)管(guan)(guan)、財務管(guan)(guan)理、綜合評價等基(ji)礎(chu)管(guan)(guan)理制(zhi)度,切實規(gui)范基(ji)礎(chu)管(guan)(guan)理工(gong)作。應結(jie)(jie)合監(jian)管(guan)(guan)企業(ye)實際,研究(jiu)(jiu)制(zhi)定(ding)(ding)財務監(jian)督(du)、業(ye)績考核(he)、薪酬(chou)管(guan)(guan)理、董事(shi)會建設、監(jian)事(shi)會監(jian)督(du)等出(chu)資(zi)(zi)人(ren)制(zhi)度,為依法合規(gui)履行出(chu)資(zi)(zi)人(ren)職責打下制(zhi)度基(ji)礎(chu)。

  (五)進一步深化(hua)縣(xian)(市(shi))區(qu)國有(you)企(qi)業(ye)(ye)改(gai)(gai)革。各縣(xian)(市(shi))區(qu)國資(zi)(zi)(zi)監(jian)管機(ji)(ji)構(gou)要認真學習(xi)領會(hui)十八屆(jie)三中(zhong)全會(hui)關于深化(hua)國有(you)企(qi)業(ye)(ye)改(gai)(gai)革的精神,堅持(chi)市(shi)場化(hua)和股(gu)權多(duo)(duo)元化(hua)改(gai)(gai)革方向,區(qu)分不同國有(you)企(qi)業(ye)(ye)功(gong)能(neng),分類推(tui)(tui)進本(ben)地區(qu)國有(you)企(qi)業(ye)(ye)改(gai)(gai)革。積極(ji)支持(chi)民間資(zi)(zi)(zi)本(ben)參與(yu)國有(you)企(qi)業(ye)(ye)改(gai)(gai)革,鼓勵民間資(zi)(zi)(zi)本(ben)通過出資(zi)(zi)(zi)入股(gu)、收購(gou)股(gu)權、融資(zi)(zi)(zi)租賃等多(duo)(duo)種形式(shi)參與(yu)國有(you)企(qi)業(ye)(ye)改(gai)(gai)制(zhi)(zhi)重組,大力發展混合所有(you)制(zhi)(zhi)企(qi)業(ye)(ye)。推(tui)(tui)動出資(zi)(zi)(zi)企(qi)業(ye)(ye)完善現(xian)代企(qi)業(ye)(ye)制(zhi)(zhi)度,規范法人(ren)治理(li)結構(gou),進一步健全股(gu)東會(hui)、董事(shi)會(hui)、經理(li)層(ceng)、監(jian)事(shi)會(hui)運行機(ji)(ji)制(zhi)(zhi),完善協調運轉(zhuan)、有(you)效制(zhi)(zhi)衡的決策、執行、監(jian)督工作機(ji)(ji)制(zhi)(zhi)。要優化(hua)國有(you)資(zi)(zi)(zi)源配置(zhi),完善國有(you)資(zi)(zi)(zi)本(ben)有(you)進有(you)退(tui)、合理(li)流動機(ji)(ji)制(zhi)(zhi),推(tui)(tui)動國有(you)資(zi)(zi)(zi)本(ben)向基礎設施、公(gong)共服務、戰略性新(xin)興產業(ye)(ye)集中(zhong),提高國有(you)資(zi)(zi)(zi)源配置(zhi)效率。

  (六)完善(shan)指導(dao)監(jian)督縣(xian)級(ji)國(guo)資(zi)(zi)監(jian)管工(gong)(gong)(gong)作機制(zhi)。建(jian)立全市(shi)縣(xian)級(ji)國(guo)資(zi)(zi)監(jian)管工(gong)(gong)(gong)作考評(ping)制(zhi)度,對縣(xian)級(ji)國(guo)資(zi)(zi)監(jian)管機構(gou)責任主體(ti)落(luo)實、機構(gou)建(jian)設、監(jian)管制(zhi)度機制(zhi)建(jian)設、經營性國(guo)有(you)資(zi)(zi)產(chan)集中監(jian)管情況等(deng)進行考核評(ping)比,為各(ge)縣(xian)(市(shi))區深(shen)化(hua)國(guo)有(you)資(zi)(zi)產(chan)管理體(ti)制(zhi)提(ti)(ti)供驅(qu)動力(li)。創新指導(dao)監(jian)督工(gong)(gong)(gong)作方式,加強綜合指導(dao)與專業(ye)(ye)(ye)指導(dao)的協調配合。市(shi)國(guo)資(zi)(zi)委(wei)各(ge)科(ke)(室)按照(zhao)本業(ye)(ye)(ye)務領(ling)域的職責分工(gong)(gong)(gong),細化(hua)和規范專業(ye)(ye)(ye)工(gong)(gong)(gong)作流程,強化(hua)全系統的專業(ye)(ye)(ye)培(pei)訓,不斷推進國(guo)資(zi)(zi)監(jian)管專業(ye)(ye)(ye)領(ling)域工(gong)(gong)(gong)作的深(shen)化(hua)和提(ti)(ti)高。
