在2015年即將到來之際(ji),湖北(bei)宜昌國資委認(ren)真分析形勢,廣泛開展調研,敲定了(le)國資監管新思路,并將從五個方面實現重點突破。
第(di)一(yi),加(jia)大(da)改(gai)(gai)革(ge)(ge)力(li)度(du)(du),力(li)爭(zheng)在(zai)轉型發展(zhan)上實(shi)現突(tu)破。一(yi)是以國家和(he)省、市(shi)(shi)(shi)改(gai)(gai)革(ge)(ge)總方案、時間(jian)(jian)表(biao)和(he)路(lu)線圖為依據,結合(he)自身實(shi)際,立(li)足當前,著眼長(chang)遠,進(jin)(jin)一(yi)步完(wan)善(shan)深化(hua)國企改(gai)(gai)革(ge)(ge)方案。二(er)是加(jia)大(da)同行業(ye)(ye)整(zheng)合(he),按照產(chan)業(ye)(ye)相近、行業(ye)(ye)相關(guan)、主業(ye)(ye)相同的(de)(de)(de)原則,加(jia)快實(shi)施(shi)重組整(zheng)合(he),實(shi)現強強聯合(he)和(he)優勢互補。從母公(gong)司(si)、子公(gong)司(si)和(he)孫公(gong)司(si)等(deng)多(duo)層面理(li)清產(chan)權關(guan)系,從培(pei)育大(da)產(chan)業(ye)(ye)、推進(jin)(jin)大(da)發展(zhan)的(de)(de)(de)高度(du)(du),理(li)順(shun)產(chan)業(ye)(ye)脈絡,進(jin)(jin)行產(chan)業(ye)(ye)鏈垂直整(zheng)合(he)。三是推進(jin)(jin)企業(ye)(ye)股(gu)權多(duo)元化(hua)改(gai)(gai)革(ge)(ge)。充(chong)分發揮國有(you)企業(ye)(ye)戰略引領功(gong)能和(he)產(chan)業(ye)(ye)先導功(gong)能,推進(jin)(jin)國有(you)資(zi)本與民間(jian)(jian)資(zi)本、社(she)會資(zi)本的(de)(de)(de)相互滲透(tou)、融合(he)發展(zhan)。四(si)是推動企業(ye)(ye)建(jian)立(li)完(wan)善(shan)現代企業(ye)(ye)制(zhi)度(du)(du)。加(jia)強對國有(you)企業(ye)(ye)內(nei)部治理(li)結構(gou)、經營機制(zhi)、管理(li)模(mo)式等(deng)問題研究。加(jia)快建(jian)立(li)股(gu)東會、董事會、監事會和(he)經理(li)層分權制(zhi)衡、協調運轉的(de)(de)(de)規(gui)范(fan)治理(li)結構(gou)。五(wu)是按照政企分開,政資(zi)分開原則,進(jin)(jin)一(yi)步抓好(hao)新一(yi)輪(lun)事業(ye)(ye)單位脫鉤(gou)改(gai)(gai)制(zhi),力(li)促經營性(xing)資(zi)產(chan)監管全覆蓋。六(liu)是加(jia)快推進(jin)(jin)資(zi)本證券化(hua)。按照培(pei)育上市(shi)(shi)(shi)后備企業(ye)(ye)、上市(shi)(shi)(shi)優勢企業(ye)(ye)的(de)(de)(de)思(si)路(lu),加(jia)快集團(tuan)整(zheng)體上市(shi)(shi)(shi)或主營業(ye)(ye)務(wu)上市(shi)(shi)(shi),積極推動峽州產(chan)業(ye)(ye)集團(tuan)、物資(zi)集團(tuan)境內(nei)上市(shi)(shi)(shi)和(he)宜港集團(tuan)境外(wai)上市(shi)(shi)(shi)進(jin)(jin)程(cheng),努力(li)促進(jin)(jin)優強企業(ye)(ye)利(li)用資(zi)本市(shi)(shi)(shi)場做(zuo)大(da)做(zuo)強。
第二,突(tu)出(chu)工(gong)(gong)作(zuo)重點(dian),力(li)(li)爭在經(jing)濟(ji)運(yun)行質量上實(shi)(shi)現(xian)突(tu)破。宜(yi)化(hua)(hua)(hua)集(ji)(ji)(ji)(ji)團(tuan)(tuan)要立(li)足(zu)轉變發展(zhan)方(fang)(fang)式,大力(li)(li)優(you)化(hua)(hua)(hua)產(chan)(chan)品結(jie)構,延(yan)伸產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)鏈條(tiao),立(li)足(zu)宜(yi)昌本部,按(an)照企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)規(gui)劃抓(zhua)(zhua)好 “六(liu)大項(xiang)(xiang)目(mu)(mu)”實(shi)(shi)施(shi),依托化(hua)(hua)(hua)工(gong)(gong)主(zhu)業(ye)(ye)(ye)(ye)(ye)(ye),致力(li)(li)向精細化(hua)(hua)(hua)工(gong)(gong)產(chan)(chan)品和高(gao)端化(hua)(hua)(hua)工(gong)(gong)產(chan)(chan)品發展(zhan),提(ti)(ti)高(gao)產(chan)(chan)品附加(jia)(jia)(jia)值,提(ti)(ti)高(gao)資(zi)源控制(zhi)能(neng)力(li)(li)、市(shi)(shi)場(chang)競爭能(neng)力(li)(li)、自(zi)主(zhu)創新(xin)(xin)力(li)(li)。