為了更好更快地推進海南省(sheng)屬企業(ye)項目(mu)(mu)建(jian)設(she),確保項目(mu)(mu)建(jian)設(she)按(an)計劃實(shi)施,海南國資委制定出臺(tai)了九條保障(zhang)措施推進省(sheng)屬企業(ye)項目(mu)(mu)建(jian)設(she)。
一、全面落實“六個一”責任模式。海南省屬企(qi)業項目建設必須全面(mian)落實和建立“一(yi)(yi)個(ge)項目、一(yi)(yi)個(ge)分管(guan)領導、一(yi)(yi)個(ge)責任單位、一(yi)(yi)個(ge)工作(zuo)(zuo)(zuo)班子、一(yi)(yi)個(ge)倒(dao)排工期計(ji)劃、一(yi)(yi)竿子抓到底(di)”的(de)(de)“六個(ge)一(yi)(yi)”責任機制(zhi),將工作(zuo)(zuo)(zuo)計(ji)劃、工作(zuo)(zuo)(zuo)目標,層層分解(jie)、級級落實,確保每一(yi)(yi)個(ge)項目都有人負責、有人跟蹤、有人協調、有人解(jie)決(jue)實際(ji)問(wen)題(ti),形成(cheng)“人人有任務(wu),事事有人抓,件件有保障(zhang)”的(de)(de)工作(zuo)(zuo)(zuo)局面(mian)。各省屬企(qi)業“六個(ge)一(yi)(yi)”責任分解(jie)方案,報海南國資委備案,作(zuo)(zuo)(zuo)為年(nian)終考核(he)獎懲依據(ju)。
二、大力支持省屬企業申報省和國家重點項目。對海南省屬企業(ye)策劃(hua)的(de)優勢(shi)項(xiang)(xiang)目,實行專人負責制,做好與省和(he)國家(jia)有關(guan)部門的(de)銜接(jie)、溝通和(he)匯報,千方(fang)百計(ji)滿足列(lie)入(ru)省和(he)國家(jia)重點(dian)項(xiang)(xiang)目的(de)必備條件,爭取盡(jin)早(zao)獲(huo)得省和(he)國家(jia)重點(dian)項(xiang)(xiang)目立項(xiang)(xiang)。
三、優先(xian)安排國有資(zi)(zi)本經(jing)營預(yu)算(suan)資(zi)(zi)金支持省(sheng)屬企(qi)業重點(dian)項(xiang)(xiang)目(mu)。凡是(shi)列入(ru)國家(jia)、省(sheng)和(he)海(hai)(hai)南國資(zi)(zi)委的省(sheng)屬企(qi)業重點(dian)項(xiang)(xiang)目(mu),海(hai)(hai)南國資(zi)(zi)委將全方位做好服務(wu)工作。同時,每(mei)年安排一定的國有資(zi)(zi)本經(jing)營預(yu)算(suan)資(zi)(zi)金用(yong)于省(sheng)屬企(qi)業運作項(xiang)(xiang)目(mu)的規劃、前(qian)期研究、咨詢、評估(gu)、論證(zheng)等(deng)工作。
四、支持省屬企業項目融資。支持海南省屬企(qi)業積極爭取各(ge)類(lei)金(jin)融(rong)(rong)機(ji)構(gou)對項(xiang)目建設的信貸(dai)支(zhi)持,推(tui)動省屬企(qi)業與各(ge)類(lei)金(jin)融(rong)(rong)機(ji)構(gou)簽訂新一輪戰略合作協(xie)議(yi),增加信貸(dai)授信額度和(he)投放規模(mo)。支(zhi)持省屬企(qi)業利用(yong)企(qi)業債、公司債、銀(yin)行間債務融(rong)(rong)資工具、基金(jin)等進行直接(jie)融(rong)(rong)資,以(yi)及(ji)采(cai)取B0T、PPP等方(fang)式融(rong)(rong)資,拓寬項(xiang)目融(rong)(rong)資渠道。省屬企(qi)業要加強與金(jin)融(rong)(rong)機(ji)構(gou)的溝通(tong)、協(xie)調和(he)銜(xian)接(jie),加大(da)銀(yin)企(qi)合作力度,搭建銀(yin)企(qi)對話平臺,定(ding)期或不定(ding)期與金(jin)融(rong)(rong)機(ji)構(gou)開展供需對接(jie)活動,向金(jin)融(rong)(rong)機(ji)構(gou)推(tui)薦融(rong)(rong)資項(xiang)目,滿(man)足(zu)項(xiang)目建設融(rong)(rong)資需求。
五、優先配置省屬企業項目建設所需資源。海南省(sheng)(sheng)屬企業策劃的(de)列(lie)入(ru)國家、省(sheng)(sheng)和海(hai)南(nan)國資(zi)委(wei)的(de)重(zhong)點項目(mu),海(hai)南(nan)國資(zi)委(wei)將在全(quan)系統范圍內優(you)先(xian)予以配(pei)置(zhi)必備的(de)土(tu)地(di)、岸(an)線、碼頭等(deng)資(zi)源。同時鼓勵省(sheng)(sheng)屬企業相互利用和發(fa)揮(hui)各(ge)自(zi)的(de)資(zi)金、資(zi)源優(you)勢,通過市場化途徑開展互惠合作,抱團(tuan)發(fa)展,形成疊(die)加(jia)效應,開發(fa)優(you)勢項目(mu)。
