“十二五”期間,貴(gui)州省(sheng)國(guo)資(zi)委(wei)根據監管企(qi)業(ye)人(ren)(ren)才(cai)(cai)隊(dui)(dui)伍(wu)建(jian)設的實際情況和需要,不(bu)斷健(jian)全完善人(ren)(ren)才(cai)(cai)工(gong)(gong)(gong)(gong)作制(zhi)度機制(zhi),大力(li)實施優秀企(qi)業(ye)家(jia)培養工(gong)(gong)(gong)(gong)程(cheng)、“四(si)個一”人(ren)(ren)才(cai)(cai)工(gong)(gong)(gong)(gong)程(cheng)、高層(ceng)次創新科技(ji)人(ren)(ren)才(cai)(cai)工(gong)(gong)(gong)(gong)程(cheng)、高技(ji)能(neng)(neng)人(ren)(ren)才(cai)(cai)開(kai)發工(gong)(gong)(gong)(gong)程(cheng),監管企(qi)業(ye)人(ren)(ren)才(cai)(cai)隊(dui)(dui)伍(wu)建(jian)設取得明顯成(cheng)效,為企(qi)業(ye)改革發展提供強有(you)力(li)的智力(li)支撐和人(ren)(ren)才(cai)(cai)保證。截至2015年底,省(sheng)國(guo)資(zi)委(wei)監管的21戶生產性企(qi)業(ye)共有(you)各類人(ren)(ren)才(cai)(cai)近10萬人(ren)(ren),其中,黨(dang)政管理(li)2464人(ren)(ren),經營管理(li)23611人(ren)(ren),專業(ye)技(ji)術9225人(ren)(ren),專業(ye)技(ji)能(neng)(neng)53759人(ren)(ren)。
科學規(gui)(gui)劃(hua)(hua)抓(zhua)指(zhi)導。制定印發(fa)《監(jian)管企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)中(zhong)長期(qi)人(ren)(ren)(ren)才(cai)(cai)發(fa)展(zhan)(zhan)規(gui)(gui)劃(hua)(hua)工(gong)作(zuo)(zuo)指(zhi)導意見》、《關于加強(qiang)監(jian)管企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)人(ren)(ren)(ren)才(cai)(cai)培養(yang)引(yin)進(jin)(jin)加快科技(ji)創新(xin)的(de)實施意見》,統籌推進(jin)(jin)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)人(ren)(ren)(ren)才(cai)(cai)隊(dui)伍(wu)建設(she),通過實施“五(wu)(wu)(wu)個(ge)一(yi)批(pi)”人(ren)(ren)(ren)才(cai)(cai)發(fa)展(zhan)(zhan)計劃(hua)(hua),選好配強(qiang)一(yi)支出(chu)(chu)資人(ren)(ren)(ren)代(dai)表(biao)人(ren)(ren)(ren)才(cai)(cai)隊(dui)伍(wu)、思想政(zheng)治(zhi)工(gong)作(zuo)(zuo)人(ren)(ren)(ren)才(cai)(cai)隊(dui)伍(wu),培養(yang)造就一(yi)支高(gao)素質的(de)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)經營管理(li)人(ren)(ren)(ren)才(cai)(cai)隊(dui)伍(wu)、專業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)術(shu)人(ren)(ren)(ren)才(cai)(cai)隊(dui)伍(wu)和技(ji)能人(ren)(ren)(ren)才(cai)(cai)隊(dui)伍(wu)。