“十二五”期間,貴州省國(guo)(guo)資委根據監(jian)管(guan)企業人(ren)(ren)(ren)才(cai)隊伍建(jian)設(she)的(de)實際(ji)情況和(he)(he)需要(yao),不(bu)斷健全完善人(ren)(ren)(ren)才(cai)工作制度機(ji)制,大力實施(shi)優秀企業家培(pei)養工程、“四個一(yi)”人(ren)(ren)(ren)才(cai)工程、高層(ceng)次創新科(ke)技(ji)人(ren)(ren)(ren)才(cai)工程、高技(ji)能(neng)人(ren)(ren)(ren)才(cai)開發工程,監(jian)管(guan)企業人(ren)(ren)(ren)才(cai)隊伍建(jian)設(she)取得明(ming)顯成效(xiao),為企業改革發展提供強有力的(de)智力支(zhi)撐和(he)(he)人(ren)(ren)(ren)才(cai)保證。截至2015年底,省國(guo)(guo)資委監(jian)管(guan)的(de)21戶生產性企業共有各類人(ren)(ren)(ren)才(cai)近10萬人(ren)(ren)(ren),其(qi)中(zhong),黨政(zheng)管(guan)理2464人(ren)(ren)(ren),經營管(guan)理23611人(ren)(ren)(ren),專業技(ji)術9225人(ren)(ren)(ren),專業技(ji)能(neng)53759人(ren)(ren)(ren)。

加(jia)大培(pei)(pei)訓(xun)(xun)提能(neng)(neng)力。抓好監管(guan)企(qi)(qi)(qi)業(ye)領(ling)導(dao)人(ren)(ren)(ren)員教育(yu)培(pei)(pei)訓(xun)(xun)五年規(gui)劃和(he)年度培(pei)(pei)訓(xun)(xun)計(ji)劃的貫徹(che)落實,分層(ceng)分級分類別開展(zhan)企(qi)(qi)(qi)業(ye)人(ren)(ren)(ren)才(cai)(cai)培(pei)(pei)訓(xun)(xun)。抽(chou)調(diao)人(ren)(ren)(ren)員參加(jia)省委(wei)組織部舉辦的各(ge)類培(pei)(pei)訓(xun)(xun),舉辦規(gui)范董事會建設、企(qi)(qi)(qi)業(ye)戰略管(guan)理、企(qi)(qi)(qi)業(ye)投(tou)融資與(yu)兼并重組、資本運(yun)作與(yu)財務管(guan)理等國(guo)內外(wai)培(pei)(pei)訓(xun)(xun)班20余期,1000多名(ming)企(qi)(qi)(qi)業(ye)中高(gao)管(guan)理人(ren)(ren)(ren)員參訓(xun)(xun)。組織企(qi)(qi)(qi)業(ye)參加(jia)各(ge)類專業(ye)人(ren)(ren)(ren)才(cai)(cai)培(pei)(pei)訓(xun)(xun)活(huo)動,與(yu)省人(ren)(ren)(ren)社廳聯(lian)合(he)(he)制定高(gao)技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)培(pei)(pei)訓(xun)(xun)計(ji)劃,著力培(pei)(pei)養一(yi)批科技(ji)(ji)領(ling)軍人(ren)(ren)(ren)才(cai)(cai)和(he)高(gao)層(ceng)次(ci)創新人(ren)(ren)(ren)才(cai)(cai),提升技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)隊伍(wu)整體水(shui)平(ping)。指導(dao)監管(guan)企(qi)(qi)(qi)業(ye)充分利用(yong)自身資源(yuan)和(he)互聯(lian)網優勢,創辦各(ge)類職(zhi)業(ye)學(xue)院(技(ji)(ji)校)、網絡學(xue)院、人(ren)(ren)(ren)才(cai)(cai)基地。如(ru)開磷(lin)集團創辦貴陽職(zhi)院化工學(xue)院,五年累計(ji)為企(qi)(qi)(qi)業(ye)輸送(song)800名(ming)中初(chu)級技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai),同時與(yu)知(zhi)名(ming)培(pei)(pei)訓(xun)(xun)IT企(qi)(qi)(qi)業(ye)時代(dai)光華(hua)合(he)(he)作創辦開磷(lin)網絡大學(xue),每年點擊率(lv)達30多萬次(ci),進一(yi)步提高(gao)人(ren)(ren)(ren)才(cai)(cai)培(pei)(pei)養教育(yu)的覆蓋面和(he)時效性。