六、加大(da)省(sheng)屬(shu)企(qi)業(ye)(ye)項(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)協(xie)(xie)調服務(wu)(wu)力度。海(hai)(hai)南(nan)(nan)(nan)國(guo)(guo)資(zi)(zi)委(wei)各處室要(yao)加強(qiang)溝通(tong),密(mi)切配合,形成(cheng)強(qiang)有(you)力的(de)(de)(de)工(gong)(gong)(gong)(gong)作合力,認真(zhen)做(zuo)好省(sheng)屬(shu)企(qi)業(ye)(ye)項(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)的(de)(de)(de)相關(guan)(guan)協(xie)(xie)調、服務(wu)(wu)工(gong)(gong)(gong)(gong)作,加快(kuai)省(sheng)屬(shu)企(qi)業(ye)(ye)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)項(xiang)(xiang)(xiang)(xiang)目(mu)的(de)(de)(de)推(tui)進(jin)(jin)(jin)。針對省(sheng)屬(shu)企(qi)業(ye)(ye)項(xiang)(xiang)(xiang)(xiang)目(mu)的(de)(de)(de)竣(jun)工(gong)(gong)(gong)(gong)、續(xu)(xu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)、開(kai)工(gong)(gong)(gong)(gong)、前期(qi)工(gong)(gong)(gong)(gong)作等各個不同階段(duan),采(cai)取相應措施著力推(tui)進(jin)(jin)(jin),促進(jin)(jin)(jin)分(fen)別達到序時進(jin)(jin)(jin)度。對新開(kai)工(gong)(gong)(gong)(gong)項(xiang)(xiang)(xiang)(xiang)目(mu),要(yao)以落(luo)實(shi)開(kai)工(gong)(gong)(gong)(gong)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)條件作為(wei)(wei)第一目(mu)標(biao),確(que)(que)保(bao)項(xiang)(xiang)(xiang)(xiang)目(mu)按(an)期(qi)開(kai)工(gong)(gong)(gong)(gong)。對竣(jun)工(gong)(gong)(gong)(gong)項(xiang)(xiang)(xiang)(xiang)目(mu),要(yao)抓住項(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)關(guan)(guan)鍵(jian)節點,倒(dao)排建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)工(gong)(gong)(gong)(gong)期(qi),確(que)(que)保(bao)項(xiang)(xiang)(xiang)(xiang)目(mu)按(an)期(qi)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)成(cheng)投產。對續(xu)(xu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)項(xiang)(xiang)(xiang)(xiang)目(mu),要(yao)按(an)月制定項(xiang)(xiang)(xiang)(xiang)目(mu)推(tui)進(jin)(jin)(jin)計(ji)劃(hua)(hua),確(que)(que)保(bao)實(shi)現計(ji)劃(hua)(hua)進(jin)(jin)(jin)度。對于前期(qi)工(gong)(gong)(gong)(gong)作項(xiang)(xiang)(xiang)(xiang)目(mu),要(yao)明確(que)(que)主(zhu)要(yao)任(ren)務(wu)(wu)、主(zhu)要(yao)工(gong)(gong)(gong)(gong)作目(mu)標(biao),積(ji)極主(zhu)動(dong)與有(you)關(guan)(guan)部(bu)門(men)銜接、溝通(tong)和匯報(bao)(bao)(bao),爭取早日完成(cheng)有(you)關(guan)(guan)審批(pi)手續(xu)(xu)。對省(sheng)屬(shu)企(qi)業(ye)(ye)項(xiang)(xiang)(xiang)(xiang)目(mu)推(tui)進(jin)(jin)(jin)中存在的(de)(de)(de)問題,企(qi)業(ye)(ye)自身無(wu)法解(jie)(jie)決的(de)(de)(de),要(yao)向(xiang)海(hai)(hai)南(nan)(nan)(nan)國(guo)(guo)資(zi)(zi)委(wei)報(bao)(bao)(bao)告。