為切實履(lv)行企業國(guo)有(you)(you)資(zi)產出(chu)資(zi)人職(zhi)責(ze),維護所有(you)(you)者權益,落實國(guo)有(you)(you)資(zi)產保(bao)值增(zeng)值責(ze)任,常(chang)州國(guo)資(zi)委從四方面全力推進2013年度企業負責(ze)人經營(ying)業績考核工(gong)作(zuo)。
一(yi)是進(jin)一(yi)步完善企(qi)(qi)(qi)業(ye)負責人經(jing)營(ying)業(ye)績(ji)考核暫行辦(ban)法(fa)(fa)。新的考核辦(ban)法(fa)(fa)力求通過考核,最大限度地調(diao)動企(qi)(qi)(qi)業(ye)負責人的積極性和主動性,促進(jin)企(qi)(qi)(qi)業(ye)穩健經(jing)營(ying)和科(ke)學發展。
二是根據2012年(nian)度(du)經(jing)(jing)營(ying)者經(jing)(jing)營(ying)業(ye)績(ji)考核(he)責任書、企業(ye)年(nian)度(du)合并財務決算(suan)(suan)報表、審計報告以及年(nian)度(du)總結分析報告,會同有關主(zhu)管部門分別對城(cheng)建集(ji)團(tuan)、交通(tong)產(chan)業(ye)集(ji)團(tuan)、民(min)投公(gong)(gong)司(si)、房投公(gong)(gong)司(si)、晉陵公(gong)(gong)司(si)、投資集(ji)團(tuan)、工貿(mao)國(guo)資公(gong)(gong)司(si)等7家出資企業(ye)年(nian)度(du)經(jing)(jing)營(ying)業(ye)績(ji)考核(he)指標完成情況進行全面(mian)審核(he),認真測算(suan)(suan),綜合評價,最終確定各企業(ye)法定代(dai)表人年(nian)度(du)薪酬(chou)總額,并下發兌現通(tong)知。
三是(shi)繼續規范企業工(gong)(gong)資(zi)(zi)(zi)分配(pei)工(gong)(gong)作。加強對企業工(gong)(gong)資(zi)(zi)(zi)管(guan)理工(gong)(gong)作的(de)(de)監督、檢查(cha)、指導,認(ren)真做(zuo)好企業上年(nian)(nian)度(du)(du)工(gong)(gong)資(zi)(zi)(zi)總額(e)和本年(nian)(nian)度(du)(du)工(gong)(gong)資(zi)(zi)(zi)分配(pei)方案的(de)(de)審(shen)批工(gong)(gong)作。對市區45戶國有及(ji)國有控(kong)股(gu)企業2012年(nian)(nian)的(de)(de)工(gong)(gong)資(zi)(zi)(zi)總額(e)和2013年(nian)(nian)工(gong)(gong)資(zi)(zi)(zi)分配(pei)方案分別進行了審(shen)批。從審(shen)批的(de)(de)情況看,常州市2012年(nian)(nian)國有及(ji)國有控(kong)股(gu)企業在(zai)崗(gang)職(zhi)工(gong)(gong)平(ping)均工(gong)(gong)資(zi)(zi)(zi)為55675元,高于當年(nian)(nian)全市城鎮非私營(ying)(ying)單(dan)位在(zai)崗(gang)職(zhi)工(gong)(gong)平(ping)均工(gong)(gong)資(zi)(zi)(zi)水平(ping),企業職(zhi)工(gong)(gong)的(de)(de)收入水平(ping)逐(zhu)年(nian)(nian)提高。四是(shi)分別與城建集團、交通產(chan)業集團等8家(jia)企業法定代表(biao)人(經(jing)營(ying)(ying)者(zhe))簽(qian)訂了《2013年(nian)(nian)度(du)(du)經(jing)營(ying)(ying)業績考核責任書》。