改進(jin)方式(shi)(shi)重(zhong)培(pei)養(yang)(yang)。堅持以盤活現有人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)資(zi)源(yuan)為根本,通過(guo)學歷提(ti)升、輪崗鍛煉(lian)、選派掛職、建設(she)平臺(tai)等(deng)方式(shi)(shi),不(bu)斷改進(jin)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)培(pei)養(yang)(yang)方式(shi)(shi)和途徑,促進(jin)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)伍(wu)結構優(you)化(hua)(hua)(hua)。指導監管企(qi)業建立職務、技(ji)(ji)(ji)術(shu)(shu)雙通道,為人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)成(cheng)長與(yu)發展提(ti)供更多(duo)平臺(tai)。發揮(hui)“人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)基地”在人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)培(pei)養(yang)(yang)集聚方面的作(zuo)(zuo)用,實(shi)(shi)施重(zhong)大(da)(da)科技(ji)(ji)(ji)成(cheng)果轉(zhuan)化(hua)(hua)(hua)和產(chan)業化(hua)(hua)(hua)項(xiang)(xiang)目(mu)(mu)、產(chan)學研(yan)(yan)(yan)合作(zuo)(zuo)項(xiang)(xiang)目(mu)(mu),打(da)造一批省(sheng)級(ji)(ji)及以上(shang)工(gong)程技(ji)(ji)(ji)術(shu)(shu)研(yan)(yan)(yan)究(jiu)(jiu)中(zhong)心(xin)、工(gong)程研(yan)(yan)(yan)究(jiu)(jiu)中(zhong)心(xin)、重(zhong)點實(shi)(shi)驗室(shi)、院士工(gong)作(zuo)(zuo)站(zhan)研(yan)(yan)(yan)發平臺(tai)。截至目(mu)(mu)前,監管企(qi)業共有省(sheng)級(ji)(ji)以上(shang)工(gong)程技(ji)(ji)(ji)術(shu)(shu)研(yan)(yan)(yan)究(jiu)(jiu)中(zhong)心(xin)13個(ge)(ge),工(gong)程研(yan)(yan)(yan)究(jiu)(jiu)中(zhong)心(xin)19個(ge)(ge),重(zhong)點實(shi)(shi)驗室(shi)3個(ge)(ge),院士工(gong)作(zuo)(zuo)站(zhan)5個(ge)(ge),省(sheng)級(ji)(ji)技(ji)(ji)(ji)術(shu)(shu)中(zhong)心(xin)1人(ren)(ren)(ren)(ren),重(zhong)大(da)(da)科技(ji)(ji)(ji)成(cheng)果轉(zhuan)化(hua)(hua)(hua)及產(chan)業化(hua)(hua)(hua)項(xiang)(xiang)目(mu)(mu)82個(ge)(ge),重(zhong)大(da)(da)產(chan)學研(yan)(yan)(yan)合作(zuo)(zuo)項(xiang)(xiang)目(mu)(mu)283個(ge)(ge)。如甕福集團自2003年建立博士后(hou)科研(yan)(yan)(yan)工(gong)作(zuo)(zuo)站(zhan)以來,先后(hou)有13名博士進(jin)出站(zhan),研(yan)(yan)(yan)發領域(yu)涉(she)及磷化(hua)(hua)(hua)工(gong)行業關(guan)鍵性、前瞻性和共性技(ji)(ji)(ji)術(shu)(shu)。貴繩集團依托(tuo)公司國家(jia)級(ji)(ji)技(ji)(ji)(ji)術(shu)(shu)研(yan)(yan)(yan)究(jiu)(jiu)中(zhong)心(xin)、省(sheng)級(ji)(ji)金屬制品人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)基地、國家(jia)級(ji)(ji)技(ji)(ji)(ji)能大(da)(da)師工(gong)作(zuo)(zuo)室(shi)、省(sheng)高技(ji)(ji)(ji)能人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)培(pei)養(yang)(yang)基地等(deng)平臺(tai),促進(jin)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)伍(wu)建設(she)和科技(ji)(ji)(ji)創新。
