5月31日,江蘇(su)(su)省(sheng)國資委(wei)(wei)組織(zhi)召(zhao)開省(sheng)屬企(qi)(qi)業(ye)(ye)法(fa)治(zhi)(zhi)(zhi)工作座談(tan)會,總(zong)結2015年以來省(sheng)屬企(qi)(qi)業(ye)(ye)法(fa)治(zhi)(zhi)(zhi)工作總(zong)體情(qing)況,結合省(sheng)屬企(qi)(qi)業(ye)(ye)法(fa)治(zhi)(zhi)(zhi)工作專項(xiang)檢查,研(yan)究部署2016年省(sheng)屬企(qi)(qi)業(ye)(ye)法(fa)治(zhi)(zhi)(zhi)重點(dian)工作。江蘇(su)(su)省(sheng)國資委(wei)(wei)紀委(wei)(wei)書記(ji)沈(shen)建(jian)生出席座談(tan)會并講話。12戶省(sheng)屬企(qi)(qi)業(ye)(ye)代表作了交流發言。
沈建(jian)生指(zhi)出,圍繞貫(guan)徹(che)黨的十八(ba)屆(jie)四中全(quan)會精神(shen),為(wei)持續推(tui)進《關于加(jia)強省屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)法(fa)(fa)制(zhi)(zhi)工(gong)(gong)(gong)作(zuo)建(jian)立總法(fa)(fa)律(lv)顧(gu)(gu)問制(zhi)(zhi)度(du)的通知》(蘇國資〔2014〕57號)的貫(guan)徹(che)落實,江蘇省國資委多次召開省屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)法(fa)(fa)治(zhi)工(gong)(gong)(gong)作(zuo)座談會,開展省屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)法(fa)(fa)治(zhi)工(gong)(gong)(gong)作(zuo)專(zhuan)項檢(jian)查,不斷(duan)推(tui)動(dong)省屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)法(fa)(fa)治(zhi)工(gong)(gong)(gong)作(zuo)深(shen)入(ru)開展,取得了明顯成(cheng)效。省屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)依法(fa)(fa)治(zhi)理理念得到有效提(ti)升,企(qi)(qi)(qi)(qi)業(ye)(ye)總法(fa)(fa)律(lv)顧(gu)(gu)問制(zhi)(zhi)度(du)初步建(jian)立,企(qi)(qi)(qi)(qi)業(ye)(ye)法(fa)(fa)務(wu)工(gong)(gong)(gong)作(zuo)組織(zhi)體系逐步形(xing)成(cheng),企(qi)(qi)(qi)(qi)業(ye)(ye)依法(fa)(fa)經(jing)營管理能(neng)力水平不斷(duan)提(ti)高,法(fa)(fa)治(zhi)宣傳教育(yu)明顯加(jia)強。但少數企(qi)(qi)(qi)(qi)業(ye)(ye)仍(reng)然存(cun)在總法(fa)(fa)律(lv)顧(gu)(gu)問制(zhi)(zhi)度(du)建(jian)設(she)不到位和企(qi)(qi)(qi)(qi)業(ye)(ye)規(gui)章制(zhi)(zhi)度(du)執行不到位等問題。
沈建(jian)生(sheng)強(qiang)(qiang)(qiang)調(diao),要(yao)重(zhong)點抓(zhua)(zhua)好(hao)五(wu)個方面工(gong)(gong)(gong)(gong)作(zuo)(zuo):一是切(qie)(qie)(qie)實(shi)(shi)做好(hao)法(fa)(fa)(fa)(fa)治(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)專項檢查整(zheng)改(gai)落實(shi)(shi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)。企業(ye)(ye)(ye)主(zhu)要(yao)負責(ze)(ze)人要(yao)落實(shi)(shi)一把手(shou)責(ze)(ze)任(ren)(ren),在年底前將整(zheng)改(gai)方案落實(shi)(shi)到位。二是切(qie)(qie)(qie)實(shi)(shi)抓(zhua)(zhua)好(hao)企業(ye)(ye)(ye)法(fa)(fa)(fa)(fa)律(lv)(lv)風險防范工(gong)(gong)(gong)(gong)作(zuo)(zuo)。對外要(yao)加(jia)(jia)強(qiang)(qiang)(qiang)依(yi)(yi)法(fa)(fa)(fa)(fa)合(he)規(gui)(gui)經營,對內(nei)要(yao)加(jia)(jia)強(qiang)(qiang)(qiang)依(yi)(yi)法(fa)(fa)(fa)(fa)規(gui)(gui)范管(guan)理(li),著力完(wan)(wan)善(shan)以(yi)下內(nei)容:完(wan)(wan)善(shan)企業(ye)(ye)(ye)法(fa)(fa)(fa)(fa)治(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)機(ji)制(zhi)(zhi)(zhi),建(jian)立(li)(li)主(zhu)要(yao)領(ling)導(dao)負總(zong)責(ze)(ze),總(zong)法(fa)(fa)(fa)(fa)律(lv)(lv)顧問牽頭,各部(bu)門協(xie)(xie)調(diao)運轉,法(fa)(fa)(fa)(fa)務(wu)(wu)(wu)部(bu)門具體實(shi)(shi)施的(de)工(gong)(gong)(gong)(gong)作(zuo)(zuo)機(ji)制(zhi)(zhi)(zhi);完(wan)(wan)善(shan)依(yi)(yi)法(fa)(fa)(fa)(fa)決(jue)策機(ji)制(zhi)(zhi)(zhi),嚴格(ge)執行企業(ye)(ye)(ye)“三(san)重(zhong)一大(da)”決(jue)策辦法(fa)(fa)(fa)(fa),確保企業(ye)(ye)(ye