近日,南京(jing)國(guo)資(zi)委按照深化國(guo)資(zi)管理(li)體制改革(ge)實(shi)施方案要(yao)求,圍繞南京(jing)市(shi)委、市(shi)政府重點工作部署,布置落(luo)實(shi)了南京(jing)市(shi)屬集(ji)團2013—2015年任期(qi)經營業(ye)績考核目標,首次把國(guo)有資(zi)產(chan)保值增值的(de)(de)責任明確到企業(ye)集(ji)團負責人的(de)(de)任期(qi)中進行落(luo)實(shi)。力(li)爭通過(guo)3年的(de)(de)努力(li),把市(shi)屬集(ji)團建設成為(wei)資(zi)本充足(zu)、內控嚴(yan)密、管理(li)有序、創新(xin)能力(li)強(qiang)、服務民生和效益良好的(de)(de)現代企業(ye)。
任(ren)(ren)期經(jing)(jing)營(ying)(ying)業(ye)(ye)(ye)績(ji)目(mu)(mu)標(biao)(biao)按南京市屬(shu)集(ji)(ji)(ji)(ji)團(tuan)(tuan)的(de)功能(neng)定(ding)位和(he)承擔的(de)主要工(gong)作任(ren)(ren)務(wu)(wu)(wu),分(fen)(fen)(fen)為(wei)產(chan)業(ye)(ye)(ye)經(jing)(jing)營(ying)(ying)類(lei)和(he)投(tou)(tou)(tou)(tou)融(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)建(jian)(jian)設(she)類(lei)兩(liang)大類(lei),分(fen)(fen)(fen)別(bie)設(she)置(zhi)5個一(yi)級(ji)考(kao)(kao)(kao)核(he)指(zhi)標(biao)(biao)。一(yi)是重(zhong)(zhong)(zhong)點(dian)(dian)工(gong)作任(ren)(ren)務(wu)(wu)(wu)目(mu)(mu)標(biao)(biao)。突出集(ji)(ji)(ji)(ji)團(tuan)(tuan)功能(neng)性(xing)定(ding)位、資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)特性(xing),重(zhong)(zhong)(zhong)點(dian)(dian)考(kao)(kao)(kao)核(he)企業(ye)(ye)(ye)完(wan)(wan)成(cheng)市委(wei)市政府下達的(de)投(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)任(ren)(ren)務(wu)(wu)(wu)和(he)專項任(ren)(ren)務(wu)(wu)(wu)及(ji)國資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)明確的(de)重(zhong)(zhong)(zhong)點(dian)(dian)發(fa)展(zhan)任(ren)(ren)務(wu)(wu)(wu)。分(fen)(fen)(fen)別(bie)設(she)置(zhi)了(le)重(zhong)(zhong)(zhong)大城建(jian)(jian)項目(mu)(mu)投(tou)(tou)(tou)(tou)、融(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)建(jian)(jian)設(she)任(ren)(ren)務(wu)(wu)(wu)、經(jing)(jing)營(ying)(ying)性(xing)固定(ding)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)項目(mu)(mu)投(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)、股權投(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)、土地資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)盤整(zheng)、投(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)收(shou)益(yi)收(shou)繳、保供能(neng)力和(he)服務(wu)(wu)(wu)民生水平提升、持有型物(wu)業(ye)(ye)(ye)管理(li)(li)等指(zhi)標(biao)(biao)。二(er)是財務(wu)(wu)(wu)績(ji)效目(mu)(mu)標(biao)(biao)。突出主要財務(wu)(wu)(wu)指(zhi)標(biao)(biao)考(kao)(kao)(kao)核(he),對(dui)(dui)產(chan)業(ye)(ye)(ye)集(ji)(ji)(ji)(ji)團(tuan)(tuan)設(she)置(zhi)了(le)歸(gui)屬(shu)母(mu)公司(si)所(suo)(suo)有者權益(yi)、實現利潤(run)總額累計、營(ying)(ying)業(ye)(ye)(ye)收(shou)入(ru)(ru)三年(nian)平均增(zeng)(zeng)長率(lv)指(zhi)標(biao)(biao);對(dui)(dui)投(tou)(tou)(tou)(tou)融(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)集(ji)(ji)(ji)(ji)團(tuan)(tuan)設(she)置(zhi)了(le)歸(gui)屬(shu)于(yu)母(mu)公司(si)所(suo)(suo)有者權益(yi)、資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