近(jin)日,南京國(guo)資(zi)委(wei)按照深化國(guo)資(zi)管理體制改革實施方(fang)案要求,圍繞南京市(shi)委(wei)、市(shi)政(zheng)府重點(dian)工作部署,布(bu)置落(luo)實了(le)南京市(shi)屬(shu)集(ji)(ji)團(tuan)2013—2015年任期經營業(ye)績考核目標,首次(ci)把國(guo)有資(zi)產保值增(zeng)值的(de)責(ze)任明(ming)確到企(qi)業(ye)集(ji)(ji)團(tuan)負(fu)責(ze)人的(de)任期中(zhong)進行落(luo)實。力爭通過3年的(de)努力,把市(shi)屬(shu)集(ji)(ji)團(tuan)建設成(cheng)為資(zi)本充足、內控嚴密(mi)、管理有序(xu)、創新能力強、服務民生(sheng)和效(xiao)益良好的(de)現代企(qi)業(ye)。
任(ren)(ren)(ren)(ren)(ren)期經(jing)(jing)營(ying)業(ye)(ye)(ye)(ye)績(ji)目(mu)標(biao)按南京市(shi)屬集(ji)(ji)(ji)團(tuan)(tuan)的(de)功(gong)能定(ding)位和(he)(he)承擔的(de)主(zhu)要工作(zuo)任(ren)(ren)(ren)(ren)(ren)務(wu)(wu)(wu)(wu)(wu),分(fen)為產(chan)業(ye)(ye)(ye)(ye)經(jing)(jing)營(ying)類(lei)和(he)(he)投融資(zi)(zi)(zi)(zi)(zi)(zi)建(jian)(jian)(jian)(jian)設(she)(she)類(lei)兩大(da)類(lei),分(fen)別(bie)設(she)(she)置5個(ge)一級(ji)考核指(zhi)(zhi)標(biao)。一是(shi)(shi)重(zhong)(zhong)點(dian)工作(zuo)任(ren)(ren)(ren)(ren)(ren)務(wu)(wu)(wu)(wu)(wu)目(mu)標(biao)。突(tu)出(chu)(chu)集(ji)(ji)(ji)團(tuan)(tuan)功(gong)能性定(ding)位、資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)特(te)性,重(zhong)(zhong)點(dian)考核企(qi)業(ye)(ye)(ye)(ye)完(wan)成市(shi)委市(shi)政府下達(da)的(de)投資(zi)(zi)(zi)(zi)(zi)(zi)任(ren)(ren)(ren)(ren)(ren)務(wu)(wu)(wu)(wu)(wu)和(he)(he)專項(xiang)(xiang)(xiang)任(ren)(ren)(ren)(ren)(ren)務(wu)(wu)(wu)(wu)(wu)及國資(zi)(zi)(zi)(zi)(zi)(zi)委明確的(de)重(zhong)(zhong)點(dian)發(fa)展任(ren)(ren)(ren)(ren)(ren)務(wu)(wu)(wu)(wu)(wu)。分(fen)別(bie)設(she)(she)置了重(zhong)(zhong)大(da)城(cheng)建(jian)(jian)(jian)(jian)項(xiang)(xiang)(xiang)目(mu)投、融資(zi)(zi)(zi)(zi)(zi)(zi)建(jian)(jian)(jian)(jian)設(she)(she)任(ren)(ren)(ren)(ren)(ren)務(wu)(wu)(wu)(wu)(wu)、經(jing)(jing)營(ying)性固定(ding)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)項(xiang)(xiang)(xiang)目(mu)投資(zi)(zi)(zi)(zi)(zi)(zi)、股權(quan)(quan)(quan)投資(zi)(zi)(zi)(zi)(zi)(zi)、土地資(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)盤(pan)整、投資(zi)(zi)(zi)(zi)(zi)(zi)收益收繳(jiao)、保供能力和(he)(he)服務(wu)(wu)(wu)(wu)(wu)民生水平提(ti)升、持有(you)型物業(ye)(ye)(ye)(ye)管(guan)理等指(zhi)(zhi)標(biao)。二是(shi)(shi)財(cai)務(wu)(wu)(wu)(wu)(wu)績(ji)效目(mu)標(biao)。突(tu)出(chu)(chu)主(zhu)要財(cai)務(wu)(wu)(wu)(wu)(wu)指(zhi)(zhi)標(biao)考核,對(dui)產(chan)業(ye)(ye)(ye)(ye)集(ji)(ji)(ji)團(tuan)(tuan)設(she)(she)置了歸(gui)屬母公(gong)司(si)所有(you)者權(quan)(quan)(quan)益、實現利(li)潤總額(e)累計(ji)、營(ying)業(ye)(ye)(ye)(ye)收入(ru)三年平均增(zeng)(zeng)長(chang)率指(zhi)(zhi)標(biao);對(dui)投融資(zi)(zi)(zi)(zi)(zi)(zi)集(ji)(ji)(ji)團(tuan)(tuan)設(she)(she)置了歸(gui)屬于(yu)母公(gong)司(si)所有(you)者權(quan)(quan)(quan)益、資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)負債率、融資(zi)(zi)(zi)(zi)(zi)(zi)成本費用率控(kong)制(zhi)指(zhi)(zhi)標(biao),其中(zhong)對(dui)經(jing)(jing)營(ying)性資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)規模較大(da)的(de)集(ji)(ji)(ji)團(tuan)(tuan)增(zeng)(zeng)設(she)(she)了一項(xiang)(xiang)(xiang)營(ying)業(ye)(ye)(ye)(ye)收入(ru)三年平均增(zeng)(zeng)長(chang)率目(mu)標(biao)。