徐州(zhou)市屬企(qi)業(ye)(ye)改革改制工(gong)作已近(jin)尾聲。在企(qi)業(ye)(ye)改革改制過程中,部分(fen)改制企(qi)業(ye)(ye)黨(dang)(dang)(dang)組(zu)織(zhi)(zhi)和黨(dang)(dang)(dang)員的組(zu)織(zhi)(zhi)關系(xi)(xi)尚未轉(zhuan)交到(dao)位(wei),在一定(ding)范圍內出現了(le)組(zu)織(zhi)(zhi)找不到(dao)黨(dang)(dang)(dang)員、黨(dang)(dang)(dang)員找不到(dao)組(zu)織(zhi)(zhi)的現象。近(jin)日,徐州(zhou)市國資(zi)委黨(dang)(dang)(dang)委專門發(fa)文,進一步加強(qiang)改制企(qi)業(ye)(ye)黨(dang)(dang)(dang)的建設、理(li)順改制企(qi)業(ye)(ye)黨(dang)(dang)(dang)組(zu)織(zhi)(zhi)和黨(dang)(dang)(dang)員組(zu)織(zhi)(zhi)關系(xi)(xi)。
一(yi)是切(qie)實(shi)加強對改(gai)(gai)制(zhi)工作的(de)領導,充分(fen)發揮(hui)黨(dang)(dang)組(zu)織的(de)政(zheng)治核(he)心作用。市屬企(qi)(qi)(qi)業(ye)改(gai)(gai)制(zhi)是企(qi)(qi)(qi)業(ye)發展(zhan)中的(de)重大(da)問題,國(guo)資(zi)委黨(dang)(dang)委要求企(qi)(qi)(qi)業(ye)黨(dang)(dang)組(zu)織必須充分(fen)發揮(hui)政(zheng)治核(he)心作用,加強對改(gai)(gai)制(zhi)工作的(de)領導。要組(zu)織領導班子和廣大(da)干(gan)部職(zhi)工,認真學(xue)(xue)習國(guo)家(jia)、省、市有(you)關(guan)政(zheng)策、法律(lv)、法規(gui),保證在企(qi)(qi)(qi)業(ye)改(gai)(gai)制(zhi)過程中能夠得(de)到有(you)效貫徹執行(xing);要積極參(can)與企(qi)(qi)(qi)業(ye)改(gai)(gai)制(zhi)前的(de)謀劃和醞(yun)釀,組(zu)織人員深入調研,科(ke)學(xue)(xue)論證,保證企(qi)(qi)(qi)業(ye)改(gai)(gai)制(zhi)的(de)正(zheng)確方向;要在企(qi)(qi)(qi)業(ye)改(gai)(gai)制(zhi)方案批準后,采取科(ke)學(xue)(xue)有(you)力的(de)措施(shi),保證企(qi)(qi)(qi)業(ye)改(gai)(gai)制(zhi)工作的(de)順(shun)利(li)實(shi)施(shi);要加強對企(qi)(qi)(qi)業(ye)改(gai)(gai)制(zhi)的(de)監(jian)督,督促落實(shi)廉潔自(zi)律(lv)各項規(gui)定,保證國(guo)有(you)資(zi)產(chan)保值增值不流失,職(zhi)工權益(yi)不受侵犯。
二(er)是切實(shi)加(jia)(jia)強思想政(zheng)治工(gong)(gong)(gong)(gong)(gong)作(zuo),充分發(fa)揮(hui)基層(ceng)黨組(zu)織的(de)(de)戰斗堡(bao)壘作(zuo)用。企業實(shi)施(shi)改制(zhi)是一(yi)場(chang)涉(she)及到產(chan)權(quan)、職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)和機(ji)制(zhi)的(de)(de)重(zhong)大的(de)(de)變革,必然會(hui)在(zai)(zai)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)中引起一(yi)定的(de)(de)動蕩,甚至(zhi)會(hui)引發(fa)一(yi)些不穩(wen)(wen)定事(shi)(shi)件。企業黨組(zu)織一(yi)定要加(jia)(jia)強改制(zhi)過(guo)程(cheng)中的(de)(de)思想政(zheng)治工(gong)(gong)(gong)(gong)(gong)作(zuo),切實(shi)發(fa)揮(hui)戰斗堡(bao)壘作(zuo)用,確(que)保職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)隊(dui)伍穩(wen)(wen)定。要積(ji)極主動做工(gong)(gong)(gong)(gong)(gong)作(zuo),變過(guo)去事(shi)(shi)后“消(xiao)防(fang)員(yuan)”為事(shi)(shi)先“預報(bao)員(yuan)”,將職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)迫切需(xu)要了解的(de)(de)方(fang)(fang)針、政(zheng)策(ce)以及企業改制(zhi)方(fang)(fang)案、涉(she)及職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)利益(yi)的(de)(de)重(zhong)大問(wen)題,主動向職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)講(jiang)清,使職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)了解政(zheng)策(ce)、掌握政(zheng)策(ce),明白自己的(de)(de)權(quan)利和應履行的(de)(de)義務(wu),做到服務(wu)在(zai)(zai)前(qian)、引導在(zai)(zai)先,未(wei)雨綢繆、防(