海(hai)(hai)南(nan)(nan)(nan)國(guo)(guo)資(zi)(zi)委(wei)可直(zhi)接解(jie)(jie)決的(de)(de)(de)即時解(jie)(jie)決,海(hai)(hai)南(nan)(nan)(nan)國(guo)(guo)資(zi)(zi)委(wei)不能直(zhi)接解(jie)(jie)決的(de)(de)(de),指定專(zhuan)門(men)領(ling)導和責任(ren)處室限時與國(guo)(guo)家、省(sheng)、市縣政府及(ji)(ji)有(you)關(guan)(guan)部(bu)門(men)幫助協(xie)(xie)調解(jie)(jie)決。為(wei)(wei)全面了解(jie)(jie)項(xiang)(xiang)(xiang)(xiang)目(mu)進(jin)(jin)(jin)展情(qing)況,各項(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)單位要(yao)及(ji)(ji)時將項(xiang)(xiang)(xiang)(xiang)目(mu)投資(zi)(zi)完成(cheng)、工(gong)(gong)(gong)(gong)程進(jin)(jin)(jin)度、存在問題等情(qing)況,每月通(tong)過海(hai)(hai)南(nan)(nan)(nan)國(guo)(guo)資(zi)(zi)委(wei)監管信(xin)息平(ping)臺報(bao)(bao)(bao)送(song)給委(wei)規劃(hua)(hua)發(fa)展改革處進(jin)(jin)(jin)行綜合、匯總(zong)、分(fen)析。
七、加(jia)強(qiang)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)策(ce)(ce)劃(hua)(hua)、儲(chu)備(bei)和招(zhao)商。各省(sheng)(sheng)屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)要結合(he)(he)(he)本(ben)企(qi)(qi)(qi)(qi)業(ye)(ye)“十(shi)二五(wu)”規劃(hua)(hua)執行和“十(shi)三(san)五(wu)”規劃(hua)(hua)編制(zhi)情況,圍繞主(zhu)業(ye)(ye)結合(he)(he)(he)本(ben)企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)經(jing)濟基礎、產業(ye)(ye)結構、資(zi)(zi)(zi)源稟賦、環境特色、發(fa)展(zhan)規劃(hua)(hua),根據產業(ye)(ye)政策(ce)(ce)導向(xiang)、投資(zi)(zi)(zi)重(zhong)點(dian)領域、市場需求變化,策(ce)(ce)劃(hua)(hua)一(yi)批符合(he)(he)(he)國家(jia)“一(yi)帶一(yi)路(lu)”戰略(lve)、國際旅游島和南海“兩大基地”建設戰略(lve),以(yi)及省(sheng)(sheng)屬(shu)國資(zi)(zi)(zi)國企(qi)(qi)(qi)(qi)定位、可持續發(fa)展(zhan)的(de)重(zhong)大項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)。加(jia)快(kuai)推進(jin)儲(chu)備(bei)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)前期工(gong)(gong)作,積(ji)極(ji)做深(shen)、做透、做熟項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)前期準備(bei)工(gong)(gong)作,為(wei)儲(chu)備(bei)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)列(lie)入國家(jia)與(yu)(yu)省(sheng)(sheng)“十(shi)三(san)五(wu)”規劃(hua)(hua)爭取國家(jia)和省(sheng)(sheng)扶(fu)持資(zi)(zi)(zi)金創造條件(jian)。