日前,山東威(wei)海(hai)市(shi)國(guo)(guo)資(zi)(zi)辦(ban)(ban)多措(cuo)并舉,切實(shi)加強(qiang)企(qi)(qi)(qi)業外(wai)派(pai)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)建設(she)(she)。一是(shi)建立(li)有(you)(you)效(xiao)工(gong)(gong)作(zuo)(zuo)(zuo)機制。成立(li)威(wei)海(hai)市(shi)國(guo)(guo)有(you)(you)企(qi)(qi)(qi)業董(dong)事(shi)(shi)(shi)(shi)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)工(gong)(gong)作(zuo)(zuo)(zuo)中心,對委派(pai)到(dao)企(qi)(qi)(qi)業的(de)董(dong)事(shi)(shi)(shi)(shi)和監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)實(shi)行集中統一管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)。出臺(tai)了(le)《威(wei)海(hai)市(shi)市(shi)管(guan)(guan)(guan)(guan)國(guo)(guo)有(you)(you)企(qi)(qi)(qi)業監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)辦(ban)(ban)法》等(deng)(deng)(deng)四個規(gui)(gui)范性文件,明確企(qi)(qi)(qi)業監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)原則、機構設(she)(she)置、任職(zhi)(zhi)條件、工(gong)(gong)作(zuo)(zuo)(zuo)職(zhi)(zhi)責、工(gong)(gong)作(zuo)(zuo)(zuo)方(fang)式(shi)、工(gong)(gong)作(zuo)(zuo)(zuo)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)、責任追究等(deng)(deng)(deng)事(shi)(shi)(shi)(shi)項,加強(qiang)對外(wai)派(pai)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)的(de)管(guan)(guan)(guan)(guan)控,規(gui)(gui)范外(wai)派(pai)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)運作(zuo)(zuo)(zuo)。二是(shi)提(ti)(ti)高監(jian)(jian)(jian)(jian)(jian)(jian)督能力(li)水平(ping)。采取(qu)政治教育、業務培(pei)訓、外(wai)出參觀學(xue)習等(deng)(deng)(deng)形式(shi),強(qiang)化監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)人員的(de)思想、組織(zhi)、作(zuo)(zuo)(zuo)風、建設(she)(she),增強(qiang)外(wai)派(pai)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)人員用(yong)好(hao)監(jian)(jian)(jian)(jian)(jian)(jian)督權力(li)的(de)自覺性,提(ti)(ti)升(sheng)對企(qi)(qi)(qi)業投資(zi)(zi)決策(ce)、收益分(fen)配、資(zi)(zi)金管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)、戰略規(gui)(gui)劃、改(gai)革改(gai)制等(deng)(deng)(deng)重大事(shi)(shi)(shi)(shi)項的(de)監(jian)(jian)(jian)(jian)(jian)(jian)督能力(li)。三(san)是(shi)加強(qiang)外(wai)派(pai)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)考核(he)(he)。建立(li)完善了(le)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)質量評(ping)價指(zhi)標體系及工(gong)(gong)作(zuo)(zuo)(zuo)報(bao)告制度,對企(qi)(qi)(qi)業監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)能力(li)、水平(ping)、行權情況(kuang)、履職(zhi)(zhi)效(xiao)果實(shi)行綜合(he)(he)評(ping)價,規(gui)(gui)范監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)報(bao)告形式(shi)、內容及報(bao)送程(cheng)序,同時,加強(qiang)外(wai)派(pai)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)業績考核(he)(he)與薪(xin)酬(chou)(chou)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li),堅(jian)持客(ke)觀公正(zheng)、簡便易行、科學(xue)有(you)(you)效(xiao)的(de)原則,突(tu)出監(jian)(jian)(jian)(jian)(jian)(jian)督成效(xiao)和工(gong)(gong)作(zuo)(zuo)(zuo)質量,采取(qu)年度考核(he)(he)與任期考核(he)(he)相結(jie)合(he)(he)的(de)方(fang)式(shi)進行業績考核(he)(he),并參考所(suo)監(jian)(jian)(jian)(jian)(jian)(jian)督企(qi)(qi)(qi)業管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)層薪(xin)酬(chou)(chou)制定(ding)科學(xue)合(he)(he)理(li)(li)(li)(li)(li)的(de)薪(xin)酬(chou)(chou)制度,考核(he)(he)結(jie)果與市(shi)管(guan)(guan)(guan)(guan)企(qi)(qi)(qi)業管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)層的(de)平(ping)均(jun)薪(xin)酬(chou)(chou)掛(gua)鉤兌(dui)現,一榮俱榮,一損俱損,促使(shi)外(wai)派(pai)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)積極推動(dong)企(qi)(qi)(qi)業規(gui)(gui)范運營,維(wei)護國(guo)(guo)有(you)(you)資(zi)(zi)產安全。
