南京國資委召開市屬集團2013年度收入分配管理工作會議

  近(jin)日,南京國資委組織(zhi)召開市(shi)屬集(ji)(ji)團2013年(nian)度收(shou)入(ru)分(fen)配管理工(gong)作(zuo)會議(yi)。各市(shi)屬集(ji)(ji)團分(fen)別總結交流(liu)了2012年(nian)度收(shou)入(ru)分(fen)配工(gong)作(zuo)經驗和2013年(nian)度工(gong)作(zuo)思(si)路,財務監督(du)與考核評價處(chu)布置了2012年(nian)度工(gong)資總額清算和2013年(nian)度工(gong)資總額申報工(gong)作(zuo)。

 

  會上,南京(jing)國(guo)(guo)資(zi)委副主(zhu)任唐文彬對下(xia)一(yi)(yi)階(jie)段市(shi)屬(shu)國(guo)(guo)有(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)收入(ru)分(fen)(fen)配(pei)管(guan)(guan)(guan)理(li)(li)(li)工(gong)(gong)(gong)作(zuo)(zuo)提(ti)出(chu)五點(dian)(dian)要求。一(yi)(yi)要歸(gui)口(kou)(kou)管(guan)(guan)(guan)理(li)(li)(li)。各市(shi)屬(shu)集(ji)團(tuan)要將各類職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong),包(bao)括(kuo):在冊(ce)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(含在崗和(he)(he)離崗人(ren)(ren)員(yuan)(yuan))和(he)(he)其他從業(ye)(ye)(ye)(ye)人(ren)(ren)員(yuan)(yuan),歸(gui)口(kou)(kou)到(dao)同一(yi)(yi)部(bu)門進行(xing)(xing)集(ji)中(zhong)管(guan)(guan)(guan)理(li)(li)(li),實行(xing)(xing)“制度(du)統一(yi)(yi)、標準統一(yi)(yi)、程序統一(yi)(yi)、管(guan)(guan)(guan)理(li)(li)(li)統一(yi)(yi)”的(de)(de)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)化管(guan)(guan)(guan)理(li)(li)(li)。二要建立完(wan)善(shan)制度(du)。各市(shi)屬(shu)集(ji)團(tuan)特別是新(xin)(xin)組建集(ji)團(tuan)要盡快建立完(wan)善(shan)相關(guan)收入(ru)分(fen)(fen)配(pei)管(guan)(guan)(guan)理(li)(li)(li)制度(du),包(bao)括(kuo):對子(zi)(zi)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)負(fu)責(ze)(ze)人(ren)(ren)業(ye)(ye)(ye)(ye)績考核(he)(he)與薪(xin)(xin)(xin)酬(chou)激(ji)勵制度(du)、員(yuan)(yuan)工(gong)(gong)(gong)績效管(guan)(guan)(guan)理(li)(li)(li)和(he)(he)工(gong)(gong)(gong)資(zi)管(guan)(guan)(guan)理(li)(li)(li)辦法等,逐步建立起既有(you)(you)行(xing)(xing)業(ye)(ye)(ye)(ye)特點(dian)(dian)、又(you)與市(shi)場接(jie)軌,具(ju)有(you)(you)一(yi)(yi)定競爭優勢(shi)的(de)(de)多元(yuan)化薪(xin)(xin)(xin)酬(chou)體系,充(chong)分(fen)(fen)發(fa)揮(hui)收入(ru)分(fen)(fen)配(pei)的(de)(de)激(ji)勵約束作(zuo)(zuo)用;建立正(zheng)常(chang)工(gong)(gong)(gong)資(zi)增長機制,提(ti)高關(guan)鍵(jian)崗位、一(yi)(yi)線職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)、低(di)收入(ru)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)的(de)(de)工(gong)(gong)(gong)資(zi)水平(ping)(ping);提(ti)高高技(ji)能、高技(ji)術等科技(ji)創新(xin)(xin)型人(ren)(ren)才的(de)(de)工(gong)(gong)(gong)資(zi)水平(ping)(ping),留住(zhu)人(ren)(ren)才。三要規范薪(xin)(xin)(xin)酬(chou)核(he)(he)算。