同(tong)時(shi)大力(li)(li)發展(zhan)化(hua)(hua)(hua)工(gong)(gong)化(hua)(hua)(hua)肥(fei)相(xiang)關領域的內(nei)外(wai)(wai)貿易、化(hua)(hua)(hua)工(gong)(gong)設(she)備制(zhi)造(zao),不斷培(pei)育新(xin)(xin)的增長點(dian),提(ti)(ti)升集(ji)(ji)(ji)(ji)團(tuan)(tuan)盈利水平。安(an)琪集(ji)(ji)(ji)(ji)團(tuan)(tuan)要依托科技型企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)優(you)勢,加(jia)(jia)(jia)大產(chan)(chan)品研發力(li)(li)度,以酵母為基(ji)礎(chu),讓產(chan)(chan)品向醫(yi)藥(yao)、食品添加(jia)(jia)(jia)劑等技術含量高(gao)、產(chan)(chan)品附加(jia)(jia)(jia)值高(gao)的產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)鏈延(yan)伸,探索(suo)集(ji)(ji)(ji)(ji)團(tuan)(tuan)管控方(fang)(fang)式,努力(li)(li)提(ti)(ti)高(gao)集(ji)(ji)(ji)(ji)團(tuan)(tuan)盈利能(neng)力(li)(li)。交運(yun)集(ji)(ji)(ji)(ji)團(tuan)(tuan)要由旅游(you)(you)運(yun)輸(shu)向旅游(you)(you)產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)轉型,積(ji)極推進(jin)城鄉客(ke)運(yun)一體化(hua)(hua)(hua)實(shi)(shi)施(shi)和旅游(you)(you)新(xin)(xin)區建(jian)設(she),抓(zhua)(zhua)好三(san)峽游(you)(you)輪中心項(xiang)(xiang)目(mu)(mu)、東站物流中心項(xiang)(xiang)目(mu)(mu)實(shi)(shi)施(shi)。宜(yi)港集(ji)(ji)(ji)(ji)團(tuan)(tuan)要重點(dian)圍繞抓(zhua)(zhua)好煤炭(tan)運(yun)輸(shu)、集(ji)(ji)(ji)(ji)裝箱運(yun)輸(shu)和磷礦石運(yun)輸(shu),拓展(zhan)發展(zhan)空間,加(jia)(jia)(jia)快境外(wai)(wai)上市(shi)(shi)進(jin)程。物資(zi)集(ji)(ji)(ji)(ji)團(tuan)(tuan)要做(zuo)(zuo)大做(zuo)(zuo)強物流、旅游(you)(you)、再(zai)生資(zi)源“三(san)大板塊”,加(jia)(jia)(jia)快旅游(you)(you)景區的提(ti)(ti)檔升級,加(jia)(jia)(jia)快再(zai)生資(zi)源循環(huan)利用(yong)產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)園建(jian)設(she)。峽州酒(jiu)(jiu)店產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)集(ji)(ji)(ji)(ji)團(tuan)(tuan)要加(jia)(jia)(jia)快股份(fen)制(zhi)改造(zao)步伐,積(ji)極引進(jin)戰略投(tou)資(zi)者,加(jia)(jia)(jia)快旅游(you)(you)商業(ye)(ye)(ye)(ye)(ye)(ye)綜(zong)合(he)體項(xiang)(xiang)目(mu)(mu)實(shi)(shi)施(shi)進(jin)展(zhan),積(ji)極探索(suo)以規(gui)模化(hua)(hua)(hua)、集(ji)(ji)(ji)(ji)約化(hua)(hua)(hua)、多(duo)元化(hua)(hua)(hua)的發展(zhan)思(si)路(lu),做(zuo)(zuo)大做(zuo)(zuo)強餐飲酒(jiu)(jiu)店、旅游(you)(you)商品和旅游(you)(you)產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)。新(xin)(xin)整合(he)的四大投(tou)融資(zi)公司(si)以建(jian)立(li)完善法人治理(li)結(jie)構為重點(dian),規(gui)范企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)運(yun)行機(ji)制(zhi)和市(shi)(shi)場(chang)化(hua)(hua)(hua)運(yun)作(zuo)方(fang)(fang)式,全(quan)方(fang)(fang)位(wei)開展(zhan)投(tou)融資(zi)活動,同(tong)時(shi)多(duo)渠(qu)道尋求自(zi)身經(jing)營項(xiang)(xiang)目(mu)(mu),實(shi)(shi)現(xian)發展(zhan)新(xin)(xin)突(tu)破。