拓寬渠道促引(yin)(yin)進。組織(zhi)監管企(qi)業(ye)開(kai)(kai)展(zhan)“高(gao)層次、急需緊缺人才(cai)(cai)需求調(diao)查”、“貴(gui)州引(yin)(yin)才(cai)(cai)項(xiang)目調(diao)查”、“貴(gui)州省(sheng)(sheng)(sheng)(sheng)人才(cai)(cai)引(yin)(yin)進優惠政策(ce)收集”等調(diao)研,及時(shi)了解(jie)企(qi)業(ye)用人引(yin)(yin)才(cai)(cai)需求。組織(zhi)開(kai)(kai)展(zhan)高(gao)校(xiao)招(zhao)(zhao)聘(pin)、網上招(zhao)(zhao)聘(pin)等常規(gui)人才(cai)(cai)招(zhao)(zhao)聘(pin)活(huo)動(dong),參加(jia)歷屆(jie)全(quan)省(sheng)(sheng)(sheng)(sheng)人才(cai)(cai)博覽會,組織(zhi)部(bu)分(fen)企(qi)業(ye)參加(jia)中組部(bu)“海(hai)創周(zhou)”人才(cai)(cai)招(zhao)(zhao)聘(pin)會,會同省(sheng)(sheng)(sheng)(sheng)委組織(zhi)部(bu)等部(bu)門(men)在北京(jing)、上海(hai)、廣州開(kai)(kai)展(zhan)“貴(gui)州省(sheng)(sheng)(sheng)(sheng)急需特(te)殊(shu)人才(cai)(cai)招(zhao)(zhao)聘(pin)”活(huo)動(dong),開(kai)(kai)展(zhan)“省(sheng)(sheng)(sheng)(sheng)管國(guo)有企(qi)業(ye)急需特(te)殊(shu)人才(cai)(cai)引(yin)(yin)進”。創新(xin)人才(cai)(cai)引(yin)(yin)進方式(shi),采取契約化管理(li)方式(shi)柔性引(yin)(yin)進和使用人才(cai)(cai),推動(dong)人才(cai)(cai)作用得到(dao)更好發揮。省(sheng)(sheng)(sheng)(sheng)農信社從選聘(pin)到(dao)貴(gui)州農村任職的高(gao)校(xiao)畢(bi)業(ye)生(sheng)、“一(yi)(yi)村一(yi)(yi)大”、“三支一(yi)(yi)扶(fu)”大學生(sheng)及西部(bu)志愿者中,定向引(yin)(yin)進服(fu)務(wu)滿1年且服(fu)務(wu)期(qi)考核合格的人員(yuan)433名,不僅解(jie)決(jue)部(bu)分(fen)長期(qi)扎(zha)根(gen)基層、無私奉獻的大學畢(bi)業(ye)生(sheng)就(jiu)業(ye)問題,而(er)且進一(yi)(yi)步優化部(bu)分(fen)基層行(xing)社邊遠鄉鎮網點(dian)的人員(yuan)結構(gou)。
做(zuo)好(hao)服(fu)務重激勵。指導企業(ye)落(luo)實好(hao)引進(jin)人(ren)(ren)(ren)才政(zheng)策,建立領導人(ren)(ren)(ren)員聯系專(zhuan)(zhuan)家(jia)和高(gao)層(ceng)次人(ren)(ren)(ren)才結對子、談(tan)(tan)心談(tan)(tan)話等制(zhi)度,對引進(jin)的(de)人(ren)(ren)(ren)才除提供必要的(de)工(gong)作(zuo)、學(xue)(xue)習等條件外,切實解(jie)決引進(jin)人(ren)(ren)(ren)才在住房、子女(nv)入(ru)學(xue)(xue)入(ru)托等方面(mian)的(de)困難(nan)和問(wen)題,積(ji)極營造愛才、重才的(de)良好(hao)氛(fen)圍。建立企業(ye)管(guan)理人(ren)(ren)(ren)才公開(kai)、平等、競爭、擇優的(de)選(xuan)拔機制(zhi),落(luo)實技術(shu)專(zhuan)(zhuan)家(jia)資格認證、首席專(zhuan)(zhuan)家(jia)聘(pin)任、專(zhuan)(zhuan)業(ye)技術(shu)帶頭人(ren)(ren)(ren)評聘(pin)等制(zhi)度,推(tui)進(jin)協(xie)議工(gong)資制(zhi)、技術(shu)入(ru)股、期權(quan)股權(quan)等多種形式的(de)分配制(zhi)度,進(jin)一步激發各(ge)類人(ren)(ren)(ren)才干事創(chuang)業(ye)的(de)活力。組織(zhi)企業(ye)做(zuo)好(hao)各(ge)類人(ren)(ren)(ren)才推(tui)薦(jian)選(xuan)拔工(gong)作(zuo),開(kai)展國家(jia)“百千萬”人(ren)(ren)(ren)才、省(sheng)(sheng)高(gao)層(ceng)次創(chuang)新型人(ren)(ren)(ren)才、享受政(zheng)府特殊(shu)津貼、“兩院(yuan)院(yuan)士(shi)”、省(sheng)(sheng)核心專(zhuan)(zhuan)家(jia)、省(sheng)(sheng)管(guan)專(zhuan)(zhuan)家(jia)、省(sheng)(sheng)青年(nian)科技獎、高(gao)技能人(ren)(ren)(ren)才、西部之光訪問(wen)學(xue)(xue)者等選(xuan)派和申報工(gong)作(zuo),進(jin)一步提升各(ge)類人(ren)(ren)(ren)才的(de)成長空間。