結合全(quan)省“十三五(wu)(wu)(wu)”人(ren)(ren)(ren)才(cai)(cai)工(gong)作(zuo)(zuo)規(gui)(gui)劃(hua)(hua)和企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)“十三五(wu)(wu)(wu)”發(fa)展(zhan)(zhan)戰(zhan)略規(gui)(gui)劃(hua)(hua),指(zhi)導企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)修訂中(zhong)長期(qi)人(ren)(ren)(ren)才(cai)(cai)發(fa)展(zhan)(zhan)規(gui)(gui)劃(hua)(hua),確定人(ren)(ren)(ren)才(cai)(cai)發(fa)展(zhan)(zhan)目(mu)標和重點措施,力(li)爭到(dao)2020年出(chu)(chu)資人(ren)(ren)(ren)代(dai)表(biao)人(ren)(ren)(ren)才(cai)(cai)隊(dui)伍(wu)、思想政(zheng)治(zhi)工(gong)作(zuo)(zuo)人(ren)(ren)(ren)才(cai)(cai)隊(dui)伍(wu)、經營管理(li)人(ren)(ren)(ren)才(cai)(cai)隊(dui)伍(wu)能夠(gou)滿(man)足企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)改革發(fa)展(zhan)(zhan)需要(yao),具有專業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)術(shu)職務(wu)人(ren)(ren)(ren)員(yuan)(yuan)占員(yuan)(yuan)工(gong)總數比(bi)(bi)重達到(dao)20%,高(gao)技(ji)能人(ren)(ren)(ren)才(cai)(cai)占技(ji)能勞(lao)動者比(bi)(bi)重達到(dao)34%。開(kai)展(zhan)(zhan)人(ren)(ren)(ren)才(cai)(cai)工(gong)作(zuo)(zuo)調(diao)研(yan),摸(mo)清“十二五(wu)(wu)(wu)”人(ren)(ren)(ren)才(cai)(cai)工(gong)作(zuo)(zuo)完成、企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)急(ji)需特殊(shu)人(ren)(ren)(ren)才(cai)(cai)需求、企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)創新(xin)人(ren)(ren)(ren)才(cai)(cai)培養(yang)等(deng)情況,為上(shang)級部(bu)門(men)制定加強(qiang)和改進(jin)(jin)國(guo)有企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)人(ren)(ren)(ren)才(cai)(cai)工(gong)作(zuo)(zuo)有關政(zheng)策(ce)提供依據(ju)。
加大培(pei)訓提能力。抓好監管(guan)企業(ye)領(ling)導(dao)人(ren)(ren)(ren)員(yuan)教(jiao)育培(pei)訓五年規劃(hua)和年度(du)培(pei)訓計劃(hua)的(de)(de)貫徹(che)落實,分(fen)層(ceng)分(fen)級分(fen)類別開展企業(ye)人(ren)(ren)(ren)才(cai)(cai)培(pei)訓。抽調人(ren)(ren)(ren)員(yuan)參(can)加省委(wei)組織(zhi)部(bu)舉(ju)辦的(de)(de)各(ge)類培(pei)訓,舉(ju)辦規范董事會建設(she)、企業(ye)戰略管(guan)理、企業(ye)投融資(zi)(zi)(zi)與(yu)(yu)兼并重(zhong)組、資(zi)(zi)(zi)本運作與(yu)(yu)財務(wu)管(guan)理等(deng)國內外培(pei)訓班(ban)20余期,1000多名企業(ye)中(zhong)高(gao)(gao)管(guan)理人(ren)(ren)(ren)員(yuan)參(can)訓。組織(zhi)企業(ye)參(can)加各(ge)類專業(ye)人(ren)(ren)(ren)才(cai)(cai)培(pei)訓活動,與(yu)(yu)省人(ren)(ren)(ren)社廳聯合制定高(gao)(gao)技(ji)能人(ren)(ren)(ren)才(cai)(cai)培(pei)訓計劃(hua),著力培(pei)養(yang)一批科技(ji)領(ling)軍人(ren)(ren)(ren)才(cai)(cai)和高(gao)(gao)層(ceng)次創(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai),提升技(ji)能人(ren)(ren)(ren)才(cai)(cai)隊(dui)伍整體水平。