為切實履(lv)行企業(ye)國(guo)有(you)資(zi)產出資(zi)人職(zhi)責,維護所有(you)者(zhe)權益,落實國(guo)有(you)資(zi)產保值增值責任,常(chang)州國(guo)資(zi)委從四方(fang)面全力推進2013年度(du)企業(ye)負(fu)責人經(jing)營業(ye)績考核工(gong)作。
一是(shi)進一步(bu)完善(shan)企(qi)業負責人(ren)經(jing)營業績考(kao)核(he)暫行辦(ban)法(fa)。新(xin)的考(kao)核(he)辦(ban)法(fa)力求通過考(kao)核(he),最大限度(du)地調動企(qi)業負責人(ren)的積極(ji)性和主(zhu)動性,促進企(qi)業穩健經(jing)營和科學發(fa)展。
二是根據(ju)2012年(nian)(nian)度(du)(du)經營者經營業(ye)績考核(he)責任書、企業(ye)年(nian)(nian)度(du)(du)合并財務決算報(bao)表、審計報(bao)告以及年(nian)(nian)度(du)(du)總(zong)(zong)結分析(xi)報(bao)告,會同有關主管部門分別(bie)對城建集團(tuan)、交通產業(ye)集團(tuan)、民投公司、房投公司、晉陵公司、投資集團(tuan)、工貿國資公司等7家(jia)出資企業(ye)年(nian)(nian)度(du)(du)經營業(ye)績考核(he)指標完(wan)成(cheng)情(qing)況進行全面(mian)審核(he),認真測算,綜合評價,最終(zhong)確(que)定(ding)各企業(ye)法定(ding)代表人(ren)年(nian)(nian)度(du)(du)薪酬總(zong)(zong)額,并下發(fa)兌(dui)現通知。
三是繼(ji)續規范(fan)企(qi)(qi)(qi)業(ye)工(gong)(gong)(gong)(gong)(gong)資(zi)分(fen)配工(gong)(gong)(gong)(gong)(gong)作。加強對企(qi)(qi)(qi)業(ye)工(gong)(gong)(gong)(gong)(gong)資(zi)管理工(gong)(gong)(gong)(gong)(gong)作的(de)監督、檢查、指導,認真做好企(qi)(qi)(qi)業(ye)上年(nian)(nian)度工(gong)(gong)(gong)(gong)(gong)資(zi)總(zong)額(e)和(he)本(ben)年(nian)(nian)度工(gong)(gong)(gong)(gong)(gong)資(zi)分(fen)配方案的(de)審(shen)批(pi)工(gong)(gong)(gong)(gong)(gong)作。對市區(qu)45戶(hu)國有(you)及(ji)國有(you)控股企(qi)(qi)(qi)業(ye)2012年(nian)(nian)的(de)工(gong)(gong)(gong)(gong)(gong)資(zi)總(zong)額(e)和(he)2013年(nian)(nian)工(gong)(gong)(gong)(gong)(gong)資(zi)分(fen)配方案分(fen)別進行(xing)了(le)(le)審(shen)批(pi)。從審(shen)批(pi)的(de)情況看,常州市2012年(nian)(nian)國有(you)及(ji)國有(you)控股企(qi)(qi)(qi)業(ye)在(zai)崗職(zhi)工(gong)(gong)(gong)(gong)(gong)平均工(gong)(gong)(gong)(gong)(gong)資(zi)為55675元,高于當年(nian)(nian)全市城(cheng)鎮非私營(ying)單位在(zai)崗職(zhi)工(gong)(gong)(gong)(gong)(gong)平均工(gong)(gong)(gong)(gong)(gong)資(zi)水(shui)(shui)平,企(qi)(qi)(qi)業(ye)職(zhi)工(gong)(gong)(gong)(gong)(gong)的(de)收入水(shui)(shui)平逐年(nian)(nian)提高。四是分(fen)別與(yu)城(cheng)建集(ji)團(tuan)、交通產(chan)業(ye)集(ji)團(tuan)等8家企(qi)(qi)(qi)業(ye)法定代(dai)表人(ren)(經(jing)營(ying)者(zhe))簽訂了(le)(le)《2013年(nian)(nian)度經(jing)營(ying)業(ye)績考核責任(ren)書》。