第三(san),夯實(shi)監(jian)(jian)管(guan)(guan)(guan)基(ji)礎(chu),在以管(guan)(guan)(guan)資本(ben)為主(zhu)上(shang)實(shi)現突破。積極探(tan)索以管(guan)(guan)(guan)資本(ben)為主(zhu)的監(jian)(jian)管(guan)(guan)(guan)方式方法(fa)(fa),以“不(bu)缺位、不(bu)越位、不(bu)錯位”為原則(ze),認真(zhen)履(lv)行出資人職(zhi)責,營造與(yu)企業同(tong)興衰、共榮辱、謀(mou)發(fa)(fa)展的良好(hao)氛(fen)圍;以產權(quan)(quan)管(guan)(guan)(guan)理為核心,進一(yi)步(bu)夯實(shi)基(ji)礎(chu)管(guan)(guan)(guan)理,依法(fa)(fa)合規抓好(hao)產權(quan)(quan)登記、評估(gu)、產權(quan)(quan)轉(zhuan)讓、產權(quan)(quan)交易和(he)(he)國(guo)有(you)資本(ben)預算(suan)等工作(zuo);強(qiang)化(hua)企業經營業績考(kao)核,不(bu)斷完(wan)(wan)善(shan)考(kao)核體(ti)系(xi)(xi),完(wan)(wan)善(shan)“雙目標(biao)”考(kao)核和(he)(he)績效薪酬(chou)“三(san)掛鉤”制度,全面推進EVA(經濟增(zeng)加值)考(kao)核和(he)(he)工資總(zong)額(e)預算(suan)管(guan)(guan)(guan)理;完(wan)(wan)善(shan)財務監(jian)(jian)督、審(shen)計(ji)監(jian)(jian)督和(he)(he)監(jian)(jian)事(shi)會監(jian)(jian)督“三(san)位一(yi)體(ti)”的監(jian)(jian)督機制,充分發(fa)(fa)揮監(jian)(jian)事(shi)會作(zuo)用,探(tan)索建立(li)財務信息(xi)管(guan)(guan)(guan)理系(xi)(xi)統,強(qiang)化(hua)國(guo)有(you)資本(ben)收益收繳,維(wei)護所有(you)者權(quan)(quan)益;抓好(hao)“三(san)重(zhong)一(yi)大”重(zhong)大事(shi)項監(jian)(jian)管(guan)(guan)(guan),把加強(qiang)監(jian)(jian)管(guan)(guan)(guan)和(he)(he)尊(zun)重(zhong)企業的市場(chang)主(zhu)體(ti)地位有(you)機結合,將“事(shi)前審(shen)批”監(jian)(jian)管(guan)(guan)(guan)方式,轉(zhuan)變為“事(shi)前立(li)規、事(shi)中監(jian)(jian)管(guan)(guan)(guan)、事(shi)后評估(gu)”。
第四,抓(zhua)好(hao)(hao)縣(xian)(xian)(xian)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan),在助推(tui)縣(xian)(xian)(xian)域經濟發展(zhan)上(shang)(shang)突破。一(yi)(yi)(yi)是要(yao)(yao)(yao)積極(ji)爭(zheng)取縣(xian)(xian)(xian)(市(shi))區領導(dao)支持,爭(zheng)取有(you)(you)關部門(men)(men)(men)的(de)(de)理解(jie)和(he)(he)配合,要(yao)(yao)(yao)努力(li)(li)營(ying)造推(tui)進國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工作(zuo)的(de)(de)環境和(he)(he)氛圍,創造性地開展(zhan)工作(zuo),靠(kao)工作(zuo)贏得信任,靠(kao)業(ye)(ye)績(ji)獲得認可,靠(kao)發展(zhan)開拓空(kong)間。二是進一(yi)(yi)(yi)步完(wan)善(shan)縣(xian)(xian)(xian)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)(gou)設置和(he)(he)職(zhi)責定位(wei)。抓(zhua)緊完(wan)善(shan)縣(xian)(xian)(xian)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)體制(zhi),因地制(zhi)宜(yi)推(tui)進縣(xian)(xian)(xian)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)(gou)建設。