國(guo)有(you)企(qi)業(ye)(ye)的(de)(de)工(gong)資(zi)管理(li)(li)(li)將有(you)新辦法。日(ri)(ri)前,由市(shi)國(guo)資(zi)委制(zhi)定的(de)(de)《南京市(shi)國(guo)有(you)企(qi)業(ye)(ye)工(gong)資(zi)總額管理(li)(li)(li)暫(zan)行辦法》出臺。即日(ri)(ri)起,市(shi)國(guo)資(zi)委監管的(de)(de)9個集團及下屬企(qi)業(ye)(ye)的(de)(de)工(gong)資(zi)總額將納(na)入統一管理(li)(li)(li),確保在企(qi)業(ye)(ye)效益(yi)增(zeng)加的(de)(de)情(qing)況下,職(zhi)工(gong)工(gong)資(zi)收入將同步提高。
市國資(zi)(zi)(zi)委考評處(chu)有關(guan)負責人介紹,工(gong)(gong)資(zi)(zi)(zi)總額(e)(e)管(guan)理(li)主要(yao)分(fen)工(gong)(gong)效(xiao)掛(gua)鉤和工(gong)(gong)資(zi)(zi)(zi)總額(e)(e)使(shi)用計劃(hua)兩種,效(xiao)益(yi)較(jiao)好的(de)(de)企(qi)(qi)(qi)(qi)業(ye)采用工(gong)(gong)效(xiao)掛(gua)鉤形式,工(gong)(gong)資(zi)(zi)(zi)總額(e)(e)要(yao)與企(qi)(qi)(qi)(qi)業(ye)利潤掛(gua)鉤,每年(nian)(nian)(nian)初(chu),參(can)照企(qi)(qi)(qi)(qi)業(ye)上年(nian)(nian)(nian)度經會計師事務所審計后(hou)的(de)(de)利潤總額(e)(e),市國資(zi)(zi)(zi)委將核定一(yi)個工(gong)(gong)資(zi)(zi)(zi)總額(e)(e),各(ge)企(qi)(qi)(qi)(qi)業(ye)在總額(e)(e)范圍內進(jin)行分(fen)配。一(yi)些效(xiao)益(yi)不好的(de)(de)企(qi)(qi)(qi)(qi)業(ye)可實行工(gong)(gong)資(zi)(zi)(zi)計劃(hua)管(guan)理(li),如果上一(yi)年(nian)(nian)(nian)減少(shao)虧損(sun)或(huo)者扭虧為盈(ying)的(de)(de)企(qi)(qi)(qi)(qi)業(ye),可按照市政府發布的(de)(de)企(qi)(qi)(qi)(qi)業(ye)工(gong)(gong)資(zi)(zi)(zi)指導線(xian)規定的(de)(de)基準(zhun)線(xian)增加工(gong)(gong)資(zi)(zi)(zi)計劃(hua);上年(nian)(nian)(nian)效(xiao)益(yi)持平的(de)(de)企(qi)(qi)(qi)(qi)業(ye),可按工(gong)(gong)資(zi)(zi)(zi)指導線(xian)的(de)(de)下線(xian)增加工(gong)(gong)資(zi)(zi)(zi)計劃(hua);上年(nian)(nian)(nian)虧損(sun)增加的(de)(de)企(qi)(qi)(qi)(qi)業(ye),工(gong)(gong)資(zi)(zi)(zi)計劃(hua)可適當(dang)核減,但核減量(liang)一(yi)般不超過(guo)上年(nian)(nian)(nian)清算工(gong)(gong)資(zi)(zi)(zi)總額(e)(e)的(de)(de)10%。
市國資(zi)委還(huan)可針(zhen)對具體情況增(zeng)(zeng)減工(gong)(gong)(gong)(gong)(gong)資(zi)總(zong)額,如果企業(ye)上(shang)年在崗(gang)(gang)(gang)職工(gong)(gong)(gong)(gong)(gong)平(ping)均(jun)工(gong)(gong)(gong)(gong)(gong)資(zi)低于(yu)本市上(shang)年在崗(gang)(gang)(gang)職工(gong)(gong)(gong)(gong)(gong)平(ping)均(jun)工(gong)(gong)(gong)(gong)(gong)資(zi)的(de)(de)(de)80%,或(huo)已2年以(yi)上(shang)未增(zeng)(zeng)加工(gong)(gong)(gong)(gong)(gong)資(zi)的(de)(de)(de),那么(me)該企業(ye)第(di)二年的(de)(de)(de)工(gong)(gong)(gong)(gong)(gong)資(zi)總(zong)額將(jiang)適度增(zeng)(zeng)加;如果上(shang)年在崗(gang)(gang)(gang)職工(gong)(gong)(gong)(gong)(gong)平(ping)均(jun)工(gong)(gong)(gong)(gong)(gong)資(zi)達到或(huo)高于(yu)本市上(shang)年在崗(gang)(gang)(gang)職工(gong)(gong)(gong)(gong)(gong)平(ping)均(jun)工(gong)(gong)(gong)(gong)(gong)資(zi)2倍以(yi)上(shang)的(de)(de)(de),其工(gong)(gong)(gong)(gong)(gong)資(zi)總(zong)額的(de)(de)(de)增(zeng)(zeng)長幅(fu)度將(jiang)被控制。
據(ju)介(jie)紹(shao),市國(guo)資(zi)(zi)委每年(nian)(nian)要(yao)對(dui)企業(ye)(ye)上一(yi)年(nian)(nian)工(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)額發放(fang)情況進(jin)行清(qing)查(cha)。比如(ru)說,該企業(ye)(ye)當(dang)(dang)年(nian)(nian)實(shi)際(ji)發放(fang)工(gong)(gong)(gong)資(zi)(zi)大于年(nian)(nian)初所定下(xia)的(de)(de)(de)工(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)額,其超出部分(fen)將在(zai)下(xia)一(yi)年(nian)(nian)度工(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)額中扣減(jian)。相(xiang)反,如(ru)果當(dang)(dang)年(nian)(nian)實(shi)際(ji)發放(fang)不足,差額部分(fen)可(ke)以轉入(ru)下(xia)年(nian)(nian)使用。“有(you)些企業(ye)(ye)的(de)(de)(de)工(gong)(gong)(gong)資(zi)(zi)是(shi)計(ji)件發放(fang)的(de)(de)(de),職(zhi)工(gong)(gong)(gong)可(ke)通過(guo)集體協商的(de)(de)(de)方式來(lai)確定計(ji)件單價,但計(ji)件單價不超過(guo)兩年(nian)(nian)就要(yao)調(diao)整一(yi)次。還有(you)一(yi)條,職(zhi)工(gong)(gong)(gong)年(nian)(nian)平均工(gong)(gong)(gong)資(zi)(zi)的(de)(de)(de)增長(chang)比例不低于企業(ye)(ye)經營者年(nian)(nian)薪的(de)(de)(de)增長(chang)比例,這也是(shi)為了確保(bao)在(zai)企業(ye)(ye)效益增加(jia)的(de)(de)(de)前(qian)提下(xia),能夠將更多的(de)(de)(de)利潤(run)惠及普通職(zhi)工(gong)(gong)(gong)。”