三是(shi)(shi)做(zuo)(zuo)優做(zuo)(zuo)強(qiang)重(zhong)(zhong)點(dian)企(qi)業(ye)(ye)(ye)(ye)目(mu)標(biao)。突(tu)出(chu)(chu)核心業(ye)(ye)(ye)(ye)務(wu)(wu)(wu)(wu)(wu)、關鍵績(ji)效指(zhi)(zhi)標(biao)的(de)分(fen)類(lei)考核,引導各(ge)集(ji)(ji)(ji)團(tuan)(tuan)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)向(xiang)重(zhong)(zhong)點(dian)方向(xiang)集(ji)(ji)(ji)聚(ju)、資(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)向(xiang)重(zhong)(zhong)點(dian)企(qi)業(ye)(ye)(ye)(ye)集(ji)(ji)(ji)中(zhong)、資(zi)(zi)(zi)(zi)(zi)(zi)金(jin)向(xiang)優勢企(qi)業(ye)(ye)(ye)(ye)投入(ru),加快所屬重(zhong)(zhong)點(dian)企(qi)業(ye)(ye)(ye)(ye)發(fa)展,增(zeng)(zeng)強(qiang)后勁。分(fen)別(bie)設(she)(she)置了資(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)整合、并購、重(zhong)(zhong)組、壓縮(suo)層級(ji)、結(jie)構調整、轉(zhuan)型升級(ji)、對(dui)標(biao)管(guan)理、資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)資(zi)(zi)(zi)(zi)(zi)(zi)本化(hua)、上(shang)市(shi)計(ji)劃及上(shang)市(shi)公(gong)司(si)資(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)利(li)用、創新(xin)及研(yan)發(fa)投入(ru)等個(ge)性指(zhi)(zhi)標(biao)。四是(shi)(shi)管(guan)理績(ji)效目(mu)標(biao)。突(tu)出(chu)(chu)定(ding)制(zhi)度(du)、上(shang)軌道、促管(guan)控(kong)、強(qiang)隊(dui)(dui)伍(wu)考核,引導集(ji)(ji)(ji)團(tuan)(tuan)建(jian)(jian)(jian)(jian)立健全(quan)內控(kong)制(zhi)度(du),完(wan)善公(gong)司(si)法人治理結(jie)構,規范董事(shi)會(hui)、經(jing)(jing)營(ying)層、黨委會(hui)議事(shi)規則(ze)、決策程序;完(wan)善集(ji)(ji)(ji)團(tuan)(tuan)內部管(guan)理制(zhi)度(du)體系,建(jian)(jian)(jian)(jian)立健全(quan)風險管(guan)控(kong)機(ji)制(zhi);建(jian)(jian)(jian)(jian)立集(ji)(ji)(ji)團(tuan)(tuan)母子公(gong)司(si)管(guan)控(kong)體系和(he)(he)重(zhong)(zhong)大(da)事(shi)項(xiang)(xiang)(xiang)授分(fen)權(quan)(quan)(quan)管(guan)理制(zhi)度(du),強(qiang)化(hua)集(ji)(ji)(ji)團(tuan)(tuan)系統內信(xin)息化(hua)建(jian)(jian)(jian)(jian)設(she)(she)和(he)(he)人才隊(dui)(dui)伍(wu)建(jian)(jian)(jian)(jian)設(she)(she)。五是(shi)(shi)約束性目(mu)標(biao)。重(zhong)(zhong)點(dian)強(qiang)化(hua)安全(quan)生產(chan)責(ze)(ze)任(ren)(ren)(ren)(ren)(ren)、重(zhong)(zhong)大(da)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)損失(shi)責(ze)(ze)任(ren)(ren)(ren)(ren)(ren)、風險防(fang)范責(ze)(ze)任(ren)(ren)(ren)(ren)(ren)、信(xin)訪維(wei)穩責(ze)(ze)任(ren)(ren)(ren)(ren)(ren)和(he)(he)干部使用失(shi)察失(shi)誤責(ze)(ze)任(ren)(ren)(ren)(ren)(ren)等考核與管(guan)理。
