近日,浙江杭州(zhou)國資(zi)(zi)委制定出(chu)臺《杭州(zhou)市(shi)市(shi)屬企(qi)(qi)業(ye)工(gong)(gong)(gong)資(zi)(zi)性(xing)(xing)收入(ru)(ru)(ru)預(yu)算管(guan)理(li)暫(zan)行(xing)辦(ban)(ban)法(fa)(fa)》(以下(xia)(xia)簡稱(cheng)《暫(zan)行(xing)辦(ban)(ban)法(fa)(fa)》)。《暫(zan)行(xing)辦(ban)(ban)法(fa)(fa)》通過明確工(gong)(gong)(gong)資(zi)(zi)性(xing)(xing)收入(ru)(ru)(ru)項(xiang)目、實施分(fen)級分(fen)類(lei)管(guan)理(li)、建(jian)立健全職(zhi)(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)增長機制、強化(hua)工(gong)(gong)(gong)資(zi)(zi)預(yu)算的剛性(xing)(xing)、加大對(dui)企(qi)(qi)業(ye)和企(qi)(qi)業(ye)領(ling)導人員的責任追(zhui)究(jiu)等,引導市(shi)屬國有企(qi)(qi)業(ye)建(jian)立標準明確、增長適度、差距合(he)理(li)、關(guan)系(xi)和諧的收入(ru)(ru)(ru)分(fen)配體系(xi)。《暫(zan)行(xing)辦(ban)(ban)法(fa)(fa)》還對(dui)職(zhi)(zhi)工(gong)(gong)(gong)住(zhu)房公積金、企(qi)(qi)業(ye)年金、補(bu)(bu)充醫(yi)療保險的企(qi)(qi)業(ye)繳存比例(li)或(huo)倍數進(jin)行(xing)了規范,特別是對(dui)補(bu)(bu)充醫(yi)療保險享受范圍(wei)作了明確規定。《暫(zan)行(xing)辦(ban)(ban)法(fa)(fa)》同(tong)(tong)時強化(hua)責任追(zhui)究(jiu),企(qi)(qi)業(ye)出(chu)現違(wei)規行(xing)為的,將(jiang)視情況采取通報批評、責令其(qi)(qi)整(zheng)改(gai)、核(he)減(jian)其(qi)(qi)下(xia)(xia)一年度工(gong)(gong)(gong)資(zi)(zi)性(xing)(xing)收入(ru)(ru)(ru)預(yu)算額度、扣(kou)減(jian)企(qi)(qi)業(ye)負責人年度履職(zhi)(zhi)評價得(de)分(fen)、按職(zhi)(zhi)工(gong)(gong)(gong)超發工(gong)(gong)(gong)資(zi)(zi)部分(fen)同(tong)(tong)比例(li)扣(kou)減(jian)企(qi)(qi)業(ye)負責人和分(fen)管(guan)責任人的年薪,責成董(dong)事會扣(kou)減(jian)相關(guan)部門負責人工(gong)(gong)(gong)資(zi)(zi)等處(chu)罰措(cuo)施。
《暫行辦法》的執行,將有利(li)于加強企業(ye)工(gong)(gong)資管(guan)控體系建設,規范收入分(fen)(fen)配(pei)管(guan)理(li),合理(li)控制(zhi)內部收入分(fen)(fen)配(pei)差距,建立工(gong)(gong)資效益聯動(dong)機(ji)制(zhi),推動(dong)杭州市(shi)屬國有企業(ye)科學(xue)發展。