指(zhi)導(dao)監管(guan)企業(ye)充分(fen)利用自身資(zi)(zi)(zi)源和互聯網優勢,創(chuang)辦各(ge)類職業(ye)學院(技(ji)校)、網絡學院、人(ren)(ren)(ren)才(cai)(cai)基地(di)。如開磷(lin)集團創(chuang)辦貴陽職院化工(gong)學院,五年累計為企業(ye)輸(shu)送800名中(zhong)初級技(ji)能人(ren)(ren)(ren)才(cai)(cai),同時(shi)與(yu)(yu)知(zhi)名培(pei)訓IT企業(ye)時(shi)代(dai)光華合作創(chuang)辦開磷(lin)網絡大學,每(mei)年點(dian)擊率達30多萬次,進一步(bu)提高(gao)(gao)人(ren)(ren)(ren)才(cai)(cai)培(pei)養(yang)教(jiao)育的(de)(de)覆蓋面和時(shi)效性。
改進方式重(zhong)(zhong)(zhong)培(pei)(pei)養(yang)。堅持以盤(pan)活現有(you)人(ren)(ren)(ren)(ren)才(cai)資源為根本(ben),通過學(xue)(xue)歷提升、輪崗(gang)鍛煉、選(xuan)派掛(gua)職(zhi)、建設(she)平(ping)臺(tai)等(deng)方式,不(bu)斷改進人(ren)(ren)(ren)(ren)才(cai)培(pei)(pei)養(yang)方式和(he)途徑,促(cu)進人(ren)(ren)(ren)(ren)才(cai)隊(dui)伍(wu)(wu)結構優化(hua)。指導(dao)監(jian)管企(qi)業建立職(zhi)務、技(ji)(ji)術雙通道(dao),為人(ren)(ren)(ren)(ren)才(cai)成長與發(fa)(fa)展提供更多平(ping)臺(tai)。發(fa)(fa)揮“人(ren)(ren)(ren)(ren)才(cai)基(ji)地(di)”在(zai)人(ren)(ren)(ren)(ren)才(cai)培(pei)(pei)養(yang)集(ji)(ji)聚(ju)方面的作(zuo)(zuo)(zuo)用,實施重(zhong)(zhong)(zhong)大科(ke)技(ji)(ji)成果轉化(hua)和(he)產業化(hua)項目、產學(xue)(xue)研(yan)(yan)合作(zuo)(zuo)(zuo)項目,打造一批省級及(ji)以上工(gong)(gong)(gong)(gong)(gong)程(cheng)技(ji)(ji)術研(yan)(yan)究中(zhong)(zhong)心(xin)、工(gong)(gong)(gong)(gong)(gong)程(cheng)研(yan)(yan)究中(zhong)(zhong)心(xin)、重(zhong)(zhong)(zhong)點實驗(yan)室、院士工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)站(zhan)(zhan)研(yan)(yan)發(fa)(fa)平(ping)臺(tai)。截至目前,監(jian)管企(qi)業共有(you)省級以上工(gong)(gong)(gong)(gong)(gong)程(cheng)技(ji)(ji)術研(yan)(yan)究中(zhong)(zhong)心(xin)13個(ge),工(gong)(gong)(gong)(gong)(gong)程(cheng)研(yan)(yan)究中(zhong)(zhong)心(xin)19個(ge),重(zhong)(zhong)(zhong)點實驗(yan)室3個(ge),院士工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)站(zhan)(zhan)5個(ge),省級技(ji)(ji)術中(zhong)(zhong)心(xin)1人(ren)(ren)(ren)(ren),重(zhong)(zhong)(zhong)大科(ke)技(ji)(ji)成果轉化(hua)及(ji)產業化(hua)項目82個(ge),重(zhong)(zhong)(zhong)大產學(xue)(xue)研(yan)(yan)合作(zuo)(zuo)(zuo)項目283個(ge)。如甕福集(ji)(ji)團(tuan)自2003年建立博士后科(ke)研(yan)(yan)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)站(zhan)(zhan)以來(lai),先后有(you)13名博士進出站(zhan)(zhan),研(yan)(yan)發(fa)(fa)領域(yu)涉及(ji)磷化(hua)工(gong)(gong)(gong)(gong)(gong)行業關鍵性、前瞻性和(he)共性技(ji)(ji)術。