隨著“大國(guo)資、大監(jian)管(guan)”的(de)穩步推進,湖(hu)北(bei)省(sheng)宜昌市夷陵區(qu)國(guo)資局(ju)監(jian)管(guan)觸角不斷(duan)向(xiang)所屬鄉(xiang)(xiang)鎮的(de)延伸。日前(qian),在明確(que)鄉(xiang)(xiang)鎮國(guo)資監(jian)管(guan)員的(de)同(tong)時,舉(ju)辦了國(guo)有(you)和國(guo)有(you)控股企業、鄉(xiang)(xiang)鎮集體企業董事、監(jian)事培訓(xun)班。
為(wei)推進(jin)國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)全(quan)覆蓋,宜昌市(shi)夷陵區(qu)國(guo)資(zi)(zi)局把(ba)(ba)貫徹落實《湖北省企(qi)(qi)業(ye)(ye)國(guo)有資(zi)(zi)產監(jian)(jian)(jian)(jian)(jian)(jian)督管(guan)(guan)(guan)(guan)(guan)理(li)條(tiao)例》等(deng)(deng)相(xiang)關法(fa)規(gui)(gui)作(zuo)(zuo)為(wei)重(zhong)要大(da)事(shi)來抓,把(ba)(ba)依法(fa)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan),規(gui)(gui)范企(qi)(qi)業(ye)(ye)運(yun)行(xing)(xing)(xing)作(zuo)(zuo)為(wei)重(zhong)要要方略,把(ba)(ba)武裝思(si)想、強化培訓(xun)更新觀念作(zuo)(zuo)為(wei)重(zhong)要手段(duan),不但融經營、非(fei)經營性國(guo)資(zi)(zi)產監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)為(wei)一(yi)體(ti),而且監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)為(wei)管(guan)(guan)(guan)(guan)(guan)觸角不斷向鄉(xiang)鎮(zhen)(zhen)(zhen)延伸。在明(ming)確鄉(xiang)鎮(zhen)(zhen)(zhen)國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)人員,強化監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)責(ze)(ze)任的同(tong)時,以多種(zhong)形(xing)式提高其國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)水(shui)平和(he)(he)(he)能力。此(ci)次以會(hui)代(dai)訓(xun),就國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)相(xiang)關法(fa)律、法(fa)規(gui)(gui)和(he)(he)(he)企(qi)(qi)業(ye)(ye)法(fa)人治(zhi)理(li)結構(gou)相(xiang)互(hu)關系、董事(shi)、監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)職責(ze)(ze)等(deng)(deng)相(xiang)關問(wen)題進(jin)行(xing)(xing)(xing)了輔(fu)導。結合(he)縣(xian)、鄉(xiang)國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)實際(ji),就國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)中12個(ge)方面(mian)關鍵環(huan)節進(jin)行(xing)(xing)(xing)了輔(fu)導;就產權管(guan)(guan)(guan)(guan)(guan)理(li)、資(zi)(zi)產評估、財務監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)、經營業(ye)(ye)績考核等(deng)(deng)相(xiang)關問(wen)題為(wei)基(ji)層企(qi)(qi)業(ye)(ye)答(da)疑(yi)解(jie)(jie)惑。同(tong)時,按照國(guo)家和(he)(he)(he)省、市(shi)相(xiang)關法(fa)規(gui)(gui)就如何建(jian)立(li)完善企(qi)(qi)業(ye)(ye)法(fa)人治(zhi)理(li)結構(gou),股(gu)東大(da)會(hui)、董事(shi)會(hui)、監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)會(hui)和(he)(he)(he)經理(li)層相(xiang)互(hu)關系,運(yun)行(xing)(xing)(xing)機制(zhi)以及董事(shi)、監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)如何履(lv)職盡責(ze)(ze)等(deng)(deng)方面(mian)進(jin)行(xing)(xing)(xing)了重(zhong)點學習(xi)探(tan)討。培訓(xun)緊貼(tie)企(qi)(qi)業(ye)(ye)實際(ji),及時幫助(zhu)解(jie)(jie)答(da)了縣(xian)屬國(guo)有企(qi)(qi)業(ye)(ye)、鄉(xiang)鎮(zhen)(zhen)(zhen)集體(ti)企(qi)(qi)業(ye)(ye)工作(zuo)(zuo)中遇到的熱點、難點問(wen)題,受到來自企(qi)(qi)業(ye)(ye)和(he)(he)(he)鄉(xiang)鎮(zhen)(zhen)(zhen)的歡迎。