強化內(nei)部機(ji)構(gou)(gou)設置,明確專門(men)(men)(men)的(de)(de)機(ji)構(gou)(gou)和(he)(he)人(ren)員(yuan)開展(zhan)經營(ying)性國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)督管(guan)(guan)(guan)(guan)(guan)理工作(zuo),做到(dao)事(shi)事(shi)有(you)(you)人(ren)管(guan)(guan)(guan)(guan)(guan)。三(san)是著力(li)(li)推(tui)進國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)向以管(guan)(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)為主轉變。圍繞“管(guan)(guan)(guan)(guan)(guan)好(hao)(hao)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)”,落(luo)實好(hao)(hao)出(chu)(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人(ren)職(zhi)責,按照《企(qi)(qi)業(ye)(ye)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產法》和(he)(he)《公司(si)章程》要(yao)(yao)(yao)求,探索研究(jiu)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)部門(men)(men)(men)的(de)(de)職(zhi)能(neng)定位(wei)、監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)方(fang)式和(he)(he)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)措施。四是要(yao)(yao)(yao)積極(ji)推(tui)進經營(ying)性國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)全覆蓋。各縣(xian)(xian)(xian)(市(shi))區要(yao)(yao)(yao)限期完(wan)成經營(ying)性國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產集中統一(yi)(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan),除(chu)政府授權的(de)(de)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)(gou)外(wai),其他部門(men)(men)(men)不得作(zuo)為國(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)的(de)(de)出(chu)(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人(ren)代表。政企(qi)(qi)脫鉤后的(de)(de)企(qi)(qi)業(ye)(ye)、事(shi)業(ye)(ye)單位(wei)改革(ge)轉制(zhi)形成的(de)(de)企(qi)(qi)業(ye)(ye)、新組(zu)建的(de)(de)企(qi)(qi)業(ye)(ye),其國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產納(na)入統一(yi)(yi)(yi)的(de)(de)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)體系。完(wan)善(shan)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)經營(ying)預算制(zhi)度(du),加強國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)收益(yi)收繳(jiao),逐步提(ti)高國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)收益(yi)上(shang)(shang)繳(jiao)比例(li)。
第五,抓好國企黨建,力爭在創新黨建方式上實現突破。一是抓好黨的十八屆三中全會和習近平總書記一系列講話精神的學習宣傳,不斷將學習宣傳活動引向深入,并落實到企業改革發展之中。二是按照中央、省、市黨委的部署和要求,鞏固黨的群眾路線教育實踐活動成果,全面加強企業黨建工作,推動服務型黨組織建設,不斷提高黨建工作規范化、科學化水平。三是著力抓好企業領導班子建設。充分發揮企業黨組織政治核心作用,不斷完善公司法人治理結構,建立健全企業領導人員教育培養、選拔任用和監督激勵機制。四是扎實推進企業人才工作。加大企業經營管理人才、專業技術人才、高技能人才的引進、培養和使用力度,積極探索建立市場化選人用人機制。五是加強企業思想政治工作和免费菠萝视频app下载建設。積極探索新時期思想政治工作方式方法,總結推廣免费菠萝视频app下载先進經驗,激發和調動廣大干部職工愛崗敬業、干事創業的熱情。六是抓好黨風廉政建設。深入開展黨風廉政宣傳教育,認真落實黨風廉政建設責任制,嚴格執行中央“八項規定”,堅決反對“四風”,著力抓好源頭治腐,重點行業檢查防范,積極推進企業廉政文化建設。