fang)范于未(wei)然;要真正關心職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)群(qun)眾(zhong),千方(fang)(fang)百計(ji)為職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)解決問(wen)題,讓(rang)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)切實(shi)感受到組(zu)織的(de)(de)關懷;要建立穩(wen)(wen)定工(gong)(gong)(gong)(gong)(gong)作(zuo)責任(ren)制(zhi),制(zhi)定預防(fang)和處理信訪突發(fa)性事(shi)(shi)件工(gong)(gong)(gong)(gong)(gong)作(zuo)預案,妥善處置(zhi)群(qun)體性事(shi)(shi)件。
三是完善企(qi)業(ye)(ye)改制(zhi)(zhi)(zhi)(zhi)(zhi)方案(an)(an),確保改制(zhi)(zhi)(zhi)(zhi)(zhi)企(qi)業(ye)(ye)黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)織(zhi)(zhi)(zhi)(zhi)和(he)黨(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)組(zu)(zu)織(zhi)(zhi)(zhi)(zhi)關系轉交(jiao)到位。企(qi)業(ye)(ye)實施改制(zhi)(zhi)(zhi)(zhi)(zhi)、破產重組(zu)(zu)等形式改革時,企(qi)業(ye)(ye)的(de)(de)(de)組(zu)(zu)織(zhi)(zhi)(zhi)(zhi)形式將發生(sheng)變化,企(qi)業(ye)(ye)主管(guan)部門黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)織(zhi)(zhi)(zhi)(zhi),在制(zhi)(zhi)(zhi)(zhi)(zhi)定企(qi)業(ye)(ye)改制(zhi)(zhi)(zhi)(zhi)(zhi)方案(an)(an)時,應(ying)同步(bu)(bu)制(zhi)(zhi)(zhi)(zhi)(zhi)定企(qi)業(ye)(ye)黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)織(zhi)(zhi)(zhi)(zhi)的(de)(de)(de)設置、隸屬(shu)關系調整等方案(an)(an),否則(ze)改制(zhi)(zhi)(zhi)(zhi)(zhi)方案(an)(an)不予審批。企(qi)業(ye)(ye)黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)織(zhi)(zhi)(zhi)(zhi)要按照黨(dang)(dang)(dang)(dang)(dang)章規定,根據企(qi)業(ye)(ye)黨(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)人數和(he)工(gong)作需(xu)要,經上級黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)織(zhi)(zhi)(zhi)(zhi)批準,同步(bu)(bu)組(zu)(zu)建(jian)、改建(jian)或更名黨(dang)(dang)(dang)(dang)(dang)的(de)(de)(de)基層組(zu)(zu)織(zhi)(zhi)(zhi)(zhi),選配好黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)織(zhi)(zhi)(zhi)(zhi)負責人,將已改制(zhi)(zhi)(zhi)(zhi)(zhi)為非公(gong)企(qi)業(ye)(ye)的(de)(de)(de)黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)織(zhi)(zhi)(zhi)(zhi)按屬(shu)地管(guan)理(li)(li)原則(ze),轉交(jiao)給相(xiang)應(ying)的(de)(de)(de)縣區、街(jie)道辦事處黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)織(zhi)(zhi)(zhi)(zhi)。對一(yi)些已與(yu)企(qi)業(ye)(ye)終止勞動關系的(de)(de)(de)黨(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan),將其組(zu)(zu)織(zhi)(zhi)(zhi)(zhi)關系轉交(jiao)至社區或現就(jiu)業(ye)(ye)的(de)(de)(de)企(qi)業(ye)(ye),理(li)(li)順(shun)企(qi)業(ye)(ye)黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)織(zhi)(zhi)(zhi)(zhi)和(he)黨(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)的(de)(de)(de)組(zu)(zu)織(zhi)(zhi)(zhi)(zhi)關系。
四是切實加強破產企業黨組織建設,強化破產企業黨員管理。企業進入破產程序后,原企業上級主管部門應委派組織部門負責人參加清算組工作,指導破產企業進一步加強黨的組織建設。破產時,原企業黨組織如能正常開展工作,應予以保留;原企業黨組織如不能正常開展活動,應成立臨時黨組織。清算組應留用黨務干部參加清算工作,負責破產清算期間的黨員教育管理、職工思想政治工作和穩定工作。在職工未能安置到位、黨員組織關系未能轉交到位的情況下,不得撤銷企業黨組織。