)各層級(ji)有效落實(shi)(shi);完(wan)(wan)善(shan)企業(ye)(ye)(ye)規(gui)(gui)章制(zhi)(zhi)(zhi)度落實(shi)(shi)機(ji)制(zhi)(zhi)(zhi),加(jia)(jia)強(qiang)(qiang)(qiang)公章管(guan)理(li)、合(he)同(tong)審(shen)核(he)(he)(he)(he)、招投標等(deng)(deng)制(zhi)(zhi)(zhi)度的(de)執行落實(shi)(shi);強(qiang)(qiang)(qiang)化重(zhong)點領(ling)域的(de)法(fa)(fa)(fa)(fa)律(lv)(lv)管(guan)控(kong),做好(hao)產權交易(yi)、投融資、擔(dan)保等(deng)(deng)重(zhong)要(yao)環節的(de)法(fa)(fa)(fa)(fa)律(lv)(lv)監督(du);積(ji)極構建(jian)法(fa)(fa)(fa)(fa)律(lv)(lv)管(guan)理(li)平臺,建(jian)立(li)(li)法(fa)(fa)(fa)(fa)律(lv)(lv)、合(he)規(gui)(gui)、內(nei)控(kong)、風險控(kong)制(zhi)(zhi)(zhi)一體化管(guan)理(li)平臺;完(wan)(wan)善(shan)法(fa)(fa)(fa)(fa)律(lv)(lv)風險應(ying)急處置(zhi)(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi),主(zhu)要(yao)領(ling)導(dao)要(yao)切(qie)(qie)(qie)實(shi)(shi)承擔(dan)起溝通協(xie)(xie)調(diao)責(ze)(ze)任(ren)(ren),加(jia)(jia)大(da)工(gong)(gong)(gong)(gong)作(zuo)(zuo)力度;完(wan)(wan)善(shan)考(kao)核(he)(he)(he)(he)評(ping)價(jia)問責(ze)(ze)機(ji)制(zhi)(zhi)(zhi),科(ke)學建(jian)立(li)(li)考(kao)核(he)(he)(he)(he)評(ping)價(jia)指(zhi)標,加(jia)(jia)大(da)對子企業(ye)(ye)(ye)法(fa)(fa)(fa)(fa)治(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)指(zhi)導(dao)。三(san)是切(qie)(qie)(qie)實(shi)(shi)推動法(fa)(fa)(fa)(fa)律(lv)(lv)審(shen)核(he)(he)(he)(he)規(gui)(gui)范化。加(jia)(jia)快(kuai)建(jian)立(li)(li)合(he)同(tong)分(fen)級(ji)授(shou)權審(shen)核(he)(he)(he)(he)管(guan)理(li)制(zhi)(zhi)(zhi)度,集團總(zong)部(bu)要(yao)對大(da)額合(he)同(tong)進行法(fa)(fa)(fa)(fa)律(lv)(lv)審(shen)核(he)(he)(he)(he)把關(guan),提升三(san)項法(fa)(fa)(fa)(fa)律(lv)(lv)審(shen)核(he)(he)(he)(he)的(de)質量和(he)效率,開展法(fa)(fa)(fa)(fa)律(lv)(lv)審(shen)核(he)(he)(he)(he)后評(ping)估工(gong)(gong)(gong)(gong)作(zuo)(zuo)。將三(san)項法(fa)(fa)(fa)(fa)律(lv)(lv)審(shen)核(he)(he)(he)(he)向二三(san)級(ji)企業(ye)(ye)(ye)延伸、實(shi)(shi)現(xian)全覆(fu)蓋作(zuo)(zuo)為一項重(zhong)要(yao)的(de)工(gong)(gong)(gong)(gong)作(zuo)(zuo)來抓(zhua)(zhua)。四是切(qie)(qie)(qie)實(shi)(shi)加(jia)(jia)強(qiang)(qiang)(qiang)法(fa)(fa)(fa)(fa)律(lv)(lv)人才(cai)隊(dui)伍建(jian)設(she)。加(jia)(jia)快(kuai)選配專職總(zong)法(fa)(fa)(fa)(fa)律(lv)(lv)顧問,把具備法(fa)(fa)(fa)(fa)律(lv)(lv)專業(ye)(ye)(ye)資格(ge)的(de)同(tong)志選拔到總(zong)法(fa)(fa)(fa)(fa)律(lv)(lv)顧問的(de)位置(zhi)(zhi)(zhi)(zhi)上,規(gui)(gui)范設(she)置(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)務(wu)(wu)(wu)機(ji)構,規(gui)(gui)模較(jiao)大(da)的(de)企業(ye)(ye)(ye)要(yao)爭取獨立(li)(li)設(she)置(zhi)(zhi)(zhi)(zhi),規(gui)(gui)模較(jiao)小企業(ye)(ye)(ye)可以(yi)與審(shen)計部(bu)門或辦公室合(he)署(shu)設(she)置(zhi)(zhi)(zhi)(zhi),法(fa)(fa)(fa)(fa)務(wu)(wu)(wu)專職人員要(yao)配足配強(qiang)(qiang)(qiang),特別重(zhong)視從法(fa)(fa)(fa)(fa)院等(deng)(deng)系統(tong)引(yin)進高素質法(fa)(fa)(fa)(fa)務(wu)(wu)(wu)人才(cai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)。五(wu)是切(qie)(qie)(qie)實(shi)(shi)做好(hao)省(sheng)屬企業(ye)(ye)(ye)法(fa)(fa)(fa)(fa)治(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)會(hui)議(yi)的(de)籌備召開工(gong)(gong)(gong)(gong)作(zuo)(zuo)。
江蘇省各省屬(shu)企業分管(guan)領導、總法律顧問(wen)、法務部門負責(ze)人、江蘇省國資委(wei)政策法規處工作人員70多人參加了(le)會議。