貴(gui)繩集(ji)(ji)團(tuan)依托公(gong)司國家級技(ji)(ji)術研(yan)(yan)究中(zhong)(zhong)心(xin)、省級金屬制(zhi)品人(ren)(ren)(ren)(ren)才(cai)基(ji)地(di)、國家級技(ji)(ji)能(neng)大師(shi)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)室、省高技(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)才(cai)培(pei)(pei)養(yang)基(ji)地(di)等(deng)平(ping)臺(tai),促(cu)進人(ren)(ren)(ren)(ren)才(cai)隊(dui)伍(wu)(wu)建設(she)和(he)科(ke)技(ji)(ji)創新。
拓寬渠道促引(yin)(yin)(yin)(yin)(yin)進(jin)(jin)。組(zu)(zu)織(zhi)(zhi)監管企業(ye)開(kai)展“高層次、急(ji)需緊缺人(ren)(ren)(ren)(ren)才(cai)(cai)需求調(diao)查”、“貴(gui)州(zhou)引(yin)(yin)(yin)(yin)(yin)才(cai)(cai)項目(mu)調(diao)查”、“貴(gui)州(zhou)省(sheng)人(ren)(ren)(ren)(ren)才(cai)(cai)引(yin)(yin)(yin)(yin)(yin)進(jin)(jin)優惠政策收集”等調(diao)研,及(ji)時了(le)解(jie)企業(ye)用(yong)人(ren)(ren)(ren)(ren)引(yin)(yin)(yin)(yin)(yin)才(cai)(cai)需求。組(zu)(zu)織(zhi)(zhi)開(kai)展高校(xiao)(xiao)招(zhao)聘(pin)(pin)、網上招(zhao)聘(pin)(pin)等常(chang)規人(ren)(ren)(ren)(ren)才(cai)(cai)招(zhao)聘(pin)(pin)活動,參加(jia)歷(li)屆(jie)全省(sheng)人(ren)(ren)(ren)(ren)才(cai)(cai)博覽會,組(zu)(zu)織(zhi)(zhi)部(bu)分(fen)企業(ye)參加(jia)中組(zu)(zu)部(bu)“海創周”人(ren)(ren)(ren)(ren)才(cai)(cai)招(zhao)聘(pin)(pin)會,會同(tong)省(sheng)委組(zu)(zu)織(zhi)(zhi)部(bu)等部(bu)門在(zai)北京、上海、廣州(zhou)開(kai)展“貴(gui)州(zhou)省(sheng)急(ji)需特殊人(ren)(ren)(ren)(ren)才(cai)(cai)招(zhao)聘(pin)(pin)”活動,開(kai)展“省(sheng)管國(guo)有企業(ye)急(ji)需特殊人(ren)(ren)(ren)(ren)才(cai)(cai)引(yin)(yin)(yin)(yin)(yin)進(jin)(jin)”。創新人(ren)(ren)(ren)(ren)才(cai)(cai)引(yin)(yin)(yin)(yin)(yin)進(jin)(jin)方(fang)式(shi)(shi),采取契約化管理(li)方(fang)式(shi)(shi)柔性引(yin)(yin)(yin)(yin)(yin)進(jin)(jin)和使用(yong)人(ren)(ren)(ren)(ren)才(cai)(cai),推動人(ren)(ren)(ren)(ren)才(cai)(cai)作用(yong)得到(dao)更好發揮。省(sheng)農(nong)信社(she)從選聘(pin)(pin)到(dao)貴(gui)州(zhou)農(nong)村任職的(de)(de)高校(xiao)(xiao)畢業(ye)生(sheng)、“一(yi)(yi)(yi)村一(yi)(yi)(yi)大”、“三支一(yi)(yi)(yi)扶”大學生(sheng)及(ji)西部(bu)志愿者中,定向引(yin)(yin)(yin)(yin)(yin)進(jin)(jin)服務滿1年且服務期考核合格(ge)的(de)(de)人(ren)(ren)(ren)(ren)員433名(ming),不僅(jin)解(jie)決部(bu)分(fen)長期扎根基層、無(wu)私奉(feng)獻的(de)(de)大學畢業(ye)生(sheng)就業(ye)問題(ti),而(er)且進(jin)(jin)一(yi)(yi)(yi)步(bu)優化部(bu)分(fen)基層行社(she)邊遠鄉鎮網點的(de)(de)人(ren)(ren)(ren)(ren)員結(jie)構(gou)。
