威海市國資(zi)(zi)委采取四(si)項措施促(cu)進企(qi)(qi)(qi)(qi)業(ye)工(gong)(gong)(gong)資(zi)(zi)分配合理化:一(yi)是嚴格(ge)政(zheng)策。認真落(luo)實市政(zheng)府關于企(qi)(qi)(qi)(qi)業(ye)工(gong)(gong)(gong)資(zi)(zi)指導線相關文件,結(jie)合企(qi)(qi)(qi)(qi)業(ye)實際,及時(shi)制定貫徹(che)意見下發。二是規范程序(xu)。通過企(qi)(qi)(qi)(qi)業(ye)預報、中介(jie)機(ji)構(gou)審計、國資(zi)(zi)委審核等程序(xu)確定企(qi)(qi)(qi)(qi)業(ye)工(gong)(gong)(gong)資(zi)(zi)總額。三(san)是制度約束。建(jian)立企(qi)(qi)(qi)(qi)業(ye)負責人薪酬與職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)掛鉤(gou)政(zheng)策,防止企(qi)(qi)(qi)(qi)業(ye)不(bu)執(zhi)行政(zheng)府工(gong)(gong)(gong)資(zi)(zi)政(zheng)策。四(si)是操作簡(jian)化。建(jian)立最低工(gong)(gong)(gong)資(zi)(zi)綠色保(bao)障通道,對企(qi)(qi)(qi)(qi)業(ye)平(ping)均工(gong)(gong)(gong)資(zi)(zi)低于社(she)會平(ping)均工(gong)(gong)(gong)資(zi)(zi)的企(qi)(qi)(qi)(qi)業(ye),在政(zheng)策上允許企(qi)(qi)(qi)(qi)業(ye)自主上調,減少(shao)企(qi)(qi)(qi)(qi)業(ye)間(jian)收入差距。