要按(an)(an)(an)照《企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)會計準則》的(de)(de)要求核(he)(he)算職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)薪(xin)(xin)(xin)酬(chou),不(bu)得(de)(de)未經“應付職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)薪(xin)(xin)(xin)酬(chou)”科目(mu)歸(gui)集(ji),直接(jie)在管(guan)(guan)(guan)理(li)(li)(li)費用、銷售費用或工(gong)(gong)(gong)程成本等科目(mu)中(zhong)列支(zhi)工(gong)(gong)(gong)資(zi)性支(zhi)出(chu);嚴(yan)格按(an)(an)(an)照財政部(bu)〔2009〕242號文件(jian)要求,加(jia)強(qiang)(qiang)工(gong)(gong)(gong)資(zi)管(guan)(guan)(guan)理(li)(li)(li),凡企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)以貨(huo)幣形式按(an)(an)(an)期按(an)(an)(an)標準發(fa)放或支(zhi)付給職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)的(de)(de)住(zhu)房(fang)補(bu)貼、交(jiao)通補(bu)貼或車改補(bu)貼、通訊補(bu)貼、午餐補(bu)貼、節日福利等,均應納(na)入(ru)工(gong)(gong)(gong)資(zi)總(zong)(zong)額(e)管(guan)(guan)(guan)理(li)(li)(li)。四要認真組織清(qing)算。按(an)(an)(an)時(shi)完(wan)成2012年(nian)度(du)工(gong)(gong)(gong)資(zi)總(zong)(zong)額(e)清(qing)算工(gong)(gong)(gong)作(zuo)(zuo),并在此基礎(chu)上做(zuo)好2013年(nian)度(du)工(gong)(gong)(gong)資(zi)總(zong)(zong)額(e)申報工(gong)(gong)(gong)作(zuo)(zuo);各集(ji)團(tuan)要做(zuo)好子(zi)(zi)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)工(gong)(gong)(gong)資(zi)總(zong)(zong)額(e)清(qing)算及預(yu)算的(de)(de)申報指(zhi)導(dao)和(he)(he)核(he)(he)準工(gong)(gong)(gong)作(zuo)(zuo)。五要加(jia)強(qiang)(qiang)監督管(guan)(guan)(guan)理(li)(li)(li)。嚴(yan)格執行(xing)(xing)市(shi)國(guo)(guo)資(zi)委有(you)(you)關(guan)工(gong)(gong)(gong)資(zi)總(zong)(zong)額(e)管(guan)(guan)(guan)理(li)(li)(li)要求,嚴(yan)禁超提(ti)超發(fa);嚴(yan)格落實勞動關(guan)系、工(gong)(gong)(gong)資(zi)關(guan)系、社保(bao)關(guan)系“三統一(yi)(yi)”;嚴(yan)格企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)負(fu)責(ze)(ze)人(ren)(ren)薪(xin)(xin)(xin)酬(chou)管(guan)(guan)(guan)理(li)(li)(li),嚴(yan)禁企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)負(fu)責(ze)(ze)人(ren)(ren)兼職(zhi)(zhi)(zhi)(zhi)取薪(xin)(xin)(xin),要將企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)負(fu)責(ze)(ze)人(ren)(ren)全部(bu)工(gong)(gong)(gong)資(zi)性收入(ru)納(na)入(ru)年(nian)薪(xin)(xin)(xin)總(zong)(zong)額(e)管(guan)(guan)(guan)理(li)(li)(li);完(wan)善(shan)按(an)(an)(an)崗定薪(xin)(xin)(xin)辦法,不(bu)得(de)(de)將企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)部(bu)門負(fu)責(ze)(ze)人(ren)(ren)薪(xin)(xin)(xin)酬(chou)與企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)負(fu)責(ze)(ze)人(ren)(ren)年(nian)薪(xin)(xin)(xin)掛鉤;充(chong)分(fen)(fen)發(fa)揮(hui)集(ji)團(tuan)內審(shen)機構作(zuo)(zuo)用,加(jia)大內審(shen)工(gong)(gong)(gong)作(zuo)(zuo)力度(du),加(jia)強(qiang)(qiang)子(zi)(zi)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)收入(ru)分(fen)(fen)配(pei)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)專(zhuan)(zhuan)項審(shen)計和(he)(he)信息披露。