加(jia)快(kuai)推進(jin)中(zhong)央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)簽約(yue)(yue)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)落(luo)地的(de)工(gong)(gong)作,各省(sheng)(sheng)屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)作為(wei)推動簽約(yue)(yue)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)的(de)責任主(zhu)體,要積(ji)極(ji)主(zhu)動加(jia)強(qiang)與(yu)(yu)中(zhong)央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)及其它簽約(yue)(yue)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)投資(zi)(zi)(zi)企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)溝通聯系,加(jia)快(kuai)簽約(yue)(yue)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)落(luo)地進(jin)度。要繼續加(jia)強(qiang)與(yu)(yu)中(zhong)央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)、大型民營企(qi)(qi)(qi)(qi)業(ye)(ye)和外資(zi)(zi)(zi)企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)溝通與(yu)(yu)對接,重(zhong)點(dian)做好重(zhong)產業(ye)(ye)政策(ce)(ce)、重(zhong)投資(zi)(zi)(zi)強(qiang)度、重(zhong)環保節能、重(zhong)產出效益(yi)的(de)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)招(zhao)商。
八(ba)、加大(da)項目建設(she)督(du)(du)促檢(jian)查(cha)力度。海南國資委將加大(da)項目建設(she)督(du)(du)查(cha)力度,實現項目監督(du)(du)檢(jian)查(cha)常態化、制度化,定期或不定期進行(xing)現場督(du)(du)促檢(jian)查(cha),把監督(du)(du)檢(jian)查(cha)和(he)協(xie)調解(jie)決問題結(jie)合起(qi)來(lai),第一(yi)時(shi)間解(jie)決問題和(he)化解(jie)矛盾(dun)。
九、完(wan)(wan)善(shan)考核(he)(he)獎懲(cheng)激勵(li)機制(zhi)。為了充分調動和激勵(li)省屬企(qi)業(ye)推進(jin)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)的積極性,促使項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)又(you)(you)好又(you)(you)快建(jian)設,海南國(guo)資(zi)委將(jiang)逐(zhu)步完(wan)(wan)善(shan)省屬企(qi)業(ye)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)工(gong)作目(mu)(mu)標考核(he)(he)獎懲(cheng)機制(zhi),將(jiang)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)策劃、投資(zi)規(gui)模、增長速度和項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)效益、安全生產統籌考慮,并(bing)專項(xiang)(xiang)(xiang)(xiang)(xiang)獎勵(li)本(ben)年度實(shi)(shi)際(ji)完(wan)(wan)成(cheng)投資(zi)規(gui)模大、比(bi)上(shang)年實(shi)(shi)際(ji)完(wan)(wan)成(cheng)投資(zi)的增長速度快的項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)建(jian)設先進(jin)企(qi)業(ye),同(tong)時將(jiang)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)考核(he)(he)獎勵(li)與年度企(qi)業(ye)領導班子績效考核(he)(he)、干部提拔任(ren)用、創先爭優(you)評(ping)比(bi)緊(jin)密結合起來,對(dui)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)推進(jin)有力、管(guan)理規(gui)范、目(mu)(mu)標完(wan)(wan)成(cheng)好的企(qi)業(ye)和個人予(yu)以表彰獎勵(li);對(dui)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)推進(jin)工(gong)作不力、進(jin)度嚴重滯后的企(qi)業(ye)和個人予(yu)以批評(ping)問(wen)責(ze),并(bing)相應扣減企(qi)業(ye)負(fu)責(ze)人和相關責(ze)任(ren)人的績效薪酬。