)負債率(lv)、融(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)成(cheng)本(ben)費用率(lv)控(kong)(kong)制(zhi)指(zhi)標(biao)(biao),其中對(dui)(dui)經(jing)(jing)營(ying)(ying)性(xing)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)規(gui)模(mo)較大的(de)集(ji)(ji)(ji)(ji)團(tuan)(tuan)增(zeng)(zeng)設(she)了(le)一(yi)項營(ying)(ying)業(ye)(ye)(ye)收(shou)入(ru)(ru)三年(nian)平均增(zeng)(zeng)長率(lv)目(mu)(mu)標(biao)(biao)。三是做優做強(qiang)(qiang)重(zhong)(zhong)(zhong)點(dian)(dian)企業(ye)(ye)(ye)目(mu)(mu)標(biao)(biao)。突出核(he)心業(ye)(ye)(ye)務(wu)(wu)(wu)、關鍵績(ji)效指(zhi)標(biao)(biao)的(de)分(fen)(fen)(fen)類(lei)考(kao)(kao)(kao)核(he),引(yin)導各集(ji)(ji)(ji)(ji)團(tuan)(tuan)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)向(xiang)重(zhong)(zhong)(zhong)點(dian)(dian)方向(xiang)集(ji)(ji)(ji)(ji)聚、資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)向(xiang)重(zhong)(zhong)(zhong)點(dian)(dian)企業(ye)(ye)(ye)集(ji)(ji)(ji)(ji)中、資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)向(xiang)優勢企業(ye)(ye)(ye)投(tou)(tou)(tou)(tou)入(ru)(ru),加快所(suo)(suo)屬(shu)重(zhong)(zhong)(zhong)點(dian)(dian)企業(ye)(ye)(ye)發(fa)展(zhan),增(zeng)(zeng)強(qiang)(qiang)后勁。分(fen)(fen)(fen)別(bie)設(she)置(zhi)了(le)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)整(zheng)合、并購、重(zhong)(zhong)(zhong)組(zu)、壓縮層級(ji)、結(jie)構調整(zheng)、轉(zhuan)型升級(ji)、對(dui)(dui)標(biao)(biao)管理(li)(li)、資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)化(hua)、上(shang)市計劃(hua)及(ji)上(shang)市公司(si)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)利用、創新及(ji)研發(fa)投(tou)(tou)(tou)(tou)入(ru)(ru)等個性(xing)指(zhi)標(biao)(biao)。四是管理(li)(li)績(ji)效目(mu)(mu)標(biao)(biao)。突出定(ding)制(zhi)度(du)、上(shang)軌道、促管控(kong)(kong)、強(qiang)(qiang)隊伍考(kao)(kao)(kao)核(he),引(yin)導集(ji)(ji)(ji)(ji)團(tuan)(tuan)建(jian)(jian)立健全內(nei)控(kong)(kong)制(zhi)度(du),完(wan)(wan)善公司(si)法人(ren)(ren)治理(li)(li)結(jie)構,規(gui)范董(dong)事會、經(jing)(jing)營(ying)(ying)層、黨委(wei)會議事規(gui)則(ze)、決策程序;完(wan)(wan)善集(ji)(ji)(ji)(ji)團(tuan)(tuan)內(nei)部管理(li)(li)制(zhi)度(du)體系,建(jian)(jian)立健全風險管控(kong)(kong)機制(zhi);建(jian)(jian)立集(ji)(ji)(ji)(ji)團(tuan)(tuan)母(mu)子公司(si)管控(kong)(kong)體系和(he)重(zhong)(zhong)(zhong)大事項授分(fen)(fen)(fen)權管理(li)(li)制(zhi)度(du),強(qiang)(qiang)化(hua)集(ji)(ji)(ji)(ji)團(tuan)(tuan)系統(tong)內(nei)信息(xi)化(hua)建(jian)(jian)設(she)和(he)人(ren)(ren)才隊伍建(jian)(jian)設(she)。五是約束性(xing)目(mu)(mu)標(biao)(biao)。重(zhong)(zhong)(zhong)點(dian)(dian)強(qiang)(qiang)化(hua)安全生產(chan)責(ze)(ze)任(ren)(ren)、重(zhong)(zhong)(zhong)大資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)損失責(ze)(ze)任(ren)(ren)、風險防范責(ze)(ze)任(ren)(ren)、信訪維(wei)穩(wen)責(ze)(ze)任(ren)(ren)和(he)干(gan)部使用失察失誤責(ze)(ze)任(ren)(ren)等考(kao)(kao)(kao)核(he)與管理(li)(li)。
