南京出臺新規 老板工資漲幅不得高于職工

  國有企(qi)(qi)業的工(gong)資(zi)管(guan)理(li)將(jiang)有新辦法。日(ri)前,由市國資(zi)委制定的《南京市國有企(qi)(qi)業工(gong)資(zi)總額管(guan)理(li)暫行(xing)辦法》出臺。即(ji)日(ri)起,市國資(zi)委監管(guan)的9個(ge)集團(tuan)及下(xia)屬企(qi)(qi)業的工(gong)資(zi)總額將(jiang)納(na)入統(tong)一管(guan)理(li),確保在企(qi)(qi)業效(xiao)益增加的情況下(xia),職工(gong)工(gong)資(zi)收入將(jiang)同(tong)步提(ti)高。

    市國資(zi)委考評處有關負責人介紹,工(gong)(gong)資(zi)總(zong)(zong)額(e)(e)(e)(e)管理主(zhu)要分工(gong)(gong)效(xiao)掛鉤(gou)和工(gong)(gong)資(zi)總(zong)(zong)額(e)(e)(e)(e)使用計(ji)(ji)劃(hua)兩種,效(xiao)益(yi)較好的(de)(de)企業(ye)(ye)采用工(gong)(gong)效(xiao)掛鉤(gou)形式,工(gong)(gong)資(zi)總(zong)(zong)額(e)(e)(e)(e)要與企業(ye)(ye)利(li)潤掛鉤(gou),每年(nian)初,參照企業(ye)(ye)上年(nian)度經會計(ji)(ji)師事務(wu)所審計(ji)(ji)后的(de)(de)利(li)潤總(zong)(zong)額(e)(e)(e)(e),市國資(zi)委將核(he)定一(yi)個工(gong)(gong)資(zi)總(zong)(zong)額(e)(e)(e)(e),各企業(ye)(ye)在總(zong)(zong)額(e)(e)(e)(e)范圍內進(jin)行分配。一(yi)些效(xiao)益(yi)不好的(de)(de)企業(ye)(ye)可(ke)實行工(gong)(gong)資(zi)計(ji)(ji)劃(hua)管理,如果上一(yi)年(nian)減少虧(kui)損(sun)或(huo)者扭虧(kui)為盈的(de)(de)企業(ye)(ye),可(ke)按照市政府發布(bu)的(de)(de)企業(ye)(ye)工(gong)(gong)資(zi)指導線規定的(de)(de)基準線增(zeng)加工(gong)(gong)資(zi)計(ji)(ji)劃(hua);上年(nian)效(xiao)益(yi)持平(ping)的(de)(de)企業(ye)(ye),可(ke)按工(gong)(gong)資(zi)指導線的(de)(de)下(xia)線增(zeng)加工(gong)(gong)資(zi)計(ji)(ji)劃(hua);上年(nian)虧(kui)損(sun)增(zeng)加的(de)(de)企業(ye)(ye),工(gong)(gong)資(zi)計(ji)(ji)劃(hua)可(ke)適當(dang)核(he)減,但(dan)核(he)減量一(yi)般不超過上年(nian)清算工(gong)(gong)資(zi)總(zong)(zong)額(e)(e)(e)(e)的(de)(de)10%。

    市(shi)國資委還可針對具體情況增(zeng)減工(gong)(gong)(gong)資總(zong)(zong)額(e),如果(guo)企(qi)業上(shang)(shang)年(nian)在崗(gang)(gang)職(zhi)工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資低于本市(shi)上(shang)(shang)年(nian)在崗(gang)(gang)職(zhi)工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資的(de)(de)80%,或(huo)(huo)已2年(nian)以上(shang)(shang)未增(zeng)加工(gong)(gong)(gong)資的(de)(de),那么該(gai)企(qi)業第二年(nian)的(de)(de)工(gong)(gong)(gong)資總(zong)(zong)額(e)將適度增(zeng)加;如果(guo)上(shang)(shang)年(nian)在崗(gang)(gang)職(zhi)工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資達到或(huo)(huo)高于本市(shi)上(shang)(shang)年(nian)在崗(gang)(gang)職(zhi)工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資2倍以上(shang)(shang)的(de)(de),其(qi)工(gong)(gong)(gong)資總(zong)(zong)額(e)的(de)(de)增(zeng)長幅度將被控制。

    據(ju)介(jie)紹,市國資(zi)委每年要(yao)對企(qi)(qi)業(ye)上一年工(gong)(gong)(gong)資(zi)總額(e)發放(fang)(fang)情況進行清查。比(bi)如說,該(gai)企(qi)(qi)業(ye)當年實(shi)(shi)際(ji)發放(fang)(fang)工(gong)(gong)(gong)資(zi)大于年初所(suo)定下的(de)(de)工(gong)(gong)(gong)資(zi)總額(e),其超出(chu)部分將(jiang)在下一年度工(gong)(gong)(gong)資(zi)總額(e)中扣減。相反,如果當年實(shi)(shi)際(ji)發放(fang)(fang)不(bu)(bu)足(zu),差(cha)額(e)部分可以(yi)轉入下年使用。“有(you)(you)些企(qi)(qi)業(ye)的(de)(de)工(gong)(gong)(gong)資(zi)是(shi)計(ji)件(jian)發放(fang)(fang)的(de)(de),職工(gong)(gong)(gong)可通過(guo)(guo)集體(ti)協(xie)商的(de)(de)方式來(lai)確定計(ji)件(jian)單價,但(dan)計(ji)件(jian)單價不(bu)(bu)超過(guo)(guo)兩年就要(yao)調整一次。還有(you)(you)一條,職工(gong)(gong)(gong)年平均工(gong)(gong)(gong)資(zi)的(de)(de)增長(chang)比(bi)例不(bu)(bu)低于企(qi)(qi)業(ye)經營者年薪的(de)(de)增長(chang)比(bi)例,這也(ye)是(shi)為了確保在企(qi)(qi)業(ye)效益(yi)增加的(de)(de)前提下,能夠(gou)將(jiang)更多的(de)(de)利潤惠及普通職工(gong)(gong)(gong)。”
